ISIS Adheres to Sun Tzu

This week, very few documents taken from Abbottabad, Pakistan during the bin Ladin raid have been released. Yet of those published, it was clear that Usama bin Ladin studied his enemy and carefully planned all terror operations.

Islamic State, ISIS is doing the very same thing and what is more they published what they know, telling the enemy in advance of their knowledge and predicted targets.

In both cases, these terror groups know their enemy after careful and continued study. The United States under Barack Obama continues to fall short of being a student in the Art of War and refuses to both offer a strategy or refine it in cases of al Qaeda and Islamic State.

 

SPECIAL – ISIS Praises Texas Jihadists in New Issue of Dabiq, the Jihadi Group’s Official Magazine

Not surprisingly, the ninth issue of the Islamic State’s (ISIS) digital English-language magazine, Dabiq, heaped praise on Nadir Soofi and Elton Simpson – the two radicalized Muslims and Phoenix, Arizona roommates killed in a May 3 firefight in Garland, Texas for their attempt to storm into the Curtis Culwell Civic Center in Garland, Texas with long guns to kill as many attendees of the Stop Islamization of America and the American Freedom Defense Initiative  where a contest for the best cartoon of Prophet Muhammad was being held.

 

Homeland Security Today reported early on that evidence quickly was unearthed tying the two shooters – especially Simpson — to radical Islamist social media – including a suspected ISIS member in Syria.

On March 29, American ISIS operative with the alias Abu Khalid Al Amriki claimed on Twitter he was in contact with ISIS supporters in the US and that one of them was prepared to carry out an operation.

Only minutes before and after their attempted attack was thwarted — when law enforcement shot both men dead — Abu Hussain Al Britani appears to have had foreknowledge of the attack. He tweeted from his “AbuHussainAlBritani” Twitter account just before the attack that, “The knives have been sharpened; soon we will come to your streets with death and slaughter! #QaribanQariba [soon, soon].”

Almost immediately after the shooting, the two were praised by ISIS and other jihadists via social media for their martyrdom in defending the sanctity of Prophet Muhammad.

In a news bulletin by the Islamic State’s official radio station, Al Byyan, which broadcasts out of Mosul, the Islamist jihad organization claimed responsibility or the attack by Simpson and Soofi.

Since the attack in which both men were killed, federal investigators have found there was substantive advance notice of what the two avowed jihadists intended to do on various social media postings.

The Middle East Media Research Institute (MEMRI), which monitors jihadi social media sites, pointed out that, “Abu Khalid Al Amriki, upon learning of the attack on Twitter, praised the attempt and threatened more to come. He tweeted, ‘This one should hit the front page! Dawlah [ISIS] is in America! Allahu Akbar … How much do you love the Prophet? I’m sure the brothers earned their spot next to the messenger of Allah … The drawn Sword on the one that Insults the messenger of Allah. Let this be a wakeup call for all cartoonists. We are coming for you.’”

MEMRI said, “Online ISIS supporters immediately reacted to the Texas attack by praising the perpetrators and elevating them to the rank of martyrs in the cause of jihad. For example, ISIS supporter ‘Australi Witness,’ who recently called for targeting Australian cartoonists, tweeted: ‘May Allah reward the Garland Mujahedeen with a seat right next to the Prophet in Jannah [heaven].’”

“Two of the Caliphate’s soldiers attacked an exhibition in the American [town of] Garland, Texas” which “staged a competition of cartoons that were insulting to the Prophet Muhammad,” the broadcast stated. “The brothers opened fire on the exhibition, and as a result one of the police officers in charge of protecting the exhibition was injured. The brothers were killed in the exchange of fire. We pray Allah to accept them in the highest paradise.”

In concluding, the ISIS broadcast said, “We say to the protector of the Cross, America, that what is coming will be more bitter and calamitous. The soldiers of the Islamic State will show you what will harm you, Allah willing. Tomorrow draws near.”

Meanwhile, Homeland Security Today reported, ISIS, jihadist groups may have inspired “hundreds, maybe thousands” in the US, and that directed attacks in the US are believed planned by ISIS followers.

According to MEMRI’s Jihad and Terrorism Threat Monitor (JTTM), the foreword of the current issue of Dabiq “glorifies the attack by Soofi and Simpson, noting, ‘Their determination to support the cause of Allah and punish those who insult the Prophet (sallahu ‘alayhi wa sallam) should serve as inspiration to those residing in the lands of the crusaders who are still hesitant to perform their duty.’”

The writer of the foreward goes on to state that, “Those men who have read the countless ayat and ahadith on the virtues of jihad and have made sincere dua [prayer] to Allah asking Him for shahadah [martyrdom] but have yet to act, should consider that Allah will not grant them their dua until they take a step towards this noble duty.”

The foreward further noted that it is also possible to achieve martyrdom even without emigrating to Islamic lands. It said, “Many of those who attained shahādah fighting the crusaders in their own lands had first taken steps to make hijrah to the lands of jihād. These preparatory steps were enough to demonstrate their sincerity, so they were granted shahādah without facing the difficulties of hijrah” [emigrating to Islamic lands].”

Continuing, the article stated that, “As the crusaders continue to reveal their intense hatred and animosity towards Islam through their relentless bombing and drone campaigns on the Islamic State, a new breed of crusader continues shedding light on the extent of their hatred towards the religion of truth. This breed of crusader aims to do nothing more than to anger the Muslims by mocking and ridiculing the best of creation, the Prophet Muhammad Ibn ‘Abdillāh (sallallāhu ‘alayhi wa sallam), under the pretext of defending the idol of ‘freedom of speech.’”

“Yet, such brazen attacks on the honor of the Prophet (sallallāhu ‘alayhi wa sallam), rather than deterring or disheartening the Muslims, serve as further incitement, spurring them into confronting the forces of kufr with whatever means they have available. Such was the case with Elton Simpson and Nadir Soofi, two brave men who took it upon themselves to remind the enemies of Allah and His Messenger (sallallāhu ‘alayhi wa sallam)

   that as long as they choose to wage war on Islam, they would have no peace and security, would not be able to walk their own streets without looking over their shoulders, and would not be able to make public appearances without being surrounding by a legion of bodyguards and security personnel,” stated the forward to the latest issue of ISIS’s magazine.

“The two lions of the Khilāfah arrived at the Curtis Culwell Center in Garland, Texas three weeks ago during a convention that featured a competition to draw the Prophet (sallallāhu ‘alayhi wa sallam) in an attempt to mock and ridicule him,” the article stated, noting that, “The two mujāhidīn came armed and ready to wage war, ignited a gun battle with the policemen guarding the center, and attained a noble shahādah in pursuit of vengeance for the honor of our beloved Prophet (sallallāhu ‘alayhi wa sallam).”

“Their determination to support the cause of Allah and punish those who insult the Prophet (sallallāhu ‘alayhi wa sallam) should serve as inspiration to those residing in the lands of the crusaders who are still hesitant to perform their duty,” the article. Those men who have read the countless āyāt and ahādīth on the virtues of jihād and have made sincere du’ā’ to Allah asking Him for shahādah but have yet to act, should consider that Allah will not grant them their du’ā’ until they take a step towards this noble duty,” the article continued, adding, “{And if they had intended to go forth, they would have prepared for it [some] preparation. But Allah disliked their being sent, so He kept them back, and they were told, ‘Remain [behind] with those who remain’} [At-Tawbah: 46].”

Dabiq’s glorification of the Texas attack further stated that, “Many of those who attained shahādah fighting the crusaders in their own lands had first taken steps to make hijrah to the lands of jihād. These preparatory steps were enough to demonstrate their sincerity, so they were granted shahādah without facing the difficulties of hijrah.”

“As for those who continue to suffer from the disease of being indifferent towards the obligations of hijrah, jihād and bay’ah,” the article continued, “so much so that they see nothing wrong with residing amongst, and paying taxes to, the very crusaders who belittle the Sharī’ah on their news and entertainment programs, who arm the secularists and Rawāfid in Muslim lands, who imprison and torture Muslim men and women, and on top of all who burn the Qur’an and mock the Prophet (sallallāhu ‘alayhi wa sallam), then let them prepare their flimsy excuses for the angels of death {Indeed, those whom the angels take [in death] while wronging themselves – [the angels] will say, ‘In what [condition] were you?’ They will say, ‘We were oppressed in the land.’ The angels will say, ‘Was not the earth of Allah spacious [enough] for you to emigrate therein?’ For those, their refuge is Hell – and evil it is as a destination} [AnNisā’: 97].”

“The hypocrites will sit back, the true men will step forward, and the kuffār will have no peace and no security … May Allah accept our two brothers amongst the leaders of the shuhadā’ in Jannah.”

Intersection with China, Spratley Showdown Brewing

CNN: The Spratlys are some 750 separate, uninhabited islands in the middle of the South China Sea. Most are more like rocks than islands, but their ownership has been fiercely contested over the last decade by China, Vietnam, the Philippines, Brunei, Taiwan and Malaysia. All for good reason — the Spratlys sit off sizable reserves of oil and natural gas.

China isn’t just remaking the Spratlys. It’s preparing to defend its claims by force.

Outraged, other countries like the Philippines and Vietnam have been urging the United States to counter China’s de facto annexation and gross breach of international law. As usual, the Obama administration has instead opted to remain largely neutral, while hoping a few expressions of diplomatic concern will make the problem go away.

But with the Fiery Cross Reef runway ready to be finished by year’s end (as one unnamed Navy official told Reuters), the U.S. military is planning to send aircraft and ships to counter China’s moves. The littoral combat ship USS Fort Worth sailed out to the Spratlys this month, along with a reconnaissance unmanned aerial vehicle and Seahawk helicopter to reconnoiter China’s activities.

China warns U.S. surveillance plane

The Chinese navy issued warnings eight times as a U.S. surveillance plane on Wednesday swooped over islands that Beijing is using to extend its zone of influence.

The series of man-made islands and the massive Chinese military build-up on them have alarmed the Pentagon, which is carrying out the surveillance flights in order to make clear the U.S. does not recognize China’s territorial claims. The militarized islands have also alarmed America’s regional allies.

A CNN team was given exclusive access to join in the surveillance flights over the contested waters, which the Pentagon allowed for the first time in order to raise awareness about the challenge posed by the islands and the growing U.S. response.

CNN was aboard the P8-A Poseidon, America’s most advanced surveillance and submarine-hunting aircraft, and quickly learned that the Chinese are themselves displeased by the U.S. pushback.

“This is the Chinese navy … This is the Chinese navy … Please go away … to avoid misunderstanding,” a voice in English crackled through the radio of the aircraft in which CNN was present.

This is the first time first time the Pentagon has declassified video of China’s building activity and audio of Chinese challenges of a U.S. aircraft.

The aircraft flew at 15,000 feet in the air at its lowest point, but the U.S. is considering flying such surveillance missions even closer over the islands, as well as sailing U.S. warships within miles of them, as part of the new, more robust U.S. military posture in the area.

Soon after the Chinese communication was heard, its source appeared on the horizon seemingly out of nowhere: an island made by China some 600 miles from its coastline.

The South China Sea is the subject of numerous rival — often messy — territorial claims over an area that includes fertile fishing grounds and potentially rich reserves of undersea natural resources. China is increasingly showing that even far from its mainland, it sees itself as having jurisdiction over the body of water.

Wednesday’s mission was specifically aimed at monitoring Chinese activities on three islands that months ago were reefs barely peaking above the waves. Now they are massive construction projects that the U.S. fears will soon be fully functioning military installations.

China’s alarming creation of entirely new territory in the South China Sea is one part of a broader military push that some fear is intended to challenge U.S. dominance in the region. Beijing is sailing its first aircraft carrier; equipping its nuclear missiles with multiple warheads; developing missiles to destroy us warships; and, now, building military bases far from its shores.

“I’m scratching my head like everyone else as to what’s the (Chinese) end game here. We have seen increased activity even recently on what appears to be the building of military infrastructure,” Capt. Mike Parker, commander of the fleet of P8 and P3 surveillance aircraft deployed to Asia, told CNN aboard the P8.

“We were just challenged 30 minutes ago and the challenge came from the Chinese navy, and I’m highly confident it came from ashore, this facility here,” Parker said of the Chinese message for the U.S. plane to move away, as he pointed to an early warning radar station on an expanded Fiery Cross Reef.

In just two years, China has expanded these islands by 2,000 acres — the equivalent of 1,500 football fields — and counting, an engineering marvel in waters as deep as 300 feet.

In video filmed by the P8’s surveillance cameras, we see that in addition to early warning radar, Fiery Cross Reef is now home to military barracks, a lofty lookout tower and a runway long enough to handle every aircraft in the Chinese military. Some call it China’s “unsinkable aircraft carrier.”

In a sign of just how valuable China views these islands to be, the new islands are already well protected.

From the cockpit, Lt. Cmdr Matt Newman told CNN, “There’s obviously a lot of surface traffic down there: Chinese warships, Chinese coast guard ships. They have air search radars, so there’s a pretty good bet they’re tracking us.”

The proof was loud and clear. The Chinese navy ordered the P8 out of the airspace eight times on this mission alone.

Each time, the American pilots told them calmly and uniformly that the P8 was flying through international airspace.

That answer sometimes frustrated the Chinese radio operator on the other end.

Once he responds with exasperation: “This is the Chinese navy … You go!”

This is a military-to-military stand-off in the skies, but civilian aircraft can find themselves in the middle.

As was heard on the first of several Chinese warning on the radio, the pilot of a Delta flight in the area spoke on the same frequency, quickly identifying himself as commercial. The voice on the radio then identified himself as “the Chinese Navy” and the Delta flight went on its way.

The more China builds, U.S. commanders told CNN, the more frequently and aggressively the Chinese navy warns away U.S. military aircraft.

Over Fiery Cross Reef and, later, Mischief Reef, fleets of dozens of dredgers could be seen hard at work, sucking sand off the bottom of the sea and blowing it in huge plumes to create new land above the surface, while digging deep harbors below.

“We see this every day,” Parker said. “I think they work weekends on this because we see it all the time.”

Financial Structure of ISIS and a Phone App

Follow the money, we know where it comes from and where it goes. Islamic State uses the same mafia model, theft, extortion, payment for protection, winning the hearts and minds and then a phone app. Personally I had a gut feeling that there was a Russian component and well, there is…

This also creates a couple of extra issues. Will anyone challenge Russia to stop the app technology and is the West willing to compete with ISIS financially, meaning more than $2 million per day?

ISIS Finances Are Strong

The Islamic State has revenue and assets that are more than enough to cover its current expenses despite expectations that airstrikes and falling oil prices would hurt the group’s finances, according to analysts at RAND Corporation, a nonprofit that researches public policy.

ISIS Relies on Extortion and Taxation

The Islamic State takes in more than $1 million per day in extortion and taxation. Salaries of Iraqi government employees are taxed up to 50 percent, adding up to at least $300 million last year; companies may have their contracts and revenue taxed up to 20 percent. As other revenue streams have stalled, like banks and oil, the Islamic State has adjusted these rates to make taxation a larger portion of its income.

Oil Is Not the Main Source of Cash

The Islamic State’s oil infrastructure, especially refineries, has been targeted by the United States-led airstrikes. Oil revenue has fallen to about $2 million per week, but the group is not dependent on oil income. Much of the production is used for its own fuel. Past oil sales show that the Islamic State was already selling oil at deep discounts that fluctuated between local markets — for instance, selling oil for less in Kirkuk than in Mosul.

ISIS Invests in People, Not Infrastructure

The largest expenditure is salaries, which is estimated to be between $3 million and $10 million every month. The Islamic State also invests in police-state institutions, such as committees, media, courts, and market regulation, but provides relatively few services. The group avoids investment in infrastructure because it can be an easy target for attacks, and the territory it holds can change quickly.

ISIS Keeps Its Costs Low

The group minimizes costs by looting military equipment, appropriating land and infrastructure, and paying relatively low salaries. The group also limits its vulnerability by shifting operations, transitioning between expanding its territory and fueling terrorist activity. The Islamic State’s loss of ground in Tikrit last month, for example, has not stopped it from launching attacks in other parts of Iraq and Syria and taking the Iraqi city of Ramadi this weekend.

IS Militants Use Popular Russian Web Payment System To Raise Cash

A  group of Islamic State (IS) militants from Russia’s North Caucasus region are using the popular Russian QIWI wallet electronic payment system to raise money online.

The group’s use of the QIWI wallet sheds light on how individual factions within IS carry out their own fundraising and outreach, and shows that this particular group has managed to raise cash openly using mainstream resources in Russia even though Moscow has banned IS and donating money to it illegal.

The militants involved in the fundraising are doing so through an unofficial Russian-language IS media activist group, ShamToday, which mostly comprises people from the North Caucasus who are with IS in Syria and Iraq.

ShamToday is closely associated with the Chechen-led IS fighting faction Katibat al-Aqsa, a group known to have been close to IS’s military commander in Syria, Umar al-Shishani.

A key ShamToday figure, a Chechen militant named Ilyas Deniev, was killed last month in clashes in Baiji in Iraq.

Another figure associated with the group is a prominent social media activist who goes by the name Murad Atajev. It is thought that Atajev, who maintains accounts on Facebook and VKontakte, operates out of Turkey.

ShamToday first emerged in 2013 on Russia’s VKontakte social-networking website, where the group initially had its own dedicated page. Since VKontakte banned its page several months ago as part of a crackdown on pro-IS propaganda, ShamToday has shifted to using a number of different VKontakte accounts and specific hashtags to spread its propaganda, a method used by other IS groups on various social-media platforms.

Unlike other IS media groups, ShamToday has not been involved in producing video propaganda.

Instead, its main activities are recruitment and outreach to IS sympathizers in the Russian Federation, mostly by spreading news about IS’s activities in Syria and Iraq, sharing Russian audio recordings of lectures given by IS preachers and ideologues, and organizing online pro-IS seminars via its dedicated channel on Zello, a social-media app that is widely used by IS to broadcast sermons.

ShamToday’s Zello sermons frequently involve IS’s most prominent North Caucasus ideologues, including a Chechen named Musa Abu Yusuf Shishani, who has previously called on Chechens in Europe to carry out attacks against civilians, and Abu Jihad, an ethnic Karachai who is a close confidant of Umar al-Shishani.

Raising Funds For The ‘Caliphate’

A recent advertisement published by ShamToday includes a request for donations via the QIWI wallet system.

The request for donations does not say what the money will be used for but uses an interesting call to action to persuade supporters in Russia and Central Asia to donate: the Koran’s Surat al-Tawbah, which instructs Muslims to “fight against the disbelievers collectively as they fight against you collectively.”

The donation request also includes an advertisement for two of ShamToday’s Zello channels, including one named Novosti Khalifata (“Caliphate News”) which the group uses to spread information about IS’s advances in Syria and Iraq to a Russian-speaking audience.

Other Russian-speaking militants associated with IS are also using QIWI accounts to fundraise. A post on the “Official Page KHILAFA” account on VKontakte, which posts news about IS in Syria and Iraq, also includes a QIWI account number and requests for donations.

Why Use QIWI?

Ironically, the ShamToday militants prefer to use QIWI for the same reason as millions of security-conscious Russians: the service allows people to transfer money electronically without having to transmit sensitive bank account information, and without having to have a bank account in the first place.

IS sympathizers who want to donate to ShamToday can do so at a dedicated QIWI kiosk (Russia had over 169,000 of these in 2013) or via their smartphone, by transferring money from their own QIWI account to the ShamToday account number, provided by the group on its donation request.

Besides Russia, QIWI is also available to consumers in Kazakhstan, Tajikistan, and Kyrgyzstan. QIWI users in these countries even make transfers abroad, including to Turkey, where the ShamToday account is most likely based.

The account number provided by ShamToday is a Russian mobile-phone number, which is most likely an untraceable anonymous SIM card and not a working number belonging to a member of ShamToday. Attempts to reach the phone number produced an automated message that said the phone was switched off or outside its provider’s coverage area.

Combating Terror Financing

The use of electronic payment systems like QIWI by banned groups is not new.

Russian lawmakers have taken steps to try to quash the use of electronic payment systems like QIWI for terrorist financing.

In January 2014, a group of lawmakers from Russia’s United Russia party (including Shamsail Saraliev, the former External Affairs Minister for the Chechen Republic) and the far-right Liberal Democratic Party of Russia put forward amendments to existing electronic payment legislation, as part of a counterterrorism package.

The proposed amendments initially called for banning all anonymous transfers over 5,000 rubles, a move that caused QIWI stock to plummet 19 percent on January 15, 2014.

However, when the final version of the amended law passed on May 5, 2014, anonymous payments under 15,000 rubles were retained, although the legislation did ban anonymous payments of any size if they were between individuals rather than companies or other organizations.

The open use of QIWI by ShamToday suggests that this legislation has not deterred some extremist groups from using the electronic payment system to raise funds in Russia.

In a response to an inquiry by RFE/RL about the use of its services by ShamToday, QIWI said that it “condemns and does not support terrorist, extremist and other illegal activities” and that it was operating in “strict compliance with applicable legislation including legislation to combat money laundering of criminal funds and terror financing.”

“The company is taking all necessary and applicable legal measures to protect its services from penetration by criminal proceeds and also to minimize the risk of the company being involved in the laundering of proceeds from criminal activities and terrorist financing,” QIWI said in an e-mail.

WH Task Force-Retooling Nations Law Enforcement

Enter the new protected class as mandated by the White House Task Force, titled 21st Century Policing.

EXECUTIVE ORDER 13684 signed by Barack Obama is de-facto altering law enforcement across America. A sample action item includes:

Decouple federal immi-gration enforcement from routine local policing for civil enforcement and nonserious crime.

Another action item:

Law enforcement agencies should adopt and enforce policies prohibiting profiling and discrimination based on race, ethnicity, national origin, religion, age, gender, gender identity/expression, sexual orientation, immigration status, disability, housing status, occupation, or language fluency.

There are many action items in the White House mandate found here.

 

The need for understanding, tolerance, and sensitivity to African Americans, Latinos, recent immigrants, Muslims, and the LGBTQ community was discussed at length at the listening session, with witnesses giving examples of unacceptable behavior in law enforcement’s dealings with all of these groups. Participants also discussed the need to move towards practices that respect all members of the community equally and away from policing tactics that can unintentionally lead to excessive enforcement against minorities.

Witnesses noted that officers need to develop the skills and knowledge necessary in the fight against terrorism by gaining an understanding of the links between normal criminal activity and terrorism, for example. What is more, this training must be ongoing, as threats and procedures for combatting terrorism evolve.

The Federal Government should support the development of partnerships with training facilities across the country to promote consistent standards for high quality training and establish training innovation hubs.

A starting point for changing the culture of policing is to change the culture of training academies. The designation of certain training academies as federally supported regional “training innovation hubs” could act as leverage points for changing training culture while taking into consideration regional variations. Federal funding would be a powerful incentive to these designated academies to conduct the necessary research to develop and implement the highest quality curricula focused on the needs of 21st century American policing, along with cutting-edge delivery modalities.

Get paid to protest law enforcement…it is lucrative.

6 Things the Obama Administration Is Doing to Improve Police-Community Relations

Amid continued tension between police and communities of color, President Obama will travel to Camden, New Jersey this afternoon to highlight the city’s efforts improve police-community relations.

In cities like Camden, “for too long, both jobs and hope have been hard to find. That sense of unfairness and powerlessness has helped to fuel the kind of unrest we’ve seen in Ferguson and Baltimore and New York and other cities across our country,” White House senior advisor Valerie Jarrett told reporters. “It has many causes, from a basic lack of opportunity to folks feeling unfairly targeted by the police.”

But Camden – recently named a “promise zone” and a My Brother’s Keeper community challenge partner – is making strides, and the Obama administration wants to help other cities follow suit.

Here are six things they’re doing to shore up trust between law enforcement and minority communities:

1. Confidence ‘Blueprint’

After months of study by the president’s task force on 21st century policing, administration today is releasing its final “blueprint” for building trust between officers and the communities they serve.

“I can tell you, there is widespread understanding by the police that police- community relations must be improved, especially in communities of color,” Ron Davis, a former police chief who now heads the Justice Department’s COPS Office told reporters.

“We are without a doubt sitting at a defining moment in American policing,” Davis said. “We have a unique opportunity to redefine policing in our democracy, to ensure that public safety is more than the absence of crime, that it must also include the presence of justice.”

2. Data, Data, Data.

Statisticians, get ready: the White House has also launched a police data initiative designed to increase transparency and identify problematic trends.

According to officials, 21 jurisdictions have committed to release 101 data sets not previously accessible to the public, like reports on use of force, pedestrian and vehicle stops, and officer-involved shootings. (The administration’s “open data playbook” will set out best practices for other jurisdictions that want to post data publicly.)

“It’s equally important that we educate the community so they set the expectation for their agencies to follow those practices and not just leave it up to the police department by itself,” Davis said yesterday.

Internal data will be shared with analysts who can, in the words of Domestic Policy Council Director Cecilia Munoz, “identify patterns to prevent problems or problematic behaviors before they lead to a crisis situation.”

3. $163 Million

The Justice Department today is announcing $163 million in hiring grants for positions focused on building community trust.

4. Virtual Body Cam Toolkit

In the wake of the Ferguson protests last year, President Obama pledged $75 million to buy 50,000 body cameras.

Today, the Justice Department is launching a web-based “toolkit” laying out best practices for hardware, software, and data storage, as well as dealing with public information requests, civilian privacy issues, and officers’ rights issues.

5. Bayonets, Be Gone

To curb the “militarization” of local police that upset so many people during the Ferguson protests, President Obama has authorized a series of recommendations to regulate the transfer of equipment from federal agencies to state/local law enforcement.

The plan divides equipment into two main categories: (1) “prohibited” equipment – including bayonets, grenade launchers, weaponized aircraft, tracked armored vehicles and large caliber weapons – that have been deemed inappropriate for local law enforcement and should not be made available local police “under any circumstances,” and (2) “controlled” equipment – including riot gear, explosives, armored vehicles, and specialized firearms – that police departments can acquire only if they comply with certain “vigorous” controls.

“The idea is to make sure that we strike a balance in providing the equipment which is appropriate and useful and important for local law agencies to keep the community safe, while at the same time putting standard in places,” Munoz said.

To obtain controlled equipment under these new recommendations, law enforcement agencies have to gain the consent of a local civilian governing body such as a mayor or city council and provide a “clear and persuasive explanation” for why the department needs the equipment. They’ll also be required to complete additional training in community and constitutional policing and collect data on how the equipment is used – particularly if it is involved in a “significant incident.”

6. National Community Policing Tour

Newly confirmed Attorney General Loretta Lynch is slated to travel to Cincinnati as part of a “national community policing tour.”

Lynch’s aides have indicated that one of her first priorities will be improving police morale and finding common ground between officers and minority communities.

Yet the setbacks do not appear to have forced a change in strategy on the part of Assad or his most important allies, Iran and Russia.

TBILISI, Georgia (AP) — About 600 U.S. and Georgian troops are conducting joint exercises aimed at training the armed forces of the former Soviet republic for participation in the NATO Response Force.

Col. Michael Foster, commander of the U.S. 173rd Airborne Brigade, said the exercises are “an absolutely unique opportunity for us” and “the way we are going to be fighting in the future.”

RAF Typhoons were scrambled to intercept two Russian long-range bombers off northern Scotland on Wednesday, in the latest in a series of provocative operations by the country’s air force.

 

As tensions between Nato and Russia have worsened over the Ukraine crisis, Moscow has significantly increased the number of military flights probing Nato airspace – and submarine activity probing its waters.

The number of interceptions over the Baltic States trebled last year and Nato members including Britain have stepped up air policing support in the area.

Russia’s TU-95 Bear bombers – strategic bombers capable of carrying nuclear weapons – make probing flights towards UK airspace about once a month.

The Ministry of Defence says the Russian bombers have never violated Britain’s sovereign airspace, which extends 12 nautical miles from the coast, and publicly regards them as more of a routine nuisance than a threat.

But defence officials have expressed mounting concern over the nature of the flights. Michael Fallon, the then-defence secretary, said the appearance of Bear bombers over the Channel in February marked the first time they had been seen in that area “since the height of the Cold War.”

“We had to scramble jets very quickly to see them off,” he said.
