Beware: Lil Blue Men Militia, S. China Sea

The only estimate of the size of the Maritime Militia obtained during the course of this research was from a source published in 1978, which put the number of personnel at 750,000 on approximately 140,000 craft.5 In its 2010 Defense White Paper, China stated that it had 8 million primary militia members nationwide.6 The Maritime Militia is a smaller unique subset since it performs many of its missions at sea. Since an accurate number is not available this chapter takes more of a grassroots approach and attempts to determine the average size of a unit at the local level. It is important to note that the Maritime Militia is distinct from both China’s coastal militia (shore based) and its naval reserve, although some coastal militia units have been transformed into Maritime Militia units. While Russia has employed “Little Green Men” surreptitiously in Crimea, China uses its own “Little Blue Men” to support Near Seas claims. As the U.S. military operates near Beijing’s artificially-built South China Sea (SCS) features and seeks to prevent Beijing from ejecting foreign claimants from places like Second Thomas Shoal, it may well face surveillance and harassment from China’s maritime militia. Washington and its allies and partners must therefore understand how these irregular forces are commanded and controlled, before they are surprised and stymied by them.

China has long organized its civilian mariners into maritime militia, largely out of necessity. Recent years have seen a surge of emphasis on maritime militia building and increasing this unique force’s capabilities; however it is difficult to ascertain who or what entity within China’s government has ordered such emphasis. One can point to Xi Jinping’s visit to the Tanmen Maritime Militia in 2013, after which maritime militia building oriented toward the SCS has seen growth in places like Hainan, Guangdong, and Guangxi. Yet local militia training and organization plans prior to this date had already emphasized the training of maritime militia units.

Unit Composition and Organization

China’s militia has two major subcomponents: an “ordinary” reserve of registered male citizens akin to the U.S. Selective Service pool, and a “primary” force more readily mobilized to respond to various contingencies. The primary force receives dedicated resources, troops demobilized from active duty, and training. Within the primary force, maritime militia units—formed solely at the tactical level of organization—are smaller and more specialized on average than their land-based counterparts. Within the maritime militia, a small but growing elite set of units are the ones most likely to be deployed on more sophisticated operations that involve monitoring, displaying presence in front of, or opposing foreign actors. They do so in part by supporting China’s navy and coast guard in such efforts. Some cities with large mobilization potential—i.e., a large maritime industry or fishing community—will form battalion-sized units. Most localities create company-sized units, however. These companies are divided into platoons and squads, with the smallest grouping based on each individual vessel.

Chain of Command

Militia management begins broadly at the General Staff Department’s Mobilization Department, which oversees and formulates regulations for nationwide militia work. Uniquely a local military force, the maritime militia falls within the hierarchical People’s Liberation Army (PLA) army local force command structure that runs through all levels of local military organs. As stipulated in China’s “Militia Work Regulations,” real command of the militia begins at the Provincial Military District (MD) level and below. The thousands of county- and grassroots-level People’s Armed Forces Departments (PAFD) established in county-level cities, townships, villages, and maritime enterprises (fishing companies, shipyards, etc.) directly execute the organizing and training of maritime militia. Grassroots-level PAFDs report to county-level PAFDs, which report to Military Sub-district (MSD) Headquarters, themselves reporting to MD Headquarters. Maritime militia building also receives attention by Military Region-level Command, albeit in a supervisory fashion. Higher levels of military commands likely view the maritime militia as a subset of military organization within the broader ecosystem of local militia, with particular focus on broader mobilization efforts. Additionally, militia battalions and companies form party branches to ensure Party control at the grassroots levels.

It must be emphasized that maritime militia command authority resides within multiple entities, including both the local military organs (MD, MSD, PAFD) and their government/party counterparts. This is referred to as “双重领导” in Chinese, connoting the “dual-leadership” system by the local military and government’s principal leaders. It is thus common to see a city party secretary acting in his role as first-party secretary of the local military party committee overseeing the PAFD’s efforts at managing the maritime militia. An easily visible example: Sansha City’s mayor/party secretary Xiao Jie and his military counterpart Commander Cai Xihong both attended the founding ceremony of Sansha City’s Maritime Militia Company. “Dual-leadership” is further reinforced by the fact that local governments fund militia construction.

Since both military and government leaders are involved in local armed forces building, the National Defense Mobilization Committee System (NDMC) established at each corresponding level plays the critical role in binding them into one decision-making body. The NDMC brings together these leaders to organize, direct, and coordinate nationwide national defense mobilization, ensuring that national resources can be rapidly mobilized for defense or emergency needs. Local NDMCs can also establish civilian-military joint command structures facilitated by national defense mobilization communications networks. As a militia force, the maritime militia would need a specified duration to mobilize and gather in the area designated by their superiors. Localized mobilization orders transmitted to the maritime militia could originate from a variety of sources. Regardless, they would be sent down the chain and delivered to the maritime militia via the PAFDs managing them.

While county-level PAFDs are manned by active duty PLA officers, grassroots-level PAFDs are manned by civilian government cadres. Training and education efforts target a “select group of militia cadres” (专职人民武装干部), units’ leaders (company, platoon, and squad) and “information personnel” (信息员). This group of personnel forms the backbone of the maritime militia and helps implement party control, command and control, and maintain unit cohesiveness. Essential to successful command and control of the maritime militia are the “boat captains”—often termed “船老大”—and the information personnel, which provide dedicated personnel for onboard leadership, identification, and communications. This is further facilitated by increasing incorporation of satellite communications technologies into the fishing fleet and thereby into the maritime militia.

Mission-based Command Authority

Although maritime militia are built out of the regular command structure of coastal military organs, they also serve naval and maritime law enforcement forces (MLE). The command relationships for the maritime militia may vary with the mission they are employed in. For example, maritime militia reconnaissance detachments report their findings directly to MD Headquarters, while another detachment summoned to assist with maritime law enforcement would be commanded by the Chinese Coast Guard (CCG) “in cooperation with their MD.” Similarly, support detachments serving roles for China’s navy would be under the command of the PLA Navy in cooperation with the detachment’s MD. It is clear that the maritime militia are controlled by their land-based local military organs, an arrangement flexible enough to serve a variety of supporting roles for the Chinese Navy and MLE forces. Many Chinese sources use a phrase that succinctly states such arrangements: “the military organ expresses its requirements, the NDMC coordinates, and the government implements” (军事机关提需求、国动委搞协调、政府抓落实), referring to the cooperation that occurs between civilian and military leaders in building the maritime militia.

More than One Way to Tie the Knot

Organization and command of maritime militia likely varies by locality. This stems largely from a given locality’s maritime industry and its influence on militia composition, requiring local leaders to plan maritime militia missions from what is available. Making command and decision making arrangements based on local conditions is critical to the proper functioning of such a force. Many ad hoc leading small groups are formed to handle a certain issue area, or provide temporary guidance for certain missions. The multiple organizations supporting maritime militia building (e.g., the CCG, Fisheries Bureau, and Maritime Safety Administration) are likely to enter these command structures in some fashion.

The 300,000-troop reduction that Xi announced at Beijing’s 3 September military parade will likely send additional personnel to the maritime militia, and could even further shape their command and control. Specifically, efforts to streamline the current long reporting chain through land-based forces might ensue. All the more reason that it’s vitally urgent to understand how China’s “Little Blue Men” get their sailing orders, and what those orders might be.

Navy Fires Commander Eric Rasch Over Iran’s Detention of Sailors

The Navy has fired the commander of the 10 American sailors who entered Iranian territorial waters in the Persian Gulf and were captured and held by Iran for about 15 hours.

In a statement Thursday, the Navy said it had lost confidence in Cmdr. Eric Rasch, who was the executive officer of the squadron that included the 10 sailors at the time of the January incident. He was responsible for the training and readiness of the more than 400 sailors in the unit.

A Navy official said Rasch failed to provide effective leadership, leading to a lack of oversight, complacency and failure to maintain standards in the unit. The official was not authorized to discuss the details publicly so spoke on condition of anonymity. More from NBC here.

Congressman: Classified Details of Iran’s Treatment of U.S. Sailors Will Shock Nation

Lawmaker says new details being withheld by Obama administration

FreeBeacon: The classified details behind Iran’s treatment of several U.S. sailors who were captured by the Islamic Republic during a tense standoff earlier this year are likely to shock the nation, according to one member of the House Armed Services Committee, who disclosed to the Washington Free Beacon that these details are currently being withheld by the Obama administration.

Rep. Randy Forbes (R., Va.) told the Free Beacon in an interview that the Obama administration is still keeping details of the maritime incident under wraps. It could be a year or longer before the American public receives a full accounting of the incident, in which several U.S. sailors were abducted at gunpoint by the Iranian military.

“I’ve had a full classified briefing” from military officials, Forbes told the Free Beacon. “It could be as long as a year before we actually get that released.”

Details of the abduction are likely to start an uproar in the nation and call into question the Obama administration’s handling of the incident, which many experts say violated international and maritime law.

“I think that when the details actually come out, most Americans are going to be kind of taken aback by the entire incident, both how Iran handled it and how we handled it,” Forbes disclosed. “I think that’s going to be huge cause for concern for most Americans. That’s why I’ve encouraged members of Congress to get that briefing so they do know exactly what did take place.”

Forbes suggested that Iran’s treatment of the U.S. sailors—which included filming them crying and forcing them to apologize at gunpoint—may have been much worse than what has been publicly reported.

“I think clearly there were violations of international and maritime law that took place here,” Forbes said. “We [the United States] did almost nothing in response, in fact, to have Secretary [of State John] Kerry actually thank them for releasing our sailors after they way they captured them, I think was a slap in the sailors’ face.”

Forbes is pushing a new measure that would increase sanctions on Tehran for its treatment of the U.S. sailors in order to hold Iran accountable for its aggressive behavior.

Forbes’ measure outlines a range of Iranian aggressions against U.S. forces in the Persian Gulf region.

“Iranian military and paramilitary vessels have repeatedly behaved in a dangerous and unprofessional manner in close proximity to naval vessels and commercial shipping operating in internationally recognized maritime traffic lanes,” according to a copy of the measure viewed by the Free Beacon.

The list of provocations includes a December 2015 incident in which Iran conducted a “live firing exercise within 1,500 yards of the U.S. aircraft carrier Harry S. Truman.”

Iranian military aircraft buzzed the Truman and a French aircraft carrier in the region in January.

“The administration will not stand up and say this is just wrong,” Forbes said. “Instead of thanking them the administration should be standing up and saying its wrong.”

Congress must take action to hold Iran accountable for its aggressive military behavior, Forbes said.

“These kind of actions undermine stability in the Gulf,” he said. “And they raise the danger of inadvertent escalation.”

“I think it goes without saying that if that’s the case and they won’t stop that activity, all of that should at least be considered and debated as part of any Iran sanctions bill that may come up in the future.”

 

China Has Militarized the S. China Sea

China Is ‘clearly militarizing’ The South China Sea

The U.S. confirmed that China recently deployed fighter jets to Woody Island.

China is “clearly militarizing the South China (Sea),” said Admiral Harry Harris, head of the U.S. Pacific Command, adding: “You’d have to believe in a flat Earth to think otherwise.”

Harris said he believed China’s deployment of surface-to-air missiles on Woody Island in the South China Sea’s Paracel chain, new radars on Cuarteron Reef in the Spratlys and its building of airstrips were “actions that are changing in my opinion the operational landscape in the South China Sea.”

Soon after he spoke, U.S. government sources confirmed that China recently deployed fighter jets to Woody Island. It was not the first time Beijing sent jets there but it raised new questions about its intentions.

“The question is whether they might stay this time,” said Gregory Poling, director of the Asia Maritime Transparency Initiative at the Center for Strategic and International Studies.

But U.S. and Chinese foreign ministers signaled that despite disagreements over the South China Sea, they were near agreement on a U.N. resolution against North Korea for its recent nuclear and missile tests and stressed their cooperation on economic and other issues. China dismisses US report of its so-called military threat in South China Sea

China’s defense ministry criticized a U.S. report assessing its island-building efforts in the South China Sea, saying it “hyped up” China’s so-called military threat.

The U.S. Defense Department’s annual report on China’s military activities had “wilfully distorted China’s national defense policy,” said ministry spokesman Yang Yujun, adding that the U.S. was too suspicious.

China expressed its “strong dissatisfaction and firm opposition” to the Pentagon report, Yang said.

“China follows a national defense policy that is defensive in nature,” he said. “China’s deepening military reforms and its strengthening of weapons and equipment building are aimed at maintaining sovereignty, security and territorial integrity and guaranteeing China’s peaceful development.”

The report to the U.S. Congress on Friday said that China was focused on developing and weaponizing the islands it has built in the disputed waters of the South China Sea so it will have greater control over the maritime region without resorting to armed conflict.

It accused China of “increasingly assertive efforts to advance its national sovereignty and territorial claims” and a lack of transparency about its growing military capabilities that are causing tensions with other countries in the region.

Yang said it was the United States that had been “frequently sending military aircraft and warships to the South China Sea to make a show of force.”

The airfields, harbors, and resupply facilities will allow China to “detect and challenge” rival claimants to the island and increase the military capabilities available to China and short their deployment times.

The report shows before-and-after pictures of seven disputed Spratly islands, including Fiery Cross Reef where a major buildup took place on 663 new acres of the island.

China’s missile buildup is one of the most prominent features of the PLA arsenal with new missiles and the addition of multiple warheads on both new and older systems.

The report also revealed that China is planning a new long-range stealth bomber that would give Beijing a nuclear triad along with ground- and sea-based strategic missiles.

China “is developing and testing several new classes and variants of offensive missiles, including a hypersonic glide vehicle; forming additional missile units; upgrading older missile systems; and developing methods to counter ballistic missile defenses,” the report said.

Several new attack and ballistic missile submarines also have been built and are continuing to be deployed.

China is also building up its space warfare capabilities, and last year, it advanced work on an anti-satellite missile tested in July 2014.

A section of the report on China’s energy strategy reveals that China will remain heavily dependent on foreign oil. Sixty percent of its oil was imported in 2015, and by 2035, Beijing will be importing 80 percent of its oil.

Energy supplies are vulnerable to disruption as some 83 percent of China’s oil currently passes through the South China Sea and Strait of Malacca.

Land pipelines are being built from Russia and Kazakhstan as part of efforts to maintain a supply chain that is less susceptible to disruption.

The report described China’s development of long-range precision attack capabilities as “extraordinarily rapid.”

Ten years ago China’s military had a limited capability to strike targets beyond the 100-mile-wide Taiwan Strait. “Today, however, China is fielding an array of conventionally armed short-range ballistic missiles (SRBMs), as well as ground- and air-launched land-attack cruise missiles (LACMs), special operations forces (SOF), and cyber warfare capabilities to hold targets at risk throughout the region,” the report said.

“U.S. bases in Japan are in range of a growing number of Chinese [medium-range ballistic missiles] as well as a variety of [land-attack cruise missiles],” the report said, adding that Guam could be targeted by long-range cruise missiles on H-6K bombers that conducted the first flights into the Pacific last year.

The DF-26 missile also was unveiled at a military parade and can conduct precision attacks on Guam, a major U.S. military hub and a key base for the Pentagon’s pivot to Asia.

Land-attack cruise missiles also are far more accurate and can strike enemy airbases, logistic centers, communications, and other ground-based infrastructure.

In a future conflict, the PLA plans to attack supply centers and power projection capabilities that are used in coordinating transportation, communications, and logistics.

China’s military spending was estimated in the report to be greater than $180 billion but could be larger because of Chinese secrecy. The report estimates the budget will grow to $260 billion by 2020.

The report contains a section explaining that the PLA remains a politicized “Party army” rather than a traditional national armed force.

Chinese state media rejects the notion of an apolitical national army because Chinese leaders regard the Soviet Communist Party lack of control over the military as a key factor in the 1991 collapse of the Soviet Union.

One new reform was creating a Political Work Department within the PLA to maintain party control. “The PLA’s political work system is the primary means through which the CCP ‘controls the gun’ in accordance with Mao Zedong’s famous dictum that ‘political power grows out of the barrel of a gun,’” the report says.

Control mechanisms include political commissars, a Party committee system, and Party investigative units.

The Pentagon’s policy, according to the report, seeks to “deepen practical cooperation” while managing differences, a policy that critics say has led to misunderstanding China’s growing official animosity toward the United States.

The solution offered in the report for dealing with the increasing Chinese military threat is to “monitor and adapt” to the buildup and encourage Beijing to end the secrecy of its strategy and arms buildup.

The report made no mention of China’s growing anti-American stance as reflected in both state-run media and official military writings.

In 2013, China’s Communist Party-affiliated newspaper Global Times published a detailed report on future nuclear attacks on the western United States showing how the strikes would kill 12 million Americans through blast and radiation.

U.S. Small Teams Back in Libya

Libya has a new but rather feeble UN backed government. This has caused still more political conflict in the country and there are divided regions that remain.

The Government of National Accord and the council has worked to gain political power in the divided country, including by appropriating government facilities in Tripoli, such as the Central Bank and the National Oil Corporation, as well as freezing the assets of political opposition members. While the international community hailed the Presidential Council’s arrival as the coming of Libyan unity, events on the ground suggest this is far from reality.

Meanwhile, several Western allied countries have had some small deployments in Libya since 2015 due to Islamic State having an estimated 5 to 6000 fighters in the region. The United States has 2 small teams LPOP’s (listening posts/observation posts) there gathering intelligence, cultivating friendlies and plotting action should the order be given to take on ISIS controlled towns.

U.S. establishes Libyan outposts with eye toward offensive against Islamic State

WaPo: American Special Operations troops have been stationed at two outposts in eastern and western Libya since late 2015, tasked with lining up local partners in advance of a possible offensive against the Islamic State, U.S. officials said.

Two teams totaling fewer than 25 troops are operating from around the cities of Misurata and Benghazi to identify potential ­allies among local armed factions and gather intelligence on threats, according to the officials, who spoke on the condition of anonymity to discuss a sensitive mission overseas.

The insertion of a tiny group of U.S. personnel into a country rife with militant threats reflects the Obama administration’s worries about the Islamic State’s powerful Libyan branch and the widespread expectations of an expanded campaign against it. For months, the Pentagon has been developing plans for potential action against the group, which has at least several thousand fighters in the coastal city of Sirte and other areas. And the U.S. personnel, whose ongoing presence had not been previously reported, is a sign of the acceleration toward another military campaign in Libya.

The mission is also an illustration of President Obama’s reliance on elite units to advance counterterrorism goals in low-visibility operations.

The activities of the American “contact teams,” as they are known, take place in parallel to those of elite allied forces from France and other European nations in the same areas, U.S. and Libyan officials said.

Officials hope the special operators will ultimately have an outsize impact on the effectiveness of local forces. Special Operations forces in Syria, for instance, have been trying to guide opposition operations and help them capi­tal­ize on foreign air power as they advance on the Islamic State.

“These types of activities can be the difference between success and failure in what the administration refers to as areas outside of active hostilities,” said William F. Wechsler, who was a senior Pentagon official overseeing Special Operations activities until last year. “You’re mapping local networks, both friendly and unfriendly.”

The U.S. troops, who began making visits to Libya last spring and established their twin outposts six months later, have been cultivating relationships among forces that are mobilizing for a possible assault against the Islamic State in its Sirte stronghold.

Pentagon spokesman Peter Cook declined to provide specific information about the U.S. assessment teams. But he said that military personnel had been meeting periodically with a variety of Libyans “in an effort to help them reestablish a safe and secure environment.” The effort is part of a larger Obama administration strategy to bring Libya’s feuding factions together behind a fragile new unity government, which officials believe is best positioned to combat the Islamic State.

In Libya, a key element of the mission is identifying which factions will align themselves with the unity government. Since a civil conflict erupted in 2014, Libya has been dominated by two rival governments in the country’s east and west. The Obama administration and its European allies are hoping the unity government, installed after U.N.-brokered peace talks, can end Libya’s partition, which opened the door to extremists and plunged the oil-rich country into economic crisis.

 

The troops also are assessing security conditions so that, if a broader mission takes place, the United States can move in additional personnel more safely.

“How do you avoid Libya becoming like Syria?” said Paul Scharre, a former Army Ranger and Defense Department official who is now at the Center for a New American Security. “This is one of the tools in your toolbox to stave that off.”

Although the Islamic State is far smaller in Libya than its parent organization in Iraq and Syria, the group and has used similar tactics to enforce its brutal version of Islam, including mass executions, and has launched attacks across the North African nation.

“We’re obviously watching the threats very closely,” a senior administration official said, also speaking on the condition of anonymity.

If the White House does authorize a broader campaign in Libya, it is expected to be on a smaller scale than operations in Iraq and Syria. Apart from the ongoing air campaign against the Islamic State, the United States has more than 5,000 troops on the ground in Iraq, and Obama ­recently expanded the Special Operations force in Syria.

The United States has launched two airstrikes against Islamic State targets in Libya since late 2015, but Pentagon officials have said they have identified dozens of other targets that might be hit if a more sustained operation takes place.

An expanded mission in Libya will be forced to grapple with the same internal divisions that have undermined other foreign attempts to foster stability since 2011. In an illustration of those tribal and political fissues, the two forces preparing to advance on the Islamic State — militia forces loyal to Misurata and army troops under Gen. Khalifa Hifter — have clashed with each other.

The Misuratan forces recognize the unity government in Tripoli; those loyal to Hifter do not. Likewise, three factions have established separate command centers to oversee an offensive against the Islamic State in Sirte, including Hifter; the unity government; and an alternate prime minister in Tripoli, who continues to assert his authority.

American officials fear that uncoordinated offensives will only afford the Islamic State an opportunity to grow stronger.

At the same time, some officials privately complain that foreign support for eastern forces loyal to Hifter — including from U.S. ­allies France and Egypt — makes consolidation of the unity government’s power more difficult.

“We have been working with our allies to urge focus on ISIL and not fueling rivalries across the country,” a senior U.S. official said, using an acronym for the Islamic State. Local factions are being asked to do the same, and “as the ISIL threat becomes clearer and clearer, it becomes easier to find Libyans who are prepared to do that.”

The French Embassy in Washington declined to comment on French military activity in Libya. “Our priority in Libya is full support to the government and not support to a particular force,” a French diplomatic official said.

A spokeswoman for the Egyptian Embassy in Washington did not immediately respond to a request for comment.

Military officials have sought to keep the ongoing presence of U.S. personnel quiet, in part because of Libyans’ sensitivities about foreign troops and also because of the vulnerability of small teams operating in a country gripped by lawlessness. Benghazi was the site of the 2012 attacks that killed four Americans, including the U.S. ambassador.

Last December, a visit by one team of special operators to far western Libya was made public when local militia forces took photos of the Americans with their assault rifles, grenade launchers and GPS devices. The U.S. personnel promptly departed.

The Pentagon is seeking to enhance protection of its advance force from the sky. This year, Italy granted the United States permission to use Italian airfields to launch armed drone flights over Libya for defensive purposes.

Wechsler said the Pentagon had been willing to accept the dangers faced by such teams because of the value they provided to subsequent military operations.

“When the military is dropping Hellfires from a drone, there is by design a zero percent chance of
an American getting killed,” Wechlser said. “But when you’re trying to do the important work to understand the human terrain and build up surrogates, the risk . . . can never be mitigated down to zero.”

Today, May 12, 2016, the missile shield located in Romania went live and this has further angered Russia.

The missile interceptor station in Deveselu, southern Romania, will help defend NATO members against the threat of short and medium-range ballistic missiles — particularly from the Middle East, US assistant secretary of state Frank Rose told a news conference in Bucharest Wednesday.

 

But Russia has taken a dim view of the project, seeing it as a security threat on its doorstep.

“Both the US and NATO have made it clear the system is not designed for or capable of undermining Russia’s strategic deterrence capability,” Rose said.

“Russia has repeatedly raised concerns that the US and NATO defence are directed against Russia and represents a threat to its strategic nuclear deterrent. Nothing could be further from the truth.”

Russia has a response and actually Britain did as well. Britain says Typhoon fighters intercepted three Russian military transport aircraft approaching Baltic states. The British fighters, scrambled from the Amari air base in Estonia, intercepted the Russian aircraft, which were not transmitting a recognised identification code and were unresponsive, the ministry said.

 

To add to the matter, the missile defense system slated for Poland that Barack Obama cancelled a few years ago is about to go live as well. This system was for the most part a private investment between U.S. contractors and European countries.

Poland chose the U.S. defense company’s bid over a rival European offering and one from the MEADS consortium led by Lockheed Martin Corp. LMT 1.05 % Officials also selected a unit of Airbus Group NV to supply 50 military helicopters—down from its previous plan for 70—over bids from U.S.-based Sikorsky and AgustaWestland, a European consortium. Poland has pledged to increase its military spending amid concerns that the smoldering separatist conflict in eastern Ukraine will erupt into a full-scale military conflict. Warsaw plans to return to its earlier policy of spending 2% of gross domestic product on its armed forces in 2016, after it scaled back spending in recent years to shore up its public finances. The missile shield is expected to be a part of the North Atlantic Treaty Organization’s long-running project to deter missile attacks in Europe. The project is hotly contested by Moscow, which argues its aim is to threaten Russia rather than to protect itself from a potential threat from Iran, as NATO has said in the past. The US has switched on a missile shield in Romania that it sees as vital to defending itself and Europe from long-range missiles fired by rogue states, prompting anger from the Kremlin which believes the shield’s main goal is to weaken its own strategic nuclear capabilities.

The eventual missile shield will stretch from Greenland to the Azores, and will be ready by the end of 2018. On Friday, the US will break ground on a final site in Poland. The proposal was first agreed by the administration of George W Bush a decade ago and is a longstanding gripe for Moscow, despite repeated assurances from Washington that it is not aimed against Russia. Control of the missile shield will be handed over to Nato in July, with command and control run from a US airbase in Germany.

Poland is concerned Russia may retaliate further by announcing the deployment of nuclear weapons to its enclave of Kaliningrad, located between Poland and Lithuania. Russia has stationed anti-aircraft and anti-ship missiles there, able to cover huge areas and complicate Nato’s ability to move around.

The Kremlin says the shield’s aim is to neutralise Moscow’s nuclear arsenal long enough for the US to strike Russia in the event of war. While US and Nato officials were adamant that the shield was designed to counter threats from the Middle East and not Russia, they remained vague on whether the radars and interceptors could be reconfigured to defend against Russia in a conflict.
