FBI: 7,700 Terrorist Encounters in USA in 2015

In a wide-ranging request for documents and analysis, President-elect Donald Trump’s transition team asked the Department of Homeland Security last month to assess all assets available for border wall and barrier construction.

Reuters: The team also asked about the department’s capacity for expanding immigrant detention and about an aerial surveillance program that was scaled back by the Obama administration but remains popular with immigration hardliners. And it asked whether federal workers have altered biographic information kept by the department about immigrants out of concern for their civil liberties.

Trump’s transition team did not comment in response to Reuters inquiries. A spokeswoman for the Department of Homeland Security and U.S. Customs and Border Protection declined to comment.

In response to the transition team request, U.S. Customs and Border Protection staffers identified more than 400 miles along the U.S.-Mexico border, and about the same distance along the U.S.-Canada border, where new fencing could be erected, according to a document seen by Reuters.

Reuters could not determine whether the Trump team is considering a northern border barrier. During the campaign, Trump pledged to build a wall and expand fencing on parts of the U.S.-Mexico border but said he sees no need to build a wall on the border with Canada.

One program the transition team asked about, according to the email summary, was Operation Phalanx, an aerial surveillance program that authorizes 1,200 Army National Guard airmen to monitor the southern border for drug trafficking and illegal migration. Much more here from Reuters.

The jihad is crossing the southern border: a majority of encounters in Arizona were with Islamist groups.

From 9/2016: Breitbart news has received a collection of leaked documents from the Federal Bureau of Investigation that show a massive number of terrorist encounters, especially in border states.  The documents are not classified, though they are marked sensitive.  7,712 terrorist encounters occurred from July 20, 2015 and the same date a year later — last year, in short.

Some of the documents pertain to the entire U.S., while others focus specifically on the state of Arizona.  The states with the highest encounters are all border states. Texas, California, and Arizona–all states with a shared border with Mexico–rank high in encounters…. Most significantly, the map shows that many of the encounters occurred near the border outside of ports-of-entry, indicating that persons were attempting to sneak into the U.S.

That last is surprising, as one would expect drug cartels to make up the majority of such encounters.  The leak comes at a time when the FBI’s crime reporting shows an increase in violent crime across the country.

The Shiite terrorist organization Hezbollah has developed connections with the Latin American drug cartels because of its prominent role in heroin.  Iran’s Revolutionary Guards Corps (IRGC) controls the opium trade from the poppy fields in Afghanistan to the Levant, and they provide a great deal of opium to Hezbollah.  Hezbollah has a refining capacity in Lebanon that allows them to provide a substantial part of the world’s heroin.  They trade heroin to the Latin American drug cartels for other illegal money-making opportunities, forged documents, and access to the Americas.  Hezbollah’s operations produce between ten and twenty million dollars in revenue for its American operations, which are based out of a large Lebanese immigrant community in what is called the “Tri-border region,” an area between Paraguay, Brazil, and Argentina.

In addition to its money-making ventures, Hezbollah provides the cartels with military training.  As one of the world’s foremost guerrilla organizations, Hezbollah finds that its military trainers are sought after commodities.  They are able to parley those connections in order to perform operations in Mexico.  Their ability to infiltrate the United States, in order to conduct terrorist violence in service to Iran, is highlighted by these leaked FBI documents.

The role of Sunni groups is less fully understood, but it was a concern for the intelligence section of the United States military’s Southern Command according to another set of leaks earlier this year.

Sunni extremists are infiltrating the United States with the help of alien smugglers in South America and are crossing U.S. borders with ease, according to a U.S. South Command intelligence report.  The Command’s J-2 intelligence directorate reported recently in internal channels that “special interest aliens” are working with a known alien smuggling network in Latin America to reach the United States….  Army Col. Lisa A. Garcia, a Southcom spokeswoman, did not address the intelligence report directly but said Sunni terrorist infiltration is a security concern.

“Networks that specialize in smuggling individuals from regions of terrorist concern, mainly from the Afghanistan-Pakistan region, the Middle East, and East Africa, are indeed a concern for Southcom and other interagency security partners who support our country’s national security,” Garcia told theWashington Free Beacon….  “In 2015, we saw a total of 331,000 migrants enter the southwestern border between the U.S. and Mexico, of that we estimate more than 30,000 of those were from countries of terrorist concern,” she said….

[T]he Southcom intelligence report revealed that the threat of Islamist terror infiltration is no longer theoretical. “This makes the case for Trump’s wall,” said one American security official of the Southcom report. “These guys are doing whatever they want to get in the country.”

Here at CounterJihad, we reported on Southern Command’s commander, Admiral Kurt Tidd, and his testimony before Congress on the threat.  Tidd reported that a number of terrorists were transiting the region who had gone to Syria and fought for the Islamic State (ISIS) and other radical groups.  Their ability to return to Latin America was smooth, given that they actually had legal travel documents.

Whether they can then pass into the United States is an open question.  The leaked FBI documents only talk about actual law enforcement encounters with people on terrorist lists.  How many are infiltrating without encountering law enforcement?

Report: Homeland Security Officials Took Millions in Bribes to ‘Look the Other Way’ on Drug Cartels

TownHall: A stunning case of corruption inside the Department of Homeland Security was overshadowed by headlines about Russia and Israel this past week. Yet, federal employees accepting millions of dollars in bribes to avoid doing their job, is certainly worth a look.

Hundreds of DHS employees have “looked the other way” as drugs crossed the border because cartels have made them offers they can’t refuse. Other employees have sold green cards and other documents illegally. More from The New York Times:

It was not an isolated case. A review by The New York Times of thousands of court records and internal agency documents showed that over the last 10 years almost 200 employees and contract workers of the Department of Homeland Security have taken nearly $15 million in bribes while being paid to protect the nation’s borders and enforce immigration laws.

No wonder our immigration system is so broken.

In order to address the internal issues, the department has hired more investigators, offered ethics training and is administering polygraph tests to new applicants, The Times reports.

The Times report does not include the gifts, trips or money that DHS employees have stolen, the editors note.

Once the inside corruption is taken care of, Donald Trump’s administration can get to work on building a wall along the southern border, install better aerial surveillance and send more agents down there to be on the patrol.

Reuters: Remittances to Mexico posted their biggest jump in over ten years in November in a possible reaction to the U.S. election victory of Donald Trump, who threatened to block the transfers and eroded confidence in the peso currency during the campaign.

Mexicans abroad sent home nearly $2.4 billion in transfers in November, 24.7 percent higher than a year earlier, marking their fastest pace of expansion since March 2006, according to Mexican central bank data on Monday.

President-elect Trump ran a campaign steeped in anti-Mexican rhetoric and threatened to halt transfers from Mexican nationals unless Mexico agreed to pay for the massive wall he has vowed to build on the U.S. southern border to keep out illegal immigrants.

Trump’s surprise Nov. 8 election triumph also sent the Mexican currency to record lows in a sell-off fueled by his threats to scrap a trade deal between Mexico and the United States, and to levy punitive tariffs on Mexican-made goods.

Goldman Sachs economist Alberto Ramos said in a client note the weak peso fanned the remittance surge, noting workers could be “strategically front-loading” transfers to avoid potential taxes or restrictions from the incoming U.S. administration.

The value of the remittances considerably exceeds that of Mexico’s oil exports, Ramos noted.

The payments from Mexicans living in the United States are a key source of income for many families in Mexico, where around half the population lives in poverty.

Bank BBVA Bancomer has forecast that those Mexicans will have sent a record $27 billion in remittances into Mexico in 2016, an increase of more than $2 billion over 2015.

Mexico’s central bank governor Agustin Carstens said last month that a rise in remittances was due to a weak exchange rate, more U.S. jobs and fears over Trump’s policies.

Mexico’s government said in November that it is ready to lobby the U.S. Congress and use all legal means possible to stop Trump blocking remittances.

Russia Sides with the Taliban, ‘Just a Local Nuisance’

Note, that no NATO country was in attendance, note any American representation was not even consulted. This continues  Russia’s hybrid-warfare tactics. Obama in mid-2015 announced a drawdown of troops in Afghanistan to an estimated 5500. That objective was delayed permanently. An investigation is underway that includes Tajikistan as being the weapons route for the Taliban from Russia.

AFP: Allegations over Russia and Iran’s deepening ties with the Taliban have ignited concerns of a renewed “Great Game” of proxy warfare in Afghanistan that could undermine US-backed troops and push the country deeper into turmoil.

Moscow and Tehran insist their contact with insurgents is aimed at promoting regional security, but local and US officials who are already frustrated with Pakistan’s perceived double-dealing in Afghanistan have expressed bitter scepticism.

Washington’s long-time nemesis Iran is accused of covertly aiding the Taliban, and Russia is back to what observers call Cold War shenanigans to derail US gains at a time when uncertainty reigns over President-elect Donald Trump’s Afghanistan policy.

The US will slow its troop drawdown in Afghanistan, leaving a force of 8,400 when President Barack Obama completes his term, the president announced on Wednesday in a blunt acknowledgment that America will remain entangled there despite his aspirations to end the war.

In a statement at the White House,  Mr Obama said the security situation in Afghanistan is “precarious” and the Taliban remain a threat roughly 15 years after the US invaded in the aftermath of 9/11. He said he was committed not to allow any group to use Afghanistan “as a safe haven for terrorists to attack our nation again.”

“It is in our national security interest – especially after all the blood and treasure we’ve invested in Afghanistan over the years – that we give our Afghan partners the very best opportunity to succeed,” Mr Obama said, flanked by top military leaders.

Mr Obama has been under pressure from US allies to make a decision following a NATO announcement last month that the alliance would maintain troops in regional locations around Afghanistan. NATO’s future involvement in the fight is to be a major topic when Mr Obama attends a NATO summit later this week in Warsaw, Poland.

Mr Obama said boosting the planned troop levels would help other countries prepare their own contribution to the fight. He said his decision should help the next president make good decisions about the future of US involvement.

“l firmly believe the decision I’m announcing is the right thing to do,” Mr Obama said. More here. 

Russia’s New Favorite Jihadis: The Taliban

In its latest ploy to undermine NATO, Russia is urging cooperation with the Afghan extremists even as their ties to al Qaeda grow deep.

More than 15 years into America’s war in Afghanistan, the Russian government is openly advocating on behalf of the Taliban.

Last week, Moscow hosted Chinese and Pakistani emissaries to discuss the war. Tellingly, no Afghan officials were invited. However, the trio of nations urged the world to be “flexible” in dealing with the Taliban, which remains the Afghan government’s most dangerous foe. Russia even argued that the Taliban is a necessary bulwark in the war against the so-called Islamic State.

For its part, the American military sees Moscow’s embrace of the Taliban as yet another move intended to undermine NATO, which fights the Taliban, al Qaeda, and the Islamic State every day.

After Moscow’s conference, Russian Foreign Ministry spokeswoman Maria Zakharova spoke with reporters and noted that “the three countries expressed particular concern about the rising activity in the country of extremist groups, including the Afghan branch of IS [the Islamic State, or ISIS].”

According to Reuters, Zakharova added that China, Pakistan, and Russia agreed upon a “flexible approach to remove certain [Taliban] figures from [United Nations] sanctions lists as part of efforts to foster a peaceful dialogue between Kabul and the Taliban movement.”

The Taliban, which refers to itself as the Islamic Emirate of Afghanistan, quickly praised the “Moscow tripartite” in a statement posted online on Dec. 29.

“It is joyous to see that the regional countries have also understood that the Islamic Emirate of Afghanistan is a political and military force,” Muhammad Sohail Shaheen, a spokesman for the group’s political office, said in the statement. “The proposal forwarded in the Moscow tripartite of delisting members of the Islamic Emirate is a positive step forward in bringing peace and security to Afghanistan.”

Of course, the Taliban isn’t interested in “peace and security.” The jihadist group wants to win the Afghan war and it is using negotiations with regional and international powers to improve its standing. The Taliban has long manipulated “peace” negotiations with the U.S. and Western powers as a pretext for undoing international sanctions that limit the ability of its senior figures to travel abroad for lucrative fundraising and other purposes, even while offering no serious gestures toward peace.

The Obama administration has repeatedly tried, and failed, to open the door to peace. In May 2014, the U.S. transferred five senior Taliban figures from Guantanamo to Qatar. Ostensibly, the “Taliban Five” were traded for Sgt. Bowe Bergdahl, an American who reportedly deserted his fellow soldiers and was then held by the Taliban and its jihadist allies. But the Obama administration also hoped that the exchange would be a so-called confidence-building measure and lead to more substantive negotiations. The Taliban’s leaders never agreed to any such discussions. They simply wanted their comrades, at least two of whom are suspected of committing war crimes, freed from Guantanamo.

Regardless, Russia is now enabling the Taliban’s disingenuous diplomacy by pretending that ISIS is the more worrisome threat. It’s a game the Russians have been playing for more than a year.

In December 2015, Zamir Kabulov, who serves as Vladimir Putin’s special representative for Afghanistan, went so far as to claim that “the Taliban interest objectively coincides with ours” when it comes to fighting ISIS head Abu Bakr al Baghdadi’s loyalists. Kabulov even conceded that Russia and the Taliban have “channels for exchanging information,” according to The Washington Post.

The American commanders leading the fight in Afghanistan don’t buy Russia’s argument—at all.

During a press briefing on Dec. 2, General John W. Nicholson Jr., the commander of NATO’s Resolute Support and U.S. Forces in Afghanistan, discussed “the malign influence of external actors and particularly Pakistan, Russia, and Iran.” Gen. Nicholson said the U.S. and its allies are “concerned about the external enablement of the insurgent or terrorist groups inside Afghanistan, in particular where they enjoy sanctuary or support from outside governments.” Russia, in particular, “has overtly lent legitimacy to the Taliban.”

According to Nicholson, the Russian “narrative” is “that the Taliban are the ones fighting the Islamic State, not the Afghan government.” While the Taliban does fight its jihadist rivals in the Islamic State, this is plainly false.

The “Afghan government and the U.S. counterterrorism effort are the ones achieving the greatest effect against Islamic State,” Nicholson said. He went on to list the U.S.-led coalition’s accomplishments over the past year: 500 ISIS fighters (comprising an estimated 25 to 30 percent of the group’s overall force structure) were killed or wounded, the organization’s “top 12 leaders” (including its emir, Hafiz Saeed Khan) were killed, and the group’s “sanctuary” has been reduced from nine Afghan districts to just three.

“So, this public legitimacy that Russia lends to the Taliban is not based on fact, but it is used as a way to essentially undermine the Afghan government and the NATO effort and bolster the belligerents,” Nicholson concluded. While Nicholson was careful not read too much into Russia’s motivation for backing the Taliban, he noted “certainly there’s a competition with NATO.”

There’s no doubt that ISIS’s operations in Afghanistan grew significantly in the wake of Baghdadi’s caliphate declaration in 2014. However, as Nicholson correctly pointed out, Baghdadi’s men are not adding to the territory they control at the moment. Their turf is shrinking. The same cannot be said for the Taliban, which remains the most significant threat to Afghanistan’s future. At any given time, the Taliban threatens several provincial capitals. The Taliban also controls dozens of Afghan districts and contests many more. Simply put, the Taliban is a far greater menace inside Afghanistan than Baghdadi’s men.

Regardless, the Russians continue to press their case. Their argument hinges on the idea that ISIS is a “global” force to be reckoned with, while the Taliban is just a “local” nuisance.

Kabulov, Putin’s special envoy to Afghanistan, made this very same claim in a newly-published interview with Anadolu Agency. Kabulov contends that “the bulk, main leadership, current leadership, and the majority of Taliban” are now a “local force” as a “result of all these historical lessons they got in Afghanistan.”

“They gave up the global jihadism idea,” Kabulov adds. “They are upset and regret that they followed Osama bin Laden.”

Someone should tell the Taliban’s media department this.

Earlier this month, the Taliban released a major documentary video, “Bond of Nation with the Mujahideen.” The video included clips of the Taliban’s most senior leaders rejecting peace talks and vowing to wage jihad until the end. It also openly advertised the Taliban’s undying alliance with al Qaeda. At one point, an image of Osama bin Laden next to Taliban founder Mullah Omar is displayed on screen. Photos of other al Qaeda and Taliban figures are mixed together in the same shot.

An audio message from Sheikh Khalid Batarfi, an al Qaeda veteran stationed in Yemen, is also played during the video. Batarfi praised the Taliban for protecting bin Laden even after the Sept. 11, 2001 hijackings. “Groups of Afghan Mujahideen have emerged from the land of Afghans that will destroy the biggest idol and head of kufr of our time, America,” Batarfi threatened.

A narrator added that the mujahideen in Afghanistan “are the hope of Muslims for reviving back the honor of the Muslim Ummah [worldwide community of Muslims]!” The Afghan jihadists are a “hope for taking back the Islamic lands!” and a “hope for not repeating defeats and tragedies of the last century!”

The Taliban’s message is, therefore, unmistakable: The war in Afghanistan is part of the global jihadist conflict.

All of this, and more, is in one of the Taliban’s most important media productions of 2016. There is no hint that the Taliban “regrets” allying with al Qaeda, or has given “up the global jihadism idea,” as Kabulov claims. The exact opposite is true.

There is much more to the Taliban-al Qaeda nexus. In August 2015, al Qaeda honcho Ayman al Zawahiri swore allegiance to Mullah Mansour, who was named as Mullah Omar’s successor as the Taliban’s emir. Mansour publicly accepted Zawahiri’s fealty and Zawahiri’s oath was prominently featured on the Taliban’s website. After Mansour was killed earlier this year, Zawahiri pledged his allegiance to Mansour’s replacement, Mullah Haibatullah Akhundzada. Zawahiri and other al Qaeda leaders regularly call upon Muslims to support the Taliban and reject the Islamic State’s Afghan branch.

In his interview with Anadolu Agency, Kabulov concedes that not all of the Taliban has “given up” the global jihadist “ideas.” He admits that within the Taliban “you can find very influential groups like the Haqqani network whose ideology is more radical, closer to Daesh [or ISIS].”

Kabulov is right that the Haqqanis are committed jihadi ideologues, but he misses the obvious contradiction in his arguments. Siraj Haqqani, who leads the Haqqani network, is also one of the Taliban’s top two deputy leaders. He is the Taliban’s military warlord. Not only is Siraj Haqqani a “radical” ideologue, as Kabulov mentions in passing, he is also one of al Qaeda’s most committed allies. Documents recovered in Osama bin Laden’s compound show that al Qaeda’s men closely cooperate with Siraj Haqqani on the Afghan battlefields.

Kabulov claims that ISIS “operates much more smartly” than al Qaeda and has “learned from all the mistakes of al Qaeda.” He says Baghdadi’s enterprise has “brought more advanced and sophisticated people to design, plan, and [execute] policy.” Once again, the exact opposite is true.

Al Qaeda has long known the pitfalls of ISIS’s in-your-face strategy, and has smartly decided to hide the extent of its influence and operations. Zawahiri and his lieutenants have also used ISIS’s over-the-top brutality to market themselves as a more reasonable jihadi alternative. And both the Taliban and al Qaeda are attempting to build more popular support for their cause as much of the world remains focused on the so-called caliphate’s horror show.

Al Qaeda’s plan has worked so well that the Russians would have us believe that the Taliban, al Qaeda’s longtime ally, should be viewed as a prospective partner.

Kabulov says that Russia is waiting to see how the “new president, [Donald] Trump, describe[s] his Afghan policy” before determining what course should be pursued next.

Here’s one thing the Trump administration should do right away: Make it clear that the Taliban and al Qaeda remain our enemies in Afghanistan.

Hillary was a Target of Russia Spies for Many Years

The Obama administration says that even though a prominent Democratic Party fundraiser close to Secretary of State Hillary Clinton allegedly was targeted for cultivation by a Russian spy ring, there is no evidence that Clinton herself was a target of the spies.

“There is no reason to believe that the Secretary of State was a special target of this spy ring,” P. J. Crowley, assistant secretary of state and Mrs. Clinton’s chief spokesman, told Declassified. News reports suggested that New York financier and tycoon Alan Patricof, a longtime Clinton supporter, was probably the American financier alleged, in a Russian spy message, to have had several meetings with a Russian operative who used the name Cynthia Murphy. Murphy was one of eight alleged Russian spies arrested on Monday by federal authorities, who accused them of carrying out long-term, “deep cover” assignments inside the U.S. for Russia’s principal, post–Cold War foreign-intelligence agency, known as the SVR. According to court documents relating to the spies’ arrest, Murphy had been in contact with a fundraiser and “personal friend” of Hillary Clinton, who took the office of Secretary of State in January 2009. The fundraiser, Alan Patricof, said in a statement in 2010 he had retained Murphy’s financial services firm more than two years before, had met with her a few times and spoke with her on the phone frequently. Patricof said they “never” spoke about politics, the government or world affairs.

A spokesperson for Clinton told ABC News in 2010 that at the time there was “no reason to think the Secretary was a target of this spy ring.” More here from ABCNews.

FBI: WASHINGTON—Ten individuals pleaded guilty today in Manhattan federal court to conspiring to serve as unlawful agents of the Russian Federation within the United States and will be immediately expelled from the United States, the Justice Department announced today.

In hearings today before Judge Kimba M. Wood in U.S. District Court for the Southern District of New York, each of the 10 defendants arrested on June 27, 2010, pleaded guilty to one count of conspiracy to act as an agent of a foreign government within the United States without notifying the U.S. Attorney General. Under their plea agreements, the defendants were required to disclose their true identities in court today and to forfeit certain assets attributable to the criminal offenses.

The defendants known as “Richard Murphy” and “Cynthia Murphy” admitted they are Russian citizens named Vladimir Guryev and Lydia Guryev and are agents of the Russian Federation. Defendants “Michael Zottoli” and “Patrica Mills” admitted they are Russian citizens named Mikhail Kutsik and Natalia Pereverzeva, and are agents of the Russian Federation. Defendants “Donald Howard Heathfield” and “Tracey Lee Ann Foley” admitted they are Russian citizens named Andrey Bezrukov and Elena Vavilova, and are agents of the Russian Federation. “Juan Lazaro” admitted that he is a Russian citizen named Mikhail Anatonoljevich Vasenkov and is an agent of the Russian Federation.

The defendants Vicky Pelaez, Anna Chapman and Mikhail Semenko, who operated in this country under their true names, admitted that they are agents of the Russian Federation; and Chapman and Semenko admitted they are Russian citizens.

The United States has agreed to transfer these individuals to the custody of the Russian Federation. In exchange, the Russian Federation has agreed to release four individuals who are incarcerated in Russia for alleged contact with Western intelligence agencies.

“This was an extraordinary case, developed through years of work by investigators, intelligence lawyers, and prosecutors, and the agreement we reached today provides a successful resolution for the United States and its interests,” Attorney General Eric Holder said.

“Counterintelligence is a top FBI investigative priority, and this case in particular represents the dedicated efforts of the men and women who have worked tirelessly behind the scenes to counter the efforts of those who would steal our nation’s vital secrets,” said FBI Director Robert S. Mueller.

This case is the result of a multi-year investigation conducted by the FBI and other elements of the U.S. intelligence community; the U.S. Attorney’s Office for the Southern District of New York; and the Counterespionage Section and the Office of Intelligence within the Justice Department’s National Security Division.

The prosecution was handled by Assistant U.S. Attorneys Michael Farbiarz, Glen Kopp, and Jason Smith of the Terrorism and International Narcotics Unit of the U.S. Attorney’s Office for the Southern District of New York, and Trial Attorneys Kathleen Kedian and Richard Scott of the Counterespionage Section of the Justice Department’s National Security Division.

More from Time: According to FBI documents about the investigation that were made public on Monday, investigators apparently intercepted a February 2009 electronic message among alleged members of the spy ring reporting that alleged spy Cynthia Murphy “had several work-related personal meetings” with a person described as a “prominent New York–based financier.” The message also described the financier as “prominent in politics,” “an active fundraiser” for an unnamed political party, and “a personal friend of” someone the FBI described as “a current Cabinet official, name omitted.” The government says that Russian intelligence headquarters, known in spy jargon since the Cold War as Moscow Center, sent a reply in which it said that the unnamed financier had been “checked in C’s [Moscow Center’s] database—he is clean. Of course he is very interesting ‘target.’ Try to build up little by little relations with him moving beyond just [work] framework. Maybe he can provide [Murphy] with remarks re US foreign policy ‘roumours’ [sic] about White house [sic] internal ‘kitchen,’ invite her to venues … etc. In short, consider carefully all options in regard to [financier].”

Patricof, a well-known venture capitalist and longtime supporter of Bill and Hillary Clinton, confirmed to The Washington Post that he believed he was the financier and fundraiser targeted by the alleged spies. He apparently met the woman who called herself Cynthia Murphy while a client of a Manhattan tax-preparation service called Morea Financial Services, where Murphy, who reportedly had an MBA degree, worked. (Morea declined to comment.)

Patricof did not respond to several messages left by Declassified on Tuesday and Wednesday requesting comment, but told The Washington Post that he and Murphy “never discussed anything but paying the bills and taxes in normal phone calls or meetings. … She never once asked me about government, politics, or anything remotely close to that subject.” Patricof was first identified as the prominent fundraiser mentioned in FBI documents by Politico.

While Patricof’s political activities have been closely identified in news reports with the Clintons, a senior U.S. official familiar with the spy investigation, who asked for anonymity when discussing sensitive information, said that Patricof also “knows lots of political figures.” The official added that from information available so far, “it doesn’t appear that [the accused Russian spies] were particularly successful in gaining insights beyond what is readily available through Google.” Court papers say that in addition to trying to get close to a wealthy fundraiser like Patricof, the Russian undercover spies also established contact with “a former high-ranking United States Government national security official”—so far unidentified—and another unnamed person who worked at an unidentified U.S. government research facility on strategic planning related to nuclear weapons.

Several of the accused Russian spies are expected to appear at federal court hearings in Manhattan, Boston, and Alexandria, Va., on Thursday.

UPDATE: After this item was posted, financier Alan Patricof sent us the following statement:  ”Cindy Murphy worked for Morea Financial Group, a firm I retained approximately two and a half years ago to handle my personal bookkeeping, bill paying, accounting and tax services. During the course of that time, I met with her a limited number of times and spoke with her frequently on the phone on matters relating to my personal finances. We never – not once – discussed any matter other than my finances and certainly she never inquired about, nor did we ever discuss, any matters relating to politics, the government, or world affairs. Since I understand she was employed by Morea approximately ten years before I became a client, I highly doubt that I could have been an intended target by her.”

Ah well not so much. The planning for the UN resolution against Israel was several weeks in the making and had a lot of Washington DC players and coordination.

There is much talk about defunding the United Nations, yet a good start would be to defund UNRWA.(United Nations Relief and Works Agency for Palestinian Refugees) With a total of $644,701,999 in contributions, the US, EU, UK, Sweden, Norway, Germany, The Netherlands and Japan pay 71% of the annual UNRWA budget. The personal wealth of Palestinian Authority President Mahmoud Abbas is estimated at $100 million. Understanding the UNRWA Funding Structure

UNRWA is mandated by the General Assembly under resolution 302(IV) to respond to the needs of more than 5 million refugees (compared to 750,000 in 1950) in its five fields of operation until a just and durable solution is found to the refugee issue. Based on this mandate, UNRWA delivers essential services in the areas of education, health, protection, relief and social services, microfinance and camp improvement with the support of more than 28,000 national Palestinian staff members.

The UNRWA Programme Budget (General Fund), approved by the General Assembly for the 2016-2017 biennium, comprises recurrent staff and non-staff costs.

In budgeting, UNRWA is guided by the strategic objectives and priorities outlined in its Medium Term Strategy 2016-21 (MTS). This strategic vision is further refined by strategic plans for each UNRWA field of operation, based on programme cycle management.

The MTS identifies five strategic outcomes:

  • Refugees’ rights under international law are protected and promoted
  • Refugees’ health is protected and the disease burden is reduced
  • School-aged children complete quality, equitable and inclusive basic education
  • Refugee capabilities are strengthened for increased livelihoods opportunities
  • Refugees are able to meet their basic human needs of food, shelter and environmental health

To link financial resources directly to the achievement of results consistent with the Agency’s strategy, the budget includes a breakdown based on these goals and strategic objectives.

Memri: Egyptian Daily Close To Egyptian Intelligence Reveals Minutes Of Secret Palestinian Authority Meeting With John Kerry, Susan Rice; U.S.-Palestinian Coordination On UNSC 2334; Rice Says Trump Administration’s Policy Will Be ‘Dangerous’

In mid-December 2016, a Palestinian Authority (PA) delegation met in Washington with officials from the outgoing Obama administration for secret talks. On December 27, the Egyptian daily Al-Youm Al-Sabi’, which is close to Egyptian intelligence services, published an exposé of the minutes of the secret talks. According to the report, by Ahmed Gomaa, the Palestinian delegation included PLO Executive Committee secretary and negotiating team leader Saeb Erekat; Palestinian general intelligence chief Majid Faraj; Husam Zomlot, strategic affairs advisor to Palestinian Authority president Mahmoud ‘Abbas; Palestinian Foreign Ministry official Dr. Majed Bamya; Palestinian negotiations department official Azem Bishara; Palestinian intelligence international relations department chief Nasser ‘Adwa; and head of the PLO delegation to Washington Ma’an Erekat.

The report gave the details of the Palestinian delegation’s schedule during the visit, noting that “the Palestinian side began its meetings on December 12, when Saeb Erekat and Majid Faraj met with U.S. Secretary of State John Kerry. The next day, the two met with National Security Advisor Susan Rice. The entire delegation met with an American team that included four representatives of the Secretaries of State and Homeland Security, for a six-hour political-strategic meeting. Majid Faraj concluded his visit with a lengthy meeting with the CIA chief.”

According to the report, the minutes of the “top secret” meeting of Kerry, Rice, Erekat, and Faraj reveals U.S.-Palestinian coordination leading up to the UN Security Council vote on Resolution 2334 regarding Israel’s settlements, which was adopted December 23. It states that the sides “agreed to cooperate in drafting a resolution on the settlements” and that the U.S. representative in the Security Council was “empowered” to coordinate with the Palestinian UN representative on the resolution.

The meeting also, according to the report, was aimed at coordinating Kerry’s attendance at the upcoming international Paris Conference set for January 15, 2017, in order to promote a further international move regarding the Israeli-Palestinian conflict. Kerry, it said, offered to propose his ideas for a permanent arrangement “provided that they are supported by the Palestinian side.”

At the meeting, Rice pointed out the “danger” of the incoming Trump administration’s policies, the report stated, adding that both she and Kerry had advised President ‘Abbas to make no preliminary moves that might provoke the new administration. Rice even offered to help arrange a meeting between the Palestinian delegation and a representative from the Trump team, by enlisting the help of World Jewish Congress president Ronald Lauder.

Also at the meeting, Erekat warned that if the U.S. Embassy was moved to Jerusalem, the Palestinians would call to expel U.S. Embassies from Arab and Muslim capitals, the report said.

The report added that Kerry and Rice had fulsomely praised ‘Abbas’s policies and how he handled matters, and harshly criticized Israeli Prime Minister Benjamin Netanyahu, saying that he “aims to destroy the two-state solution.”

It should be mentioned that both Kerry and Erekat have denied that there was any U.S.-Palestinian coordination in drafting the Security Council resolution.[1]

U.S. Representative To The Security Council Coordinated With Palestinian UN Representative On The Issue Of The Resolution Condemning The Settlements

According to the Al-Youm Al-Sabi’ report, “the minutes of the meeting – which was attended by U.S. Secretary of State John Kerry and National Security Advisor Susan Rice, and on the Palestinian side by PLO Executive Committee Secretary and negotiations team leader Saeb Erekat, and head of Palestinian general intelligence Maj,-Gen. Majid Faraj – reveals that the sides agreed to collaborate regarding a resolution on the settlements.” According to the report, “during the meeting, the American side focused on coordination of positions between Washington and Ramallah regarding the resolution on the settlements, which was brought to a vote in the Security Council and adopted several days ago…”

The report stated that “the minutes of the meeting reveal American-Palestinian coordination regarding the resolution on the settlements” and that Kerry and Rice stressed that “they were willing to cooperate with a balanced resolution, and that Washington’s UN mission was authorized to discuss this matter with the Palestinian representative to the UN, Ambassador Riyad Mansour.” It continued: “The U.S.’s representative to the Security Council coordinated with the Palestinian ambassador on the issue of the resolution condemning the settlements.”

Coordinating Kerry’s Attendance At International Conference In France

The delegation also attempted to coordinate Kerry’s attendance at the Paris Conference, which will take place January 15, 2017, to promote a further international move for the Israeli-Palestinian conflict, according to the report. “As for the French initiative, U.S. Secretary of State John Kerry said that he could not attend [the conference if it were to be held] December 21-22, but stressed that he could [attend it if it were to be held] after January 9. The Palestinian delegation stressed that ‘Abbas had contacted the French side, and that it had expressed its willingness to postpone the international conference [in Paris] so that the American secretary of state could attend.”

Possibility Of Kerry Presenting His Ideas For Permanent Solution

According to the report, “Kerry raised the possibility of presenting ideas for a permanent solution, provided that they are supported by the Palestinian side… and this refers to principles that have already been raised as part of the Framework Agreement.[3] He also proposed that the Palestinian delegation travel to Saudi Arabia to discuss these points, but according to the minutes, he did not contact the Saudis on this matter. [Additionally,] according to the minutes of the meeting, National Security Advisor Susan Rice rejected, and ridiculed, the offer to propose ideas, arguing that the [incoming] administration of Republican President Donald Trump will completely oppose them.”

Rice “Stressed The Danger Posed By The Trump Administration”

Rice, the report stated, “stressed the danger posed by the Trump administration, which could take a position different from that of all American administrations since 1967 on the issue of Palestine and Israel. She emphasized that she took seriously statements about moving the U.S. Embassy to Jerusalem and the Trump administration’s view of the settlements.”

Kerry and Rice “advised Palestinian President Mahmoud ‘Abbas to not take any preliminary steps that could provoke the Trump administration, such as dismantling the PA, turning to the International Criminal Court, or ending security coordination with Israel,” said the report, adding: “They [also] stressed the need to avoid military action or martyrdom [attacks], as these would greatly jeopardize the Palestinian position.

“They praised the substantial efforts of the Palestinian security apparatuses, specifically Palestinian [general] intelligence, led by Majid Faraj, as part of what they called ‘the struggle against terrorism.’ [The two] maintained that Palestinian-American collaboration in this area is among the closest of all the coordination between American apparatuses and security forces in the region.”

Rice Offered To Organize Meeting Between Ronald Lauder And Palestinian Delegation

“According to the minutes of the meeting, Susan Rice asked whether the Palestinian delegation could meet with a representative from Donald Trump’s team. She clarified that she could request intervention and could organize this by means of World Jewish Congress President Ronald Lauder. Saeb Erekat responded that he had already asked but that Lauder could not. He added: ‘We were told that they were still organizing the new administration, and that once they were done, they would officially meet with the Palestinian side.'”

Erekat: If U.S. Embassy Is Moved To Jerusalem, We Will Call To Expel U.S. Embassies From Arab And Muslim Countries

“When Susan Rice asked what the Palestinian response would be if the U.S. Embassy was moved to Jerusalem, or if a new settlement bloc was annexed, Erekat responded: ‘We will directly and immediately join 16 international organizations, withdraw the PLO’s recognition of Israel, and cut back our security, political, and economic ties with the Israeli occupation regime, and we will hold it fully responsible for the PA’s collapse. Furthermore, we will [call] on the Arab and Islamic peoples to expel U.S. Embassies from their capitals.’ Rice answered Erekat by saying: ‘It seems that future matters could be very complicated, and we are all apprehensive about sitting down with Erekat because of his absolute knowledge of these matters, and because of his memory and his sincerity.’ She expressed the American side’s respect and friendship for Erekat, and apologized for yelling at him in March 2014.”

“The Palestinian Delegation Officially Demanded That The Law… Designating The PLO A Terrorist Organization Be Rescinded”

According to the report, “the Palestinian side officially demanded that the 1987 U.S. law designating the PLO a terrorist organization be rescinded.[4] Furthermore, both sides agreed to establish a bilateral commission to examine visa requests from Palestinians and entry and movement visas for Palestinian leadership in the U.S.”

Kerry, Rice Congratulate ‘Abbas “For His Stunning Success At Fatah’s Seventh General Conference”

“The Palestinian delegation thanked Kerry and Rice, and expressed Palestinian President Mahmoud ‘Abbas’s esteem for the views of U.S. President Barack Obama, Advisor Rice, and Secretary Kerry, and particularly for Kerry’s speech at the Saban Forum in early December,” the report stated, and added that the two U.S. officials had congratulated ‘Abbas “for his stunning success at Fatah’s Seventh General Conference and for his long and courageous speech (like those given by the late Cuban ruler Fidel Castro), during which he reiterated his positions and founding principles regarding his adherence to the peace process and his opposition to violence and terrorism in all forms.”

Also according to the report, Erekat and Faraj asked Kerry and Rice “to stress in the reports of the transition to the new administration that Palestinian President Mahmoud ‘Abbas, the PLO, and the PA are partners in the peace process, and that the Palestinian president and security apparatuses are strategic partners in the struggle against terrorism on the regional and international [levels].

“[They asked] that it be emphasized that there would be bilateral Palestinian-American committees in all areas (healthcare, education, agriculture, tourism, sports, trade, security, women, youth, and more) and that the new administration would oversee them together with Palestinian Prime Minister Dr. Rami Hamdallah.” Additionally, the possibility of “establishing a joint database together with the Palestinian ambassador to Washington and a representative from Palestinian general intelligence” was raised.

Kerry and Rice said, according to the report, that “all the above matters will head the transitional report now being prepared by the team of the outgoing president, Barack Obama, for the new American administration.” They also “praised ‘Abbas’s courage, positions, leadership, and adherence to the culture of peace and to peace as a strategic option, in addition to his opposition to violence and terrorism, to the ongoing security coordination, and to his being considered a uniquely strategic and courageous leader in the Middle East. The success of [Fatah’s] Seventh General Conference. they [said], had effectively ended attempts by Muhammad Dahlan and others to weaken President ‘Abbas, who must now act to tighten his relationship with Saudi Arabia, Jordan, and Egypt.”[5]

It continued: “Rice asked the Palestinian delegation to convey U.S. President Barack Obama’s gratitude to Palestinian President Mahmoud ‘Abbas for honoring all his commitments to him, and added: ‘Abbas was open and honest regarding all his commitments, especially regarding [Palestine] refraining from joining the 16 international organizations [as a member state].'”

Kerry and Rice also said that it was necessary “to continue American-Palestinian, Israeli-Palestinian, and American-Israeli-Palestinian security cooperation in all fields.” In this context, said the report, Faraj stressed that “the cooperation between Palestinian security apparatuses [and Israel] is carried out according to the clear and direct order of Palestinian President Mahmoud ‘Abbas.”

Kerry And Rice: Netanyahu “Aims To Destroy The Two-State Solution”

Kerry and Rice stressed that “Israeli Prime Minister Benjamin Netanyahu aims to destroy the two-state solution, and Dr. Saeb Erekat foresaw Netanyahu’s plan to create one state with two systems four years ago. The two said that Erekat’s prediction was highly accurate, and that all Netanyahu has to offer is maintaining the status quo, in addition to guarantees to improve [Palestinian] living conditions,” the report stated.

“John Kerry And Susan Rice Asked That The Meetings Be Classified ‘Top Secret'”

Finally, the report stated: “John Kerry and Susan Rice asked that the meetings be classified ‘Top Secret’ and that what went on in them not be leaked, in light of the sensitivity of the transition between the two U.S. administrations.”

“The Palestinian delegation,” it said, “asked Kerry and Rice to reexamine the financial aid to the PA and not to reduce it, as they did when they cut it from $150 million in 2011 to $100 million in 2012, with the current aid proposal being only $39 million. According to the meeting’s minutes, the Palestinian side revealed that [U.S.]  financial aid to the PA was $400-$500 million between 2008 and 2013, and was cut to $370 million in 2014 and 2015, and then cut again to $290 million in 2016.[6]

“The Palestinian side praised the American administration’s aid to UNRWA, which averaged $277 million per year between 2009 and 2016, and asked for it to be increased in order to cover UNRWA’s $101 million deficit in 2016.”
