The Vatican and Jimmy Carter Team up Against Israel?

When is enough…enough? How much land does Israel need to give up before the Palestinians are satisfied? The answer? ALL OF IT. If Israel was to vacate all of Israel and land on Mars, all the anti-Israel factions would still not be happy….why? Countless leaders and organizations was Israelis ….dead.

ZOA Appalled: Vatican Tours Erase Israel –– Visiting Jerusalem Sites Labeled ‘Palestine’

A Sinister Echo of Replacement Theology

The Zionist Organization of America (ZOA) has criticized the Vatican for organizing and promoting tours of Christian sites in Jerusalem, Israel’s capital city, as part of tours to ‘Palestine,’ erasing Israel from the picture. The ZOA regards this a sinister reiteration of Catholic replacement theology, whereby Jews and Judaism are theologically dismissed from history. Replacement theology served for centuries as the warrant and inspiration for theologically-inspired hatred, as well as vicious persecution of, and violence against, Jews.

A report from Italian journalist Giulio Meotti, a writer for the Italian daily, Il Foglio, indicates that Opera Romana Pellegrinaggi, a Vatican office that organizes pilgrimages to Christian sites around the world, sponsors a trip in “Palestine,” with iconic Christian sites in Israel’s capital city of Jerusalem. This is in addition to the fact that, as Meotti writes, “Catholic tourist maps and pilgrimage brochures omitted the name ‘Israel,’ using instead the sanitized expression ‘Holy Land,’ one of the visible effects of the Catholic ‘replacement theology,’ which adopts a deJudaizing language. It [is also] no secret that Catholic pilgrims spend virtually all their time visiting holy sites in Palestinian-run territory, staying in Palestinian Arab hotels and listening to Palestinian Arab tour guides. As a result, these pilgrims return filled with hatred towards Israel” (Giulio Meotti, ‘Vatican buses promote trips to Jerusalem, “Palestine,” Israel National News, November 23, 2016).

ZOA National President Morton A. Klein said, “The ZOA is deeply critical of the Vatican’s organizing and promotion of tours to Israel, the biblical, historical and legal homeland of the Jewish people, which erase and thus deny the Jewish identity, indeed the very name, of the country, substituting ‘Palestine.’

“‘Palestine’ was never and is not now a sovereign state, much less one with legal responsibility or effective control of many of the sites being visited on these tours. Palestine is not even an Arab name but named by the Romans.

“With its Nostra Aetate declaration in 1965, the Catholic Church repudiated its historical position holding the Jewish people responsible for the death of Jesus, renounced its traditional claim that Jews had been rejected by God, condemned anti-Semitism, and called for ‘mutual understanding and respect’ between Catholics and Jews. It is difficult to see how this epoch-making new affirmation and policy is being in any way honored by the Vatican with respect to the tours to Israel that it organizes and promotes.

“When Pope John Paul II visited the Rome Synagogue in 1986 –– the first pontiff to visit a synagogue –– he embraced Rabbi Elio Toaff and declared Jews the ‘elder brothers’ of Christians. One does not treat an elder brother as non-existent and revise one’s language to avoid referring to him, while exclusively seeking the company of his hostile neighbors.

“We urge the Vatican to cease organizing and promoting tours to Israel that do not name the country, do not refer to its Jewish history and which shun contacts with the country of its ‘elder brothers.’”

Jimmy Carter to Barack Obama: Recognize the State of Palestine

Newsweek: Former U.S. president Jimmy Carter, who brokered peace between Egypt and Israel at Camp David, has called on Barack Obama to recognize the State of Palestine (as the United Nations refers to the non-member observer state) before he leaves office in January.

Of the U.N.’s 193 members, 136—more than 70 percent—recognize the State of Palestine and the Palestinian push for an independent state. But the U.S., Israel and dozens of other nations do not, with many arguing that the recognition of a Palestinian entity can only come about through direct talks and agreement between the Israelis and the Palestinians.

The current U.S. government supports a two-state solution but Israeli ministers have suggested that the election of Donald Trump as the next president has dealt a huge blow to hopes of a Palestinian state. On the campaign trail, Trump pledged to move the U.S. Embassy to Jerusalem and called for continued Israeli settlement building in the West Bank and East Jerusalem.

Carter has now stepped into the debate with an op-ed for the New York Times on Monday.

“It has been President Obama’s aim to support a negotiated end to the conflict based on two states, living side by side in peace. That prospect is now in grave doubt,” he wrote. “I am convinced that the United States can still shape the future of the Israeli-Palestinian conflict before a change in presidents, but time is very short.

“The simple but vital step this administration must take before its term expires on Jan. 20 is to grant American diplomatic recognition to the state of Palestine, as 137 countries have already done, and help it achieve full United Nations membership.”

Carter added that U.S. recognition of Palestinian hopes for a sovereign state, combined with a U.N. Security Council resolution “grounded in international law,” and U.N. membership for the Palestinians would assist future diplomatic efforts to seal a lasting peace agreement.

The former president, who published a book on the conflict entitled Palestine: Peace Not Apartheid in 2006, warned that the prospect of peace is slowly slipping away from the Israelis and the Palestinians.

He said that Israeli moves in the West Bank, past the armistice lines marked before its capture of the West Bank and East Jerusalem in the 1967 Six-Day War, are bringing both sides ever closer to a “one-state reality” where Israel would preside over more than four million Palestinians living in the two territories, as well as the Gaza Strip.

“Israel is building more and more settlements, displacing Palestinians and entrenching its occupation of Palestinian lands,” Carter writes in the New York Times. “Over 4.5 million Palestinians live in these occupied territories, but are not citizens of Israel. Most live largely under Israeli military rule, and do not vote in Israel’s national elections.”

He continued: “Meanwhile, about 600,000 Israeli settlers in Palestine enjoy the benefits of Israeli citizenship and laws. This process is hastening a one-state reality that could destroy Israeli democracy and will result in intensifying international condemnation of Israel.”

The last U.S.-brokered peace talks collapsed in April 2014 and Israel has rejected international initiatives proposed since, the most recent being the French plan to host an international peace conference in Paris. Israeli Prime Minister Benjamin Netanyahu says that he is open to talking with Palestinian president Mahmoud Abbas but only bilaterally and without pre-conditions, such as the removal of settlers from the West Bank or the end of Israel’s military occupation of the West Bank.

Why Obama will not Release KSM from Gitmo

KSM’s response to questions: “The Islamic Response to the Government’s Nine Accusations”

ksm-gitmo

A horrifying look into the mind of 9/11’s mastermind, in his own words

What is it like to stare into the face of evil? James E. Mitchell knows.

WaPo: In his gripping new memoir, “Enhanced Interrogation: Inside the Minds and Motives of the Islamic Terrorists Trying To Destroy America,” Mitchell describes the day he was questioning Khalid Sheik Mohammed, when the 9/11 mastermind announced he had something important to say. “KSM then launched into a gory and detailed description of how he beheaded Wall Street Journal reporter Daniel Pearl,” Mitchell writes. Up to that moment, the CIA did not know KSM had personally carried out the murder. When asked whether it was “hard to do” (meaning emotionally difficult), KSM misunderstood the question. “Oh, no, no problem,” KSM said, “I had very sharp knives. Just like slaughtering sheep.”

To confirm his story, the CIA had KSM reenact the beheading so that it could compare the features of his hands and forearms to those in the video of Pearl’s murder. “Throughout the reenactment, KSM smiled and mugged for the cameras. Sometimes he preened,” Mitchell writes. When informed that the CIA had confirmed that he was telling the truth, KSM smiled.

“See, I told you,” KSM said. “I cut Daniel’s throat with these blessed hands.”

This is the pure evil Mitchell and his colleagues confronted each day at CIA “black sites.” “I have looked into the eyes of the worst people on the planet,” Mitchell writes. “I have sat with them and felt their passion as they described what they see as their holy duty to destroy our way of life.”
*** As a reminder, this is a video of a short interview with Mr. Mitchell.

The world has heard almost nothing from KSM in the 15 years since the 9/11 attacks, but Mitchell has spent thousands of hours with him and other captured al-Qaeda leaders. Now, for the first time, Mitchell is sharing what he says KSM told him.

Mitchell is an American patriot who has been unjustly persecuted for his role in crafting an interrogation program that helped stop terrorist attacks and saved countless lives. He does not shy from the controversies and pulls no punches in describing the interrogations. If anything, readers may be surprised by the compassion he showed these mass murderers. But the real news in his book is what happened after enhanced interrogations ended and the terrorists began cooperating.

Once their resistance had been broken, enhanced interrogation techniques stopped and KSM and other detainees became what Mitchell calls a “Terrorist Think Tank,” identifying voices in phone calls, deciphering encrypted messages and providing valuable information that led the CIA to other terrorists. Mitchell devotes an entire chapter to the critical role KSM and other detainees played in finding Osama bin Laden. KSM held classes where he lectured CIA officials on jihadist ideology, terrorist recruiting and attack planning. He was so cooperative, Mitchell writes, KSM “told me I should be on the FBI’s Most Wanted List because I am now a ‘known associate’ of KSM and a ‘graduate’ of his training camp.”

KSM also described for Mitchell many of his as yet unconsummated ideas for future attacks, the terrifying details of which Mitchell does not reveal for fear they might be implemented. “If we ever allow him to communicate unmonitored with the outside world,” Mitchell writes, “he could easily spread his deviously simple but potentially deadly ideas.”

But perhaps the most riveting part of the book is what KSM told Mitchell about what inspired al-Qaeda to attack the United States — and the U.S. response he expected. Today, some on both the left and the right argue that al-Qaeda wanted to draw us into a quagmire in Afghanistan — and now the Islamic State wants to do the same in Iraq and Syria. KSM said this is dead wrong. Far from trying to draw us in, KSM said that al-Qaeda expected the United States to respond to 9/11 as we had the 1983 bombing of the Marine barracks in Beirut — when, KSM told Mitchell, the United States “turned tail and ran.” He also said he thought we would treat 9/11 as a law enforcement matter, just as we had the bombings of the U.S. embassies in Kenya and Tanzania and the USS Cole in Yemen — arresting some operatives and firing a few missiles into empty tents, but otherwise leaving him free to plan the next attack.

“Then he looked at me and said, ‘How was I supposed to know that cowboy George Bush would announce he wanted us ‘dead or alive’ and then invade Afghanistan to hunt us down?’” Mitchell writes. “KSM explained that if the United States had treated 9/11 like a law enforcement matter, he would have had time to launch a second wave of attacks.” He was not able to do so because al-Qaeda was stunned “by the ferocity and swiftness of George W. Bush’s response.”

But KSM said something else that was prophetic. In the end, he told Mitchell, “We will win because Americans don’t realize . . . we do not need to defeat you militarily; we only need to fight long enough for you to defeat yourself by quitting.”

KSM explained that large-scale attacks such as 9/11 were “nice, but not necessary” and that a series of “low-tech attacks could bring down America the same way ‘enough disease-infected fleas can fell an elephant.’ ” KSM “said jihadi-minded brothers would immigrate into the United States” and “wrap themselves in America’s rights and laws” until they were strong enough to rise up and attack us. “He said the brothers would relentlessly continue their attacks and the American people would eventually become so tired, so frightened, and so weary of war that they would just want it to end.”

“Eventually,” KSM said, “America will expose her neck for us to slaughter.”

KSM was right. For the past eight years, our leaders have told us that we are weary of war and need to focus on “nation building at home.” We have been defeating ourselves by quitting — just as KSM predicted.

But quitting will not bring us peace, KSM told Mitchell. He explained that “it does not matter that we do not want to fight them,” Mitchell writes, adding that KSM explained “America may not be in a religious war with him, but he and other True Muslims are in a religious war with America” and “he and his brothers will not stop until the entire world lives under Sharia law.”

To All those Paying Tribute to Fidel Castro

Obama Directs Intelligence to be Shared with Cuba

By the time Castro arrived in New York City in September 1960, relations between the United States and Cuba were rapidly deteriorating. Since taking power in January 1959, Castro had infuriated the American government with his policies of nationalizing U.S. companies and investments in Cuba. Some American officials, such as Vice President Richard Nixon, believed that Castro was leaning perilously toward communism. (Castro did not publicly proclaim his adherence to communism until late-1961, when he declared that he was a “Marxist-Leninist”.) More here.

Fidel and Raul’s parents, Ángel Castro and Lina Ruz González, are laid to rest at the Birán plantation. Castro’s privileged background (although non-bourgeois) contradicted his message, so to give himself street cred, he touted his grandparent’s background as “exploited Galician peasants” from Spain.

Like JFK, Castro’s father sent him to boarding school where he received a quality education (despite mediocre grades). Baseball, reading, and politics were among his interests. At 14, he even penned a letter to President Franklin D. Roosevelt congratulating him on his re-election while brazenly asking for $10 American cash (sounds like a secret capitalist).

The Birán estate was more than a working sugar plantation. Prominent landowner Ángel Castro also established a primary school, hotel, pub, post office, a market store, and a ring for cockfighting (again, it sounds like a capitalist venture).

Castro ruled Cuba for 49 paranoid years. He moved frequently due to an estimated 600 assassination attempts by the CIA and other foes. The failed plots are infamous—exploding cigars and poison milkshakes included. Castro eventually ceded power to his brother Raul and retired to the gated community “Punto Cero” (Point Zero), his top-secret 75-acre suburban Havana home which resembled a vast military compound.

Fidel Castro, Cuba’s communist dictator, former president and divisive world figure, died on November 25 at 90 years old—53 years and three days after his nemesis U.S. President John F. Kennedy. Despite their adversarial status, both men were born into wealth via extremely ambitious fathers, both loved sports, both had a mistress weakness, and both fought for their country to oust dictators. That’s where the similarities end.

JFK died young and Castro lived a long, well-heeled life. Castro survived 10 U.S. presidents. Although he didn’t live in a palace and streets weren’t named for him, Castro still lived more extravagantly and hypocritically than he wanted the world to know. Cuba’s revolution leader wasn’t as modest as he led on. A decade ago, Forbes estimated Fidel Castro’s personal net worth at $900 million. That’s a lot of socialist rationing for one person. Luxurious living arrangements were especially appealing to Castro. But for security reasons (after hundreds of assassination attempts), Castro’s paranoid personal life and residences were top secret. Even Cuban citizens didn’t know where he resided.

Fidel Castro was born on his father Ángel Castro’s prosperous 25,000-acre, 400-employee sugar plantation (called Las Manacas farm) in small town Birán, Cuba—about 500 miles from Havana on the eastern end of the island. The property now serves as a Castro museum.

Punto Cero, a pre-revolution golf course property, was reportedly set up by Castro in the 1970s. According to Castro’s former bodyguard, the estate complex includes orange, lemon, mandarin, grapefruit and banana trees, as well as cows and six greenhouses to grow food.

Castro's compound is on the former grounds of the Havana Biltmore Yacht and Country Club.

Punto Cero was far from the “fisherman’s cottage” Castro publicly claimed as his main asset. The luxurious complex in the Jaimanitas neighborhood (15 miles outside Havana proper) served as Castro’s summer residence near the capital city’s embassy district. According to Castro’s former bodyguard (as reported by InCuba Today), he also owned a residences in Cayo Piedra (a stones throw from the Bay of Pigs), La Caleta del Rosario, which featured a private marina; and La Deseada, a chalet in Pinar del Río—reportedly one of Castro’s favorite duck hunting spots.

Retired Fidel Castro met foreign leaders, dignitaries and Popes at Punto Cero, including Pope John Paul II in 1998, Pope Benedict in 2012, and Pope Francis in 2015. Despite his Jesuit background, Castro was an atheist. Yet he still reveled meeting Popes, even exchanging religious books with them.

Palestinians Collaborates with UN on Resettlements

For those who believe President Obama is a lame duck simply waiting for his departure from the White House and the commencement of wealth pursuits, there is a likely surprise coming. The president has signaled that he may seek a U.N. Security Council Resolution which embodies a Palestinian state with pre-1967 lines, notwithstanding a different stance by President-elect Donald Trump.

This remarkable act would unequivocally betray the U.S. policy of vetoing anti-Israel resolutions. It would also attempt to make “illegal” Israeli buildings in east Jerusalem, Judea, and Samaria, and set in place a stance that President Trump would be hard pressed to overturn. Recently President Obama, in language that can only be regarded as hostile, said that settlement construction, even if regarded as an organic expansion of overcrowded areas is unacceptable. More here.

HRW advises UN on settlement boycott database

Human Rights Watch (HRW) has written to the UN Office of the High Commissioner for Human Rights (OHCHR), with recommendations for constructing the database of settlement businesses that was mandated as part of a Human Rights Council Resolution adopted in Geneva in March this year.

The letter, sent by HRW’s Israel/Palestine Advocacy Director, Sari Bashi, to Zeid Ra’ad Al Hussein,

High Commissioner at OHCHR, offers guidelines for interpreting the resolution, and also singles out three specific institutions for inclusion: Heidelberg Cement, RE/MAX, and FIFA.

As per the resolution, OHCHR is currently compiling a database of business enterprises involved in Israeli settlement activities in the occupied Palestinian territory and occupied Syrian Golan.

In their letter, HRW “outline[s] the kind of business activities that we believe meet three of the criteria outlined in the Resolution”, including:

“the provision of services and utilities supporting the maintenance and existence of settlements, including transport”;

“banking and financial operations helping to develop, expand or maintain settlements and their activities, including loans for housing and the development of businesses”;

“The use of natural resources, in particular water and land, for business purposes”.

HRW also “describe[s] the kind of institutions that, if found to engage in the above-stated activities, should be eligible to be listed in the database”, including non-profit organisations that have responsibilities under the UN Guiding Principles on Business and Human Rights.

Finally, HRW names three institutions it recommends be included in the database.

The German multinational Heidelberg Cement, through its subsidiary, Hanson, owns a West Bank quarry for which it pays royalties to the Israeli occupation authorities and “municipal taxes to the settlement Samaria Regional Council.”

RE/MAX, meanwhile, “is a US-based international real-estate brokerage franchise” and the owner of the global franchise network. “Its Israeli franchise, RE/MAX Israel, has a branch in the settlement of Ma’aleh Adumim and markets or has marketed homes in at least 17 additional settlements.”

Finally, HRW also singles out FIFA for inclusion, a body which, through its affiliate, the Israel Football Association (IFA), “is organising matches in Israeli settlements in the West Bank on land that has been unlawfully seized from Palestinians.”

****

It has been said to follow the money and this is easy due to the wicked agenda of George Soros. He is the largest funder of HRW.

Financier and philanthropist George Soros of the Open Society Foundation announced in 2010 his intention to grant US $100 million to HRW over a period of ten years to help it expand its efforts internationally. He said, “Human Rights Watch is one of the most effective organizations I support. Human rights underpin our greatest aspirations: they’re at the heart of open societies.” The donation increases Human Rights Watch’s operating staff of 300 by 120 people. The donation was the largest in the organization’s history.

Meanwhile, Donald Trump’s son-in-law is being designated the point person to resolve the political and territory conflicts between Israel and the Palestinians. Haaretz reports American progressives are building a guide to fully oppose all things Trump so it could be the threat has been delivered early and aggressively.

Exactly how deep this political debate will go remains to be determined however, there are many in Congress that stand with the Palestinians and support efforts to the resettlement efforts.

Since June 2007, these U.S. policy priorities have crystallized around the factional and geographical split between the Fatah-led Palestinian Authority (PA) in the West Bank and Hamas in the Gaza Strip. From FY2008 to the present, annual Economic Support Fund (ESF) assistance to the West Bank and Gaza Strip has averaged around $400 million, with that amount divided between U.S. Agency for International Development (USAID)-administered project assistance (through grants and contracts) and budget support for the Palestinian Authority (PA). Annual International Narcotics Control and Law Enforcement (INCLE) non-lethal assistance for PA security forces and the criminal justice sector in the West Bank has averaged around $100 million. In line with Obama Administration requests, baseline funding levels for both ESF (including ESF-Overseas Contingency Operations, or ESF-OCO) and INCLE have declined since FY2013, with FY2017 requested annual assistance amounts of $327.6 million for ESF and $35 million for INCLE. Because of congressional concerns that, among other things, U.S. aid to the Palestinians might be diverted to Palestinian terrorist groups, the aid is subject to a host of vetting and oversight requirements and legislative restrictions. Additionally, the United States is the largest single-state donor to the U.N. Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). The full summary is here.

Notice how Jeh Johnson says they have been detained? Yeah for a hour or two?

On the heels of a handful of lawmakers having decried the Department of Homeland Security (DHS) for having failed to provide Congress with information on its efforts to address the surge of illegal aliens at the Southwest border and demanded DHS Secretary Jeh Johnson to “take immediate action to quell the surge at the border and enforce our nation’s immigration laws,” Johnson responded in a statement, saying, “In October, a total of 46,195 individuals were apprehended between ports of entry on our southwest border, compared with 39,501 in September and 37,048 in August.”

“Within these totals,” Johnson said, “we have seen corresponding increases in the numbers of unaccompanied children and individuals in families apprehended.  We’ve also seen increases in the numbers of those who present themselves at ports of entry along the southwest border seeking asylum.”

Previously, House Committee on the Judiciary Chairman Bob Goodlatte (R-Va.), Senate Committee on the Judiciary Chairman Chuck Grassley (R-Iowa), Immigration and Border Security Chairman Trey Gowdy (R-SC), and Immigration and The National Interest Subcommittee Chairman Jeff Sessions (R-Ala.) demanded Johnson “take immediate action to quell the surge at the border and enforce our nation’s immigration laws.”

They also request a briefing to learn about what steps DHS is taking to address this pressing issue. To date, the department has been reluctant to timely provide information to the committees of jurisdiction.

In their letter to Johnsson, the lawmakers stated, “Numerous media reports indicate that this surge is a large-scale effort to enter the United States before this year’s presidential election. The onslaught of illegal immigration reflects continued efforts by aliens from Central America—El Salvador, Honduras and Guatemala—to overwhelm our limited resources at the border, which inevitably results in the release of tens of thousands of removable aliens within the United States. In addition, thousands of Haitians and Africans are amassing in the Mexican cities of Tijuana and Mexicali for the purpose of presenting themselves to Customs and Border Protection officers asserting dubious claims of asylum, which will practically guarantee their entry. This group of ‘Other Than Mexicans’ at the Southwest border comprises 70-75 percent of all border crossings.”

This group also includes large numbers of “Special Interest Aliens,” individuals from Muslim countries where radical Islamist jihadists are entrenched.

“The numbers are staggering,” the lawmakers stated in their letter to Johnson. They noted that, “In Fiscal Year (FY) 2016, the Border Patrol apprehended 408,870 illegal aliens at the southern border, 23 percent more than the preceding fiscal year. Of those apprehended, more than 77,000 were members of so-called ‘family units,’ which represents an increase of 95 percent over FY 2015 figures, and nearly 60,000 were unaccompanied alien minors, which reflects a 49 percent increase over the previous fiscal year. On October 31, the Department of Health and Human Services reported that the daily referrals of unaccompanied illegal alien minors averaged 262 over the last week and approximately 237 in October. By comparison, referrals averaged 148 per day in October of FY 2014, the year of the first surge, and 60 per day in October of FY 2015.  As of October 27, 2016, the number of minors in [the Office of Refugee Resettlement (ORR)] care is approximately 10,700.”

In his response, Johnson stated, “I have told our border security and immigration enforcement personnel that we must keep pace with this increase. As a result, there are currently about 41,000 individuals in our immigration detention facilities — typically, the number in immigration detention fluctuates between 31,000 and 34,000 – and I have authorized U.S Immigration and Customs Enforcement to acquire additional detention space for single adults so that those apprehended at the border can be returned to their home countries as soon as possible. We have also engaged with a number of countries to repatriate their citizens more quickly, and they have agreed to do so.”

“Our borders cannot be open to illegal migration,” Johnson said, noting, “We must, therefore, enforce the immigration laws consistent with our priorities. Those priorities are public safety and border security. Specifically, we prioritize the deportation of undocumented immigrants who are convicted of serious crimes and those apprehended at the border attempting to enter the country illegally. Recently, I have reiterated to our Enforcement and Removal personnel that they must continue to pursue these enforcement activities.”

Johnson said, “Those who attempt to enter our country without authorization should know that, consistent with our laws and our values, we must and we will send you back.”

In conclusion, Johnson said, “Once again, I encourage migrants and their families to pursue the various safe and legal paths available for those in need of humanitarian protection in the United States. Earlier this year, the government of Costa Rica announced its agreement to enter into a protection transfer arrangement with the UN High Commissioner for Refugees and the International Organization for Migration to help address the Central American migration challenge. We’ve also established an in-country referral program in countries of origin in Central America.  This will enable vulnerable residents in the region to be considered for refugee protection in the United States after being screened and interviewed by DHS officers. We have also announced expansion of the categories of individuals eligible for participation in our Central American Minors program when accompanied by a qualified child. We encourage use of these programs.”
