Russia, Iran Ready to Sign S-300 Delivery Contract in Near Future

TEHRAN (FNA)- A contract between Moscow and Tehran on the delivery of Russian S-300 missile defense systems to Iran will be signed in the near future, Russian Deputy Foreign Minister Sergei Ryabkov said on Wednesday.

“The negotiations are continuing, the contract will be signed in the near future. All political decisions have been made, there are no obstacles there,” Ryabkov was quoted as saying by Sputnik news website.

In 2007, Iran signed a contract worth $800mln to buy five Russian S300 missile defense systems.

But the deal was scrapped in 2010 by the then-Russian President Dmitry Medvedev under the pretext of the UN Security Council sanctions, although the UN embargoes did not include defensive military systems.

Iran filed a $4bln lawsuit against Russia in the international arbitration court in Geneva.

Moscow then struggled to have the lawsuit dropped, including by offering the Tor anti-aircraft systems as replacement, media reported in August, adding that the offer was rejected by Tehran.

Yet, some reports said the Antei-2500 could be a better solution. The system does not formally fall under the existing sanctions against Iran while still being useful for the Middle-Eastern country.

While the S-300 was developed for the use by missile defense forces, the Antei-2500 was specifically tailored for the needs of ground forces, which could also be an advantage for Iran, known for its large land force.

Later, Iran rejected the offer, stressing that it would not change its order.

The S-300 is a series of Russian long range surface-to-air missile systems produced by NPO Almaz, all based on the initial S-300P version. The S-300 system was developed to defend against aircraft and cruise missiles for the Soviet Air Defense Forces. Subsequent variations were developed to intercept ballistic missiles.

The S-300 system was first deployed by the Soviet Union in 1979, designed for the air defense of large industrial and administrative facilities, military bases, and control of airspace against enemy strike aircraft.

In the meantime, Iran designed and developed its own version of the S-300 missile shield, known as Bavar (Belief) 373. The Iranian version has superior features over the original Russian model as it enjoys increased mobility and reduced launch-preparation time.

In April, Iranian Defense Minister Brigadier General Hossein Dehqan announced that Iran would receive the S-300 air defense systems from Russia in 2015.

“We will sign the contract for the delivery of S-300 air defense systems with the Russian side during an upcoming visit to Moscow in the current year,” Brigadier general Dehqan said prior to his departure to Moscow to take part in 2015 International Moscow Security Conference.

He noted that the Iranian Defense Ministry had studied the details of the S-300 contract and the air defense system would be delivered to Iran before the end of 2015.

“What is important is that since the beginning of talks about this contract, the Americans and the Zionist regime voiced their opposition to the sale of S-300 systems and called for a halt to the implementation of the contract,” Brigadier General Dehqan said.

In April, President Putin removed the ban on the delivery of the missile shield to Iran.

Following the announcement, Brigadier General Dehqan said “the decree came as an interpretation of the will of the two countries’ political leaders to develop and promote cooperation in all fields”.

Putin’s decision was announced hours after relevant reports said the Kremlin also plans to supply China with the advanced S-400 air defense system.

Putin said during a meeting with Iran’s Admiral Shamkhani that his decision to deliver the sophisticated S-300 air defense missile systems to Tehran set a role model at global class that every nation should remain loyal to its undertakings.

“The decision which was taken today bears this clear message that all countries are necessitated to remain committed to their undertakings,” Putin said at the meeting in Moscow.

In January, Tehran and Moscow signed an agreement to broaden their defensive cooperation and also resolve the problem with the delivery of Russia’s S300 missile defense systems to Iran.

The agreement was signed by General Dehqan and his visiting Russian counterpart General Sergei Shoigu in a meeting in Tehran in January.

The Iranian and Russian defense ministers agreed to resolve the existing problems which have prevented the delivery of Russia’s advanced air defense systems to Iran in recent years.

The two sides also agreed to broaden their defense cooperation and joint campaign against terrorism and extremism.

Russian build-up in Syria part of secret deal with Iran’s Quds Force leader

FNC: As the Pentagon warily eyes a Russian military build-up in Syria, Western intelligence sources tell Fox News that the escalated Russian presence began just days after a secret Moscow meeting in late July between Iran’s Quds Force commander — their chief exporter of terror — and Russian President Vladimir Putin.

Fox News has learned Quds head Qassem Soleimani and Putin discussed such a joint military plan for Syria at that meeting, an encounter first reported by Fox News in early August.

“The Russians are no longer advising, but co-leading the war in Syria,” one intelligence official said.

The Quds Force is the international arm of Iran’s Revolutionary Guard, involved in exporting terrorism to Iran’s proxies throughout the Middle East including Lebanon, Syria, Iraq and Yemen.

Intelligence sources told Fox News that — in addition to the previously reported arrival of nearly 50 Russian marines, 100 housing units and armored vehicles delivered by a stream of massive Antonov-124 Condor military transport aircraft and two Russian landing ships in Syria — the Russians have delivered aviation, intelligence and communications facilities to deploy a powerful offensive force.

Officials who have monitored the build-up say they’ve seen more than 1,000 Russian combatants — some of them from the same plainclothes Special Forces units who were sent to Crimea and Ukraine. Some of these Russian troops are logistical specialists and needed for security at the expanding Russian bases.

“Imagine how the Americans came to Iraq and Afghanistan. It’s the same kind of build-up. They bring everything, they build everything they need,” the intelligence official said.

The shadowy Iranian commander Soleimani visited Moscow from July 24-26 — just 10 days after the nuclear deal was announced, despite a travel ban and U.N. Security Council resolutions barring him from leaving Iran. He met with Russian Defense Minister Sergei Shoigu and Putin to discuss arms deals. But Fox News has since learned that the Russian and Iranian leaders were also discussing a new joint military plan to strengthen Syrian President Bashar Assad, a plan that is now playing out with the insertion of Russian forces in Syria.

There are indications that Soleimani is not only involved in the Russian build-up in Syria, but may be leading the operation, though he has not been seen in Syria recently.

The Russians want to protect their interests in Syria. When the Syrian civil war began in 2011, the Russians had $4 billion in outstanding arms contracts with the Syrian government. The Russian Navy has maintained a base in Syria since the 1970s. This week, an image also surfaced purporting to show Nusra Front fighters standing by a Russian-supplied aircraft at a captured Syrian air base.

U.S. defense sources tell Fox News that most of Russia’s heavy military equipment has arrived by sea onboard Russian amphibious transport ships. Those ships began arriving in the Syrian port of Tartous in recent days. U.S. officials have confirmed a total of eight military cargo planes from Russia landed in the past few days outside Latakia, a port city on the Mediterranean, becoming an almost daily occurrence.

Onboard those vessels: Russian armored vehicles, tanks, helicopters, unmanned drones that can be armed and used for intelligence gathering. Western intelligence sources also confirm that the Russians have sent a mobile air traffic control system, communication/listening units, and pre-built housing units.

Fox News has learned that the Russian units include  members of the Airborne Rifle brigade, the equivalent of U.S. Army Rangers.

The reason that the Iranians are increasingly concerned about Assad’s future is that they do not want a situation in which the Islamic State makes its way to Lebanon unchallenged, posing a threat to Iran’s proxy Hezbollah, according Western sources. This makes the Iranians natural allies of the Russians.

Iran, these sources say, wants Syria to serve as its buffer zone between ISIS and Hezbollah.

Few think Russia’s military build-up denotes an intent by Russia to join the U.S.-led anti-ISIS coalition. Despite downplaying the reports last week, the State Department and Pentagon are now so concerned by Russia’s presence that Secretary of State John Kerry called his Russian counterpart twice this week to express his misgivings about the escalating conflict.

ISIS has threatened to flood Europe with half a million migrants from Libya in a ‘psychological’ attack against the West, it was claimed today.

Transcripts of telephone intercepts published in Italy claim to provide evidence that ISIS is threatening to send 500,000 migrants simultaneously out to sea in hundreds of boats in a ‘psychological weapon’ against Europe if there is military intervention against them in Libya.

Many would be at risk of drowning with rescue services unable to cope. But authorities fear that if numbers on this scale arrived, European cities could witness riots.

Separately, the militants hope to cement their control of Libya then cross the Mediterranean disguised as refugees, according to letters seen by Quilliam the anti-terror group, reported by the Telegraph.

ISIS had not yet made frightening inroads into Libya when he made this chilling prophecy during his last interview in March 2011.

But the Arab Spring uprising that year sparked a civil war in Libya and opposition forces – backed by NATO – deposed Gaddafi in violent coup just five months after his ominous prediction.

In October 2011, forces loyal to the country’s transitional government found the ousted leader hiding in a culvert in Sirte and killed him.

Four years later, Islamic State kidnapped 21 Egyptian Coptic Christians in Sirte – Gaddafi’s birthplace – before releasing gruesome footage of their beheading on the shores of the Mediterranean, just 220 miles south of Italy. In it the terrorists warned that they ‘will conquer Rome’.

In response, Italian security chiefs have approved plans to put 4,800 soldiers on the country’s streets to help prevent terrorist attacks.

The statement from the Interior Ministry said they would guard ‘sensitive sites’ until at least June and reports claim 500 will be deployed in Rome – where soldiers are already guarding diplomatic residences, synagogues and Jewish schools.

The troops are also expected to be deployed at tourist venues such as archaeological sites and monuments.

A treaty between Gaddafi and the Italian premier provided for joint boat patrols which curtailed the departure of migrant boats from Libya.

But, as the Libyan despot predicted back in 2011, if the Gaddafis were brought down, Islamists would exploit the power vacuum.

Still holding court in a Bedoin tent while holed up in the fortified citadel of Bab Al Azizya, Gaddafi warned: ‘If, instead of a stable government that guarantees security, these militias linked to Bin Laden take control, the Africans will move en mass towards Europe.’

He added: ‘The Mediterranean will become a sea of chaos.’

That very sea ran red with blood when Islamic State brutally executed 21 Egyptian Christians on its shores.

The accompanying video, released on Sunday, showed the men dressed in orange jumpsuits and shackled – kneeling in the sand before the militants slit their throats and watched them bleed to death.

Egypt retaliated furiously by launching coordinated airstrikes on ISIS targets in Libya.

The European powers were putting their own security at risk by helping the rebels, Gaddafi pointed out.

He told Il Giornale, the Italian newspaper owned by his former friend Silvio Berlusconi he was saddened by the attitude of his friend. They no longer spoke.

‘I am shocked at the attitude of my European friends. They have endangered and damaged a series of great security treaties in their own interest.’

Without his harsh, but effective, regime, the entire North African Mahgreb ‘would become another Gaza,’ he claimed.

The telephone transcripts, seen by Il Messaggero newspaper claimed to provide evidence ‘that IS will use the migrants as a “psychological weapon” against countries that say they want to intervene in Libya, in particular, against Italy.’

‘As soon as our country mentioned armed intervention on Libya the jihadists suggested they let drift, bound for Italy, hundreds of boats full of migrants. The figure discussed is five hundred thousand, most of the 700,000 that are on the coast waiting to board,’ the newspaper reported.

Following the dire threat Italian Prime Minister Matteo Renzi immediately backtracked from his government’s previous rhetoric saying that ‘it was not the time for military intervention’.

Foreign Minister Paolo Gentiloni said this morning that Italy does not want to embark on ‘adventures, never mind Crusades’ in Libya.

But former President Giorgio Napolitano said that the ‘biggest error’ in the post-Gaddafi’s period was the European Unions ‘lack of involvement’ in the country.

Meanwhile following direct threats on Rome, the commander of Vatican City’s 110-man Swiss Guard said his forces are ready to defend Pope Francis if ISIS attempt a strike .

Colonel Christoph Graf said ‘Following the terrorists’ threats, we’re asking the guards to be more attentive and observe peoples’ movements closely. If something happens we’re ready, as are the men of the Gendarmerie.’

Treasury Sanctions Major Hamas Leaders, Financial Facilitators and a Front Company

Action Targets Four Individuals and Asyaf International Holding Group for Trading and Investment for Supporting Hamas’ Financial Operations and Terrorist Activities
WASHINGTON – The U.S. Department of the Treasury today targeted four key Hamas financial facilitators, and a company controlled by one of them pursuant to Executive Order (E.O.) 13224, which targets terrorists and those providing support to terrorists or acts of terrorism.  As part of today’s action, Treasury designated Hamas political bureau member Salih al-Aruri and senior Hamas financial officer Mahir Jawad Yunis Salah for acting for or on behalf of, and providing financial support, to Hamas.  In addition, Treasury designated Abu Ubaydah Khayri Hafiz al-Agha and Mohammed Reda Mohammed Anwar Awad for providing financial support to Hamas.  Also designated today is the Asyaf International Holding Group for Trading and Investment (Asyaf), a company controlled by al-Agha.  As a result of these actions, all assets of those designated today that are in the United States or in the possession or control of U.S. persons are frozen, and U.S. persons are generally prohibited from engaging in transactions with them.
“Treasury is committed to exposing and weakening Hamas, its supporters, and its terrorist agenda,” said Adam J. Szubin, Acting Under Secretary for Terrorism and Financial Intelligence. “Today’s action targets key players in Hamas’s international fundraising and operational network.”
In addition to the designations by Treasury today, the Department of State earlier this week designated Hamas operatives Yahya Sinwar, Rawhi Mushtaha, and Hamas military commander Muhammed Deif as Specially Designated Global Terrorists (SDGTs) pursuant to E.O. 13224.  The U.S. government designated Hamas as a Foreign Terrorist Organization in October 1997 and as an SDGT in October 2001.
Salih Muhammad Sulayman al-Aruri (al-Aruri)
Al-Aruri is a Hamas political bureau member who funds and directs military operations in the West Bank and against Israel.  In the late 1990s, al-Aruri was a key Hamas recruiter and his authority over Hamas military activity extends back to at least the early 1990s, when he served as a commander in Hamas’s military wing.  In 2010, immediately after his release from a 10-year prison term, al-Aruri resumed his military activity for Hamas and reconnected with Hamas political figures. Since 2010, al-Aruri has also maintained longstanding relationships with SDGTs and Hamas political bureau officials Khalid Mishaal and Musa Abu Marzouk.  Since 2011, al-Aruri has maintained a working relationship with Saudi Arabia-based senior Hamas financial officer Mahir Salah, who is also being designated today.  In 2011, al-Aruri facilitated a transfer of funds in coordination with Mahir Salah for the families of convicted terrorists and deceased Hamas fighters.
Since at least 2013, al-Aruri has overseen the distribution of Hamas finances and has been a key financier and financial facilitator for Hamas military cells planning attacks and fomenting unrest.  As of 2014, al-Aruri had authority over Hamas military personnel in the West Bank and was in charge of a Hamas initiative to destabilize the Palestinian Authority in preparation for a Hamas takeover.  He also financed and directed a Hamas cell in the West Bank that sought to instigate clashes between Israeli and Palestinian forces.
In 2014, al-Aruri directed and financed Hamas military cells in the West Bank and Jordan and facilitated the transfer of hundreds of thousands of dollars to Hamas, including to the Izzedine al-Qassam Brigades, the military wing of Hamas, for the purchase of arms and storage facilities for weapons.
In 2014, al-Aruri publicly praised and announced Hamas’s responsibility for the June 2014 terrorist attacks in which three Israeli teenagers were kidnapped and killed in the West Bank.
As of early 2015, al-Aruri was responsible, along with other Hamas members, for money transfers for Hamas.
 
Mahir Jawad Yunis Salah (Salah)
Salah is a major Hamas financier based in Saudi Arabia and is a dual United Kingdom and Jordanian citizen.  Since at least 2013, Salah has led the Hamas Finance Committee in Saudi Arabia, the largest center of Hamas’s financial activity.  As head of the Hamas Finance Committee, Salah has overseen the transfer of tens of millions of dollars from Iran to Saudi Arabia to fund the Izzedine al-Qassam Brigades and Hamas activity in Gaza.  As of late 2014, Salah managed several front companies in Saudi Arabia that conducted money laundering activities for Hamas.  Salah is a close associate of SDGT and Hamas political bureau head Khalid Mishaal and has worked with fellow designee al-Aruri.
Abu-Ubaydah Khayri Hafiz Al-Agha (Al-Agha)
Al-Agha is a Saudi Arabian citizen and a senior Hamas financial officer involved in investment, funding, and money transfers for Hamas in Saudi Arabia.
As of December 2014, al-Agha managed an organization that sought financial contributions to finance Hamas from a Palestinian diaspora community.
In recent years, he has been involved in transferring millions of dollars to Hamas in the Gaza Strip using his businesses or businesses in which he holds shares.
Asyaf International Holding Group for Trading and Investment (Asyaf)
Asyaf is a Saudi Arabia-based company managed by al-Agha and used by him to finance Hamas.  Asyaf and its branches are involved in investments and money transfers on behalf of Hamas. Additionally, Asyaf’s branch in Sudan has provided financial services for Hamas since at least July 2005.  At that time, the office’s administrative and executive director was the Hamas security chief in Sudan.
Mohammed Reda Mohammed Anwar Awad (Awad)
Between 2011 and 2014, Egyptian-national Awad, a money exchange owner, was involved in the transfer of tens of millions of dollars for Hamas and its military wing in the Gaza Strip.

Hamas hatred: New documentary shows Iranian-backed terror group indoctrinating kids

 

HAIFA, Israel – A new documentary grimly predicts the role Iran plays in financing terror organizations and the indoctrination of children at military summer camps in the Middle East will significantly increase as a result of the imminent release of huge sums of money to Tehran under the nuclear agreement endorsed by the Obama administration.

“Iran: Billions for Terror?” depicts children blowing up mock Israeli villages and parroting Iranian Supreme Leader Ayatollah Khamenei, who is seen telling an adoring Iranian crowd, “The entire world – particularly the world of Islam – is duty-bound and obliged to help the Palestinian people with as many weapons as possible.”

Produced by the Center for Near East Policy Research (CNEPR) and filmed by a team of Arab reporters at various locations in Gaza this summer, one of the most disturbing aspects of the footage is the recent introduction of terror training for little girls. The Hamas summer camps mantra, “We will sacrifice our lives for the sake of Allah” is chanted over and over.

“With billions of dollars of unfrozen assets expected to be unfrozen and available to Iran, Iranian leaders have stated that they will continue to fund Hamas,” states a promo for the film. “This film includes interviews with boy and girl child soldiers of Hamas, who describe their intention to destroy Israel with guns, and other weapons.”

Hamas’ relationship with Iran has notably improved over the last few years with funding and weapons from Tehran continuing to reach Gaza. Despite the blockade by Israel and Egypt of the enclave, the munitions  find their way into their hands of Hamas, as well as Palestinian Islamic Jihad and other terror organizations.

Hamas counselors such as Hassan Suhare appear on the film, and express no qualms about the training of child soldiers.

“In Gaza there are over 50 camps in which 15,000 children are being trained. [They] underwent weapons and military training,” he said. “We were able to help the kids overcome their fear and then the children opened fire. Yesterday the kids blew up model Zionist [Israeli] villages.”

Hamas leader Ismail Haniyeh is seen proudly declaring, “This camp graduation, celebration, is part of a holy effort and a continued struggle” as girls as young as six are shown dressed in military fatigues and carry replica machine guns.

“Jerusalem will be reconquered only by the weapons of our resistance,” says Esra Halil Juma, a military counselor from the girls’ camp. “I call to the people: “Please point your guns in the face of the enemy until we liberate Jerusalem and build Palestine, Inshallah [with God’s will].”

Sabrin Barakat, another Hamas military girls’ camp counselor adds, “Jerusalem belongs just to the Muslims. The Jews are pigs and don’t have any connections with Al Aqsa and Jerusalem. All they have is a pig pen.”

The Center has for years documented the cruel indoctrination of Palestinian children, as well as the role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which is charged with running schools in the Palestinian territories. The Center has charged that UNRWA worked with the Gaza teachers union allegedly taken over by Hamas in 1999, but such cooperation and the historical use of UNRWA schools for Hamas military camps has been denied by the UN agency that reportedly faced a shortfall of around $100 million ahead of the recent start of the school year.

“Our education system is entirely independent and we have a completely different schooling system [to Hamas],” UNRWA spokesman Chris Gunness told FoxNews.com earlier this year.” There is no question of Hamas approving anything… We’re educating children after [last summer’s] conflict where hundreds of thousands were displaced.”

David Bedein, director of the Center, told FoxNews.com his group and other advocates finally succeeded this year in getting Hamas barred from summer UNRWA programs. While he believes no UNRWA facilities were used this summer for Hamas camps, he said many of the children participating attend UNRWA schools.

But there have been several notable signs recently that cash-strapped and chronically corrupt Palestinian leaders are souring on UNRWA, which has many regional observers fear the worrying prospect of Iran – flush with funds released as part of the controversial nuclear deal – stepping into the breach and filling the void. There is genuine concern that Iranian funding of its version of child education in Hamas-controlled Gaza and in other areas such as southern Lebanon could accelerate the breeding of a new generation of young jihadists bent on the destruction of Israel.

 NEW YORK — Kicking off a post-Labor Day push to rally support as Bernie Sanders maintains momentum and Joe Biden contemplates a White House bid of his own, Hillary Clinton on Tuesday will unveil a three-pronged campaign finance proposal that her team hopes will help her appeal to unconvinced liberals.

The policy platform — which largely reflects principles that Clinton regularly mentions on the campaign trail, to reliable cheers from Democrats — calls for the overturning of 2010’s Citizens United v FEC decision that paved the way for the creation of super PACs; the implementation of a more rigorous political spending disclosure regime; and a new public matching system for small donations to presidential and congressional campaigns.

“We have to end the flood of secret, unaccountable money that is distorting our elections, corrupting our political system, and drowning out the voices of too many everyday Americans,” Clinton said in a statement. “Our democracy should be about expanding the franchise, not charging an entrance fee. It starts with overturning the Supreme Court’s Citizens United decision, and continues with structural reform to our campaign finance system so there’s real sunshine and increased participation.”

The Democratic front-runner, who raised the most campaign funds of any candidate on either side of the aisle in the second quarter ($47.5 million), regularly rails against the Citizens United decision on the stump, using it as an example of the malfunctioning political system. She also frequently insists that she would use overturning the decision as a litmus test for appointing Supreme Court justices, a line that delights progressive voters, and a point that is included in her new proposal.

But portions of her plan are anathema to Republican candidates and their colleagues in Congress, and Clinton is not the only Democrat making such noises on the campaign trail. Sanders, for example, has also pushed public financing for campaigns.

To further complicate matters, a collection of liberal groups have questioned Clinton’s close ties to Wall Street and its big-money donors due to her time as first lady and as a senator from New York — not to mention the existence of Priorities USA Action, the primary super PAC backing her bid, which raised $15.6 million in the first half of 2015.

Still, her plan amounts to liberal red meat, hitting a handful of points championed by campaign finance reformers. And it comes as her campaign appears set to fight back more aggressively against Sanders’ surge and the negative headlines about her private email arrangement.

Clinton’s campaign finance proposal includes a plan to provide matching funds for small donations, along with lower limits for contributions to candidates who opt into the system. Campaigns would only be eligible to receive up to a certain level of the public matching funds, and they would have to raise a minimum number of small donations in the first place to qualify. The specific numbers and dollar figures are yet to be determined.

The campaign’s plan, which will come alongside a new video to be released on Tuesday, also formally repeats the candidate’s plan to only appoint Supreme Court justices who would overturn Citizens United — a case that was originally brought over an anti-Clinton video in 2008. It also reiterates her support for a constitutional amendment that would “establish common sense rules to protect against the undue influence of billionaires and special interests and to restore the role of average voters in elections.”

The third prong of the plan includes a proposal to force outside groups with large political spending budgets to disclose their largest donors in a timely fashion, as well as to disclose “significant transfers between” such groups. It also supports a proposal in front of the Securities and Exchange Commission to force publicly traded companies to disclose political spending to shareholders.

As a Republican-controlled Congress is unlikely to move on many of these proposals, Clinton also says she would sign an executive order that would require federal contractors to disclose their own political spending.

Clinton is set to campaign in the swing states of Ohio and Wisconsin this week, after an address explaining her support of the Iran agreement in Washington on Wednesday.

He could face up to 30 years in prison. Early media accounts cast the event as an embarrassment for Ms. Clinton involving the financial misdoings of one prominent backer. Actually it is much more.

Behind the Nemazee arrest lies a sprawling cautionary tale of presidents, would-be presidents, and the shadow world of wealthy operators who cozy up to them for their own gain.  It reaches into the Bush operation as well as that of the Clintons, and is a microcosm of an influence bazaar that has gone global along with the economy.

Hassan Nemazee, who served as a finance director for Hillary Clinton’s 2008 presidential campaign, began raising sizable sums for the Democratic National Committee in the mid-nineties. In 1998, in the midst of the Lewinsky affair, Nemazee collected $60,000 for Bill Clinton’s legal defense fund in $10,000 increments from relatives and friends.

The following year, President Clinton nominated the money manager and investor to be ambassador to Argentina. Then an article in Forbes raised questions about his business practices. Among other things, Nemazee, an Iranian-American, had magically turned himself into an “Hispanic” by acquiring Venezuelan citizenship in order to fulfill the minority-ownership requirement of a California public pension fund. The nomination was withdrawn.

That embarrassment did not, however, hamper Nemazee’s rise within the Democratic Party. By 2004 he was New York finance chair for John Kerry’s campaign, and in 2006 he served under Senator Chuck Schumer as the national finance chair of the Democratic Senatorial Campaign Committee (DSCC).  During this period the committee raised about $25 million more than its Republican counterpart.
By 2008, Nemazee was one of Hillary Clinton’s inner circle, and was being publicly touted as a top foreign policy adviser. When another major fundraiser, a clothing manufacturer named Norman Hsu, was arrested and unmasked as a swindler, it was Nemazee who was trotted out to defend Ms. Clinton and argue that she knew little about Hsu.
But she should have known plenty about Nemazee. In 2005, Nemazee and his business partner, Alan Quasha, went deep into the Clinton circle to hire Terry McAuliffe, the Clinton confidante and former chairman of the Democratic Party, for Carret Asset Management, their newly acquired investment firm. During the interregnum between McAuliffe’s party chairmanship and the time he officially joined Hillary Clinton’s campaign as chairman, Nemazee and Quasha set McAuliffe up with a salary and opened a Washington office for him.  There he worked on his memoirs and laid the groundwork for Ms. Clinton’s presidential bid.
In March 2007, Nemazee, at the behest of McAuliffe, threw a dinner for Ms. Clinton at Manhattan’s swank Cipriani restaurant, which featured Bill Clinton and raised more than $500,000. In 2008, after Barack Obama gained the nomination, Nemazee raised a comparable sum for him.
But it is not fair to characterize Nemazee as an embarrassment to Democrats alone. Nemazee’s profile is considerably more complicated. For legal representation in his current troubles, for example, Nemazee has retained Marc Mukasey, a partner in Rudolph Giuliani’s law firm and the son of Michael Mukasey, who served as George W. Bush’s last Attorney General.
There’s more than choice of counsel involved. Before moving into the Democratic camp, Nemazee had backed such Republican senators as Jesse Helms, Sam Brownback and Alfonse D’Amato. None could be described as Clinton fans. Nemazee’s business partner, Alan Quasha, who specializes in buying up troubled companies, has also played both sides of the partisan divide. Quasha gave to both Bush and Al Gore in 2000, and in the 2008 race gave to Republicans Mitt Romney and Rudy Giuliani as well as Democrats Barack Obama and Chris Dodd.
The strikingly trans-partisan and trans-national nature of this high-stakes influence game is best exemplified by the relationship between Quasha’s oil company, Harken Energy, and George W. Bush. Harken provided a home for Bush in the 1980’s when his own oil businesses failed, offering him handsome compensation and a solid financial base from which to enter politics. Bush was named to the Harken board and received a range of benefits from the company while devoting most of his time to his father’s presidential campaign and then his own outside career efforts.
Harken is a curious outfit. Its early funding sources were opaque, and its investors and board members had a dizzying array of connections into global power centers — and ties to the Saudi leadership and the former Philippine dictator Ferdinand Marcos, the Shah of Iran, as well as to the Swiss Bank, UBS, which has been charged by the US government with providing cover for  Americans who were evading taxes.
Around the time George W. Bush joined its board, Harken received an unusual and sizable cash infusion from the Harvard Management Company, which handles Harvard University’s endowment, the largest in the nation. Robert G. Stone, Jr., a figure with ties to US intelligence and to the Bushes, was head of the Harvard board of overseers that approved financial strategies. Former employees of Harvard Management have recently made highly-publicized charges that the company engaged in Enron-style investment practices. (Prior to going to work for Nemazee and Quasha, Terry McAuliffe had publicly criticized Bush for his financial dealings with Harken, disparaging that company’s own Enron-like accounting. Both Quasha and Nemazee, like Bush, have Harvard degrees, and both have sat on prestigious Harvard committees in recent years.)
Nemazee’s role as a foreign policy adviser to Hillary Clinton can be better understood through his own Iranian connections.  His father was a shipping magnate who was close with the Shah of Iran and served as the Shah’s commercial attaché in Washington; Nemazee was a founding member of the Iranian-American Political Action Committee, a lobbying group. Recent strains have been reported between President Obama and Secretary of State Hillary Clinton over policy toward Iran. Clinton has advocated a harder line toward the Islamic fundamentalists who took over when the Shah of Iran was overthrown in 1979, while Obama has stressed dialogue.
With Nemazee’s arrest for financial fraud certain to attract some sustained coverage, it remains to be seen whether it will be treated as yet another isolated case of financial wrongdoing, or lead to a deeper look at the influence bazaar that American politics has become.

 

 

 

Pope Francis is Breaking the Catholic Doctrine, Revolt at Vatican

Inalienable rights, cannot be surrendered, sold, suspended or transferred at the behest of any government and Kim Davis stood stern.

Meanwhile, while so many issues challenge America, one place to normally seek stability, sense or morality is church, but such is not the case with the Catholic Church or the Vatican.

Due to Pope Francis and what most of the media is not saying, the Papacy and the Vatican is in crisis, in Rome and honestly across the globe.

The edge of a movement is underway at home and worldwide, the rise of the moral and religious compass.

A Conservative revolt is brewing in the Vatican as Pope Francis introduces more inclusive measures

VATICAN CITY — On a sunny morning earlier this year, a camera crew entered a well-appointed apartment just outside the 9th-century gates of Vatican City. Pristinely dressed in the black robes and scarlet sash of the princes of the Roman Catholic Church, the Wisconsin-born Cardinal Raymond Burke sat in his elaborately upholstered armchair and appeared to issue a warning to Pope Francis.

A staunch conservative and Vatican bureaucrat, Burke had been demoted by the pope a few months earlier, but it did not take the fight out of him. Francis had been backing a more inclusive era, giving space to progressive voices on divorced Catholics as well as gays and lesbians. In front of the camera, Burke said he would “resist” liberal changes — and seemed to caution Francis about the limits of his authority. “One must be very attentive regarding the power of the pope,” Burke told the French news crew.

Papal power, Burke warned, “is not absolute.” He added, “The pope does not have the power to change teaching (or) doctrine.”

Burke’s words belied a growing sense of alarm among strict conservatives, exposing what is fast emerging as a culture war over Francis’s papacy and the powerful hierarchy that governs the Roman Catholic Church.

This month, Francis makes his first trip to the United States at a time when his progressive allies are heralding him as a revolutionary, a man who only last week broadened the power of priests to forgive women who commit what Catholic teachings call the “mortal sin” of abortion during his newly declared “year of mercy” starting in December. On Sunday, he called for “every” Catholic parish in Europe to offer shelter to one refugee family from the thousands of asylum-seekers risking all to escape war-torn Syria and other pockets of conflict and poverty.

Yet as he upends church convention, Francis also is grappling with a conservative backlash to the liberal momentum building inside the church. In more than a dozen interviews, including with seven senior church officials, insiders say the change has left the hierarchy more polarized over the direction of the church than at any point since the great papal reformers of the 1960s.

The conservative rebellion is taking on many guises, in public comments, yes, but also in the rising popularity of conservative Catholic websites promoting Francis dissenters; books and promotional materials backed by conservative clerics seeking to counter the liberal trend; and leaks to the news media, aimed at Vatican reformers.

In his recent comments, Burke was also merely stating fact. Despite the vast powers of the pope, church doctrine serves as a kind of constitution. And for liberal reformers, the bruising theological pushback by conservatives is complicating efforts to translate the pope’s transformative style into tangible changes.

“At least we aren’t poisoning each other’s chalices anymore,” said the Rev. Timothy Radcliffe, a liberal British priest and Francis ally appointed to an influential Vatican post in May. Radcliffe said he welcomed open debate, even critical dissent within the church. But he professed himself as being “afraid” of “some of what we’re seeing”

Rather than stake out clear stances, the pope is more subtly, often implicitly, backing liberal church leaders who are pressing for radical change, while dramatically opening the parameters of the debate over how far reforms can go. For instance, during the opening of a meeting of senior bishops last year, Francis told those gathered, “Let no one say, ‘This you cannot say.’ ”

Since then, liberals have tested the boundaries of their new freedom, with one Belgian bishop going as far as calling for the Catholic Church to formally recognize same-sex couples.

Conservatives counter that in the climate of rising liberal thought, they have been thrust unfairly into a position in which “defending the real teachings of the church makes you look like an enemy of the pope,” a senior Vatican official said on the condition of anonymity in order to speak freely.

“We have a serious issue right now, a very alarming situation where Catholic priests and bishops are saying and doing things that are against what the church teaches, talking about same-sex unions, about Communion for those who are living in adultery,” the official said. “And yet the pope does nothing to silence them. So the inference is that this is what the pope wants.”

A measure of the church’s long history of intrigue has spilled into the Francis papacy, particularly as the pope has ordered radical overhauls of murky Vatican finances. Under Francis, the top leadership of the Vatican Bank was ousted, as was the all-Italian board of its financial watchdog agency.

One method of pushback has been to give damaging leaks to the Italian news media. Vatican officials are now convinced that the biggest leak to date — of the papal encyclical on the environment in June — was driven by greed (it was sold to the media) rather than vengeance. But other disclosures have targeted key figures in the papal cleanup — including the conservative chosen to lead the pope’s financial reforms, the Australian Cardinal George Pell, who in March was the subject of a leak about his allegedly lavish personal tastes.

More often, dissent unfolds on ideological grounds. Criticism of a sitting pope is hardly unusual — liberal bishops on occasion challenged Benedict. But in an institution cloaked in traditional fealty to the pope, what shocks many is just how public the criticism of Francis has become.

In an open letter to his diocese, Bishop Thomas Tobin of Providence, Rhode Island, wrote: “In trying to accommodate the needs of the age, as Pope Francis suggests, the Church risks the danger of losing its courageous, countercultural, prophetic voice, one that the world needs to hear.” For his part, Burke, the cardinal from Wisconsin, has called the church under Francis “a ship without a rudder.”

Even Pell appeared to undermine him on theological grounds. Commenting on the pope’s call for dramatic action on climate change, Pell told the Financial Times in July, “The church has got no mandate from the Lord to pronounce on scientific matters.”

In conservative circles, the word “confusion” also has become a euphemism for censuring the papacy without mentioning the pope. In one instance, 500 Catholic priests in Britain drafted an open letter this year that cited “much confusion” in “Catholic moral teaching” following the bishops’ conference on the family last year in which Francis threw open the floodgates of debate, resulting in proposed language offering an embraceable, new stance for divorced or gay Catholics.

That language ultimately was watered down in a vote that showed the still-ample power of conservatives. It set up another showdown for next month, when senior church leaders will meet in a follow-up conference that observers predict will turn into another theological slugfest. The pope himself will have the final word on any changes next year.

Conservatives have launched a campaign against a possible policy change that would grant divorced and remarried Catholics the right to take Communion at Mass. Last year, five senior leaders including Burke and the conservative Cardinal Carlo Caffarra of Bologna, Italy, drafted what has become known as “the manifesto” against such a change. In July, a DVD distributed to hundreds of dioceses in Europe and Australia, and backed by conservative Catholic clergy members, made the same point. In it, Burke, who has made similar arguments at Catholic conferences, issued dire warnings of a world in which traditional teachings are ignored.

The pope does not have the power to change teaching (or) doctrine

But this is still the Catholic Church, where hierarchical respect is as much tradition as anything else. Rather than targeting the pope, conservative bishops and cardinals more often take aim at their liberal peers. They include the German Cardinal Walter Kasper, who has suggested that he has become a proxy for clergy members who are not brave enough to criticize the pope directly.

Yet conservatives counter that liberals are overstepping their bounds, putting their own spin on the pronouncements of a pope who has been more ambiguous than Kasper and his allies are willing to admit.

“I was born a papist, I have lived as a papist, and I will die a papist,” Caffarra said. “The pope has never said that divorced and remarried Catholics should be able to take Holy Communion, and yet, his words are being twisted to give them false meaning.”

Some of the pope’s allies insist that debate is precisely what Francis wants.

“I think that people are speaking their mind because they feel very strongly and passionately in their position, and I don’t think the Holy Father sees it as a personal attack on him,” said Chicago Archbishop Blase Cupich, considered a close ally of the pope. “The Holy Father has opened the possibility for these matters to be discussed openly; he has not predetermined where this is going.”
