U.S Should Follow Europe’s Lead on Cyber

Imagine that….Europe may be more right on this issue than the United States is due to congress where decisions just cannot be made.

Going back to 2011, the Pentagon has concluded that computer sabotage coming from another country can constitute an act of war, a finding that for the first time opens the door for the U.S. to respond using traditional military force.

In 2016, Pentagon leaders are still working to determine when, exactly, a cyber-attack against the U.S. would constitute an act of war, and when, exactly, the Defense Department would respond to a cyber-attack on civilian infrastructure, a senior Defense Department official told lawmakers on Wednesday.

A cyber strike as an act of war “has not been defined,” Acting Assistant Secretary of Defense for Homeland Defense and Global Security Thomas Atkin told the House Armed Services Committee. “We’re still working toward that definition.” More here.

EU governments to warn cyber attacks can be an act of war

European Union governments will formally state that cyber attacks can be an act of war in a show of strength to countries such as Russia and North Korea.

Diplomats and ambassadors in Brussels have drafted a document, obtained by The Telegraph, that represents an unprecedented deterrent aimed at countries using hackers and cyber espionage against EU members.

The document, set to be agreed by all 28 EU members states, including Britain, in the coming weeks warns that individual member states could respond “in grave instances” to cyber attacks with conventional weapons.

The British government has now said it was all but certain that North Korea was behind the “WannaCry” malware attack that hit NHS IT systems in May. Work on the EU paper began among fears that Russia would attempt to influence this year’s German elections and over hybrid warfare employed in Ukraine. More here.

Banks fearing North Korea hacking prepare defenses: cyber experts

WASHINGTON/TORONTO (Reuters) – Global banks are preparing to defend themselves against North Korea potentially intensifying a years-long hacking spree by seeking to cripple financial networks as Pyongyang weighs the threat of U.S. military action over its nuclear program, cyber security experts said.

North Korean hackers have stolen hundreds of millions of dollars from banks during the past three years, including a heist in 2016 at Bangladesh Bank that yielded $81 million, according to Dmitri Alperovitch, chief technology officer at cyber security firm CrowdStrike.

Alperovitch told the Reuters Cyber Security Summit on Tuesday that banks were concerned Pyongyang’s hackers may become more destructive by using the same type of “wiper” viruses they deployed across South Korea and at Sony Corp’s (6758.T) Hollywood studio.

The North Korean government has repeatedly denied accusations by security researchers and the U.S. government that it has carried out cyber attacks.

North Korean hackers could leverage knowledge about financial networks gathered during cyber heists to disrupt bank operations, according to Alperovitch, who said his firm has conducted “war game” exercises for several banks.

“The difference between theft and destruction is often a few keystrokes,” Alperovitch said.

Security teams at major U.S. banks have shared information on the North Korean cyber threat in recent months, said a second cyber security expert familiar with those talks.

“We know they attacked South Korean banks,” said the source, who added that fears have grown that banks in the United States will be targeted next.

Tensions between Washington and Pyongyang have been building after a series of nuclear and missile tests by North Korea and bellicose verbal exchanges between U.S. President Donald Trump and North Korean leader Kim Jong Un.

John Carlin, a former U.S. assistant attorney general, told the Reuters summit that other firms, among them defense contractors, retailers and social media companies, were also concerned.

“They are thinking ‘Are we going to see an escalation in attacks from North Korea?’” said Carlin, chair of Morrison & Foerster international law firm’s global risk and crisis management team.

Jim Lewis, a cyber expert with Washington’s Center for Strategic and International Studies, said it is unlikely that North Korea would launch destructive attacks on American banks because of concerns about U.S. retaliation.

Representatives of the U.S. Federal Reserve and the Office of the Comptroller of the Currency, the top U.S. banking regulators, declined to comment. Both have ramped up cyber security oversight in recent years.

Uranium One Goes Back to ‘Senator’ Hillary Clinton

The Clinton’s were masters at cunning operations for power, money and access. Along the way, they exploited people for help and threw others under the bus. The Clinton’s were crafty and cunning enough to ensure their fingerprints were never on the evidence and deferred to loyal lawyers due to the ability to apply attorney client privileges.

Going back in time and space with Hillary takes us to at least as far back as when she was a New York senator, the foundation and her craft in politics. Conspiracy and connivance were and are a daily action by Hillary. Not all the blame with Uranium One belongs to Hillary. There are her lawyers and powerbrokers globally that belong to this network.

Russia has intruded into all things America because at least Hillary and the Obama administration allowed them in.

There were several members of congress that had various depths of knowledge regarding selling uranium to Russia and expressed concerns including documents to Obama administration officials only to get nothing. Assigned FBI agents admitted being stonewalled due to ‘politics’ as well to the informant.

So, what did the media know and did they report? Yes, some of them for sure, yet there were so many scandals running concurrently, it was hardly noticed if at all. Even the New York Times reported.

As a refresher:

2015/The story involves a Canadian company called Uranium One, a Russian investor, the State Department, and The Clinton Foundation.

“As the Russians gradually assumed control of Uranium One in three separate transactions from 2009 to 2013, Canadian records show, a flow of cash made its way to the Clinton Foundation,” The Times reports.

Here’s the high-level summary. There are more details below.

• Canadian company Uranium One owned uranium mines in the US and Kazakhstan.

• Uranium One’s mines account for 20% of the uranium mined in the US. Uranium is used for nuclear weapons, and it’s considered a strategic asset to the US.

• Russia’s state-owned atomic agency, Rosatom, bought a 17% stake in Uranium One in June 2009.

• The Russian atomic agency decided it wanted to own 51% of Uranium One in June 2010. To take a majority stake in Uranium One, it needed approval from a special committee that included the State Department, which Hillary Clinton led at the time.

• Investors in Uranium One gave money to the Clinton Foundation starting in 2005 and through 2011. On June 29, 2010, Bill Clinton was paid $500,000 to speak in Russia by an investment bank with ties to Russia’s government that had a buy rating on Uranium One’s stock.

• In January 2013, despite assurances to the contrary, a subsidiary of Rosatom took over 100% of the company and delisted it from the Toronto Stock Exchange.

• Clinton was required to disclose all of her foundation’s contributors before she became secretary of state, but the Clintons did not disclose millions of dollars donated by the chairman of Uranium One while the review of the deal was ongoing.

“Uranium One’s chairman used his family foundation to make four donations totaling $2.35 million,” The Times reports. “Those contributions were not publicly disclosed by the Clintons, despite an agreement Mrs. Clinton had struck with the Obama White House to publicly identify all donors. Other people with ties to the company made donations as well.”

The Times’ revelations appear to have originated from reporting in “Clinton Cash,” a forthcoming book by conservative author Peter Schweizer, which was provided to the newspaper for advance reporting. The report said The Times “scrutinized his information and built upon it with its own reporting.”

The Clinton campaign and its allies have aggressively dismissed the book as partisan conspiracy-mongering. In a statement to The Times, Clinton spokesman Brian Fallon said the State Department was only one of multiple US government bodies that approved the transaction.

“[No one] has produced a shred of evidence supporting the theory that Hillary Clinton ever took action as secretary of state to support the interests of donors to the Clinton Foundation,” Fallon told The Times. “To suggest the State Department, under then-Secretary Clinton, exerted undue influence in the US government’s review of the sale of Uranium One is utterly baseless.”

Here are some key points from the Times report:

  • According to The Times, Uranium One’s involvement with the Clintons stretches back to 2005, when former President Bill Clinton accompanied Canadian mining financier Frank Giustra to Kazakhstan, where they met with authoritarian president Nursultan Nazarbayev. Going against American foreign policy at the time, Bill Clinton expressed support for Nazarbayev’s bid to lead an international elections monitoring group.
  • Soon after, Giustra’s company, UrAsia Energy (the predecessor to Uranium One) won stakes in three uranium mines controlled by Kazakhstan’s state-run uranium agency. Months after the deal, Giustra reportedly donated $31.3 million to Clinton’s foundation.

  • After the legality of the Kazakhstan deal was called into question, Uranium One asked the American embassy in Kazakhstan for help. Uranium One’s executive vice president copied then-Secretary of State Hillary Clinton on a cable saying he wanted an official written confirmation that the company’s licenses in Kazakhstan were still valid, according to The Times. Soon after, the embassy’s energy officer met with Kazakh officials.
  • In June 2009 ARMZ, a subsidiary of Russia’s atomic energy agency Rosatom, finalized a deal for a 17% stake in Uranium One. In June 2010, the Russian government sought a 51% controlling stake in the company that would have to be approved by the American government. Rosatom also said that after that, the agency “did not plan to increase its stake in Uranium One or to take the company private,” The Times noted in a timeline of the events.
  • Investors with ties to Uranium One and UrAsia donated millions to the foundation in 2010 and 2011. These donations were disclosed. In addition to this, Bill Clinton was paid $500,000 to speak in Moscow in June 2010, the same month that the Russians closed the deal for the majority stake in Uranium One. The speaking fee was one of Clinton’s highest, according to The Times.
  • The US Committee on Foreign Investment, which includes the attorney general, the secretaries of the Treasury, Defense, Homeland Security, Commerce and Energy, and the secretary of state, were charged with reviewing the deal that would give Rosatom a majority stake because uranium is “considered a strategic asset with implications for national security,” according to The Times.
  • The concern was American dependence on foreign uranium. The Times notes that while the US “gets one-fifth of its electrical power from nuclear plants, it produces only around 20% of the uranium it needs, and most plants have only 18 to 36 months of reserves.”
  • Four members of Congress signed a letter expressing concern over the deal, and two others drafted legislation to kill it. One senator contended that the deal “would give the Russian government control over a sizable portion of America’s uranium production capacity” as well as “a significant stake in uranium mines in Kazakhstan.” The Nuclear Regulatory Commission made assurances that the US uranium would be preserved for domestic use regardless of the deal.
  • Final say over the deal rested with the foreign investment committee, “including Mrs. Clinton — whose husband was collecting millions of dollars in donations from people associated with Uranium One,” The Times notes.
  • After the deal was approved in October 2010, Rosatom’s chief executive, Sergei Kiriyenko, said in an interview with Russian President Vladimir Putin: “Few could have imagined in the past that we would own 20% of US reserves.”
    • A source with knowledge of the Clintons’ fundraising pointed out to The Times that people donate because they hope that money will buy influence. The source said: “Why do you think they are doing it — because they love them?”
    • Despite claims by Russia that the country didn’t intend to increase its stake in Uranium One or take the company private, ARMZ — the subsidiary of Russia’s atomic energy agency — took over 100% of the company and delisted it from the Toronto Stock Exchange in January 2013.

    “Whether the donations played any role in the approval of the uranium deal is unknown,” The Times concluded. “But the episode underscores the special ethical challenges presented by the Clinton Foundation, headed by a former president who relied heavily on foreign cash to accumulate $250 million in assets even as his wife helped steer American foreign policy as secretary of state, presiding over decisions with the potential to benefit the foundation’s donors.”

    Now that Hillary Clinton formally announced a presidential run, her foundation has come under increasing scrutiny.

    Her family’s charities are refiling at least five tax returns after Reuters found errors in how the foundations reported donations from governments, the news wire reported this week.

 

 

FBI Watched the Spy Ring Inside the Hillary Inner Circle

Ah, she was posing as an accountant..

FBI hidden camera surveillance videos of the spies’ operations give a fascinating look into Russian spy tradecraft as employed by Chapman and the other Russian agents. The videos show, among other things, the Russian infiltrators hiding messages under bridges, secretly trading information, money and contact information via “brush passes,” and digging for buried payoff money in the woods.

While Chapman and her fellow spies seemed to live routine, middle-class lives, the videos reveal both traditional and hi-tech spy techniques, including Chapman sending encrypted messages to her handler with a specially equipped laptop. In one of the FBI surveillance tapes, Chapman is in a department store, transmitting messages to her contact standing outside the store.

“We were able to capture wirelessly the communications between her and her handler,” Figliuzzi said. “There were six locations throughout New York,” that Chapman used, he said. “She transmits and receives messages from the official who is in close proximity but not anywhere near visibly close to her … she is transmitting encrypted code that the FBI was able to break.” More here.

As Hillary Clinton was beginning her job as President Obama’s chief diplomat, federal agents observed as multiple arms of Vladimir Putin’s machine unleashed an influence campaign designed to win access to the new secretary of State, her husband Bill Clinton and members of their inner circle, according to interviews and once-sealed FBI records.

Some of the activities FBI agents gathered evidence about in 2009 and 2010 were covert and illegal.

A female Russian spy posing as an American accountant, for instance, used a false identity to burrow her way into the employ of a major Democratic donor in hopes of gaining intelligence on Hillary Clinton’s department, records show. The spy was arrested and deported as she moved closer to getting inside the secretary’s department, agents said.

Other activities were perfectly legal and sitting in plain view, such as when a subsidiary of Russia’s state-controlled nuclear energy company hired a Washington firm to lobby the Obama administration. At the time it was hired, the firm was providing hundreds of thousands of dollars a year in pro bono support to Bill Clinton’s global charitable initiative, and it legally helped the Russian company secure federal decisions that led to billions in new U.S. commercial nuclear business, records show.

Agents were surprised by the timing and size of a $500,000 check that a Kremlin-linked bank provided Bill Clinton with for a single speech in the summer of 2010. The payday came just weeks after Hillary Clinton helped arrange for American executives to travel to Moscow to support Putin’s efforts to build his own country’s version of Silicon Valley, agents said.

There is no evidence in any of the public records that the FBI believed that the Clintons or anyone close to them did anything illegal. But there’s definitive evidence the Russians were seeking their influence with a specific eye on the State Department.

“There is not one shred of doubt from the evidence that we had that the Russians had set their sights on Hillary Clinton’s circle, because she was the quarterback of the Obama-Russian reset strategy and the assumed successor to Obama as president,” said a source familiar with the FBI’s evidence at the time, speaking only on condition of anonymity, because he was not authorized to speak to the news media.

That source pointed to an October 2009 communication intercepted by the FBI in which Russian handlers instructed two of their spies specifically to gather nonpublic information on the State Department.

“Send more info on current international affairs vital for R., highlight US approach,” part of the message to the spies read, using the country’s first initial to refer to Russia. “… Try to single out tidbits unknown publicly but revealed in private by sources closer to State department, government, major think tanks.”

The Clintons, by that time, had set up several new vehicles that included a multimillion dollar speech-making business, the family foundation and a global charitable initiative, all which proved attractive to the Russians as Hillary Clinton took over State.

“In the end, some of this just comes down to what it always does in Washington: donations, lobbying, contracts and influence – even for Russia,” said Frank Figliuzzi, the former FBI assistant director for counterintelligence.

The sleeper ring

Figliuzzi supervised the post-arrest declassification and release of records from a 10-year operation that unmasked a major Russian spy ring in 2010. It was one of the most important U.S. counterintelligence victories against Russia in history, and famous for nabbing the glamorous spy-turned-model Anna Chapman.

While Chapman dominated the headlines surrounding that spy ring, another Russian woman posing as a mundane New Jersey accountant named Cynthia Murphy was closing in on accessing Secretary Clinton’s department, according to records and interviews.

For most of the 10 years, the ring of Russian spies that included Chapman and Murray acted as sleepers, spending a “great deal of time collecting information and passing it on” to their handlers inside Russia’s SVR spy agency, FBI records state.

Murphy, living with her husband and kids in the New Jersey suburbs of New York City, reported a major breakthrough in February 2009 in an electronic message sent to her handlers: she had scored access to a major Democrat, FBI records state.

“Murphy had several work-related personal meetings with [a prominent New York-based financier, name omitted] and was assigned his account,” one FBI record from the case read. “The message accurately described the financier as  ‘prominent in politics,’ ‘an active fund-raiser’ for [a major political party, name omitted] and a ‘personal friend’ of [a current Cabinet official, name redacted].”

Multiple current and former officials confirmed to The Hill that the Cabinet officer was Hillary Clinton, the fundraiser was New York financier Alan Patricof and the political party was the Democratic National Committee. None of the Americans were ever suspected of illegalities, but the episode made clear the Russian spies were stepping up their operations against the new administration after years of working in a “sleeper” capacity, officials said.

Patricof did not return a call to his office Friday seeking comment. But in 2010 he told The Washington Post after the spy case broke he believed he had been a victim of the spy ring, saying Murphy had worked for him but that he only talked accounting and not government or politics with her.

“It’s just staggering,” he told the Post about the idea of being targeted by Russia. “It’s off the charts.”

Clinton spokesman Nick Merrill declined Saturday to say if the secretary was ever alerted or briefed to the Russian spy effort, instead suggesting that any focus on the spy case was a partisan effort to distract from the controversy around Moscow and President Trump.

“Nothing has changed since the last time this was addressed, including the right’s transparent attempts to distract from their own Russia problems, which are real and a grave threat to our national security,” he wrote in an email to The Hill.

Back in 2010, when the spy story broke, Hillary Clinton’s office issued a statement that there was “no reason to think the Secretary was a target of this spy ring.”

Court documents and agents who worked the case suggest otherwise, saying the Russians were specifically targeting her department and any intelligence they could get on the new administration’s emerging foreign policy.

Trying to get inside State

The FBI documents show exactly what Murphy’s Russian handlers wanted her to get from a Clinton-tied donor she had befriended. “Maybe he can provide Murphy with remarks re US foreign policy, roumors (sic) about White House internal kitchen, invite her to major venues,” one FBI document quoted the Russians as saying.

By 2010, the Russian SVR urged Murphy to consider taking a job with a lobbying firm because “this position would expose her to prospective contacts and potential sources in U.S. government,” the FBI affidavit read.

Figliuzzi said it was the FBI’s belief that Murphy wasn’t going to risk taking a job inside the State Department, where the vetting process might unmask her true identity. So she aimed for a private sector job where “she could get next to people who had the jobs who could get the information she wanted from State,” he said.

The retired FBI executive said that by early summer 2010, agents feared Chapman might flee the country and Murphy was getting too close to posing a security concern to Hillary Clinton. As a result, they arrested the entire ring of 10 spies, and quickly expelled them.

“In regards to the woman known as Cynthia Murphy, she was getting close to Alan, and the lobbying job. And we thought this was too close to Hillary Clinton. So when you have the totality of the circumstance, and we were confident we had the whole cell identified, we decided it was time to shut down their operations,” Figliuzzi said.

The FBI announced the arrests on June 28, 2010, a day after they were made.

The ring highlights the long-standing efforts Russia has made to gain access to U.S. officials, which sprouted up well before the last election. But the recent events also illustrate how Russia’s efforts have advanced.

Figliuzzi said they show a “logical evolution or morphing of methodology to exploit social media in a way that is far more effective and potentially damaging” than the spy ring rolled up in 2010.

“We watched a sleeper cell of ten people for ten years that didn’t come close to the impact of a few thousand ads and posts on FB, Twitter, Google and Instagram,” he said.

Bill Clinton’s big check

A day after the arrests of the sleeper ring, another event captured the FBI’s attention.

Thousands of miles away in Russia, former President Clinton collected a $500,000 check for giving a 90-minute speech to Renaissance Capital, a Kremlin-connected bank, then scored a meeting with Putin himself.

The check caught the attention of FBI agents, especially with Hillary Clinton having recently returned from meetings in Russia, and her department working on a variety of issues where Moscow had an interest, records show.

One issue was American approval of the Russian nuclear company Rosatom’s purchase of a Canadian company called Uranium One, which controlled 20 percent of America’s strategic uranium reserves. State was one of more than a dozen federal agencies that needed to weigh in, and a Clinton deputy was handling the matter.

The second issue was the Russian company TENEX’s desire to score a new raft of commercial nuclear sales to U.S. companies. TENEX for years was selling uranium recycled from old Soviet warheads to the United States. But that deal was coming to an end and now it needed a new U.S. market.

And the third was a promise Secretary Clinton herself made to Russian leaders to round up support in America’s Silicon Valley for then-Russian President Dmitry Medvedev’s dream for a new high-tech hub outside Moscow known as Skolkovo. A team of venture capitalists had been dispatched to Moscow just a few weeks before Bill Clinton landed his payday, records show.

“We have 40,000 Russians living in Silicon Valley in California. We would be thrilled if 40,000 Russians were working in whatever the Russian equivalent of Silicon Valley is, providing global economic competition, taking the internet and technology to the next level,” Hillary Clinton said at the time, according to a State Department transcript. She added that the business executives she dispatched to Putin’s homeland had Twittered their way through Russia.

The bank that paid Bill Clinton was promoting the Uranium One deal’s stock. And the former president entertained – though he never followed through with – meeting with two Russian figures who had ties to the nuclear sales and the Silicon Valley deals as well, State Department records show.

Angel Urena, the official spokeswoman for the former president, told The Hill that Bill Clinton never discussed the issues pending before his wife’s department when he was in Russia and that the money he collected for himself and his charitable efforts never influenced his wife’s decision-making.

Another investigation

Away from Bill Clinton’s check and the breaking news of a spy ring, the FBI had another major investigation underway where the Clinton name was surfacing.

Since 2009, the FBI had an undercover informant gathering evidence of a massive bribery and kickback scheme inside the Russian nuclear energy firm TENEX and its American arm TENAM.

Years later, FBI agents would help the Justice Department bring charges against the Russian nuclear industry’s point man in the United States, TENEX director Vadim Mikerin, as well as a Russian financier and an American trucking executive whose company moved Russian uranium around the United States.

But as the informant gathered evidence of the bribery scheme in early 2010, he began to hear a familiar name crop up in conversations. The Russians kept talking about ways they could win access to or favor with the Clintons, and the informant kept reporting it back to his FBI handlers.

The informant has never been publicly identified, but his lawyer told The Hill on Friday he can shed significant light to Congress on what the Russians were doing to try to win favorable treatment from the Obama administration.

“I can confirm that my client while working undercover for the FBI and in the employ of the Russian energy firm TENEX witnessed numerous, detailed conversations in which Russian actors described their efforts to lobby, influence or ingratiate themselves with the Clintons in hopes of winning favorable uranium decisions from the Obama administration,” attorney Victoria Toensing said.

“Unfortunately, he cannot at the present time disclose the specifics of that evidence he reported to the agents in real time because of an NDA he signed with the bureau. But we are working with Congress to find a means in the future for him to transmit the important information he possesses,” she added.

There are some public records that show what TENEX was trying to do inside the United States.

The Russian firm between 2009 and 2011 hired two Washington consulting firms to help it win Obama administration approval for policies and contracts that opened up billions in new nuclear fuel sales for TENEX, foreign agent registration records show. Those firms were never implicated in any wrongdoing in court records, and were just doing contract work to expand the Russian company’s commercial nuclear sales inside the United States.

The lobbying work was perfectly legal, focusing on agencies like State, Commerce and Energy that supervised the U.S.-Russia nuclear relationship. But once again, a connection to the Clintons emerged.

One of the firms TENEX hired in 2010 was providing hundreds of thousands of dollars a year in support to the Clinton Global Initiative, starting in 2008.

IAEA not Allowed to Inspect Iran Sites per Moscow

But Obama and Kerry told us they could….is there more than one version of the JCOA?

As the Trump administration calls for stricter monitoring of the Iranian nuclear agreement, officials in Iran insist they are complying with its terms and will not allow international inspectors into military sites.

Iran, which agreed in 2015 to grant inspectors broad access to nuclear-related facilities in exchange for the removal of severe economic sanctions, accuses President Trump of trying to sabotage what he has called the United States’ “worst deal.”

Trump has argued that Iran is violating the agreement struck under President Obama, although he has offered no evidence to support his claim and his administration has twice certified to Congress that Iran is in compliance.

But Trump administration officials looking for a way to increase pressure on Iran have begun to zero in on military facilities that they say could be used for nuclear-related activities barred under the agreement.

The IAEA, in its most recent report in June, said Iran was meeting its obligations under the pact. Experts say inspectors rely on intelligence reports and other information to determine whether sites they have not visited are being used for potentially illicit purposes. More here.

Inspectors with the International Atomic Energy Agency, the United Nations organization tasked with monitoring Iran’s nuclear facilities, have not requested access to military sites since the agreement went into effect, according to experts monitoring the process.

The Russian Deputy Foreign Minister refers to Section T – while ignoring that, as the Former Deputy Director General of the IAEA, Olli Heinonen notes, the IAEA has the authority under UN Security Council resolution 2231 to request access to sites and equipment associated with Section T.

This resolution “requests the Director General of the IAEA
to undertake the necessary verification and monitoring of Iran’s
nuclear-related commitments for the full duration of those commitments under
the JCPOA.” In addition, the resolution states: “The International Atomic
Energy Agency will be requested to monitor and verify the voluntary
nuclear-related measures as detailed in this JCPOA.”

MOSCOW, October 22. /TASS/. Certain countries substitute notions in talks on
expanding inspections of the International Atomic Energy Agency (IAEA) at
the Iranian military facilities creating contrived fuss around the issue.
However, Russia says that the IAEA is not authorized to carry out such
inspections, Russian Deputy Foreign Minister Sergei Ryabkov told TASS on
Saturday.

“I would like to say absolutely clear and directly that acquiring some false
topicality the theme of the IAEA work on Section T (about Iran’s military
facilities – TASS) of the Joint Comprehensive Plan of Action (JCPOA) over
the Iran nuclear program has no topicality for us although it is a talking
point now,” he said.

In particular, Moscow says that the IAEA “has not been authorized to carry
out such inspections and cannot be tasked because Section T highlights the
issues out of the agency’s competence,” Ryabkov said.

“Nevertheless, we can hear another thing. As in the issue of the Iran
missile program, some of our counterparts prefer to call black white and
vice versa,” the high-ranking diplomat said. “We cannot get them to
understand this evident logic and obvious truth.”

“Since they are insisting, we say if you cannot do without discussions on
the theme, it should be raised at the Joint Commission when the next session
is convened,” Ryabkov said.

If the other participants are eager to discuss the issue, Moscow “will be
ready to discuss it” presenting its stance, he said.

JPCOA and US

On July 14, 2015, Iran and six international mediators (the United Kingdom,
Germany, China, Russia, the United States, and France) reached a deal on
Iran’s nuclear program. On January 16, 2016, the parties to the deal
announced beginning of its implementation. Under the deal, Iran undertakes
to curb its nuclear activities and place them under total control of the
International Atomic Energy Agency (IAEA) in exchange of abandonment of the
sanctions imposed previously by the United Nations Security Council, the
European Union and the United States over its nuclear program.

Last week, US President Donald Trump announced Washington’s new strategy
against Teheran. Thus, it says that the United States will seek to offset
Iran’s destabilizing influence and will call on the international community
to get consolidated for exerting pressure on Iran’s Islamic Revolutionary
Guard (IRGC, Iran’s most powerful security and military organization). Apart
from that, the US blacklisted the IRGC as an organization supporting
terrorism. Donald Trump refused to confirm Iran observed the agreement on
the nuclear program and promised changes to the document.

The IAEA has the authority under UN Security Council resolution 2231 to
request access to sites and equipment associated with Section T. This

Recommendations

 

The United States should assemble, if it has not already done so, its own
lists of equipment and locations relevant to Section T. It should also
prepare lists suitable for sharing with the IAEA or Joint Commission.
Similarly, U.S. allies should share relevant information with the IAEA. If
it has not done so, the IAEA should create a baseline of Section T
activities and equipment.

The United States and its allies should press the IAEA to develop and
establish an effective, credible verification regime under Section T that
includes requests to access military sites. The United States and the EU3
should also raise Section T and the likely need for approvals of such
equipment and activities by Iran at the next Joint Commission meeting.
Toward that goal, Iran should declare to the IAEA its sites and equipment
subject to Section T verification and approvals.

N Korea Months Away from Ability to Strike U.S with Nukes

Japan is taking defensive measures:

The Yomiuri ShimbunThe government is considering equipping planned ground-based Aegis Ashore systems with the capacity to intercept cruise missiles, in addition to the ability to defend against ballistic missiles.

With Chinese bombers making repeated flights in areas around Japan, the government believes it should also prepare for attacks by cruise missiles, multiple government sources said.

The government intends to introduce two Aegis Ashore systems in Japan by around fiscal 2023 as part of the effort to boost the nation’s missile defenses.

These would be equipped with SM-3 Block IIA missiles, a new interceptor being jointly developed by Japan and the United States with the capacity to intercept ballistic missiles at altitudes exceeding 1,000 kilometers.

The government is also considering equipping the systems with SM-6 anti-air missiles, which are multifunction interceptors that also can take down cruise missiles.

United Nations (AP) — North Korea’s deputy U.N. ambassador said Tuesday the country plans to launch many more satellites and accused the United States of trying to block its efforts to help peacefully develop outer space.

Kim In Ryong told a U.N. General Assembly committee meeting on “International Cooperation in the Peaceful Uses of Outer Space” that the country’s five-year plan for 2016-2020 includes development of “practical satellites that can contribute to the economic development and improvement of the people’s living.”

As a party to several space treaties, North Korea’s space development activities are “all ground on legal basis in all aspects,” Kim said.

But he said the United States is “going frantic to illegalize our development of outer space,” claiming the effort violates U.N. sanctions.

“The U.S. is the country that launched the largest number of satellites and yet it claims that our launch of satellites is a threat to international peace and security,” Kim said. “This is a preposterous allegation and extreme double standards.”

The United Nations, the U.S. and other countries view the North’s space launch development project as a cover for tests of missile technology, as ballistic missiles and rockets in satellite launches share similar bodies, engines and other technology. North Korea is also openly working on developing nuclear-armed missiles capable of striking the U.S. mainland.

US: North Korea Months Away From Being Able to Hit US with Nuclear Missile

North Korea is likely just months away from being capable of striking the United States with a nuclear missile, according to two top U.S. officials.

CIA Director Mike Pompeo told a forum in Washington on Thursday he is “deeply worried” about the advancing threat from North Korea and the possibility it could spark a nuclear arms race across East Asia.

“We ought to behave as if we are on the cusp of them achieving that objective,” Pompeo said when asked about Pyongyang’s pursuit of missile technology that could launch a warhead to targets in the U.S.

“They are so far along in that it’s now a matter of thinking about how do you stop the final step?” he added.

McMaster: We’re running out of time

U.S. National Security Adviser, Gen. H.R. McMaster said later on Thursday that Washington was racing to resolve the situation, short of using military force.

“We’re not out of time but we’re running out of time,” McMaster said, speaking at the same event. “Accept and deter is unacceptable.”

The comments by Pompeo and McMaster come as tensions between the U.S. and North Korea have been steadily rising following Pyongyang’s latest nuclear test last month, it’s sixth overall, and repeated tests of what intelligence officials have assessed to be both intermediate and long range ballistic missiles.

But despite warning that North Korea is just months away from being able to target the U.S., the CIA’s Pompeo cautioned there are still questions about just how “robust” the North Korea nuclear threat has become, and whether Pyongyang will be able to deliver multiple nuclear warheads to nuclear targets.

“There’s always a risk. Intelligence is imperfect,” Pompeo said, adding there is evidence Pyongyang may be getting help from Iran, citing “deep conventional weapons ties as between the two countries.”

He also warned that each North Korean test makes an arms race ever more likely.

“You watch as North Korea grows ever closer to having its capability perfected, you can imagine others in the region also thinking that they well may need that capability,” he said.

 

 

Putin suggests force won’t work against North Korea

On Thursday, Russian President Vladimir Putin warned against the use of force to eliminate the North Korean nuclear threat, suggesting it would not work.

“Talks about a preventative, disarming strike — and we hear both hints and open threats — this is very dangerous,” Putin said during a speaking engagement in Sochi.

“Who knows what and where is hidden in North Korea? And whether all of it can be destroyed with one strike, I doubt it,” he said. “I’m almost sure it is impossible.”

North Korean officials have also repeatedly warned the U.S. against any provocations.

Pyongyang’s deputy envoy to the United Nations, Kim In Ryong, warned Monday that war could break out at any moment.

Other North Korean officials have accused the U.S. of making preparations for war, citing the presence of the USS Ronald Reagan, a nuclear-powered aircraft carrier, conducting exercises to the east of the Korean Peninsula.
