Senior White House and State Department officials failed to grasp the Taliban’s steady advance on Afghanistan’s capital and resisted efforts by U.S. military leaders to prepare the evacuation of embassy personnel and Afghan allies weeks before Kabul’s fall, placing American troops ordered to carry out the withdrawal in greater danger, according to sworn testimony from multiple commanders involved in the operation.

An Army investigative report, numbering 2,000 pages and released to The Washington Post through a Freedom of Information Act request, details the life-or-death decisions made daily by U.S. soldiers and Marines sent to secure Hamid Karzai International Airport as thousands converged on the airfield in a frantic bid to escape.

Beyond the bleak, blunt assessments of top military commanders, the documents contain previously unreported disclosures about the violence American personnel experienced, including one exchange of gunfire that left two Taliban fighters dead after they allegedly menaced a group of U.S. Marines and Afghan civilians. In a separate incident a few days later, U.S. troops killed a member of an elite Afghan strike unit that had joined the operation and wounded six others after they fired on the Americans.

The investigation was launched in response to an Aug. 26 suicide bombing just outside the airport that killed an estimated 170 Afghan civilians and 13 U.S. service members. But it is much broader, providing perhaps the fullest official account yet of the evacuation operation, which spanned 17 nightmarish days and has become one of the Biden administration’s defining moments — drawing scrutiny from Republicans and Democrats for the haphazard nature in which the United States ended its longest war.

Military personnel would have been “much better prepared to conduct a more orderly” evacuation, Navy Rear Adm. Peter Vasely, the top U.S. commander on the ground during the operation, told Army investigators, “if policymakers had paid attention to the indicators of what was happening on the ground.” He did not identify any administration officials by name, but said inattention to the Taliban’s determination to complete a swift and total military takeover undermined commanders’ ability to ready their forces.

Vasely could not be reached for comment.

The report includes witness statements from dozens of people interviewed after an Islamic State-Khorasan operative detonated a suicide vest at the airport’s Abbey Gate. Senior defense officials announced Friday that the investigation had determined that a single bomb packed with ball bearings caused “disturbing lethality” in the tightly packed outdoor corridor leading to the airfield.

The operation evacuated 124,000 people before concluding about midnight Aug. 31. It required U.S. commanders to strike an unusual security pact with the Taliban and rapidly deploy nearly 6,000 troops to assist a skeleton force of about 600 left behind under Vasely’s command to protect U.S. Embassy personnel. U.S. officials have lauded the effort, but critics have said that although U.S. troops performed heroically, the evacuation was flawed and incomplete, leaving behind hundreds of Americans and tens of thousands of Afghans who supported the war effort and were promised a way out.

John Kirby, the Pentagon’s chief spokesman, said in response to questions about the report that while the airlift was a “historic achievement,” Defense Secretary Lloyd Austin has acknowledged it was “not perfect.”

“We are committed to, and are intensely engaged in, an ongoing review of our efforts during the evacuation, the assessments and strategy during the conflict, and the planning in the months before the end of the war,” Kirby said. “We will take those lessons learned, and apply them, as we always do, clearly and professionally.”

Marine Gen. Kenneth “Frank” McKenzie, chief of U.S. Central Command, said in an interview Tuesday that he was “not surprised” commanders had different opinions about how the evacuation could have gone better.

“But remember,” he said, “what did happen is we came together and executed a plan. There are profound frustrations; commanders, particularly subordinate commanders, they see very clearly the advantages of other courses of action. However, we had a decision, and we had an allocation of forces. You proceed based on that.”

There “might have been other plans that we would have preferred,” the general added, “but when the president makes a decision, it’s time for us to execute the president’s decision.”

Military officials told investigators that although the evacuation was in many ways cobbled together on the fly, planning within the Defense Department began months earlier. Initial discussions presumed the possible use of Bagram air base, a sprawling U.S. military installation 30 miles north of Kabul, and assistance from Afghan government forces to help secure the path there, Marine Corps Brig. Gen. Farrell J. Sullivan, who was involved in planning and oversaw the Marines sent into the capital, told investigators. Those plans evolved from incorporating both airfields to “just HKIA,” the Marine general said, using the military’s shorthand for Hamid Karzai International Airport.

U.S. officials have said previously that the decision to turn over Bagram to the Afghan government was made because it was deemed too far outside Kabul, where the majority of evacuees were expected to be, and because it would have required a significant number of U.S. troops.

“Everyone clearly saw some of the advantage of holding Bagram,” McKenzie said Tuesday, “but you cannot hold Bagram with the force level that was decided.”

Disagreement between U.S. military officials and American diplomats in Kabul about when to press forward with an evacuation appears to have gone back months. Vasely, who took command as the top officer in Afghanistan in July, said he was told by the departing four-star commander, Army Gen. Austin “Scott” Miller, that there would be opposition among senior officials at the embassy to shrinking its footprint in Kabul.

Ross Wilson, the acting U.S. ambassador to Afghanistan, was focused on maintaining a diplomatic presence there, Vasely said, and questioned how the United States was supposed to preserve its influence without an embassy, the admiral added.

Wilson did not respond to requests for comment.

Vasely told investigators that he was advised by embassy staff that he should provide those close to the acting ambassador with data illustrating the country’s rapid collapse to the Taliban, “so it could be sold as a collective approach and not a power grab by DoD.”

Wilson wanted two weeks to evacuate the embassy and leave a skeleton staff at the airport, military officials said. But by Aug. 12, three days before Kabul’s fall, Secretary of State Antony Blinken and White House national security adviser Jake Sullivan called Wilson and instructed him to move more quickly, Vasely told investigators.

Vasely “was trying to get the Ambassador to see the security threat for what it really was,” said another military official, whose name is redacted from the report. As many as 10 government-controlled districts were falling to the Taliban daily, this official noted, adding, “The embassy needed to position for withdrawal, and the Ambassador didn’t get it.”

By mid-July, Sullivan, the senior Marine officer involved in planning the evacuation, wanted to stage supplies to host 5,000 evacuees at the airport, but his effort was complicated because he was not permitted to discuss the possibility of a full-scale evacuation with anyone other than British officials, he told investigators. Other U.S. military leaders, whose names were redacted from the report, said there were fears among administration officials that if the United States, by raising alarm, inspired other governments to quickly leave Afghanistan, it would accelerate the central government’s demise.

The Marine general told investigators that trying to engage the embassy in discussions about an evacuation was “like pulling teeth” until early August. “After that,” he said, “it became more collaborative.”

A spokesman for Sullivan referred questions to McKenzie.

During an Aug. 6 meeting, a National Security Council official, who is not identified in the report, appeared to lack a sense of urgency and told others involved that if the United States had to execute an evacuation, it would signal “we have failed,” Brig Gen. Sullivan recalled. “In my opinion, the NSC was not seriously planning for an evacuation,” he said.

The White House declined to comment.

National Security Council officials convened meetings in July and early August to discuss embassy security in Kabul and assess whether the Taliban’s advance met previously identified benchmarks for taking further action, a person familiar with the situation said. Like some others who discussed the investigation’s findings with The Post, this person spoke on the condition of anonymity because the issue remains highly sensitive.

On Aug. 9, three days after the first provincial capital fell to the Taliban, Biden’s advisers convened meetings to discuss whether to begin closing the embassy, but senior officials unanimously decided it was still premature, the person said.

Another senior administration official on Monday defended how the State and Defense departments coordinated to execute Biden’s decisions. The State Department “steadily drew down our diplomatic presence in Kabul starting in April 2021, nearly four months before the fall of Kabul, when the Embassy went on ‘Ordered Departure’ status,” the official said.

The official declined to address criticism from senior military officials that the State Department showed a lack of urgency initially, but said the U.S. government “swiftly and nimbly” assembled a network of nearly two dozen overseas locations that hosted tens of thousands of Afghans, while also working to ensure “they’d pose no security or health threat” to American communities before being resettled in the United States.

By Aug. 14, Vasely believed Afghan President Ashraf Ghani’s government would collapse, he told investigators. The United States carried out 10 airstrikes against the Taliban that day 10 miles south of Kabul, killing about 100 fighters, but it did not halt its advance.

“We were killing them in bunches, destroying tactical vehicles, and they kept coming,” he said.

After word spread the next day that Ghani had fled the country, the airfield in Kabul descended into chaos, as thousands of desperate people sought a flight out. One medical officer interviewed by investigators compared the atmosphere that week to “Lord of the Flies,” the classic book in which teenagers stranded on an island fail to govern themselves. Several military officials recalled U.S. Marines coming under fire that night by Taliban fighters, and the Marines, in turn, killing two.

Army Maj. Gen. Christopher Donahue, who arrived after the collapse and oversaw airfield security, recalled that early discussions with the Taliban were tense.

“We told them that we would control the gates and they would push people out,” said Donahue, commanding general of the 82nd Airborne Division. “We expressed that they will comply, because if they fight us on this we would be able to kill more of them than they would ever hope to kill of us. After that their tone changed.”

At the embassy, U.S. troops went room to room on Aug. 15, pressing people to meet deadlines and get ready to go, an Army officer from the 10th Mountain Division told investigators. Some State Department personnel were “intoxicated and cowering in rooms,” and others were “operating like it was day-to-day operations with absolutely no sense of urgency or recognition of the situation,” the officer said.

An administration official said they had not previously heard that allegation. “Were there any truth to it, we presumably would not be learning of it six months after the fact,” the official said.

The mission eventually hit a rhythm in which thousands of people were screened and allowed to enter the airport each day to board outbound flights. But it remained dangerous.

Four Afghans were crushed to death in the first four days, and U.S. troops remained concerned that crowds could break open a gate and riot, service members recalled to investigators. A Marine officer reported that a stun grenade used for crowd control killed a civilian, an incident that should be further examined, the report says.

Between 40 and 50 people were detained each night after jumping fences, the report says.

Sullivan, the Marine general, told investigators that there were changing expectations about how many people associated with Afghan paramilitary units aiding the evacuation needed to be taken out of the country. He initially thought it was 6,000 people — including strike unit members and their families — but later learned the correct number was about 38,800, and advised that it would be wise for the military to request commercial airline help through the Civil Reserve Air Fleet to increase overall flights.

Additionally, U.S. troops were overwhelmed with thousands of requests from the White House, Congress and as far as the Vatican to locate and rescue specific people in the crowd, including some who would not otherwise have been eligible for the evacuation.

The bombing on Aug. 26 set off a scramble to save as many people as possible, but there was little the on-site medical personnel could do for those who died, they told investigators. The survivors relied on tourniquets and other first-aid equipment to help anyone they could, the report says.

Officials said on Friday that, in addition to the 13 service members who died, another 45 were wounded in the blast, with some suffering brain injuries that surfaced later.

On Aug. 29, an errant U.S. drone strike killed 10 Afghan civilians, including seven children. Top Pentagon officials initially justified the attack, saying they believed it had targeted another would-be suicide bomber. The victims included an aid worker and several members of his family.

Sullivan, the Marine general, suggested that those tense final days of the war in Afghanistan would have a lasting impact on those exposed to danger. Commanders, he suggested, should stay vigilant and watch for any further fallout.

“I am not particularly soft, as adversity comes with our duties,” he said, “but this was an extremely challenging situation.”

NYP: The United States has put together a profile of the suicide bomber who killed 13 US troops outside Hamid Karzai International Airport in Kabul four months ago.

As the militants overran the country, they emptied jails stocked with both their own prisoners and Islamic State terrorists opposed to them and the US.

“It’s hard to explain what the thinking was in letting out people who were a threat to the Taliban,” Edmund Fitton-Brown, a senior U.N. counterterrorism official said during a recent conference in Qatar, the outlet said.

Al-Logari has been active in terrorist for years before. A 2017 plot he was involved with in New Delhi, India was foiled and Al-Logari was eventually transferred to the CIA which stuck in at Parwan prison near Bagram Air Base.

The base — and its two runways — was infamously abandoned and overrun by the Taliban on July 1. The situation forced the US do conduct its later evacuation from the more exposed and less well-equipped Hamid Karzai International Airport.

The US controlled the base until it abandoned Bagram in early July. The revelation underscores the chaos around the final days of the withdrawal from Afghanistan and the struggle of the US to control a rapidly deteriorating situation around the airport as it relied on the Taliban to secure the perimeter of the airport.
The US handed Bagram Air Base over to the Afghan National Defense and Security Forces (ANDSF) on July 1, as the withdrawal of US forces from Afghanistan neared 90% completion.
At the time, there were approximately 5,000 prisoners at Bagram, an Afghan Ministry of Defense spokesman told CNN. A few hundred were criminals, but the vast majority were terrorists, the spokesman said, including members of al Qaeda, the Taliban, and ISIS. There were also foreign prisoners from Pakistan, Chechnya, and the Middle East detained there. It was up to the Afghans to secure the compound.
As the US was turning over Bagram to the ANDSF, the Taliban accelerated their sweep across the country, claiming to control 150 of Afghanistan’s 407 districts by July 5. It was a sign of things to come, as provincial capitals began falling to the Taliban offensive in rapid succession. By mid-August, the Taliban were on the doorstep of Kabul and the complete collapse of the Afghan military was virtually complete.Biden said, “We will not be deterred by terrorists… we will continue the evacuation.” He said that ISIS-K leadership and facilities will be attacked. More than 100,000 people were “taken to safety in the last 11 days. In the last 12 hours or so, another 7,000 have gotten out,” he said. “These ISIS terrorists will not win. We will rescue the Americans who are there…America will not be intimidated.”

He called those who died “part of the bravest, most capable and selfless military on the face of the earth.. the backbone of America, the spine of America, the best the country has to offer. Jill and I, our hearts ache for all those Afghan families who lost loved ones, including small children, in this vicious attack. We’re outraged.” source

$64 Million to Afghanistan Per Biden Admin but Add in $1.2 Billion

The Taliban is swimming in significant assets, with more to come. and China is delighted.he ultimate winner of two decades of war in Afghanistan is likely China. Secretary of State Antony Blinkin confirmed that if the Taliban behaves, the $64 million will be authorized. Further, there is the matter of nations around the world and the pledges they have made in ’emergency funds’ for Afghanistan.

At the first high-level conference on Afghanistan since the Taliban took power a month ago, Western governments, big traditional donors and others announced pledges that went beyond the $606 million that the United Nations was seeking to cover costs through the end of the year for protecting Afghans from looming humanitarian disaster.

U.N. humanitarian chief Martin Griffiths announced at the close of the ministerial meeting that more than $1.2 billion in humanitarian and development aid had been pledged. He said this included the $606 million sought in a “flash appeal” but also a regional response to the Afghan crisis that U.N. refugee chief Filippo Grandi spoke about after arriving in Kabul on a previously unannounced visit.

He wrote on Twitter that he would assess humanitarian needs and the situation of 3.5 million displaced Afghans, including over 500,000 displaced this year alone.

GovExe: The aircraft and armored vehicles left behind when U.S. forces withdrew will give China—through their eager partners, the Taliban—a broad window into how the U.S. military builds and uses some of its most important tools of war. Expect the Chinese military to use this windfall to create—and export to client states—a new generation of weapons and tactics tailored to U.S. vulnerabilities, said several experts who spent years building, acquiring, and testing some of the equipment that the Taliban now controls.

To understand how big a potential loss this is for the United States, look beyond the headlines foretelling a Taliban air force. Look instead to the bespoke and relatively primitive pieces of command, control, and communication equipment sitting around in vehicles the United States left on tarmacs and on airfields. These purpose-built items aren’t nearly as invincible to penetration as even your own phone.

“The only reason we aren’t seeing more attacks is because of a veil of secrecy around these systems,” said Josh Lospinoso, CEO of cybersecurity company Shift5. “Once you pierce that veil of secrecy…it massively accelerates the timeline for being able to build cyber weapons” to attack them.

Lospinoso spent ten years in the Army conducting penetration tests against radios, small computers, and other IT gear commonly deployed in Afghanistan.

Take the radios and communications equipment aboard the Afghan Air Force C-130 transport plane captured by the Taliban. The Pentagon has assured that the equipment was disabled. But if any of it remains on the plane an adversary with time and will could pick those apart one by one.

“You now have some or all of the electronic components on that system and it’s a representative laboratory; it’s a playground for building, testing, and iterating on cyber-attacks where maybe the adversary had a really hard time” until he obtained actual copies of the gear, Lospinoso said. “It is the playground for them to develop attacks against similar items.”

Georgianna Shea, who spent five years at MITRE helping the Pentagon research and test new technologies,  said the loss of key equipment to the Taliban “exposes everything we do in the U.S., DOD: our plans of action, how we configure things, how we protect things. It allows them unlimited time and access to go through and find vulnerabilities that we may not be aware of.”

“It’s not just a Humvee. It’s not just a vehicle that gets you from point A to point B. It’s a Humvee that’s full of radios, technologies, crypto systems, things we don’t want our adversaries getting a hold of,” said Shea, now chief technologist at the Foundation for Defense of Democracies’s Transformative Innovation Lab.

Of particular concern are the electronic countermeasures gear, or ECMs, used to detect improvised explosive devices.

“Imagine the research and development effort that went into develop those ECM devices that were designed to counter IEDs,” said Peter Christensen, a former director of the U.S. Army’s National Cyber Range. “Now, our adversaries have them. They’re going to have the software and the hardware that goes with that system. But also develop capabilities to defeat or mitigate the effectiveness of those ECM devices.”

Gear that has been “demilitarized” or “rendered inoperable,” as U.S. officials described the planes and vehicles left behind, can still reveal secrets, Shea said.

“In some cases, this equipment was fielded with the assumption we would have gates and guards to protect it. When it was developed, no one thought the Chinese would have it in their cyber lab, dissecting it, pulling it apart.”

Once an attacker has physical control of a device, little can stop her from discovering its vulnerabilities—and there are always vulnerabilities, Shea said.

Under current acquisition practices, most new defense gear is not tested for vulnerabilities until late in the design process. Testers often receive far too little time to test comprehensively. Sometimes they get just two weeks, she said, and yet “they always find something. Always.”

“Regardless of the previous testing that’s been done on compliance, they always find something: always… “They’re very backlogged and don’t have an unending amount of resources,” she said. So you have to schedule development with these testers. There’s not enough resources to test it to the depth and breadth that it should be to understand all of the vulnerabilities.”

Plans to fix newly discovered vulnerabilities “were often inconsistent or inadequate,” Christensen said.

Lospinoso, who spent years conducting such tests for the Army, still performs penetration testing for the U.S. military as a contractor. He says a smart hacker can usually find useful vulnerabilities  in hardware “within hours.”

When such a network attack disables a radio or a truck, troops are generally not trained to do anything about it. They may not even realize that they have been attacked, and may chalk up problems to age or maintenance problems.

“Every time we run an attack against a system, knocked out a subcomponent or have some really devastating effect that could cause loss of an asset—every time, the operator in the cockpit says, ‘We do not have operating procedures for what you just did,’” Lospinoso said.

Little of this is new. In 2017, the Government Accountability Office highlighted many of these concerns in a blistering report.

More than just insight into network vulnerabilities, the abandoned vehicles and gear will help China understand how U.S. forces work with partner militaries, said N. MacDonnell Ulsch, the CEO and chief analyst of Phylax Analytics.

“If you were to take all of the technology that was currently deployed in Afghanistan by the [United States] and you made an assessment of that, you have a point in time and a point in place reference of what the status quo is; what technology is being used, how much it costs, what’s it capable of doing and you realize it’s going to a developing nation,” Ulsch said.

China can use the knowledge to develop their weapons and tactics, but also to give their arms-export sales team an edge, he said. The Taliban have highlighted their nascent partnership with China as perhaps their most important foreign diplomatic effort. China, meanwhile, has already begun giving millions in aid to the new regime.

Whatever vulnerabilities China does discover will likely imperil U.S. troops for years to come, Lospinoso said.

“There is a zero percent chance we will go back and re-engineer” all of the various systems with serious cyber vulnerabilities, he said. “We are stuck with billions and billions in weapon systems that have fundamental flaws.”

 

Deputy CIA Director Says Here Comes al Qaeda Again

Leaving Afghanistan and abandoning Bagram Air Base immediately created a terror state. Did anyone contemplate that?

Meanwhile, the Taliban has named Mohammad Hassan Akhund, a longtime ally of Taliban founder Mullah Mohammad Omar, to serve as the country’s acting prime minister. Akhund, who was the Taliban’s foreign minister before the U.S. invasion in 2001, told the United Nations in 1999 that “we will never give up Osama [bin Laden] at any price.”Hibatullah Akhundzada, considered the “emir” of Afghanistan by the Taliban, is a strong al Qaeda ally and proud father of a suicide bomber known as the “commander of the faithful.” Current al Qaeda leader Ayman Zawahiri reportedly swore allegiance to him as the “emir of the believers” in 2016.

Al Qaeda could reconstitute in Afghanistan and regain the capability to threaten the U.S. in “one to two” years, intelligence chiefs said Tuesday, revising downward estimates that were previously issued by the Pentagon.

“The current assessment, probably conservatively, is one to two years for al Qaeda to build some capability to at least threaten the homeland,” said Lieutenant General Scott Berrier, director of the Defense Intelligence Agency (DIA), at an annual summit hosted by the Intelligence and National Security Alliance, with panels moderated by CBS News.

“That said, DIA is not going to take…their eye off the ball of terrorism,” Berrier said.

CIA deputy director David Cohen said at the same event that the agency was keeping “a very keen watch” on the terror network’s activities in Afghanistan, adding there is evidence its militants are returning to the country.

“[W]e are already beginning to see some of the indications of some potential movement of al Qaeda to Afghanistan,” Cohen said, “but it’s early days, and we will obviously keep a very close eye on that.”

The Taliban, who seized control of Afghanistan in a stunningly rapid takeover last month, are known to have maintained close ties with al Qaeda and are suspected by analysts of harboring senior operatives.

Both U.S. officials said Tuesday that intelligence agencies were working on ways to continue intelligence collection without a troop presence or embassy in the country, acknowledging current capabilities had been meaningfully reduced by the U.S. withdrawal. Lawmakers, counterterrorism experts and former intelligence officials have expressed concern over how reliable so-called over-the-horizon capabilities can be without networks of informants to guide them.

“We’re thinking about ways how to gain access back into Afghanistan with all kinds of sources,” Berrier said. “We are prioritizing that effort.”

Cohen said the agency would seek to maintain a network of intelligence assets within Afghanistan, but that operating from a distance and absent a physical presence was not a “new” challenge for the intelligence community.

“As we work from over the horizon principally…we will also look for ways to work from within the horizon, to the extent that is possible,” Cohen said. “But we will approach this in the way that we have approached the counterterrorism mission in many places around the world for a number of years, and I think, as a community, we continue to get better and better at doing that.”

Speaking at the summit on Monday, Director of National Intelligence Avril Haines said Afghanistan did not currently top the list of international terror threats, saying the “greatest threat” came from militant groups operating in Yemen, Somalia, Iraq and Syria.

Blame Begins With Obama for the New Taliban Government

The Biden administration is waiting for good behavior by the Taliban before it officially recognizes the Taliban as the official government in Afghanistan, that is while China already has.

FB: Chinese diplomats relegated Biden climate czar John Kerry to a Zoom conference the same day China joined Taliban leaders in a photo-op to pledge “friendly relations” with the terror group.

Kerry was denied face-to-face interactions with senior Chinese officials such as Foreign Minister Wang Yi and Vice Premier Han Zheng. China instead dispatched a junior-level climate official to meet with the former secretary of state in the city of Tianjin. Kerry’s bungled visit coincided with Beijing’s open-arms embrace of Taliban leadership at an in-person visit in Qatar, affirming China’s interest in furthering “friendly relations” to fill the vacuum in Afghanistan left by America’s withdrawal.

Kerry met separately with Yi and Zheng over Zoom. The Chinese officials reportedly bristled at Kerry’s suggestions to decouple climate change from other issues fraught with tensions between China and the United States, leaving no immediate results from the meetings. One expert told Voice of America the Taliban received a better welcome than Kerry. The Biden climate czar, however, said the meetings proved “very constructive and detailed,” but deferred to Secretary of State Antony Blinken and President Joe Biden to set a timetable for further talks with the Chinese.

The White House did not return a request for comment about their plans for future climate talks with Beijing. The State Department declined to comment.

FB: A Taliban spokesman on Tuesday announced the appointment of a terrorist on the FBI’s most-wanted list to a cabinet-level position in its new government.

Sirajuddin Haqqani, who is a senior leader in the al Qaeda-aligned Haqqani network of terror groups, will serve in the Taliban’s government as minister of the interior. He is wanted by federal authorities for his involvement in a 2008 bombing in Kabul that killed Thor Hesla, a U.S. citizen. The State Department is offering up to $5 million for information leading to Haqqani’s arrest.

Haqqani authored an op-ed in the New York Times in February 2020, which expressed the demands of the Taliban ahead of talks with U.S. officials in Qatar.

The Taliban leader said his organization would work to protect human rights for all Afghans and work toward “mutual respect” with foreign powers. The claims run counter to reports of atrocities the Taliban have committed against Afghans, many of whom assisted the United States during its 20-year war in Afghanistan.

Haqqani’s op-ed ran four months before a now-infamous New York Times editorial by Sen. Tom Cotton (R., Ark.) that argued federal forces should be deployed to quell violence and restore order in America’s cities during the summer’s riots. Whereas some employees said Cotton’s views put black journalists at the newspaper “in danger,” no Times employees said publishing a known terrorist’s words in their opinion pages put any subgroup of U.S. citizens at risk.

United Nations-sanctioned terrorist Mohammad Hasan Akhund will lead the newly installed Taliban government. A 2020 report from the United Nations Security Council said the Taliban’s senior council of 20 members—including Akhund—maintained close ties with al Qaeda during negotiations with the West.

JTN: The new interior minister is Sirajuddin Haqqani, who led the Haqqani network, has a $5 million bounty out on him by the FBI for being on their most-wanted list, and is believed to be still holding an American hostage, The Associated Press reported. The American, a civilian contractor named Mark Frerichs, has not been heard from since being abducted by the network in January 2020.

The Haqqani network, which controls much of eastern Afghanistan, has been blamed for coordinating kidnappings, often of Americans, and attacks in Kabul over the last 20 years.

Taliban spokesman Zabihullah Mujahid explained in announcing the cabinet that the appointments were temporary, but did not say how long they would last or what would be the reason for a change, according to the AP. The Taliban has not indicated that they plan on holding elections.

Mullah Hasan Akhund, the interim prime minister, led the Taliban government during the final years of its previous rule. One of his two deputies, Mullah Abdul Ghani Baradar, led talks with the U.S. and signed the deal leading to the withdrawal. The other deputy, Abdul Salam Hanafi, is a long-time Taliban member, the AP reported.

The new defense minister is Mullah Mohammad Yaqoob, who is the son of Taliban founder Mullah Mohammad Omar.

Amir Khan Muttaqi is the foreign minister, and was also a prominent figure from the Taliban’s last rule.

FNC: Four out of five Guantanamo detainees whom former President Barack Obama released in exchange for former U.S. Army Sgt. Bowe Bergdahl in 2014 now hold senior positions in the interim government created by the Taliban in Afghanistan.

Thomas Joscelyn, a senior fellow for the Foundation for Defense of Democracies (FDD), noted that Fazl will also return to his role as deputy defense minister. “U.S. officials found that Fazl worked with senior al Qaeda personnel, including Abdel Hadi al Iraqi, one of Osama bin Laden’s chief lieutenants,” Joscelyn wrote in a tweet. “Al Iraqi is still held at Guantanamo.”

Late last month, following the Taliban’s takeover of Afghanistan, the Taliban announced that Mohammad Nabi Omari, another former Guantanamo Bay Naval Base (GTMO) detainee with close ties to al Qaeda, would govern Khost Province.

In 2011, a Washington, D.C., district court judge found that Khairkhwa “was, without question, a senior member of the Taliban both before and after the US-led invasion of Afghanistan in October 2001.”

The court also denied Khairkhwa’s petition for a writ of habeas corpus, concluding that he “has repeatedly admitted that after the terrorist attacks of September 11, 2001, he served as a member of a Taliban envoy that met clandestinely with senior Iranian officials to discuss Iran’s offer to provide the Taliban with weapons and other military support in anticipation of imminent hostilities with US coalition forces.”

Sirajuddin Haqqani, the head of the militant group known as Haqqani Network, now serves as acting interior minister for the Taliban government. The U.S. has put a $10 million bounty on Haqqani’s head. Since 2016, Haqqani has served as one of two deputy leaders of the Taliban.

Nebraska GOP Sen. Ben Sasse released a statement on Tuesday regarding the Taliban’s formation of the government, insisting that the trust President Joe Biden and U.S. officials placed in the Taliban is “pathetic.”

“President Biden still clings to an insane fantasy that the Taliban is kinder and gentler,” Sasse said. “It’s nonsense. Haqqani is the Taliban’s new interior minister for precisely the same reason the FBI’s got a $5 million bounty on his head: he’s a bloodthirsty terrorist. He’s armed, dangerous, and running a country we just abandoned.”
