Know your Terrain

It’s the leader’s job to interpret and translate the terrain and operating environment. Know whether you are the bear or the alligator. Leaders must understand their organization’s strengths, weaknesses, and ideal operating terrain before stepping into the fight. There is no “unfair” when dealing with an uncontrollable variable like terrain. Read more here from Sun Tzu on terrain.

You see during the Covid-19 lockdown, America was in fear. The fear doubled and confidence has been shattered with rioting, death, arson and looting. General, you did not offer a solution. But we are learning all the dynamics of the changing terrain in America and it is ugly.

All Enemies Foreign and Domestic

Our rights as citizens are to be protected and the elite members of our Praetorian Guard are designated as politicians at all levels, law enforcement and the branches of the military. So to you Generals and Admirals, to the politicians and law enforcement, who is protecting selected voices from censorship? What about illegal searches and surveillance where we are to be secure in our person, papers and effects? What about our ability to fully protect ourselves from home invasions or burning a building or business where the upper floors are actually apartments? We have gangs operating all over the nation, we have subversive groups doing the same. We have an insurgency upon the country and they are domestic enemies to the general welfare of America. What is your solution if not law and order?

Ungoverned Spaces

You are well aware of places like Idlib, Syria, the Sahel, Libya, Donbass, Ukraine, even the South China Sea and the Strait of Hormuz. General, in America there are thousands of points of ungoverned spaces including public schools, streets in San Francisco, the courthouse steps in Portland, Oregon or the college campus at Berkeley. In recent days, ungoverned spaces included cities and streets across the nation where police are told to take a light touch all while mayors have released violent criminals from prison and what would be felony arrests are considered misdemeanors, letting go the criminal within hours with a mere $120 ticket. General, have you considered this chaos? Are you applying strategic thinking to frontier justice where decent Americans will be forced into vigilante justice? Syrians were forced into that just as Libyans are. We have to fend for ourselves, you omitted that part. So, to you Flag officers, have you a solution war plan to solve this in America?

Domestic Tranquility

While the intent of the Framers intended to quell uprisings and rebellions between states, domestic tranquility is fleeting. When civil society is challenged and criminal behavior goes unpunished, established justice is broken. Peaceful demonstrations are events where the demonstrators put forth their grievances. That is a wonderful and endorsed right. When riots, theft, looting, arson, shootings or otherwise physical harm comes to person or property, law and order is fractured. Placing the National Guard at designated locations is to augment law enforcement. If that fails, a higher more assertive remedy is called for including the consideration of the Insurrection Act. There is not a respectable American that wants conditions to reach that point and that includes President Trump. But just like military personnel in the realm of war-gaming operations, all consideration must be on the desk and they are. In the case of the civilian population, leaders and law enforcement too must consider all options for the protection of public safety.

So General Mattis, you are quoted as saying ‘ If you cannot create harmony, even vicious harmony on the battlefield based on trust across service lines, across service lines, across coalition and national lines and across civilian/military lines, you need to go home, because your leadership is obsolete‘.

That harmony you speak of is lost in America, we are divided. So, General sir…just go home, take the other Flag officers with you.

We are gonna be ‘polite and professional’ in spite of it all, but we are gonna be the guards of our own terrain, personally and professionally and politely.

Attorney General William P. Barr and FBI Director Christopher Wray Announce Significant Developments in the Investigation of the Naval Air Station Pensacola Shooting

Today, Attorney General William P. Barr and FBI Director Christopher Wray announced significant developments in the FBI’s investigation of the December 6, 2019 shooting at Naval Air Station Pensacola that killed three U.S. sailors and severely wounded eight other Americans.  On January 13, 2020, Attorney General Barr announced that the shooting was an act of terrorism and publicly asked Apple to help the FBI access the locked contents of two iPhones belonging to the deceased terrorist Mohammed Saeed Alshamrani.  The company declined to do so.

Attorney General Barr announced that the FBI recently succeeded in unlocking the phones of Alshamrani, who had attempted to destroy them while launching his attack.  The phones contained important, previously-unknown information that definitively established Alshamrani’s significant ties to Al Qaeda in the Arabian Peninsula (AQAP), not only before the attack, but before he even arrived in the United States.  The FBI now has a clearer understanding of Alshamrani’s associations and activities in the years, months, and days leading up to the attack.

“Thanks to the great work of the FBI – and no thanks to Apple – we were able to unlock Alshamrani’s phones,” said Attorney General Barr.  “The trove of information found on these phones has proven to be invaluable to this ongoing investigation and critical to the security of the American people.  However, if not for our FBI’s ingenuity, some luck, and hours upon hours of time and resources, this information would have remained undiscovered.  The bottom line: our national security cannot remain in the hands of big corporations who put dollars over lawful access and public safety.  The time has come for a legislative solution.”

“I could not be prouder of the relentless dedication of the men and women at the FBI who worked for months under difficult conditions to access these devices,” said Director Wray.  “Their skill and persistence, and the sustained investigative efforts by FBI Jacksonville, the FBI’s Counterterrorism Division, and our many other federal, state, and local partners, have been nothing short of extraordinary in this case.  As we continue to seek answers around the December 6th terrorist attack that killed three American service members and wounded others, I want their families, and all Americans, to know that protecting the United States from those who seek to do us harm remains the FBI’s foremost priority.  Our work against the threat of terrorism never rests.”

Investigators sought and received court authorization to search the contents of Alshamrani’s iPhones within one day of the December 6, 2019 terrorist attack.  Unable to unlock the phones because of their security features, and having exhausted all readily available options, the FBI approached Apple for its assistance in early January 2020.  The company declined to assist.  FBI technical experts succeeded in accessing the phones’ contents over four months after the attack, revealing highly-significant evidence, including:

  • Alshamrani and his AQAP associates communicated using end-to-end encrypted apps, with warrant-proof encryption, deliberately in order to evade law enforcement.
  • Alshamrani’s preparations for terror began years ago.  He had been radicalized by 2015, and having connected and associated with AQAP operatives, joined the Royal Saudi Air Force in order to carry out a “special operation.”
  • In the months before the December 6, 2019 attack, while in the United States, Alshamrani had specific conversations with overseas AQAP associates about plans and tactics.  In fact, he was communicating with AQAP right up until the attack, and conferred with his associates until the night before he undertook the murders.

The evidence derived from Alshamrani’s unlocked phones has already proven useful in protecting the American people.  In particular, a counterterrorism operation targeting AQAP operative Abdullah al-Maliki, one of Alshamrani’s overseas associates, was recently conducted in Yemen.

Response by DoD Secretary Esper:

Today, the Department of Justice and the Federal Bureau of Investigation announced additional findings about the shooting on Dec. 6, 2019 at Naval Air Station Pensacola. This was a tragic day for our military and our deepest condolences are still with the friends and families of Ensign Joshua Watson, Airman Mohammed Haitham, Airman Cameron Walters, and with the eight others wounded in this terrorist attack.

The new information provided by Director Wray and Attorney General Barr underscores the threats to our nation posed by al-Qa’ida and its affiliates and highlights the necessity of the security measures we take every day to protect the American people, our interests and our friends – as well as those that defend our nation.

”The Department of Defense is incredibly grateful for the diligent work by the FBI team investigating this horrific attack that took the lives of three American patriots,” said Secretary of Defense Dr. Mark. Esper. ”Based on the FBI findings, and in addition to already executed protective measures, the Department will take further prudent and effective measures to safeguard our people.”

In response to this terrorist attack, the Department of Defense took immediate action, ordering a stop to all International Military Student operational training at U.S. installations and directing a review of all vetting and security procedures. In January Secretary Esper went to Pensacola and met with Navy leadership, and with flight training students and first responders to hear first-hand the accounts of those on the scene. Within two weeks of the tragedy, the Secretary approved an extensive list of findings and recommendations and directed immediate implementation across all the military Services. These include additional measures for background checks and new physical security procedures, specifically:

  • New restrictions on IMS possession and use of firearms and ammunition.
  • New control measures for limiting IMS access to military installations and U.S. government facilities.
  • New standards for training and education on detecting and reporting insider threats.
  • Establishment of new vetting procedures that include capabilities for continuous monitoring of IMS while enrolled in U.S.-based training programs.
  • Acknowledgement of willingness to abide by these standards, committing to full compliance with all U.S. laws on-and off-duty.

We continue to work with the FBI as they uncover more information pertaining to the terrorist, his links with al-Qa’ida, and the methods he used to conceal this from us. At the same time, we continue to review our procedures to identify any additional vetting and security measures we can adopt.

Despite this tragic event, our military partnerships and the international military student program remain strong and are a vital component of our National Defense. Security cooperation directly contributes to U.S. national security and foreign policy objectives by helping allies and partners improve their defense capabilities and enhance their ability to participate in missions alongside U.S. forces. We will continue to work closely with them to counter the threats of international terrorism and protect our freedom.

Primer: Secretary of State, Mike Pompeo is correct, China is using the same fake/false propaganda tactics well known and exploited for decades by Russia’s FSB. Further, while Beijing refuses to allow foreign (read U.S.) scientists into the Wuhan Laboratory for review/investigation, Beijing is also refusing WHO scientists as well.

FNC: A research dossier compiled by the so-called “Five Eyes” intelligence alliance states that China intentionally hid or destroyed evidence of the coronavirus outbreak, resulting in the loss of tens of thousands of lives around the world.

The 15-page document from the intelligence agencies of the U.S., Canada, the U.K., Australia and New Zealand, was obtained by Australia’s Daily Telegraph newspaper and states that China’s secrecy amounted to an “assault on international transparency.”

The dossier touches on themes that have been discussed in media reports about the outbreak of the virus, including initial denial that the virus could be transmitted between humans, the silencing or “disappearing” of doctors who tried to speak up, the destruction of evidence in laboratories and refusal to provide live samples to international scientists working on a vaccine.

Specifically, the file notes that China began censoring news of the virus on search engines beginning Dec. 31, deleting terms including “SARS variation, “Wuhan Seafood market” and “Wuhan Unknown Pneumonia.”

Three days later, on Jan. 3, China’s National Health Commission, ordered virus samples to be either moved to designated testing facilities or destroyed, while simultaneously enforcing a “no-publication order” related to the disease.

Perhaps most damningly, the dossier states that Chinese authorities denied that the virus could be spread between humans until Jan. 20, “despite evidence of human-human transmission from early December.”

The dossier is similarly unsparing about the World Health Organization (WHO), stating that it toed the Chinese line about human-to-human transmission despite the fact that”officials in Taiwan raised concerns as early as December 31, as did experts in Hong Kong on January 4.”

As of Friday night, the WHO’s official Twitter account still featured a tweet from Jan. 14 that stated: “Preliminary investigations conducted by the Chinese authorities have found no clear evidence of human-to-human transmission of the novel #coronavirus (2019-nCoV) identified in #Wuhan, #China.”

At the same time, the dossier states that throughout February, “Beijing [pressed] the US [sic], Italy, India, Australia, Southeast Asian neighbours and others not to protect themselves via travel restrictions, even as [China] imposes severe restrictions at home.”

At the same time, the file states: “Millions of people [left] Wuhan after the outbreak and before Beijing lock[ed] down the city on January 23.”

The dossier continues the litany of Chinese defensiveness, stating: “As EU [European Union] diplomats prepare a report on the pandemic, [China] successfully presses Brussels to strike language on [China] disinformation.”

Similarly, “As Australia calls for an independent inquiry into the pandemic, [China] threatens to cut off trade with Australia. [China] has likewise responded furiously to US [sic] calls for transparency.”

The Telegraph report does present one point of divergence between the allied governments, with Australia believing the virus most likely originated in the Wuhan wet market and putting the chances it accidentally leaked from a lab at “5 percent.”

By contrast, Fox News reported April 15 that U.S. intelligence officials are increasingly confident that coronavirus likely originated in a Wuhan lab as a consequence of China’s attempt to demonstrate that its efforts to identify and combat viruses are equal to or greater than the capabilities of the United States

President Trump said Thursday that he’s seen evidence suggesting the virus came from a lab after Fox News and others asked if he knew of anything that gave him confidence that the outbreak originated in the Wuhan Institute of Virology.

“Yes, I have,” he replied, “And, I think that the World Health Organization should be ashamed of themselves because they’re like the public relations agency for China.”

Multiple sources previously told Fox News that it is believed standards in Wuhan were disregarded before the virus leaked, prompting Beijing to initiate a cover-up. Sources also claimed the WHO was complicit from the beginning in helping China cover its tracks.

The WHO and China have denied any wrongdoing.

The Telegraph also reported that key figures at the Wuhan Institute of Virology previously worked or trained in Australian government labs where they conducted research on pathogens in live bats as part of an ongoing partnership with the Chinese Academy of Sciences.

According to the dossier, the team’s work at the Wuhan lab involved discovering samples of coronavirus within a cave in Yunnan province and synthesizing a bat-derived coronavirus that could not be cured.

GWB was Obsessed with Pandemic Preparations in 2005

The efforts of the Bush administration was intense over the ensuing three years, including exercises where cabinet officials gamed out their responses, but it was not sustained. Large swaths of the ambitious plan were either not fully realized or entirely shelved as other priorities and crises took hold.

“There was a realization that it’s no longer fantastical to raise scenarios about planes falling from the sky, or anthrax arriving in the mail,” said Tom Bossert, who worked in the Bush White House and went on to serve as a homeland security adviser in the Trump administration. “It was not a novel. It was the world we were living.”

According to Bossert, who is now an ABC News contributor, Bush did not just insist on preparation for a pandemic. He was obsessed with it.

“He was completely taken by the reality that that was going to happen,” Bossert said. In a November 2005 speech at the National Institutes of Health, Bush laid out proposals in granular detail — describing with stunning prescience how a pandemic in the United States would unfold. Among those in the audience was Dr. Anthony Fauci, the leader of the current crisis response, who was then and still is now the director of the National Institute of Allergy and Infectious Diseases.

Bush told the gathered scientists that they would need to develop a vaccine in record time.

“If a pandemic strikes, our country must have a surge capacity in place that will allow us to bring a new vaccine on line quickly and manufacture enough to immunize every American against the pandemic strain,” he said.

Bush set out to spend $7 billion building out his plan. His cabinet secretaries urged their staffs to take preparations seriously. The government launched a website, www.pandemicflu.gov, that is still in use today. But as time passed, it became increasingly difficult to justify the continued funding, staffing and attention, Bossert said.

“You need to have annual budget commitment. You need to have institutions that can survive any one administration. And you need to have leadership experience,” Bossert said. “All three of those can be effected by our wonderful and unique form of government in which you transfer power every four years.”

Then in 2006, enter Senator Burr:

The Pandemic and All-Hazards Preparedness and Advancing Innovation Act (PAHPAI) is legislation introduced and passed by the U.S. Congress in 2019 that aims to improve the nation’s preparation and response to public health threats, including both natural threats and deliberate man-made threats.[1]

A previous bill (with a near-identical name), the Pandemic and All-Hazards Preparedness Act (PAHPA), was signed into law in 2006 and reauthorized in 2013 in order to create a system that prepares for, and responds to, public health threats that could turn into emergencies.

The 2019 bill (PAHPAI) was introduced by U.S. Senators Richard Burr (R-NC), Bob Casey (D-PA), Lamar Alexander (R-TN), and Patty Murray (D-WA).[1] Congress passed the bill and sent it to President Trump for his signature in June 2019. (The bill number is S. 1379).

What went on at the State level during all this time? Well in recent years, there was an exercise called Crimson Contagion.

Crimson Contagion 2019 was/is a Functional Exercise, a national level exercise series conducted to detect gaps in mechanisms, capabilities, plans, policies, and procedures in the event of a pandemic influenza.  Current strategies include the Biological Incident Annex to the Response and Recovery Federal Interagency Operational Plans (2018), Pandemic Influenza Plan (2017 Update), Pandemic Crisis Action Plan Version 2.0, and CDC’s Pandemic Influenza Appendix to the Biological Incident Annex of the CDC All-Hazard Plan (December 2017). These plans, updated over the last few years, were tested by the functional exercise with emphasis on the examination of strategic priorities set by the NSC. Specifically, examined priorities include operational coordination and communications, stabilization and restoration of critical lifelines, national security emergencies, public health emergencies, and continuity. The Crimson Contagion 2019 Functional Exercise included participation of almost 300 entities – 19 federal departments and agencies, 12 states, 15 tribal nations and pueblos, 74 local health departments and coalition regions, 87 hospitals, 40 private sector organizations, and 35 active operations centers. The scenario was a large-scale outbreak of H7N9 avian influenza, originating in China but swiftly spreading to the contiguous US with the first case detected in Chicago, Illinois. Continuous human-to-human transmission of the H7N9 virus encourages its spread across the country and, unfortunately, the stockpiles of H7N9 vaccines are not a match for the outbreak’s strain; however, those vaccines are serviceable as a priming dose. Also, the strain of virus is susceptible to Relenza and Tamiflu antiviral medications. The exercise was intended to deal with a virus outbreak that starts overseas and migrates to the US with scant allocated resources for outbreak response and management, thereby forcing the Department of Health and Human Services (HHS) to include other agencies in the response. To do so, the exercise began 47 days after the identification of the first US case of H7N9 in Chicago, otherwise known as STARTEX conditions. Then, the HHS declared the outbreak as a Public Health Emergency (PHE), the World Health Organization (WHO) declared a pandemic, and the President of the United States declared a National Emergency under the National Emergencies Act. As was the case in the 1918 Great Influenza, transmissibility is high and cases are severe. At STARTEX, there are 2.1 million illnesses and 100 million forecasted illnesses as well as over half a million forecasted deaths. As the pandemic progresses along the epidemiological curve, the overarching foci of the federal-level response adjusts across four phases:

  1. Operational coordination with public messaging and risk communication
  2. Situational awareness, information sharing, and reporting
  3. Financing
  4. Continuity of operations

The outcome of the Crimson Contagion is that vaccine development is the silver bullet to such an outbreak, but there are complications beyond its formulation. Namely, the minimization of outbreak impact prior to vaccine development and dispersal, strategy for efficient dissemination of the vaccine across the country, allocation of personal protective equipment (PPE), and high expense of vaccine development and PPE acquisitions. The exercise concluded that HHS requires about $10 billion in additional funding immediately following the identification of a novel strain of pandemic influenza. The low inventory levels of PPE and other countermeasures are a result of insufficient domestic manufacturing in the US and a lack of raw materials maintained within US borders.  Additionally, the exercise revealed six key findings:

  1. Existing statutory authorities, policies, and funding of HHS are insufficient for a federal response to an influenza pandemic
  2. Current planning fails to outline the organizational structure of the federal government response when HHS is the designated lead agency; planning also varies across local, state, territorial, tribal, and federal entities
  3. There is a lack of clarity in operational coordination regarding the roles and responsibility of agencies as well as in the coordination of information, guidance, and actions of federal agencies, state agencies, and the health sector
  4. Situation assessment is inefficient and incomplete due to the lack of clear guidance on the information required and confusion in the distribution of recommended protocols and products
  5. The medical countermeasures supply chain and production capacity are currently insufficient to meet the needs of the country in the event of pandemic influenza
  6. There is clear dissemination of public health and responder information from the CDC, but confusion about school closures remains.

A few years go, DHS published the National Response Framework Second Edition May 2013 and later,  FEMA published a 143 page report known as the Biological Incident Annex to the Response and Recovery Federal Interagency Operational Plans Final – January 2017

as a follow up to the work that began in 2008.

Many things certainly were going on that otherwise have not received media attention and the above is by no means a full accounting. The above is only referenced for perspective and context.

So while so many are working to find a single solution to Covid 19, there is not one cure but more in the realm of hundreds or perhaps thousands. Furthermore, while so many want to place blame, that too is misguided to point to U.S. politicians and medical experts. When it comes to Dr. Fauci or Bill Gates and his Event 201, understand that every medical counter-measure to pandemics call for growing viruses in laboratories and getting patents for the work each does including pharmaceutical companies and universities. We of course have the bureaucracy of clinical trials and they do take lots of time to launch and process.

Slow down readers, stop with the blame games, stop with finding fault, let’s deal with the here and now to get this behind us, never to repeat. If anything, blame the Communist Party of China, begin and end there and re-examine national policy with Beijing.

Vendors Return in Wuhan as China Prepares COVID-19 ... source

While Pelosi and Schiff have a new oversight commission led by Congressman Clyburn, which was in the $2T stimulus bill, so what? You say it is just another plot to go for another impeachment of President Trump? Nah…it is only the Democrats and media’s plot and wont happen. A full investigation of all things Covid 19 would hardly be completed by 2024.

Oh yeah, for those of you angry at Senator Burr for selling stock, we dont know how many in congress did sell stock. Remember, Senator Burr authored that pandemic bill in 2006….and it was signed into law.

Senators did receive a closed-door briefing on the virus on Jan. 24, which was public knowledge. A separate briefing was held Feb. 12 by the Senate Health, Education, Labor and Pensions Committee, which Burr is a member of. It’s unclear if he attended either session.

One must ask if the Senate Intelligence Committee received the briefing, who gave the briefing and did that same briefing happen in the House? That is always the policy. If so, how come the Chairman of the House Intelligence Committee, you know, Adam Schiff never said a thing about it. Inquiring minds want to know.

Zoom Bombing, don’t be Fooled

So, there are several online conference video chat platforms now being used while businesses continue to operate even while doing the stay at home thing. We are aware of course of the common Skype platform, Uber Conference and gaining huge popularity is Zoom.

Warning to the healthcare industry: Since the United States has launched full tele-health platforms, all parties involved in the session(s) should watch carefully the platform(s) for cyber weirdness. All the same warnings and watchful eyes should be applied to the military across the spectrum as forces too are working from remote locations.

How to Record Zoom Meeting on PC, iPhone

In recent days, I have seen reports of Zoom conference/meeting events getting bombed by rogue players. Every nation while struggling to overcome the pandemic, governments and companies are quite vulnerable to breaches of cyber security due to limited employee resources. What better time for bad actors (read China) to attack?

Zoom has also seen a sharp increase in usage, but the attention the teleconferencing solution is receiving continues to be decidedly mixed. TechCrunch reports that researcher Patrick Wardle has found two local security flaws in Zoom’s macOS client.

While Zoom has certainly drawn investors’ eyes in a good way, it’s also attracted the ministrations of white hat researchers, cybercriminals, the plaintiffs’ bar, and state attorneys general. The platform’s encryption isn’t really end-to-end, the Intercept reports. Instead, it uses familiar transport encryption, which gives Zoom itself the potential to access its users’ traffic. The FBI’s Boston Field Office has issued a detailed warning about the ways in which criminals (conventional criminals out for gain, sleazy hacktivists, and skids out for the lulz) have been able to meddle with Zoom sessions. Check Point describes the ways in which criminals have registered domains that include the name “zoom;” these domains are of course up to no good at all. Zoom was also discovered to have been sharing analytic data with Facebook, a practice Zoom halted after it came to public attention, but not in time to forestall a class action suit under California’s Unfair Competition Law, Consumers Legal Remedies Act, and Consumer Privacy Act. And the New York Times reports that all of this news has prompted New York State’s Attorney General to ask Zoom for an explanation of its privacy and security policies.

So, as I was researching for this piece, I received an email from a distant buddy that read in part:

The government has sought the assistance of outside software experts to move online meetings. In one particular instance, my email buddy noted the following”

I have a Zoom warning. We had a Council meeting this afternoon and it had to end immediately. Fortunately, the Council was 99% finished with the meeting. The reason for ending the meeting is because we were Zoom Bombed (yup this is really the name for it). A participant joined the meeting late and his name was Mr. Off. His first name was Jack and he had a middle name “Me”. You can imaging the video. It was horrible. There were three hosts of the meeting that could control participants. The hosts could not see this participant so they didn’t think anything was wrong. Clearly, the hack knows how to enter a meeting without the controlling hosts knowing what is going on. I saw it and ordered the meeting end immediately. The Chair couldn’t see it and was wondering what to heck was wrong with me. It took about 5 more long seconds for me to yell at people to leave the meeting. We all jumped back on the meeting in five minutes and Mr. Off joined the meeting again.

I will add that only half the participants actually saw the act. We also caught it in time to not have it go live on cable or YouTube. Another participant actually viewed video of three other participants that no one else could see and were likely ready to Bomb the meeting.

In the future, we will use passwords for participants. This is unfortunate for the public because they wont be able to join the Zoom part of the meeting. They will still be able to watch it live on local cable and YouTube. We will set up an email and telephone for public comment if the agenda item requires public comment.

I highly recommend you use passwords for future meetings.

Seems we have a new kind of cyber terrorism going on here….espionage at a silent/covert level. Perhaps we can get some kind of press release from the NSA or something.
