Trump Working to Free American Hostages, Including Austin Tice

Some things just cannot be mentioned by President Trump on the campaign trail for fear of damage to existing talks and harm to the hostages. Such is true with those that the President is working diligently to release. Further, it should be noted that under the Obama/Biden administration, the notable hostages released include the treasonous Bowe Bergdahl for 5 Gitmo detainees and likely some other side deals, yet to still be determined beyond the Taliban’s diplomatic facility in Qatar.

There were also 4 Americans that were released by Iran and thankfully so, however that included an exchange of at least 7 Iranians imprisoned in the United States and that pesky pile of money alleged to have been $150 billion.

But read on and give a hat tip to the Trump White House for all of these efforts.

WSJ: A top White House of­fi­cial re­cently trav­eled to Dam­as­cus for se­cret talks with the As­sad regime, mark­ing the first time such a high-level U.S. of­fi­cial has met in Syria with the iso­lated gov­ern­ment in more than a decade, ac­cord­ing to Trump ad­min­is­tra­tion of­fi­cials and oth­ers fa­mil­iar with the ne­go­ti­a­tions.

Kash Pa­tel, a deputy as­sistant to Pres­i­dent Trump and the top White House coun­tert­error­ism of­fi­cial, went to Dam­as­cus ear­lier this year in an ef­fort to se­cure re­lease of at least two Amer­i­cans be­lieved to be held by Pres­i­dent Bashar al-As­sad, the of­fi­cials said. Of­fi­cials fa­mil­iar with the trip de­clined to say whom Mr. Pa­tel met with dur­ing his trip.

The last known talks be­tween White House and Syr­ian of­fi­cials in Dam­as­cus took place in 2010. The U.S. cut off diplo­matic re­la­tions with Syria in 2012 to protest Mr. As­sad’s bru­tal crack­down on pro­testers call­ing for an end to his regime.

U.S. of­fi­cials are hop­ing a deal with Mr. As­sad would lead to free­dom for Austin Tice, a free­lance jour­nal­ist and for­mer Ma­rine of­fi­cer who dis­ap­peared while re­port­ing in Syria in 2012, and Majd Ka­mal­maz, a Syr­ian-Amer­i­can ther­a­pist who dis­ap­peared af­ter be­ing stopped at a Syr­ian gov­ern­ment check­point in 2017. At least four other Amer­i­cans are be­lieved to be held by the Syr­ian gov­ern­ment, but lit­tle is known about those cases.

Ibrahim Ka­mal­maz, one of Mr. Ka­mal­maz’s sons, wel­comed Mr. Pa­tel’s trip as a pos­i­tive step in try­ing to bring his fa­ther home.

“This ad­min­is­tra­tion is com­mit­ted to our dad’s case, and we con­tinue to speak with of­fi­cials at the high­est lev­els of the U.S. Gov­ern­ment to bring dad home,” he said Sun­day.

A State De­part­ment spokes­woman de­clined to com­ment. White House of­fi­cials didn’t re­spond to re­quests for com­ment. The Syr­ian mis­sion to the United Na­tions didn’t im­me­di­ately re­spond to a re­quest for com­ment on the visit.

Both the Trump and Obama ad­min­is­trations worked to iso­late Mr. As­sad, who has en­listed help from Rus­sia and Iran to sup­press pop­u­lar protests and armed re­sis­tance that has un­suc­cess­fully sought to force him from power. The nearly decade­ long war has frac­tured the coun­try and left nearly a half-mil­lion peo­ple dead. Ear­lier this year, the Trump ad­min­is­tra­tion im­posed pun­ish­ing new eco­nomic sanc­tions on Syria that have fur­ther mar­gin­al­ized the As­sad regime.

 

In March, Mr. Trump wrote Mr. As­sad a pri­vate let­ter propos­ing a “di­rect di­a­logue” about Mr. Tice, and ad­min­is­tra­tion of­fi­cials have tried a va­ri­ety of ways to ne­go­ti­ate a deal.

Last week, Lebanon’s top se­cu­rity chief, Ab­bas Ibrahim, met at the White House with Robert O’Brien, the White House na­tional se­cu­rity ad­viser, to dis­cuss the Amer­i­cans held in Syria, ac­cord­ing to peo­ple in­volved in the talks.

Mr. Ibrahim, head of Lebanon’s Gen­eral Se­cu­rity agency, has served as a vi­tal me­di­a­tor be­tween the U.S. and Syria. Last year, he helped to se­cure the re­lease of Sam Good­win, an Amer­i­can trav­eler held for more than two months while vis­it­ing Syria as part of an at­tempt to visit every coun­try in the world.

Mr. Trump has boasted in re­cent months of his ad­min­is­tra­tion’s ef­forts in cam­paign ral­lies, and the Re­pub­li­can con­ven­tion fea­tured a video of Mr. Trump meet­ing with Amer­i­cans who had been held in In­dia, Iran, Syria, Tur­key and Ve­nezuela.

Last week, Mr. Pa­tel helped bro­ker a deal that led to the re­lease of two Amer­i­cans held by Iran-backed Houthi forces in Yemen in ex­change for the re­turn of more than 200 Houthi loy­al­ists stuck out­side the frac­tured Mid­dle East na­tion.

The Trump ad­min­is­tra­tion is also try­ing to press Ve­nezuela to re­lease six oil ex­ec­u­tives held since 2017. Two other Amer­i­cans were ar­rested in May af­ter en­ter­ing Ve­nezuela to al­legedly take part in an at­tempted coup to over­throw Pres­i­dent Nico­las Maduro.

The fam­i­lies of both Mr. Tice and Mr. Ka­mal­maz be­lieve that the two men are alive, but Syr­ian of­fi­cials haven’t of­fered de­finitive proof.

Talks with the As­sad regime haven’t got­ten very far, ac­cord­ing to peo­ple briefed on the ne­go­ti­a­tions.

The As­sad regime has re­peat­edly de­manded that the U.S. with­draw all its forces from Syria. Sev­eral hun­dred Amer­i­can forces help pro­tect oil fields in the north­east­ern part of the coun­try as part of an ef­fort to pre­vent Is­lamic State from re­gain­ing a foothold in the coun­try.

Con­cerns about the fate of both men was height­ened by the death of Layla Shweikani, a 26-year-old Illi­nois na­tive, who hu­man rights groups said was de­tained, tor­tured and ex­e­cuted by the As­sad regime in 2016 af­ter work­ing as an ac­tivist and aid worker in Syria.

Mr. Trump has taken a per­sonal in­ter­est in try­ing to se­cure Mr. Tice’s free­dom, men­tion­ing his case in a March news con­fer­ence and is­su­ing a state­ment on the eighth an­niver­sary of his dis­ap­pear­ance.

 

AG Barr to Designate 3 U.S. Cities As ‘Anarchist Jurisdictions

As an aside, mayor De Blasio was sworn in my Bill Clinton…gotta wonder what the Clinton’s really think about the conditions of New York City and for that matter, the rest of the state. Additionally, as a sample, the New York Mayor’s office has a criminal justice division that, wait for it:

We advise the Mayor on solutions to the City’s public safety problems by looking at the criminal justice system as a whole – and beyond.

The Clintons join the de Blasio family portrait. Mayor de Blasio has worked for both former President Bill Clinton and Hillary Clinton during his political career.

DW: Attorney General William Barr has reportedly designated three U.S. cities — all controlled by Democrats — as “anarchist jurisdictions” that are being targeted to be defunded by the federal government for failing to stop violent rioters and for defunding law enforcement departments.

The New York Post reported that Barr signed off on designating New York City, Portland, and Seattle as “anarchist jurisdictions.”

“When state and local leaders impede their own law-enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest,” Barr is expected to say in a statement on Monday. “We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens.”

“My Administration will do everything in its power to prevent weak mayors and lawless cities from taking Federal dollars while they let anarchists harm people, burn buildings, and ruin lives and businesses,” Trump tweeted late on Wednesday. “We’re putting them on notice today.”

 

Trump’s tweet followed a report from The New York Post that stated that the administration was targeting New York City, Portland, Seattle, and Washington, D.C.

The Post reported:

Trump on Wednesday signed a five-page memo ordering all federal agencies to send reports to the White House Office of Management and Budget that detail funds that can be redirected.

New York City, Washington, DC, Seattle and Portland are initial targets as Trump makes “law and order” a centerpiece of his reelection campaign after months of unrest and violence following the May killing of George Floyd by Minnesota police.

“My Administration will not allow Federal tax dollars to fund cities that allow themselves to deteriorate into lawless zones,” the memo stated. “To ensure that Federal funds are neither unduly wasted nor spent in a manner that directly violates our Government’s promise to protect life, liberty, and property, it is imperative that the Federal Government review the use of Federal funds by jurisdictions that permit anarchy, violence, and destruction in America’s cities.”

The Democrat mayors of Seattle, Portland, and New York City all responded to the news earlier this month that they were being targeted.

New York Democrat Governor Andrew Cuomo made threatening remarks to the president in response to the news earlier this month.

“He better have an army if he thinks he’s gonna walk down the street in New York,” Cuomo said. “New Yorkers don’t want to have anything to do with him.”

“Before Cuomo made the remark threatening the president, he gave a 7-minute statement in which he made personal attacks on the president,” The Daily Wire added. “Cuomo also pinned all the blame for his own much-maligned response to the coronavirus pandemic on the president, falsely claiming that Trump was ‘the cause’ of the coronavirus in New York and accusing Trump of ‘actively’ trying to ‘kill New York City.’”

When Iran Buys Arms, Tanks and Air Defense Systems, Blame Europe

Iran’s foreign minister says the country will meet its strategic needs by purchasing weapons from Russia and China, and has no need for European weapons once the UN embargo is lifted in October.

(Bloomberg) — European governments that aren’t backing the U.S. re-imposition of United Nations sanctions on Iran are wedded to the “silly” 2015 nuclear deal and haven’t proposed an alternative for preventing new conventional arms sales to Iran, Secretary of State Michael Pompeo said.

With European powers stressing their commitment to the accord on Sunday, Pompeo doubled down on the U.S. decision to invoke the “snapback” of sanctions in a dispute that’s helped estrange President Donald Trump’s administration and Europe.

“The Europeans who have not joined us in this, they know we’re right,” Pompeo said on Fox News’s “Sunday Morning Futures.” “They tell us privately they don’t want the arms sales to come back” and expressed this view in a letter “that they’re very concerned about these arms sales.” He didn’t elaborate on who sent the letter or when.

The U.S. on Saturday said that all of the UN resolutions on Iran that were in place before the 2015 deal — from a ban on arms deals to restrictions on Iran’s ballistic missile activity and its nuclear enrichment — have now gone back into effect. But 13 of 15 Security Council members say they don’t consider the U.S. move valid.

Can’t Proceed

“It is illegitimate for the U.S. to demand the Security Council invoke the snapback mechanism” because it is no longer a participant of the deal, Chinese Ambassador Zhang Jun wrote in a letter to the Security Council on Saturday that was seen by Bloomberg News.

UN Secretary General Antonio Guterres also weighed in on the disagreement on Saturday, noting in a letter that he couldn’t proceed in acting upon the U.S. snapback because of the “uncertainty over whether or not the process” was “indeed initiated”.

Although Europeans have expressed private concern, “they haven’t lifted a finger, they haven’t done the work that needs to be done” or have outlined an option to the U.S. snapback, Pompeo said. “I hope they’ll join us. I hope they get to the right place. They’re still wedded to this silly nuclear deal that was signed now five years ago.”

Weapons Purchases

Absent the snapback, Iran would be able to resume buying arms, tanks and air defense systems, Pompeo said. “All of those in a couple of weeks, would have been permitted to have been sold,” he said.

European powers on Sunday stressed their commitment to the nuclear agreement.

“We have worked tirelessly to preserve the nuclear agreement and remain committed to do so,” the foreign ministers of France, Germany and the U.K. said in a statement. Josep Borrell, the European Union’s foreign policy chief, said the accord is “a key pillar” of nuclear non-proliferation that deserves support.

Since quitting the accord in 2018, the Trump administration has plowed ahead with efforts to undermine the deal, ratcheting up sanctions on Iran and threatening allies if they do business with the Islamic republic. Trump is expected to speak on Tuesday to the UN General Assembly, which is being held virtually this year.

The U.S. campaign has united partners such as the U.K., France and Germany with Russia and China, all of whom have sought to salvage the accord. Their support for the deal has left the U.S. isolated on the United Nations Security Council.

Iranian President Hassan Rouhani, at a cabinet meeting on Sunday shown on state television news, called the U.S. move a sign of “certain failure” which only demonstrates that President Donald Trump’s strategy has resulted in “maximum isolation” for Washington.

On Saturday, the commander of the Islamic Revolutionary Guard Corps threatened Iran would set U.S. military outposts in the Persian Gulf “on fire at once” if its adversary tried to start a war.

To enforce those measures, if countries like Russia and China disregard them, the U.S. could use tools such as secondary sanctions on shippers, insurers and banks. It could even threaten interdictions of ships at sea.

“In the coming days, the United States will announce a range of additional measures to strengthen implementation of UN sanctions and hold violators accountable,” Pompeo said in his statement on Saturday. “Our maximum pressure campaign on the Iranian regime will continue until Iran reaches a comprehensive agreement with us to rein in its proliferation threats and stops spreading chaos, violence and bloodshed.”

Speaking Sunday at a church in Plano, Texas, Pompeo, said he prays that “the Iranian people that they will get a government that they deserve that respects the dignity of the lives of the Iranian people.”

The Iranian rial hit a low on the unregulated open market on Sunday, weakening 4.6% compared with last week and briefly breaching 280,000 per U.S. dollar, according to two currency trading channels on the Telegram messaging app.

Soros-backed DAs in Philadelphia, St. Louis, San Francisco and other cities have fired scores of experienced prosecutors and, as promised, stopped prosecuting low-level quality-of-life crimes such as disorderly conduct, vagrancy and loitering.

Their laissez-faire criminal justice philosophy bucks the get-tough “broken windows” approach, made famous by then-New York Mayor Rudolph W. Giuliani, which targets minor offenses to cut off the criminal element in the bud. More here.

As I reported last week, a cabal of Democrats and NeverTrump Republicans are plotting a post-election civil war of sorts to make sure Joe Biden assumes the presidency even if Donald Trump legitimately wins. “It’s insurrection,” President Trump said on Fox News last week when asked about the widely-circulated plan. “We’ll put them down very quickly if they do that.”

Let’s hope. A document released last month by the Transition Integrity Project, a headfake name to give the depraved group the appearance of decency, is a shocking battle plan that would plunge the country into more chaos. The same agitators on the Left and NeverTrump Right who’ve stoked nonstop political upheaval over the past four years will exploit our current instability to throw the election to the Democrats.

But this is more than the far-fetched hallucinations of political outcasts. The mayhem they’ve been war-gaming will be heavily funded by a number of Trump-hating billionaires, and those people have no intention of losing out on their investment.

The mostly behind-the-scenes attempt between Election Day and Inauguration Day to prevent Donald Trump from taking office the first time—one that miraculously failed despite help from the media and the most powerful government agencies in the world—will go public in 2020. And instead of help from James Comey, Jim Clapper, or John Brennan, the 2020 version will be bolstered by the likes of George Soros, Tom Steyer, Pierre Omidyar, a member of the Rupert Murdoch family, and Big Tech titans among others.

One of the co-founders of the Transition Integrity Project is Rosa Brooks. The Georgetown law professor and Obama Administration alum is a former counsel and board member for the Open Society Foundation, created in 1993 by George Soros. The foundation is a massive donor to hundreds of left-wing causes around the world; in July, Open Society Foundation announced a five-year, $150 million investment in “racial justice” groups including Black Lives Matter.

In 2018, Soros’ two largest foundations reported more than $14 billion in assets.

In a recent Washington Post op-ed, Brooks put the country on notice; unless Joe Biden wins in a landslide, we will be sorry. “With the exception of the ‘big Biden win’ scenario, each of our exercises reached the brink of catastrophe, with massive disinformation campaigns, violence in the streets and a constitutional impasse,” she warned. That reaction will occur, according to the simulations, even if Trump wins the Electoral College but loses the popular vote.

But Brooks isn’t the only connection between deep-pocketed foes of Donald Trump and the post-election insurrection.  Another new group, Protect the Results, is working hand-in-hand with Brooks “to mobilize if Donald Trump refuses to accept the results of the 2020 presidential election . . . [and] prepare for a potential post-election crisis.”

Protect the Results lists dozen of sponsors which in reality are mostly funded by only a handful of anti-Trump tycoons.

George Soros: One of Protect the Results main organizers is a nonprofit called Indivisible. Based out of Washington, D.C., Indivisible was founded in 2016 after Trump’s election; according to a political watchdog, Indivisible’s main donor is the Tides Foundation, a Soros-financed pass through organization.

“Started as a Google document detailing techniques for opposing the Republican agenda under Mr. Trump, [Indivisible] now has a mostly Washington-based staff of about 40 people, with more than 6,000 volunteer chapters across the country,” the New York Times reported in 2017. That year, Indivisible raised nearly $8 million, a figure we presume is much higher in 2020. The group’s policy director is a former advisor for an immigration advocacy center partially funded by grants from Soros.

Other Soros-funded entities including MoveOn.org, People for the American Way, 350Action, and Women’s March are listed as Protect the Results partners. In an interview last month, Soros, a longtime Trump nemesis, suggested the president will be indicted if he loses in November “because he has violated the Constitution in many different ways.” One scenario war-gamed out by the post-election plotters is criminal charges brought against Donald Trump and his associates for unspecified crimes.

Pierre Omidyar: The founder of eBay has poured tens of millions into projects headed by NeverTrump “conservatives” including former Weekly Standard editor Bill Kristol since 2017.

Omidyar, whose net worth is around $17 billion, this week issued a blueprint for how to “reimagine capitalism in America” which would “ensure that people who have been historically and systematically marginalized by structural racism, colonialism, paternalism, and indifference will have opportunity, power, and the self determination that comes from economic prosperity and a vibrant, fair, and responsive democracy.”

Most of Omidyar’s largess has been directed to left-wing causes and Democratic candidates over the years but he found political soulmates on the NeverTrump Right. Two NeverTrump outfits—Republicans for the Rule of Law and Stand Up Republic—are Protect the Results partners. Stand Up Republic is fronted by NeverTrumper Evan McMullin; Republicans for the Rule of Law, headed by Kristol, is one of many groups that receives grants from Omidyar’s vast network.

Kristol participated in the post-election tabletop exercises and bragged on Twitter that he had played the role of President Trump.

James and Kathryn Murdoch: The son and daughter-in-law of Fox News founder Rupert Murdoch are spending lots of money to separate themselves from the family’s conservative legacy. James resigned from the company’s board in July over disputes with the cable news channel’s “editorial content.”

The Murdochs, worth a reported $2 billion, are donors to Kristol’s Republicans for the Rule of Law and another Kristol-operated group, Defending Democracy Together, which is spending tens of millions on advertisements in swing states featuring purported Republicans planning to vote for Joe Biden. (The Murdochs also support the former vice president.)

Defending Democracy Together publishes The Bulwark, an online magazine that replaced Kristol’s now-defunct Weekly Standard. The blog houses a number of NeverTrumper editors and writers including Charles Sykes and Mona Charen. The Bulwark, like other NeverTrump organs, is pushing the idea that the president, not the Democrats or Joe Biden, won’t accept the results of the election. (Omidyar also supports Defending Democracy Together.)

Tom Steyer: NextGen America, fronted by failed Democratic presidential candidate and multi-billionaire Tom Steyer, is involved in Protect the Results. Steyer spent $123 million in the 2018 election cycle; NextGen America will spend at least $45 million to help elect Joe Biden by persuading young voters to use mail-in ballots. While lamenting out-of-control wildfires in his home state, Steyer told CNN on Monday that the only solution to the alleged climate crisis is “honest to God, Joe Biden.”

While this list covers the anti-Trump vehicles offically bankrolling the post-election revolt, it does not account for the unquantifiable in-kind donations by Big Tech. As I will detail in my next column, Silicon Valley already is seeding the ground for a Biden victory at all costs by using a combination of censorship and intimidation aimed not just at Republican voters but at the president himself—involvement that can justifiably be described as election interference on a scale our foreign adversaries could only dream of.

 

 

The Treatment of Covid in Venezuela, Crimes Against Humanity

VP and presidential candidate Biden and Kamala Harris may need to get the memo on governance in Venezuela. Then they can invite blue state governors and mayors in the U.S. to a Zoom call about it….read on…

Note the U.S. is paying some salaries for medical workers.

The illegitimate Maduro regime wants Venezuelans to denounce their neighbors who are sick with COVID-19, calling them “bioterrorists.”

Nicolás Maduro’s National Bolivarian Armed Forces of Venezuela encouraged citizens to look for sick Venezuelans, saying a returning migrant “is a bioterrorist who puts everyone’s health at risk.” They also provided an email address and asked anyone with information to send them “the information of the person and their exact location” so the Maduro regime could detain them.

“They told us we’re contaminated, that we’re guilty of infecting the country,” Javier Aristizabal, a nurse from Caracas, told the New York Times. He said he spent 70 days in detention centers after he returned from Colombia in March.

Once these Venezuelans are detained, they are placed in unsafe containment conditions even if they do not display symptoms of COVID-19.

“In commandeered hotels, disused schools and cordoned-off bus stations, Venezuelans returning home from other countries in Latin America are being forced into crowded rooms with limited food, water or masks,” the New York Times reported.

While the illegitimate regime continues to create more problems for Venezuelans during the pandemic, legitimate interim president Juan Guaidó and the legitimate government developed a program to help deliver better medical care to all.

The Héroes de la Salud program helps frontline health workers save lives by giving them the funds and resources they need to fight the virus, according to the National Assembly.

The interim Guaidó government recently accessed frozen funds with the support of the U.S. Treasury Department to pay the salaries of health care workers, providing close to $20 million for the program. Over 60,000 frontline doctors and nurses in Venezuela will receive $100 a month, considerably more than their pay under the Maduro regime.

The program is a recognition of the “men and women who save lives in the middle of an emergency, a pandemic and a dictatorship,” Guaidó said on Twitter, “so that we can continue fighting for the freedom of Venezuela. In the face of challenges, we are going to triumph.”

(AP) — Independent experts commissioned by the U.N.’s top human rights body have alleged the government of Venezuelan President Nicolas Maduro committed crimes against humanity.

The experts issued a scathing, in-depth report on Wednesday that said the people responsible for crimes that include extrajudicial executions, enforced disappearances, arbitrary detentions and torture must be held to account, in part to ensure they don’t happen again.

The findings, based on nearly 3,000 cases that were investigated or examined, concluded that Maduro and his defense and interior ministers were aware of crimes committed by security forces and intelligence agencies. It further alleged that high-level authorities had both power and oversight over the forces and agencies, making the top officials responsible.

The report appeared likely to fan international and domestic criticism of Maduro’s government, which has overseen a country in tatters with runaway inflation, a violent crackdown and an exodus of millions of Venezuelans who have fled to neighboring countries to escape the turmoil since he took power in 2013.

Maduro’s government has come under increasing political pressure from the United States and dozens of other countries which consider politician Juan Guaidó the legitimate leader of Venezuela. Maduro has called this a plot to overthrow him so the U.S. can exploit Venezuela’s vast oil wealth.

Critics in other countries have already accused Maduro’s government of crimes against humanity. The 411-page report for the Human Rights Council represents an extensive look at rights violations in Venezuela and was based on interviews with victims, relatives, witnesses, police, government officials and judges, as well as videos, satellite imagery and social media content.

The authors said they did not receive responses from the government itself.

The experts — Marta Valinas of Portugal, Francisco Cox Vial of Chile, and Paul Seils of Britain — worked under a fact-finding mission the Geneva-based rights council set up last September to investigate alleged cruel, inhumane or degrading treatment and other human rights violations in Venezuela over the past five years

“These acts were committed pursuant to two state policies, one to quash opposition to the government and another to combat crime, including by eliminating individuals perceived as criminals,” Valinas told reporters. “We also consider that the documented crimes were committed as part of a widespread and systematic attack against the civilian population.”

“For these reasons, the mission has reasonable grounds to believe that they amount to crimes against humanity,” she said, noting the alleged arbitrary killings and systematic use of torture, in particular. “Far from being isolated acts, these crimes were coordinated and committed pursuant to state policies, with the knowledge or direct support of commanding officers and senior government officials.”

In the report, the experts said the violations took place amid a breakdown of democratic institutions, rule of law and judicial independence in Venezuela. They said the great majority of unlawful killings by security forces have not resulted in prosecutions and “at no stage have officials with command responsibility been brought to justice,” according to a summary of the findings.

A report that the U.N.’s human rights chief, former Chilean President Michelle Bachelet, issued last year after a visit to Venezuela that included meeting Maduro said the government had registered nearly 5,300 killings in security operations linked to cases of “resistance to authority.” Bachelet also decried a “shockingly high” number of extrajudicial killings.

Under Article 7 of the U.N. treaty establishing the International Criminal Court, a crime against humanity is defined as an act committed as part of a “widespread or systematic attack directed against any civilian population.”
