Former Cuban leader Fidel Castro dies aged 90

Reuters: Fidel Castro, the Cuban revolutionary leader who built a communist state on the doorstep of the United States and for five decades defied U.S. efforts to topple him, died on Friday, his younger brother announced to the nation. He was 90.

A towering figure of the second half of the 20th Century, Castro had been in poor health since an intestinal ailment nearly killed him in 2006. He formally ceded power to his younger brother two years later.

Wearing a green military uniform, Cuba’s President Raul Castro appeared on state television to announce his brother’s death.

“At 10.29 at night, the chief commander of the Cuban revolution, Fidel Castro Ruz, died,” he said, without giving a cause of death.

“Ever onward, to victory.”

The streets were quiet in Havana, but some residents reacted with sadness to the news, while in Miami, where many exiles from the Communist government live, a large crowd waving Cuban flags cheered, danced and banged on pots and pans, a video on social media showed.

“I am very upset. Whatever you want to say, he is public figure that the whole world respected and loved,” said Havana student Sariel Valdespino.

Castro’s remains will be cremated, according to his wishes. His brother said details of his funeral would be given on Saturday.

The bearded Fidel Castro took power in a 1959 revolution and ruled Cuba for 49 years with a mix of charisma and iron will, creating a one-party state and becoming a central figure in the Cold War.

He was demonized by the United States and its allies but admired by many leftists around the world, especially socialist revolutionaries in Latin America and Africa.

“I lament the death of Fidel Castro Ruz, leader of the Cuban revolution and emblematic reference of the 20th Century,” Mexican President Enrique Pena Nieto said on Twitter.

Transforming Cuba from a playground for rich Americans into a symbol of resistance to Washington, Castro outlasted nine U.S. presidents in power.

He fended off a CIA-backed invasion at the Bay of Pigs in 1961 as well as countless assassination attempts.

His alliance with Moscow helped trigger the Cuban Missile Crisis in 1962, a 13-day showdown with the United States that brought the world the closest it has been to nuclear war.

Wearing green military fatigues and chomping on cigars for many of his years in power, Castro was famous for long, fist-pounding speeches filled with blistering rhetoric, often aimed at the United States.

At home, he swept away capitalism and won support for bringing schools and hospitals to the poor. But he also created legions of enemies and critics, concentrated among Cuban exiles in Miami who fled his rule and saw him as a ruthless tyrant.

In the end it was not the efforts of Washington and Cuban exiles nor the collapse of Soviet communism that ended his rule. Instead, illness forced him to cede power to his younger brother Raul Castro, provisionally in 2006 and definitively in 2008.

Although Raul Castro always glorified his older brother, he has changed Cuba since taking over by introducing market-style economic reforms and agreeing with the United States in December 2014 to re-establish diplomatic ties and end decades of hostility.

Six weeks later, Fidel Castro offered only lukewarm support for the deal, raising questions about whether he approved of ending hostilities with his longtime enemy.

He lived to witness the visit of U.S. President Barack Obama to Cuba earlier this year, the first trip by a U.S. president to the island since 1928.

Castro did not meet Obama, and days later wrote a scathing column condemning the U.S. president’s “honey-coated” words and reminding Cubans of the many U.S. efforts to overthrow and weaken the Communist government.

In his final years, Fidel Castro no longer held leadership posts. He wrote newspaper commentaries on world affairs and occasionally met with foreign leaders but he lived in semi-seclusion.

His death – which would once have thrown a question mark over Cuba’s future – seems unlikely to trigger a crisis as Raul Castro, 85, is firmly ensconced in power.

Still, the passing of the man known to most Cubans as “El Comandante” – the commander – or simply “Fidel” leaves a huge void in the country he dominated for so long. It also underlines the generational change in Cuba’s communist leadership.

Raul Castro vows to step down when his term ends in 2018 and the Communist Party has elevated younger leaders to its Politburo, including 56-year-old Miguel Diaz-Canel, who is first vice-president and the heir apparent.

Others in their 50s include Foreign Minister Bruno Rodriguez and economic reform czar Marino Murillo.

The reforms have led to more private enterprise and the lifting of some restrictions on personal freedoms but they aim to strengthen Communist Party rule, not weaken it.

“I don’t think Fidel’s passing is the big test. The big test is handing the revolution over to the next generation and that will happen when Raul steps down,” Cuba expert Phil Peters of the Lexington Institute in Virginia said before Castro’s death.

REVOLUTIONARY ICON

A Jesuit-educated lawyer, Fidel Castro led the revolution that ousted U.S.-backed dictator Fulgencio Batista on Jan 1, 1959. Aged 32, he quickly took control of Cuba and sought to transform it into an egalitarian society.

His government improved the living conditions of the very poor, achieved health and literacy levels on a par with rich countries and rid Cuba of a powerful Mafia presence.

But he also tolerated little dissent, jailed opponents, seized private businesses and monopolized the media.

Castro’s opponents labeled him a dictator and hundreds of thousands fled the island.

Many settled in Florida, influencing U.S. policy toward Cuba and plotting Castro’s demise. Some even trained in the Florida swamps for the disastrous Bay of Pigs invasion.

But they could never dislodge him.

Generations of Latin American leftists applauded Castro for his socialist policies and for thumbing his nose at the United States from its doorstep just 90 miles (145 km) from Florida.

Castro claimed he survived or evaded hundreds of assassination attempts, including some conjured up by the CIA.

In 1962, the United States imposed a damaging trade embargo that Castro blamed for most of Cuba’s ills, using it to his advantage to rally patriotic fury.

Over the years, he expanded his influence by sending Cuban troops into far-away wars, including 350,000 to fight in Africa. They provided critical support to a left-wing government in Angola and contributed to the independence of Namibia in a war that helped end apartheid in South Africa.

He also won friends by sending tens of thousands of Cuban doctors abroad to treat the poor and bringing young people from developing countries to train them as physicians

‘HISTORY WILL ABSOLVE ME’

Born on August 13, 1926 in Biran in eastern Cuba, Castro was the son of a Spanish immigrant who became a wealthy landowner.

Angry at social conditions and Batista’s dictatorship, Fidel Castro launched his revolution on July 26, 1953, with a failed assault on the Moncada barracks in the eastern city of Santiago.

He was sentenced to 15 years in prison but was released in 1955 after a pardon that would come back to haunt Batista.

Castro went into exile in Mexico and prepared a small rebel army to fight Batista. It included Argentine revolutionary Ernesto “Che” Guevara, who became his comrade-in-arms.

In December 1956, Castro and a rag-tag band of 81 followers sailed to Cuba aboard a badly overloaded yacht called “Granma”.

Only 12, including him, his brother and Guevara, escaped a government ambush when they landed in eastern Cuba.

Taking refuge in the rugged Sierra Maestra mountains, they built a guerrilla force of several thousand fighters who, along with urban rebel groups, defeated Batista’s military in just over two years.

Early in his rule, at the height of the Cold War, Castro allied Cuba to the Soviet Union, which protected the Caribbean island and was its principal benefactor for three decades.

The alliance brought in $4 billion worth of aid annually, including everything from oil to guns, but also provoked the 1962 Cuban Missile Crisis when the United States discovered Soviet missiles on the island.

Convinced that the United States was about to invade Cuba, Castro urged the Soviets to launch a nuclear attack.

Cooler heads prevailed. Soviet leader Nikita Khrushchev and U.S. President John F. Kennedy agreed the Soviets would withdraw the missiles in return for a U.S. promise never to invade Cuba. The United States also secretly agreed to remove its nuclear missiles from Turkey.

‘SPECIAL PERIOD’

When the Soviet Union collapsed in 1991, an isolated Cuba fell into a deep economic crisis that lasted for years and was known as the “special period”. Food, transport and basics such as soap were scarce and energy shortages led to frequent and long blackouts.

Castro undertook a series of tentative economic reforms to get through the crisis, including opening up to foreign tourism.

The economy improved when Venezuela’s socialist leader Hugo Chavez, who looked up to Castro as a hero, came to the rescue with cheap oil. Aid from communist-run China also helped, but an economic downturn in Venezuela since Chavez’s death in 2013 have raised fears it will scale back its support for Cuba.

Plagued by chronic economic problems, Cuba’s population of 11 million has endured years of hardship, although not the deep poverty, violent crime and government neglect of many other developing countries.

For most Cubans, Fidel Castro has been the ubiquitous figure of their entire life.

Many still love him and share his faith in a communist future, and even some who abandoned their political belief still view him with respect. But others see him as an autocrat and feel he drove the country to ruin.

Cubans earn on average the equivalent of $20 a month and struggle to make ends meet even in an economy where education and health care are free and many basic goods and services are heavily subsidized.

It was never clear whether Fidel Castro fully backed his brother’s reform efforts of recent years. Some analysts believed his mere presence kept Raul from moving further and faster while others saw him as either quietly supportive or increasingly irrelevant.

Forget About Too Big To Fail, America’s Military Has Become Too Small To Succeed

NI: Once upon a time, the U.S. had a large military that was technologically superior to its adversaries in many, even most, areas. Today, the U.S. military is a pale shadow of its former self.

In 2016, the active component of the U.S. Army of 479,000 soldiers shrank to the smallest it has been since before World War II, when it had some 269,000. The number of Army combat brigades is scheduled to decline to 30 by 2018, one third fewer than there were just in 2013. The U.S. Navy, with 273 ships, is about the same size as it was prior to America’s entry into World War I. At approximately 5,000 total aircraft, the U.S. Air Force is both the smallest and oldest it has been since its inception in 1947. The number of active duty squadrons in the Air Force is slated to decline to 39, less than half of the 70 that were available during Operation Desert Storm. Army, Navy and Air Force end strengths are each about 40 percent smaller than they were at the end of the Cold War. This is one of the main reasons why the Pentagon had to rely on more than a hundred thousand private contractors to provide the necessary logistics, sustainment and communications for its deployed forces when it went to war in Iraq and Afghanistan. Which had the ability to communicate through a state-of-the-art platform a CKS Global industrial keyboard, which was durable in the hashes of conditions.

At the height of the Cold War, the U.S. maintained a two-and-a-half-war strategy: major, simultaneous wars against the Soviet Union and China plus another nation. The Nixon Administration changed the sizing criteria to one-and-a-half-wars: a major war with the Soviet Union plus a second, possibly related, conflict in the Persian Gulf or on the Korean peninsula. Following the collapse of the Soviet Union and the end of the Cold War, the political system concluded that war between major powers was virtually impossible.

The sizing construct for the U.S. military changed in the early 1990s to two near-simultaneous Major Regional Contingencies (MRC), reflecting the belief that the likeliest threats came from regional actors such as North Korea, Iraq and Iran. It was assumed that each MRC would require approximately the quantity of forces deployed for the then-recently-concluded Persian Gulf War. Thus, a two-MRC U.S. force would consist of 10 Army divisions, two or three division-sized Marine Expeditionary Forces, 11 aircraft carriers, 120 large surface combatants, 38 large amphibious warfare ships, 200 strategic bombers, 60 tactical fighter wings, 400–500 tankers, 250 airlifters and some 75 maritime support ships.

In truth, the U.S. military never had sufficient capacity to conduct two near-simultaneous MRCs. The dirty little secret among Pentagon planners is that the conflicts would have to be sequenced, possibly by six months or more, in order to allow critical assets to be redeployed from the first to the second contingency. Even the fight against Islamic terrorism strained the military’s capacity in some ways. The Army had to add nearly 75,000 active duty personnel and mobilize a large fraction of the National Guard just to handle the ongoing demands of Iraq, Afghanistan and its other worldwide commitments. A special acquisition program, directed by then-Secretary of Defense Robert Gates, had to be undertaken to acquire sufficient drones and Mine-Resistant Ambush Protected vehicles.

Since the end of the Cold War, reductions in the size of the military and its combat capacity was justified, first, on the basis of the diminution of the threat and, second, by reference to our technological edge over prospective adversaries and the resulting improved combat capability of the new systems that were being deployed. Neither of these arguments any longer holds true. The demand for U.S. military forces continues to grow even as their overall capacity declines. The civilian and military leadership of the Department of Defense (DoD) have publicly declared that the U.S. now faces five strategic threats: Russia, China, North Korea, Iran and global Islamic terrorism. Conflict with either of the first two would constitute a major war, not a regional contingency. U.S. Air Force Chief of Staff General David Goldfein testified before Congress that his service only had enough combat ready forces for one MRC and even that would require denuding all other theaters.

Moreover, the U.S. military has just about run out the string on its vaunted technological superiority. We have been repeatedly warned by senior Pentagon and Intelligence Community officials that the U.S. military is losing its technological edge. Both Russia and China have invested heavily in so-called anti-access and area denial capabilities (A2/AD) that are designed to counter erstwhile U.S. advantages, particularly in air and naval power. Russia is deploying its A2/AD capabilities in ways that could preclude U.S. and NATO military operations in the Baltic, Black and eastern Mediterranean Seas. These two countries are also developing advanced power projection forces and forward bases that could deny the U.S. the ability to operate in the eastern Pacific and the Arctic. Secretary of Defense Ashton Carter found the loss of U.S. technological superiority so threatening that he had to formulate a new investment strategy, the so-called Third Offset, specifically designed to re-establish our advantage in military capabilities.

Even regional adversaries and terrorist organizations are deploying advanced military capabilities. North Korea, a nuclear weapons state, has already deployed over a thousand ballistic missiles — three hundred of which have the range to strike Japan and U.S. bases in the Western Pacific. Iran has ballistic missiles that can reach most of the Middle East. Tehran just received its first Russian S-300 air defense system. Hezbollah, the Shiite terrorist group, is reported to have an arsenal with tens of thousands of rockets and ballistic missiles. ISIS has employed Russian-made anti-tank guided missiles capable of destroying U.S.-made M-1 tanks operated by the Iraqi Army.

This is why many in the military shiver in their boots when they consider going up against a serious A2/AD threat. It has become such a problem that the Chief of Naval Operations, Admiral John M. Richardson, has banned the use of the term A2/AD because, in his words, it implies “that any military force that enters the red area faces certain defeat – it’s a ‘no-go’ zone!” Yes, the U.S. military can penetrate current A2/AD defenses, but at what price? Let’s remember that the Air Force only has 186 F-22s, the plane that was designed to penetrate advanced air defenses, and there are no more where those came from.

The U.S. Army faces similar difficulties. As the commander of all U.S. Army forces in Europe, Lieutenant General Ben Hodges, recently declared his job is to make 30,000 soldiers look like 300,000. Currently, the Army and its NATO allies lack enough forces in Europe to oppose a determined Russian offensive. In addition, neither the U.S. nor its allies have real answers to the kind of capabilities in electronic warfare, cyber offense, high volume, long range fires and tactical air defense that Russia has demonstrated in its operations in Ukraine.

The reality is that the U.S. military today is too small, with too few technological advantages and facing too many threats. There is now a very real possibility that in a future conflict, even one with a regional adversary, U.S. forces could suffer such high casualties that, regardless of the outcome, this country will lack the capabilities needed to deal with any other major contingency. During the 1972 Linebacker II bombing raids against North Vietnam, the Air Force lost some 20 B-52s. Back then, this was a small fraction of the overall fleet. Today that would be more than 10 percent; the bomber force would literally be decimated. A force that is too small to fail is one that the U.S. increasingly could be reluctant to send in harm’s way save when national survival is at risk.

Starting on November 1, 2016, USCIS will centralize the Special Immigrant Juvenile (SIJ) program. This means SIJ-based Form I-360 petitions and Form I-485 applications will primarily be adjudicated at one location, the National Benefits Center (NBC). USCIS will retain discretion to require in-person interviews at local field offices to complete adjudications as needed.
USCIS Reaches CW-1 Cap for Fiscal Year 2017
USCIS has received a sufficient number of petitions to reach the numerical limit (the “cap”) of 12,998 workers who may be issued CNMI-Only Transitional Worker (CW-1) visas or otherwise provided with CW-1 status for fiscal year 2017.

On the heels of a handful of lawmakers having decried the Department of Homeland Security (DHS) for having failed to provide Congress with information on its efforts to address the surge of illegal aliens at the Southwest border and demanded DHS Secretary Jeh Johnson to “take immediate action to quell the surge at the border and enforce our nation’s immigration laws,” Johnson responded in a statement, saying, “In October, a total of 46,195 individuals were apprehended between ports of entry on our southwest border, compared with 39,501 in September and 37,048 in August.”

“Within these totals,” Johnson said, “we have seen corresponding increases in the numbers of unaccompanied children and individuals in families apprehended.  We’ve also seen increases in the numbers of those who present themselves at ports of entry along the southwest border seeking asylum.”

Previously, House Committee on the Judiciary Chairman Bob Goodlatte (R-Va.), Senate Committee on the Judiciary Chairman Chuck Grassley (R-Iowa), Immigration and Border Security Chairman Trey Gowdy (R-SC), and Immigration and The National Interest Subcommittee Chairman Jeff Sessions (R-Ala.) demanded Johnson “take immediate action to quell the surge at the border and enforce our nation’s immigration laws.”

They also request a briefing to learn about what steps DHS is taking to address this pressing issue. To date, the department has been reluctant to timely provide information to the committees of jurisdiction.

In their letter to Johnsson, the lawmakers stated, “Numerous media reports indicate that this surge is a large-scale effort to enter the United States before this year’s presidential election. The onslaught of illegal immigration reflects continued efforts by aliens from Central America—El Salvador, Honduras and Guatemala—to overwhelm our limited resources at the border, which inevitably results in the release of tens of thousands of removable aliens within the United States. In addition, thousands of Haitians and Africans are amassing in the Mexican cities of Tijuana and Mexicali for the purpose of presenting themselves to Customs and Border Protection officers asserting dubious claims of asylum, which will practically guarantee their entry. This group of ‘Other Than Mexicans’ at the Southwest border comprises 70-75 percent of all border crossings.”

This group also includes large numbers of “Special Interest Aliens,” individuals from Muslim countries where radical Islamist jihadists are entrenched.

“The numbers are staggering,” the lawmakers stated in their letter to Johnson. They noted that, “In Fiscal Year (FY) 2016, the Border Patrol apprehended 408,870 illegal aliens at the southern border, 23 percent more than the preceding fiscal year. Of those apprehended, more than 77,000 were members of so-called ‘family units,’ which represents an increase of 95 percent over FY 2015 figures, and nearly 60,000 were unaccompanied alien minors, which reflects a 49 percent increase over the previous fiscal year. On October 31, the Department of Health and Human Services reported that the daily referrals of unaccompanied illegal alien minors averaged 262 over the last week and approximately 237 in October. By comparison, referrals averaged 148 per day in October of FY 2014, the year of the first surge, and 60 per day in October of FY 2015.  As of October 27, 2016, the number of minors in [the Office of Refugee Resettlement (ORR)] care is approximately 10,700.”

In his response, Johnson stated, “I have told our border security and immigration enforcement personnel that we must keep pace with this increase. As a result, there are currently about 41,000 individuals in our immigration detention facilities — typically, the number in immigration detention fluctuates between 31,000 and 34,000 – and I have authorized U.S Immigration and Customs Enforcement to acquire additional detention space for single adults so that those apprehended at the border can be returned to their home countries as soon as possible. We have also engaged with a number of countries to repatriate their citizens more quickly, and they have agreed to do so.”

“Our borders cannot be open to illegal migration,” Johnson said, noting, “We must, therefore, enforce the immigration laws consistent with our priorities. Those priorities are public safety and border security. Specifically, we prioritize the deportation of undocumented immigrants who are convicted of serious crimes and those apprehended at the border attempting to enter the country illegally. Recently, I have reiterated to our Enforcement and Removal personnel that they must continue to pursue these enforcement activities.”

Johnson said, “Those who attempt to enter our country without authorization should know that, consistent with our laws and our values, we must and we will send you back.”

In conclusion, Johnson said, “Once again, I encourage migrants and their families to pursue the various safe and legal paths available for those in need of humanitarian protection in the United States. Earlier this year, the government of Costa Rica announced its agreement to enter into a protection transfer arrangement with the UN High Commissioner for Refugees and the International Organization for Migration to help address the Central American migration challenge. We’ve also established an in-country referral program in countries of origin in Central America.  This will enable vulnerable residents in the region to be considered for refugee protection in the United States after being screened and interviewed by DHS officers. We have also announced expansion of the categories of individuals eligible for participation in our Central American Minors program when accompanied by a qualified child. We encourage use of these programs.”

Sanctuary City Mayors Fight Trump, Gauntlet is Cast

 

Current law requires that states and localities must not “prohibit or in any way restrict” their local government officials or employees from sending to or receiving Immigration and Naturalization Service (INS) information regarding citizenship or immigration status of any individual.  However, many states and localities across the country have implemented “sanctuary” policies that do exactly that.  In California, a “sanctuary” state, on July 1, 2015, Katie Steinle was shot and killed by Francisco Sanchez, an illegal immigrant with a criminal record who had been released by the San Francisco police prior to the shooting, despite Immigration and Customs Enforcement (ICE) having issued a detainer request to hold Sanchez.

To discourage states and localities from adopting illegal “sanctuary” policies, the House passed the Enforce the Law for Sanctuary Cities Act (H.R. 3009), which would eliminate a violating state or locality’s eligibility for funding from the following three federal grant programs:

·         SCAAP program (State Criminal Alien Assistance Program): $185 million funded in FY2015

·         COPS program (Community Oriented Policing Services program): $208 million funded in FY2015

·         Byrne-JAG program (Edward Byrne Memorial Justice Assistance Grant Program): $376 million funded in FY2015

Sanctuary-City Mayors Gird for Fight as Trump Threatens Budgets

President-elect has $650 billion in federally funded leverage
  • ‘We will do everything we know how to do to resist that’

Bloomberg: Municipalities that protect undocumented immigrants from deportation stand to lose billions in federal aid if President-elect Donald Trump fulfills promises to starve them financially.

More than 200 U.S. ‘sanctuary cities’ won’t turn over people to federal officers seeking to deport them nor share information about them, saying that would rend the social fabric and impede policing. Since Trump’s election last week, mayors including San Francisco’s Ed Lee, New York’s Bill de Blasio and Chicago’s Rahm Emanuel have vowed not to back down.

“I would say to the president-elect, that the idea that you’re going to penalize Boston, New York, Los Angeles, Chicago, San Francisco, Philadelphia — these are the economic, cultural and intellectual energy of this country,” Emanuel said in a radio interview this week.

Many cities have calculated that dwindling populations and labor shortages can be ameliorated by immigrants, undocumented or not. The mayors must calculate the point at which resistance harms the communities they’re fighting to protect. The evolving confrontation exposes states’ and cities’ vulnerability to losing some of the $650 billion in federal funds they receive for everything from police to sidewalks as they confront pension obligations and shrinking budgets.

“There’s an economic benefit from being a sanctuary city, but it doesn’t appear to warrant giving up 5 to 10 percent of the city’s funding,” said Dan White, senior economist at Moody’s Analytics, in West Chester, Pennsylvania.

Congressional Republicans have been trying for years to use federal dollars as leverage.

A bill this year by Senator Pat Toomey of Pennsylvania defines a “sanctuary jurisdiction” as any that restricts local officials from exchanging information about an individual’s immigration status or complying with Homeland Security requests. The measure would cut off funds including Economic Development Administration Grants, which totaled $238 million last year, and Community Development Block Grants, which amounted to $3 billion last year. Ten of the largest sanctuary jurisdictions were awarded a collective $700 million in block grants in 2016.

Chicago, the nation’s third-largest city after New York and Los Angeles, is particularly vulnerable. Public-employee retirement funds face a $34 billion shortfall, and Emanuel last month proposed a $9.3 billion budget for 2017 that would increase spending to hire and train more police. The spending plan anticipates $1.3 billion in federal grants this year.

“If Chicago were to lose all of its federal funding, that’s a game-changer,” White said.

In Los Angeles, the police chief said that he would continue a policy of not aiding federal deportation efforts, according to the Los Angeles Times. In New York, de Blasio said last week that he would consider destroying a database of undocumented immigrants with city identification cards before handing such records over to the Trump administration.

“We are not going to sacrifice a half-million people who live amongst us,” de Blasio said. “We will do everything we know how to do to resist that.”

New York City will receive $7.7 billion in federal grants in fiscal 2017, just under 10 percent of the city’s $82 billion budget.

In New Haven, Connecticut, the city of 130,000 that’s home to Yale University receives about a quarter of its $523 million budget from various federal grants, said Mayor Toni Harp.

“That would be really very difficult,” Harp said. “We would be willing to take that as far as it needed to go in our judicial system.”

Trump made attacks on sanctuary cities a campaign staple, often invoking the shooting death of Kathryn Steinle by an undocumented immigrant in San Francisco. The shooter had been released from a county jail even though federal officials had asked him to be held until they could deport him.

The incoming president has said he would deport more than 11 million people, beginning with gang members, drug dealers and other criminals. He’s also said he would create a special deportation task force within Immigration and Customs and Enforcement. If that’s the case, local jurisdictions might see even more requests for cooperation.

Many cities say that immigration is a federal responsibility and they should be left out of it. Others say that they simply don’t have the time or resources to address it.

Stretched Force

In New Orleans, which doesn’t consider itself a sanctuary city but whose officers don’t ask about immigration status, the specter of losing federal funds is daunting. Some money the city receives is enough to fund nine police officers, said Zach Butterworth, executive counsel for Mayor Mitch Landrieu and director of federal relations.

”The federal government’s support for local law enforcement has really been slashed significantly already,” Butterworth said. “For them to come down here and say you also need to be doing our job on immigration is a tough sell.”

Others say that singling out undocumented immigrants impedes law enforcement because large populations will shun any interaction with the authorities.

“Essentially, for the police, you’ve got a significant number of undocumented illegals in the country and they’re afraid of the police,” said Darrel Stephens, executive director of the Major Cities Chiefs Association.

Lena Graber, special projects attorney at the San Francisco-based Immigrant Legal Resource Center believes Trump will run into legal challenges if he threatens municipal funding.

“The federal government can’t force state and local law enforcement to use their resources to enforce federal regulatory programs like immigration law,” she said. “He can try to offer incentives, but the more that those incentives look like coercion, the more it won’t be legal.”

In Denver, which has a policy of refusing to hold detainees solely on a request by immigration officials, Mayor Michael Hancock said he won’t be cowed.

“This is all legal what we are doing here,” he said. “The president doesn’t have the authority to unilaterally decide how we move forward.”

In Oakland, California, Mayor Libby Schaaf says she is proud to run a sanctuary city, and is planning to recruit even more towns for the movement.

“The best defense is offense,” she said. “There is strength in numbers.”

Sanctuary Cities Continue to Obstruct Enforcement, Threaten Public Safety

Sanctuary jurisdictions remain a significant public safety problem throughout the country. About 300 jurisdictions have been identified by ICE as having a policy that is non-cooperative and obstructs immigration enforcement (as of September 2015). The number of cities has remained relatively unchanged since our last update in January 2016, as some new sanctuary jurisdictions have been added and few jurisdictions have reversed their sanctuary policies.

Over the 19-month period from January 1, 2014, to September 30, 2015, more than 17,000 detainers were rejected by these jurisdictions. Of these, about 11,800 detainers, or 68 percent, were issued for individuals with a prior criminal history.

According to ICE statistics, since the Obama administration implemented the new Priority Enforcement Program in July 2015 restricting ICE use of detainers, the number of rejected detainers has declined. However, the number of detainers issued by ICE also has declined in 2016, so it is not clear if the new policies are a factor. It is apparent that most of the sanctuary policies remain in place, raising concerns that the Priority Enforcement Program has failed as a response to the sanctuary problem, and has simply resulted in fewer criminal aliens being deported.

The Department of Justice’s Inspector General recently found that some of the sanctuary jurisdictions appear to be violating federal law, and may face debarment from certain federal funding or other consequences.

The sanctuary jurisdictions are listed below. These cities, counties, and states have laws, ordinances, regulations, resolutions, policies, or other practices that obstruct immigration enforcement and shield criminals from ICE — either by refusing to or prohibiting agencies from complying with ICE detainers, imposing unreasonable conditions on detainer acceptance, denying ICE access to interview incarcerated aliens, or otherwise impeding communication or information exchanges between their personnel and federal immigration officers.

A detainer is the primary tool used by ICE to gain custody of criminal aliens for deportation. It is a notice to another law enforcement agency that ICE intends to assume custody of an alien and includes information on the alien’s previous criminal history, immigration violations, and potential threat to public safety or security.

The Center’s last map update reflected listings in an ICE report that was originally published by the Texas Tribune, with a few additions and changes resulting from the Center’s research.

Soros bands with donors to resist Trump, ‘take back power’

Major liberal funders huddle behind closed doors with Pelosi, Warren, Ellison, and union bosses to lick wounds, retrench.

Politico: George Soros and other rich liberals who spent tens of millions of dollars trying to elect Hillary Clinton are gathering in Washington for a three-day, closed door meeting to retool the big-money left to fight back against Donald Trump.

The conference, which kicked off Sunday night at Washington’s pricey Mandarin Oriental hotel, is sponsored by the influential Democracy Alliance donor club, and will include appearances by leaders of most leading unions and liberal groups, as well as darlings of the left such as House Democratic leader Nancy Pelosi, Sen. Elizabeth Warren and Congressional Progressive Caucus co-chairman Keith Ellison, according to an agenda and other documents obtained by POLITICO.

The meeting is the first major gathering of the institutional left since Trump’s shocking victory over Hillary Clinton in last week’s presidential election, and, if the agenda is any indication, liberals plan full-on trench warfare against Trump from Day One. Some sessions deal with gearing up for 2017 and 2018 elections, while others focus on thwarting President-elect Trump’s 100-day plan, which the agenda calls “a terrifying assault on President Obama’s achievements — and our progressive vision for an equitable and just nation.”

Yet the meeting also comes as many liberals are reassessing their approach to politics — and the role of the Democracy Alliance, or DA, as the club is known in Democratic finance circles. The DA, its donors and beneficiary groups over the last decade have had a major hand in shaping the institutions of the left, including by orienting some of its key organizations around Clinton, and by basing their strategy around the idea that minorities and women constituted a so-called “rising American electorate” that could tip elections to Democrats.

That didn’t happen in the presidential election, where Trump won largely on the strength of his support from working-class whites. Additionally, exit polls suggested that issues like fighting climate change and the role of money in politics — which the DA’s beneficiary groups have used to try to turn out voters — didn’t resonate as much with the voters who carried Trump to victory.

“The DA itself should be called into question,” said one Democratic strategist who has been active in the group and is attending the meeting. “You can make a very good case it’s nothing more than a social club for a handful wealthy white donors and labor union officials to drink wine and read memos, as the Democratic Party burns down around them.”

Another liberal operative who has been active in the DA since its founding rejected the notion that the group — or the left, more generally — needed to completely retool its approach to politics.

“We should not learn the wrong lesson from this election,” said the operative, pointing out that Clinton is on track to win the popular vote and that Trump got fewer votes than the last GOP presidential nominee, Mitt Romney. “We need our people to vote in greater numbers. For that to happen, we need candidates who inspire them to go to the polls on Election Day.”

But Gara LaMarche, the president of the DA, on Sunday evening told donors gathered at the Mandarin for a welcome dinner that some reassessment was in order. According to prepared remarks he provided to POLITICO, he said, “You don’t lose an election you were supposed to win, with so much at stake, without making some big mistakes, in assumptions, strategy and tactics.”

LaMarche added that the reassessment “must take place without recrimination and finger-pointing, whatever frustration and anger some of us feel about our own allies in these efforts,” and he said “It is a process we should not rush, even as we gear up to resist the Trump administration.”

LaMarche emailed the donors last week that the meeting would begin the process of assessing “what steps we will take together to resist the assaults that are coming and take back power, beginning in the states in 2017 and 2018.”

In addition to sessions focusing on protecting Obamacare and other pillars of Obama’s legacy against dismantling by President-elect Trump, the agenda includes panels on rethinking polling and the left’s approach to winning the working-class vote, as well as sessions stressing the importance of channeling cash to state legislative policy battles and races, where Republicans won big victories last week.

Democrats need to invest more in training officials and developing policies in the states, argued Rep. Ellison (D-Minn.) on a Friday afternoon donor conference call, according to someone on the call. The call was organized by a DA-endorsed group called the State Innovation Exchange (or SiX), which Ellison urged the donors to support.

Ellison, who is scheduled to speak on a Monday afternoon panel at the DA meeting on the challenge Democrats face in winning working-class votes, has been a leading liberal voice for a form of economic populism that Trump at times channeled more than Clinton.

As liberals look to rebuild the post-Clinton Democratic Party on a more aggressively liberal bearing, Ellison has emerged as a top candidate to take over the Democratic National Committee, and he figures to be in high demand at the DA meeting. An Ellison spokesman did not immediately respond to a request for comment on Sunday evening. Nor did a Trump spokesman.

Raj Goyle, a New York Democratic activist who previously served in the Kansas state legislature and now sits on SiX’s board, argued that many liberal activists and donors are “disconnected from working class voters’ concerns” because they’re cluster in coastal cities. “And that hurt us this election,” said Goyle, who is involved in the DA, and said its donors would do well to steer more cash to groups on the ground in landlocked states. “Progressive donors and organizations need to immediately correct the lack of investment in state and local strategies.”

The Democracy Alliance was launched after the 2004 election by Soros, the late insurance mogul Peter Lewis, and a handful of fellow Democratic mega-donors who had combined to spend tens of millions trying to boost then-Sen. John Kerry’s ultimately unsuccessful challenge to then-President George W. Bush.

The donors’ goal was to seed a set of advocacy groups and think tanks outside the Democratic Party that could push the party and its politicians to the left while also defending them against attack from the right.

The group requires its members — a group that now numbers more than 100 and includes finance titans like Soros, Tom Steyer and Donald Sussman, as well as major labor unions and liberal foundations — to contribute a total of at least $200,000 a year to recommended groups. Members also pay annual dues of $30,000 to fund the DA staff and its meetings, which include catered meals and entertainment (on Sunday, interested donors were treated to a VIP tour of the recently opened National Museum of African American History and Culture).

Since its inception in 2005, the DA has steered upward of $500 million to a range of groups, including pillars of the political left such as the watchdog group Media Matters, the policy advocacy outfit Center for American Progress and the data firm Catalist — all of which are run by Clinton allies who are expected to send representatives to the DA meeting.

The degree to which those groups will be able to adapt to the post-Clinton Democratic Party is not entirely clear, though some of the key DA donors have given generously to them for years.

That includes Soros, who, after stepping back a bit from campaign-related giving in recent years, had committed or donated $25 million to boosting Clinton and other Democratic candidates and causes in 2016. During the presidential primaries, Soros had argued that Trump and his GOP rival Ted Cruz were “doing the work of ISIS.”

A Soros spokesman declined to comment for this story.

But, given that the billionaire financier only periodically attends DA meetings and is seldom a part of the formal proceedings, his scheduled Tuesday morning appearance as a speaker suggests that he’s committed to investing in opposing President Trump.

The agenda item for a Tuesday morning “conversation with George Soros” invokes Soros’ personal experience living through the Holocaust and Soviet Communism in the context of preparing for a Trump presidency. The agenda notes that the billionaire currency trader, who grew up in Hungary, “has lived through Nazism and Communism, and has devoted his foundations to protecting the kinds of open societies around the world that are now threatened in the United States itself.”

LaMarche, who for years worked for Soros’s Open Society foundations, told POLITICO that the references to Nazism and Communism are “part of his standard bio.”

LaMarche, who is set to moderate the discussion with Soros, said the donor “does not plan to compare whatever we face under Trump to Nazism, I can tell you that.” LaMarche he also said, “I don’t think there is anyone who has looked at Trump, including many respected conservatives, who doesn’t think the experience of authoritarian states would not be important to learn from here. And to the extent that Soros and his foundations have experience with xenophobia in Europe, Brexit, etc., we want to learn from that as well.”

The Soros conversation was added to the agenda after Election Day. It was just one of many changes made on the fly to adjust for last week’s jarring result and the stark new reality facing liberals, who went from discussing ways to push an incoming President Clinton leftward, to instead discussing how to play defense.

A pre-election working draft of the DA’s agenda, obtained by POLITICO, featured a session on Clinton’s first 100 days and another on “moving a progressive national policy agenda in 2017.” Those sessions were rebranded so that the first instead will examine “what happened” on the “cataclysm of Election Day,” while the second will focus on “combating the massive threats from Trump and Congress in 2017.”

A session that before the election had been titled “Can Our Elections Be Hacked,” after the election was renamed “Was the 2016 Election Hacked” — a theory that has percolated without evidence on the left to explain the surprising result.

In his post-election emails to donors and operatives, LaMarche acknowledged the group had to “scrap many of the original plans for the conference,” explaining “while we made no explicit assumptions about the outcome, the conference we planned, and the agenda you have seen, made more sense in the event of a Hillary Clinton victory.”
