Ah well not so much. The planning for the UN resolution against Israel was several weeks in the making and had a lot of Washington DC players and coordination.

There is much talk about defunding the United Nations, yet a good start would be to defund UNRWA.(United Nations Relief and Works Agency for Palestinian Refugees) With a total of $644,701,999 in contributions, the US, EU, UK, Sweden, Norway, Germany, The Netherlands and Japan pay 71% of the annual UNRWA budget. The personal wealth of Palestinian Authority President Mahmoud Abbas is estimated at $100 million. Understanding the UNRWA Funding Structure

UNRWA is mandated by the General Assembly under resolution 302(IV) to respond to the needs of more than 5 million refugees (compared to 750,000 in 1950) in its five fields of operation until a just and durable solution is found to the refugee issue. Based on this mandate, UNRWA delivers essential services in the areas of education, health, protection, relief and social services, microfinance and camp improvement with the support of more than 28,000 national Palestinian staff members.

The UNRWA Programme Budget (General Fund), approved by the General Assembly for the 2016-2017 biennium, comprises recurrent staff and non-staff costs.

In budgeting, UNRWA is guided by the strategic objectives and priorities outlined in its Medium Term Strategy 2016-21 (MTS). This strategic vision is further refined by strategic plans for each UNRWA field of operation, based on programme cycle management.

The MTS identifies five strategic outcomes:

  • Refugees’ rights under international law are protected and promoted
  • Refugees’ health is protected and the disease burden is reduced
  • School-aged children complete quality, equitable and inclusive basic education
  • Refugee capabilities are strengthened for increased livelihoods opportunities
  • Refugees are able to meet their basic human needs of food, shelter and environmental health

To link financial resources directly to the achievement of results consistent with the Agency’s strategy, the budget includes a breakdown based on these goals and strategic objectives.

Memri: Egyptian Daily Close To Egyptian Intelligence Reveals Minutes Of Secret Palestinian Authority Meeting With John Kerry, Susan Rice; U.S.-Palestinian Coordination On UNSC 2334; Rice Says Trump Administration’s Policy Will Be ‘Dangerous’

In mid-December 2016, a Palestinian Authority (PA) delegation met in Washington with officials from the outgoing Obama administration for secret talks. On December 27, the Egyptian daily Al-Youm Al-Sabi’, which is close to Egyptian intelligence services, published an exposé of the minutes of the secret talks. According to the report, by Ahmed Gomaa, the Palestinian delegation included PLO Executive Committee secretary and negotiating team leader Saeb Erekat; Palestinian general intelligence chief Majid Faraj; Husam Zomlot, strategic affairs advisor to Palestinian Authority president Mahmoud ‘Abbas; Palestinian Foreign Ministry official Dr. Majed Bamya; Palestinian negotiations department official Azem Bishara; Palestinian intelligence international relations department chief Nasser ‘Adwa; and head of the PLO delegation to Washington Ma’an Erekat.

The report gave the details of the Palestinian delegation’s schedule during the visit, noting that “the Palestinian side began its meetings on December 12, when Saeb Erekat and Majid Faraj met with U.S. Secretary of State John Kerry. The next day, the two met with National Security Advisor Susan Rice. The entire delegation met with an American team that included four representatives of the Secretaries of State and Homeland Security, for a six-hour political-strategic meeting. Majid Faraj concluded his visit with a lengthy meeting with the CIA chief.”

According to the report, the minutes of the “top secret” meeting of Kerry, Rice, Erekat, and Faraj reveals U.S.-Palestinian coordination leading up to the UN Security Council vote on Resolution 2334 regarding Israel’s settlements, which was adopted December 23. It states that the sides “agreed to cooperate in drafting a resolution on the settlements” and that the U.S. representative in the Security Council was “empowered” to coordinate with the Palestinian UN representative on the resolution.

The meeting also, according to the report, was aimed at coordinating Kerry’s attendance at the upcoming international Paris Conference set for January 15, 2017, in order to promote a further international move regarding the Israeli-Palestinian conflict. Kerry, it said, offered to propose his ideas for a permanent arrangement “provided that they are supported by the Palestinian side.”

At the meeting, Rice pointed out the “danger” of the incoming Trump administration’s policies, the report stated, adding that both she and Kerry had advised President ‘Abbas to make no preliminary moves that might provoke the new administration. Rice even offered to help arrange a meeting between the Palestinian delegation and a representative from the Trump team, by enlisting the help of World Jewish Congress president Ronald Lauder.

Also at the meeting, Erekat warned that if the U.S. Embassy was moved to Jerusalem, the Palestinians would call to expel U.S. Embassies from Arab and Muslim capitals, the report said.

The report added that Kerry and Rice had fulsomely praised ‘Abbas’s policies and how he handled matters, and harshly criticized Israeli Prime Minister Benjamin Netanyahu, saying that he “aims to destroy the two-state solution.”

It should be mentioned that both Kerry and Erekat have denied that there was any U.S.-Palestinian coordination in drafting the Security Council resolution.[1]

U.S. Representative To The Security Council Coordinated With Palestinian UN Representative On The Issue Of The Resolution Condemning The Settlements

According to the Al-Youm Al-Sabi’ report, “the minutes of the meeting – which was attended by U.S. Secretary of State John Kerry and National Security Advisor Susan Rice, and on the Palestinian side by PLO Executive Committee Secretary and negotiations team leader Saeb Erekat, and head of Palestinian general intelligence Maj,-Gen. Majid Faraj – reveals that the sides agreed to collaborate regarding a resolution on the settlements.” According to the report, “during the meeting, the American side focused on coordination of positions between Washington and Ramallah regarding the resolution on the settlements, which was brought to a vote in the Security Council and adopted several days ago…”

The report stated that “the minutes of the meeting reveal American-Palestinian coordination regarding the resolution on the settlements” and that Kerry and Rice stressed that “they were willing to cooperate with a balanced resolution, and that Washington’s UN mission was authorized to discuss this matter with the Palestinian representative to the UN, Ambassador Riyad Mansour.” It continued: “The U.S.’s representative to the Security Council coordinated with the Palestinian ambassador on the issue of the resolution condemning the settlements.”

Coordinating Kerry’s Attendance At International Conference In France

The delegation also attempted to coordinate Kerry’s attendance at the Paris Conference, which will take place January 15, 2017, to promote a further international move for the Israeli-Palestinian conflict, according to the report. “As for the French initiative, U.S. Secretary of State John Kerry said that he could not attend [the conference if it were to be held] December 21-22, but stressed that he could [attend it if it were to be held] after January 9. The Palestinian delegation stressed that ‘Abbas had contacted the French side, and that it had expressed its willingness to postpone the international conference [in Paris] so that the American secretary of state could attend.”

Possibility Of Kerry Presenting His Ideas For Permanent Solution

According to the report, “Kerry raised the possibility of presenting ideas for a permanent solution, provided that they are supported by the Palestinian side… and this refers to principles that have already been raised as part of the Framework Agreement.[3] He also proposed that the Palestinian delegation travel to Saudi Arabia to discuss these points, but according to the minutes, he did not contact the Saudis on this matter. [Additionally,] according to the minutes of the meeting, National Security Advisor Susan Rice rejected, and ridiculed, the offer to propose ideas, arguing that the [incoming] administration of Republican President Donald Trump will completely oppose them.”

Rice “Stressed The Danger Posed By The Trump Administration”

Rice, the report stated, “stressed the danger posed by the Trump administration, which could take a position different from that of all American administrations since 1967 on the issue of Palestine and Israel. She emphasized that she took seriously statements about moving the U.S. Embassy to Jerusalem and the Trump administration’s view of the settlements.”

Kerry and Rice “advised Palestinian President Mahmoud ‘Abbas to not take any preliminary steps that could provoke the Trump administration, such as dismantling the PA, turning to the International Criminal Court, or ending security coordination with Israel,” said the report, adding: “They [also] stressed the need to avoid military action or martyrdom [attacks], as these would greatly jeopardize the Palestinian position.

“They praised the substantial efforts of the Palestinian security apparatuses, specifically Palestinian [general] intelligence, led by Majid Faraj, as part of what they called ‘the struggle against terrorism.’ [The two] maintained that Palestinian-American collaboration in this area is among the closest of all the coordination between American apparatuses and security forces in the region.”

Rice Offered To Organize Meeting Between Ronald Lauder And Palestinian Delegation

“According to the minutes of the meeting, Susan Rice asked whether the Palestinian delegation could meet with a representative from Donald Trump’s team. She clarified that she could request intervention and could organize this by means of World Jewish Congress President Ronald Lauder. Saeb Erekat responded that he had already asked but that Lauder could not. He added: ‘We were told that they were still organizing the new administration, and that once they were done, they would officially meet with the Palestinian side.'”

Erekat: If U.S. Embassy Is Moved To Jerusalem, We Will Call To Expel U.S. Embassies From Arab And Muslim Countries

“When Susan Rice asked what the Palestinian response would be if the U.S. Embassy was moved to Jerusalem, or if a new settlement bloc was annexed, Erekat responded: ‘We will directly and immediately join 16 international organizations, withdraw the PLO’s recognition of Israel, and cut back our security, political, and economic ties with the Israeli occupation regime, and we will hold it fully responsible for the PA’s collapse. Furthermore, we will [call] on the Arab and Islamic peoples to expel U.S. Embassies from their capitals.’ Rice answered Erekat by saying: ‘It seems that future matters could be very complicated, and we are all apprehensive about sitting down with Erekat because of his absolute knowledge of these matters, and because of his memory and his sincerity.’ She expressed the American side’s respect and friendship for Erekat, and apologized for yelling at him in March 2014.”

“The Palestinian Delegation Officially Demanded That The Law… Designating The PLO A Terrorist Organization Be Rescinded”

According to the report, “the Palestinian side officially demanded that the 1987 U.S. law designating the PLO a terrorist organization be rescinded.[4] Furthermore, both sides agreed to establish a bilateral commission to examine visa requests from Palestinians and entry and movement visas for Palestinian leadership in the U.S.”

Kerry, Rice Congratulate ‘Abbas “For His Stunning Success At Fatah’s Seventh General Conference”

“The Palestinian delegation thanked Kerry and Rice, and expressed Palestinian President Mahmoud ‘Abbas’s esteem for the views of U.S. President Barack Obama, Advisor Rice, and Secretary Kerry, and particularly for Kerry’s speech at the Saban Forum in early December,” the report stated, and added that the two U.S. officials had congratulated ‘Abbas “for his stunning success at Fatah’s Seventh General Conference and for his long and courageous speech (like those given by the late Cuban ruler Fidel Castro), during which he reiterated his positions and founding principles regarding his adherence to the peace process and his opposition to violence and terrorism in all forms.”

Also according to the report, Erekat and Faraj asked Kerry and Rice “to stress in the reports of the transition to the new administration that Palestinian President Mahmoud ‘Abbas, the PLO, and the PA are partners in the peace process, and that the Palestinian president and security apparatuses are strategic partners in the struggle against terrorism on the regional and international [levels].

“[They asked] that it be emphasized that there would be bilateral Palestinian-American committees in all areas (healthcare, education, agriculture, tourism, sports, trade, security, women, youth, and more) and that the new administration would oversee them together with Palestinian Prime Minister Dr. Rami Hamdallah.” Additionally, the possibility of “establishing a joint database together with the Palestinian ambassador to Washington and a representative from Palestinian general intelligence” was raised.

Kerry and Rice said, according to the report, that “all the above matters will head the transitional report now being prepared by the team of the outgoing president, Barack Obama, for the new American administration.” They also “praised ‘Abbas’s courage, positions, leadership, and adherence to the culture of peace and to peace as a strategic option, in addition to his opposition to violence and terrorism, to the ongoing security coordination, and to his being considered a uniquely strategic and courageous leader in the Middle East. The success of [Fatah’s] Seventh General Conference. they [said], had effectively ended attempts by Muhammad Dahlan and others to weaken President ‘Abbas, who must now act to tighten his relationship with Saudi Arabia, Jordan, and Egypt.”[5]

It continued: “Rice asked the Palestinian delegation to convey U.S. President Barack Obama’s gratitude to Palestinian President Mahmoud ‘Abbas for honoring all his commitments to him, and added: ‘Abbas was open and honest regarding all his commitments, especially regarding [Palestine] refraining from joining the 16 international organizations [as a member state].'”

Kerry and Rice also said that it was necessary “to continue American-Palestinian, Israeli-Palestinian, and American-Israeli-Palestinian security cooperation in all fields.” In this context, said the report, Faraj stressed that “the cooperation between Palestinian security apparatuses [and Israel] is carried out according to the clear and direct order of Palestinian President Mahmoud ‘Abbas.”

Kerry And Rice: Netanyahu “Aims To Destroy The Two-State Solution”

Kerry and Rice stressed that “Israeli Prime Minister Benjamin Netanyahu aims to destroy the two-state solution, and Dr. Saeb Erekat foresaw Netanyahu’s plan to create one state with two systems four years ago. The two said that Erekat’s prediction was highly accurate, and that all Netanyahu has to offer is maintaining the status quo, in addition to guarantees to improve [Palestinian] living conditions,” the report stated.

“John Kerry And Susan Rice Asked That The Meetings Be Classified ‘Top Secret'”

Finally, the report stated: “John Kerry and Susan Rice asked that the meetings be classified ‘Top Secret’ and that what went on in them not be leaked, in light of the sensitivity of the transition between the two U.S. administrations.”

“The Palestinian delegation,” it said, “asked Kerry and Rice to reexamine the financial aid to the PA and not to reduce it, as they did when they cut it from $150 million in 2011 to $100 million in 2012, with the current aid proposal being only $39 million. According to the meeting’s minutes, the Palestinian side revealed that [U.S.]  financial aid to the PA was $400-$500 million between 2008 and 2013, and was cut to $370 million in 2014 and 2015, and then cut again to $290 million in 2016.[6]

“The Palestinian side praised the American administration’s aid to UNRWA, which averaged $277 million per year between 2009 and 2016, and asked for it to be increased in order to cover UNRWA’s $101 million deficit in 2016.”

Obama, from Hawaii Issued Formal Sanctions Against Russians

The Department of Homeland Security (DHS) has released a Joint Analysis Report (JAR) that details Russian malicious cyber activity, designated as GRIZZLY STEPPE. This activity by Russian civilian and military intelligence services (RIS) is part of an ongoing campaign of cyber-enabled operations directed at the U.S. government and private sector entities.

DHS recommends that network administrators review the Security Publication for more information and implement the recommendations provided.

Barack Obama says US shutting down two Russian compounds in Maryland and New York and declaring 35 Russian intelligence operatives “persona non grata.”

Issuance of Amended Executive Order 13694; Cyber-Related Sanctions Designations

Today, the President issued an Executive Order Taking Additional Steps To Address The National Emergency With Respect To Significant Malicious Cyber-Enabled Activities.  This amends Executive Order 13694, “Blocking the Property of Certain Persons Engaging in Significant Malicious Cyber-Enabled Activities.”  E.O. 13694 authorized the imposition of sanctions on individuals and entities determined to be responsible for or complicit in malicious cyber-enabled activities that result in enumerated harms that are reasonably likely to result in, or have materially contributed to, a significant threat to the national security, foreign policy, or economic health or financial stability of the United States.  The authority has been amended to also allow for the imposition of sanctions on individuals and entities determined to be responsible for tampering, altering, or causing the misappropriation of information with the purpose or effect of interfering with or undermining election processes or institutions.  Five entities and four individuals are identified in the Annex of the amended Executive Order and will be added to OFAC’s list of Specially Designated Nationals and Blocked Persons (SDN List).  OFAC today is designating an additional two individuals who also will be added to the SDN List.

Waging a guerrilla war

One announcement came from Berlin. Another came from Washington. And they came weeks apart.

German intelligence warned in late November that Russia had launched a campaign to meddle in upcoming elections to the Bundestag. And in early December, the CIA said it concluded that Moscow had already interfered in the U.S. presidential election.

In any other year, either of these claims would probably have been astonishing, sensational, and even mind-blowing.

Not in 2016.

This was the year such things became routine as the Kremlin took the gloves off in its nonkinetic guerrilla war against the West.

It was the year Russia’s long-standing latent support for the xenophobic and Euroskeptic far right became manifest, open, and increasingly brazen.

It was the year cyberattacks moved beyond trolling and disruption and toward achieving specific political goals.

It was the year long-cultivated networks of influence across the West were activated.

It was the year the Kremlin expanded its disinformation campaign beyond Ukraine and the former Soviet space and aimed it at destabilizing the West itself.

It was the year Moscow turned Western democracy into a weapon — against Western democracy.

And most importantly, with the West suffering from one of its worst crises of confidence in generations, 2016 was the year Moscow began to see results.

It was the year of the perfect storm, when the Western angst and malaise from the 2008 financial crisis, the eurozone crisis, and the migrant crisis crested and dovetailed with a concerted Kremlin campaign to undermine Western institutions.

And with the Brexit vote in the United Kingdom, with the election of Donald Trump in the United States, with one pro-Moscow candidate or another likely to win the presidency in France, and with antiestablishment populism on the rise throughout Europe, this perfect storm has produced a markedly more favorable environment for the goals of Vladimir Putin’s autocratic regime.

It has left the independence of countries seeking to escape Moscow’s orbit — like Ukraine, Georgia, and Moldova — more precarious than at any moment since the Soviet collapse.

Larry Diamond, a senior fellow at the Hoover Institution, wrote recently in The Atlantic that the Kremlin has launched “an opportunistic but sophisticated campaign to sabotage democracy and bend it toward his interests, not just in some marginal, fragile places but at the very core of the liberal democratic order, Europe and the United States.”

“We stand now at the most dangerous moment for liberal democracy since the end of World War II,” Diamond added.

An Early Harbinger

The warnings that 2016 would be different came early, in January, when Moscow escalated its information war against the West with the infamous case of Lisa F. in Germany.

By relentlessly pushing a false story that an ethnic-Russian teenage girl was sexually assaulted by migrants in Berlin at a time when Germans were getting increasingly nervous about the mounting migrant crisis, the Kremlin appeared to be actively attempting to undermine the government of Chancellor Angela Merkel.

Incited by Russian-language media reports, thousands of Russian-speaking protesters took to the streets carrying banners with slogans like “Our Children Are In Danger.”

Russian Foreign Minister Sergei Lavrov gave the “scandal” an official stamp, accusing the German authorities of “sweeping problems under the rug.”

The story was soon proven false, but the damage was done — and a message was sent that the Kremlin intended to play hardball.

And play hardball it did, with a dizzying and almost nonstop barrage of hacking, doxing, fake news, support for fringe political forces, and other mischief.

The most high-profile example of this, of course, was the emerging consensus that Russia hacked the U.S. presidential election with the apparent goal of harming Hillary Clinton and/or helping Trump.

But while the hacking of the U.S. election garnered the most attention and headlines, it was far from the only case of Russia seeking to destabilize Western democracies.

“Putin is not done yet. He seeks to promote anti-establishment candidates in next year’s elections in the Netherlands, France, Italy and Germany,” Michael Khodarkovsky, a professor at Loyola University Chicago and author of the forthcoming book Russia’s Twentieth Century, wrote in The New York Times.

And Then We Take Berlin

In a letter to EU foreign-relations chief Federica Mogherini, 51 lawmakers from the European Parliament warned that more than $200 million of Russian black cash has been laundered through Europe and “there is information that shows that the money has been used to influence European politics, media, and civil society.”

In the United Kingdom, Russia’s propaganda machine worked overtime to cheerlead for the Brexit campaign and its leader Nigel Farage.

In Italy, Kremlin-funded news outlets RT and Sputnik fed a barrage of fake news to a network of websites run by the far left Five Star Movement, spreading Euroskepticism, and anti-Americanism, and undermining a constitutional referendum that led to Prime Minister Matteo Renzi’s resignation.

The Kremlin also continued to support Marine Le Pen, leader of the anti-immigrant National Front in France which was granted a 9 million euro loan from a Russian bank in 2015.

And Le Pen’s likely opponent in the second round of next year’s presidential elections, former prime minister Francois Fillon, is also openly pro-Moscow.

And in December, the ruling United Russia party signed a cooperation agreement with Austria’s far-right Freedom Party.

“Despite being much weaker than the Soviet Union, Russia today nevertheless has a greater ability to provoke mischief than the communist empire ever did, while western debates on how to contain (or engage) Russia have an air of helplessness,” political analyst Lilia Shevtsova wrote in The Financial Times.

The legacy of 2016 is a weakened, divided, and disillusioned West; and an emboldened Kremlin.

“If December 7, 1941, is a date which will live in infamy,” Brian Frydenborg wrote on the blog War Is Boring, in reference to the attack on Pearl Harbor that brought the United States into World War II, “then 2016 is a year which will live in infamy.”

Pyongyang’s Hwasong line, for example, can reach targets a few hundred miles away, but with an accuracy of just 0.3 miles to 0.6 miles (0.5 to 1 kilometer).A missile called the Nodong can fly 620 miles to 800 miles (1,000 to 1,300 km), but its estimated accuracy is even worse — 1.8 to 2.5 miles (3 to 4 km). Most analysts doubt, however, that North Korean missiles are powerful enough to deliver a nuclear weapon to the American mainland. The tough talk from Pyongyang is primarily bluster aimed at wringing concessions out of the international community and building support for young leader Kim Jong-Un at home, they say.

Syria Cease-Fire Agreement Reached

Deal brokered between Turkey and Russia; Syrian military confirms truce, which is set to go into effect at midnight

WSJ: MOSCOW—Russia, Turkey and Syria announced that a cease-fire would go in effect in Syria early Friday morning, in a deal hammered out between Ankara and Moscow to bring the regime of President Bashar al-Assad and opposition groups into peace talks.

Details of the cease-fire were still emerging, but statements by Russian President Vladimir Putin, Turkey’s Foreign Ministry and Syria’s military said it would begin at midnight local time in Syria.

Mr. Putin said agreements had been reached earlier Thursday between the Syrian regime and the “militant opposition” for a cease-fire and for arrangements to monitor it. While acknowledging the accords were “very fragile,” he also said consensus had been reached over the “readiness of peace talks to resolve [the situation] in Syria.

The Turkish Foreign Ministry said Ankara and Moscow would be guarantors of the plan “to cease all armed, including aerial, attacks.” Under the accord, each side is to refrain from seizing further territory, the ministry said.

In his remarks, Mr. Putin didn’t identify the militant groups that had agreed to the truce, but Russian Defense Minister Sergei Shoigu

said they included the “main forces” of the armed opposition.

Turkey’s Foreign Ministry said the cease-fire deal excluded groups designated as “terrorist organizations” by the United Nations Security Council. Islamic State and the Syrian Conquest Front, an armed group linked to al Qaeda, have been excluded from previous truces in the nearly six-year-old war.

The ministry also said that Ankara hoped that a successful cease-fire would lead to a renewal of the U.N.-supported process for a political transition in Syria.

Russia, Iran and Turkey agreed in Moscow last week to hold talks in Kazakhstan next month aimed at ending the fighting in Syria. Those talks would exclude the U.S.

The U.S. has participated in the U.N.-backed process in Geneva to end the fighting in Syria. Following last week’s meeting in the Russian capital, Russian Foreign Minister Sergei Lavrov played down the U.N. initiative while promoting the diplomatic push by Tehran, Moscow and Ankara. “I believe that the most effective format is the one that you see today,” Mr. Lavrov said.

A U.S. official said Wednesday the Obama administration wasn’t opposed to the talks being held in Kazakhstan, even if American diplomats weren’t directly involved. The State Department’s only condition, the official said, is that the negotiations are consistent with resolutions approved by the U.N. on Syria.

Given the standing 3 zones in Israel now where constant ground battles happen and John Kerry wants to add a 4th for Palestine, the same proposal is on the table in agreed draft form for Syria. Russia and Turkey are calling it zones of influence. ‘Influence’? Really? No one is reporting that Iran is in full agreement or what the future holds for Syria, meaning who is responsible for reconstruction and creating a stage for Syrians to return to their homeland….but do these powers even care?

Russia, Turkey, Iran eye dicing Syria into zones of influence

Reuters: Syria would be divided into informal zones of regional power influence and Bashar al-Assad would remain president for at least a few years under an outline deal between Russia, Turkey and Iran, sources say.

Such a deal, which would allow regional autonomy within a federal structure controlled by Assad’s Alawite sect, is in its infancy, subject to change and would need the buy-in of Assad and the rebels and, eventually, the Gulf states and the United States, sources familiar with Russia’s thinking say.

“There has been a move toward a compromise,” said Andrey Kortunov, director general of the Russian International Affairs Council, a think tank close to the Russian Foreign Ministry.

“A final deal will be hard, but stances have shifted.”

Assad’s powers would be cut under a deal between the three nations, say several sources. Russia and Turkey would allow him to stay until the next presidential election when he would quit in favor of a less polarizing Alawite candidate.

Iran has yet to be persuaded of that, say the sources. But either way Assad would eventually go, in a face-saving way, with guarantees for him and his family.

“A couple of names in the leadership have been mentioned (as potential successors),” said Kortunov, declining to name names.

Nobody thinks a wider Syrian peace deal, something that has eluded the international community for years, will be easy, quick or certain of success. What is clear is that President Vladimir Putin wants to play the lead role in trying to broker a settlement, initially with Turkey and Iran.

That would bolster his narrative of Russia regaining its mantle as a world power and serious Middle East player.

“It’s a very big prize for them if they can show they’re out there in front changing the world,” Sir Tony Brenton, Britain’s former ambassador to Moscow, told Reuters. “We’ve all grown used to the United States doing that and had rather forgotten that Russia used to play at the same level”

BACKROOM DEALS

If Russia gets its way, new peace talks between the Syrian government and the opposition will begin in mid-January in Astana, the capital of Kazakhstan, a close Russian ally.

The talks would be distinct from intermittent U.N.-brokered negotiations and not initially involve the United States.

That has irritated some in Washington.

“So this country that essentially has an economy the size of Spain, that’s Russia, is strutting around and acting like they know what they are doing,” said one U.S. official, who declined to be named because of the subject’s sensitivity.

“I don’t think the Turks and the Russians can do this (political negotiations) without us.”

Foreign and defense ministers from Russia, Turkey and Iran met in Moscow on Dec. 20 and set out the principles they thought any Syria deal should adhere to.

Russian sources say the first step is to get a nationwide ceasefire and then to get talks underway. The idea would then be to get Gulf states involved, then the United States, and at a later stage the European Union which would be asked, maybe with the Gulf states, to pick up the bill for rebuilding.

The three-way peace push is, at first glance, an odd one.

Iran, Assad’s staunchest backer, has provided militia fighters to help Assad, Russia has supplied air strikes, while Turkey has backed the anti-Assad rebels.

Putin has struck a series of backroom understandings with his Turkish counterpart Tayyip Erdogan to ease the path to a possible deal, several sources familiar with the process say.

Moscow got Iran to buy into the idea of a three-way peace push by getting Turkey to drop its demands for Assad to go soon, the same sources said.

“Our priority is not to see Assad go, but for terrorism to be defeated,” one senior Turkish government official, who declined to be named, said.

“It doesn’t mean we approve of Assad. But we have come to an understanding. When Islamic State is wiped out, Russia may support Turkey in Syria finishing off the PKK.”

Turkey views the YPG militia and its PYD political wing as extensions of the outlawed Kurdistan Workers Party (PKK), which has long waged an insurgency in its largely Kurdish southeast.

“Of course we have disagreements with Iran,” said the same Turkish official. “We view some issues differently, but we are coming to agreements to end mutual problems.”

Aydin Sezer, head of the Turkey and Russia Centre of Studies, an Ankara-based think tank, said Turkey had now “completely given up the issue of regime change” in Syria.

Turkey’s public position remains strongly anti-Assad however and Foreign Minister Mevlut Cavusoglu said on Wednesday a political transition with Assad was impossible.

Brenton, Britain’s former ambassador, said Moscow and Ankara had done a deal because Moscow had needed Turkey to get the opposition out of Aleppo and to come to the negotiating table.

“The real flesh in the game the Turks have, and the fear they have, is of an autonomous Kurdistan emerging inside Syria that would have direct implications for them,” he said.

Ankara launched an incursion into Syria, “Operation Euphrates Shield”, in August to push Islamic State out of a 90-km (55-mile) stretch of frontier territory and ensure Kurdish militias did not gain more territory in Syria.

REALPOLITIK

The shifting positions of Moscow and Ankara are driven by realpolitik. Russia doesn’t want to get bogged down in a long war and wants to hold Syria together and keep it as an ally.

Turkey wants to informally control a swathe of northern Syria giving it a safe zone to house refugees, a base for the anti-Assad opposition, and a bulwark against Kurdish influence.

The fate of al-Bab, an Islamic State-held city around 40 km (25 miles) northeast of Aleppo, is also a factor. Erdogan is determined that Turkish-backed rebels capture the city to prevent Kurdish militias from doing so.

Several sources said there had been an understanding between Ankara and Moscow that rebels could leave Aleppo to help take al-Bab.

Iran’s interests are harder to discern, but Ali Akbar Velayati, Iran’s Supreme Leader Ayatollah Ali Khamenei’s top adviser, said Aleppo’s fall might alter a lot in the region.

By helping Assad retake Aleppo, Tehran has secured a land corridor that connects Tehran to Beirut, allowing it to send arms to Hezbollah in Lebanon.

Russian and Western diplomatic sources say Iran would insist on keeping that corridor and on Assad staying in power for now. If he did step down, Tehran would want him replaced with another Alawite, which it sees as the closest thing to Shia Islam.

Iran may be the biggest stumbling block to a wider deal.

Iranian Defence Minister Hossein Dehghan has said Saudi Arabia must not take part in talks because of its stance on Assad – Riyadh wants the Syrian leader to step down.

Scepticism about the prospects for a wider deal abounds.

Dennis Ross, an adviser to Democratic and Republican administrations, now at the Washington Institute for Near East Policy, said he did not think a deal would bring peace to Syria.

“I doubt this will end the war in Syria even after Aleppo,” Ross told Reuters. “Assad’s presence will remain a source of conflict with the opposition.”

Ah…Rex Tillerson has Another Special Friend in Russia

We are supposed to dislike the NYT’s for many reasons, but there are times when researchers do good work even if some truths hurt. Such is the case with Rex Tillerson and Igor Sechin.

MOSCOW — It’s June 2014. War is underway in eastern Ukraine, and Russia has recently annexed Crimea. Western countries are introducing sanctions against Russian companies and the people in President Vladimir V. Putin’s inner circle. It seems that Russia will soon be completely isolated from the rest of the world.

But the 21st World Petroleum Congress is taking place in Moscow. The atmosphere at the Crocus Expo International Exhibition Center, where the congress is being held, is decidedly nonconfrontational. On a stage, two men in suits hold an amicable conversation, addressing each other as “my friend.” The men are captains of the global petroleum industry: Rex W. Tillerson, the chief executive of Exxon Mobil, and Igor I. Sechin, the head of Rosneft, Russia’s state oil company, and one of Mr. Putin’s longtime allies.

Mr. Sechin is not just the chief executive of Rosneft, he is also one of the heroes of contemporary Russian politics. He is believed to have served as a K.G.B. agent in Africa and had no real experience in the business world until he was over 40. He didn’t come to lead the state oil company because of his business acumen; he earned his position through his loyalty to Mr. Putin.

After the collapse of the Soviet Union, Mr. Sechin aligned himself with Mr. Putin, another former K.G.B. officer, as he began consolidating power in post-Soviet politics. Everywhere Mr. Putin went, Mr. Sechin was by his side as a trusted aide and adviser.

In 2003, Russian authorities arrested Mikhail Khodorkovsky, the owner of Yukos, a huge oil company. At the time, Mr. Sechin was working as Mr. Putin’s deputy chief of staff, and though he had no formal judicial or investigatory authority, Mr. Khodorkovsky accused him of initiating his arrest — and the campaign that followed to nationalize Yukos. It’s impossible to know, but it seems likely. Following Mr. Khodorkovsky’s arrest, Rosneft absorbed Yukos’s assets. In 2004, Mr. Sechin was appointed to head Rosneft’s board.

Mr. Sechin isn’t just a businessman, though. He’s an influential political figure and a crucial Putin ally who has demonstrated his power. The arrest last month of Aleksei Ulyukayev, the minister of economic development, on charges of bribery was widely viewed as an act of revenge by Mr. Sechin. With the arrest, the first of an active government minister in post-Soviet Russia, he again confirmed his image as the most sinister man in the president’s inner circle.

Earlier this year, Mr. Sechin’s expansion was so aggressive that it seemed plausible that Mr. Putin himself would get tired of him, and would try to rid himself of such an odious comrade in arms.

Now Mr. Sechin has nothing to fear. A gift has arrived from across the ocean. This man, whose international experience up to this point has been limited to his friendship with Hugo Chávez, the deceased president of Venezuela, has an exclusive international trump card that even Foreign Minister Sergey V. Lavrov lacks. More here.

Judicial Watch says it this way, ‘Rex and the Russian Swamp’:

Amid controversy over the extent of Kremlin penetration into the American electoral system (detailed last week in Investigative Bulletin), Donald Trump has doubled down on the Russian connection with his nomination of ExxonMobil CEO Rex Tillerson to become the next secretary of state.

Mr. Trump has been signaling a new Russia tilt for months and Mr. Tillerson seems an excellent candidate to carry it out. Whether this is sound policy or sheer folly remains to be seen, but from an anti-corruption perspective—taking Mr. Trump at his pledge to “drain the swamp”—the Tillerson nomination is strange indeed.

Mr. Tillerson is up to his eyeballs in Russian oil deals with Vladimir Putin, whose kleptocratic regime makes the Washington swamp look like the pool at Mar-a-Lago. Last week, U.S. intelligence leaked a new estimate of Mr. Putin’s personal wealth: $85 billion.

His Kremlin salary: $144,444.

You lie down with dogs, you get up with fleas. Mr. Tillerson’s role in the Rosneft oil deal is a case in point. Rosneft is a Russian energy giant closely allied with Mr. Putin. Mr. Tillerson negotiated a deal with Rosneft giving ExxonMobil access to vast Russian oil reserves in the Arctic and Black Sea. ExxonMobil pledged millions to provide the technology and expertise for exploration and drilling. In return, it received a one-third stake in the venture. Successful exploitation of the oil fields could bring more than $100 billion into ExxonMobil coffers.

Rosneft was formerly known as the Yukos Oil Company, Russia’s largest energy enterprise. In 2003, Mr. Putin decided he wanted it.

Yukos’s founder, the oligarch Mikhail Khodorkovsky, was becoming a threat to Mr. Putin. He jailed Mr. Khodorkovsky on bogus fraud charges, seized Yukos assets and bankrupted the company. Mr. Khodorkovsky served ten years behind bars. Other Yukos officials were jailed or fled the country. American and Russian investors were robbed. The Permanent Court of Arbitration at The Hague awarded investors $50 billion in damages, but the decision was later overturned.

Some might say Mr. Khodorkovsky got off easy. Here’s a list of Putin critics who ended up dead.

Yukos was raped and pillaged and its assets were transferred to Rosneft. Control of the company was given to a key Putin lieutenant, Igor Sechin. Like Mr. Putin, Mr. Sechin is a former KGB agent. Mr. Sechin is a leading figure in the siloviki—literally, “strongmen”—faction of former law enforcement, military and intelligence figures around Mr. Putin.

In 2012, Mr. Tillerson struck his deal with Rosneft. “Today really is a historic day,” Mr. Tillerson said at the signing ceremony.

Former Yukos officials and shareholders felt differently. When the Mafia or a drug cartel washes its ill-gotten gains into a new, “clean” financial entity, that’s called money laundering. “Through today’s agreement with Exxon,” the Committee for Russian Economic Freedom declared, “Rosneft has finally managed to give an aura of legitimacy to the theft of assets stolen from Yukos.” The former CFO of Yukos wrote in the Moscow Times that “Exxon is investing with a company whose largest assets were stolen from Yukos shareholders by the Russian government.”

Mr. Tillerson has a long history with Mr. Sechin. In 1998, Mr. Tillerson ran ExxonMobil’s oil and gas enterprise on Sakahalin Island, off the coast of Siberia. Mr. Sechin took over the Russian side of the project in 2004. Mr. Tillerson’s ExxonMobil predecessor as CEO tried to buy into Yukos but was driven off by the jailing of Mr. Khodorkovsky.

Mr. Tillerson persisted. The Rosneft deal giving ExxonMobil access to Arctic and Black Sea oil fields elevated the relationship between Mr. Tillerson and the Kremlin leadership. Mr. Tillerson calls Mr. Sechin a “friend.” Mr. Sechin says he wants to come to the United States to ride motorcycle with Mr. Tillerson. In 2013, Mr. Putin awarded Mr. Tillerson the Russian Order of Friendship for his “big contribution to developing cooperation in the energy sector.”

The bromance hit a rough patch in 2014 when the U.S. government sanctioned Russian officials and entities—including Mr. Sechin and Rosneft—for annexing Crimea and sending forces into Ukraine. The Rosneft deal was put on hold. Losses to ExxonMobil are estimated at more than $1 billion. In 2015, Mr. Tillerson declared at a conference, “We’ll await a time in which the sanctions environment changes or the sanctions requirements change.”

He may not have to wait much longer.
