Hundreds of Migrants Pitch Tents on Paris Streets as Calais Camp Shuts

(REUTERS) – The number of migrants sleeping rough on the streets of Paris has risen by at least a third since the start of the week when the “Jungle” shanty town in Calais was evacuated, officials said on Friday.

Along the bustling boulevards and a canal in a northeastern corner of Paris, hundreds of tents have been pitched by migrants – mostly Africans who say they are from Sudan – with cardboard on the ground to try and insulate them from the autumn chill.

While the presence of migrants there is not new, it has grown substantially this week, Colombe Brossel, Paris deputy mayor in charge of security issues, told Reuters.

“We have seen a big increase since the start of the week. Last night, our teams counted 40 to 50 new tents there in two days,” Brossel said, adding there was now a total of 700 to 750.

This means there are some 2,000-2,500 sleeping in the area, up from around 1,500 a few days before, she said.

“It’s not a huge explosion in numbers but there is a clear increase,” she said. “Some of them come from Calais, others from other places.”

Sessions: ‘Critical alert,’ 817,740 illegals crossed last year

In a bid to put the issue of illegal immigration back into the presidential debate, outspoken critic Sen. Jeff Sessions on Monday issued a “Critical Alert” warning of a potentially historic surge of over the border.

“We are simply overwhelmed,” his statement said. In it he estimated the Fiscal Year 2016 illegal crossings at 817,740.

“There is a crisis at our southwest border — one that in many ways exceeds the crisis we saw just two years ago, one that further undermines the integrity of our immigration system, but one that the most of the media has elected to ignore,” said Sessions, an advisor to Republican presidential nominee Donald Trump.

  • U.S. Immigration and Customs Enforcement is currently detaining more than 40,000 aliens, with internal predictions indicating that the number could reach 47,000 in the coming months.
  • In fiscal 2016, the U.S. Border Patrol apprehended 408,870 illegal aliens at the southern border; a number 23 percent higher than in fiscal 2015.
  • Brandon Judd, president of the National Border Patrol Council, was quoted as saying just half of illegals are caught crossing the border.
  • Calculating illegal entries based on that formula, 408,870 illegal aliens evaded detection in fiscal 2016, for a total of approximately 817,740 illegal entries into the United States last year.

Sessions said the border crisis demands a new president and approach to reforming immigration starting with a closed border.

In part from Breitbart: Border Patrol Agent and NBPC President Brandon Judd spoke exclusively with Breitbart Texas and condemned the leadership of the Border Patrol’s parent agency, Customs and Border Protection (CBP), for allegedly “keeping this information secret” ahead of the 2016 U.S. presidential election.

“We are at breaking point. We have the highest number of illegal aliens in custody in history in Border Patrol’s RGV Sector and this information has been kept from the American public,” said Agent Judd. “The talk of amnesty has once again created pull factors and encouraged people from all over the world to cross Mexico and then cross our porous southern border to illegally enter the U.S. We are simply overwhelmed.” (See CBP’s response below.)

Agent Judd told Breitbart Texas that Americans should vote their conscience, but they should do so with all of the information available. “This is an issue of the federal government restricting crucial information from the public ahead of a presidential election and it is unacceptable. Americans deserve to know the truth. Our Border Patrol agents deserve for Americans to know what they are really facing. Too many Border Patrol agents have given their lives and left loved ones to grieve for CBP leadership to play these types of political games ahead of such an impactful election.”

Agent Cabrera said CBP were in fact concealing the gravity of the current border crisis. “One side in this coming election is downplaying illegal immigration and concealing this information only serves to help that agenda,” said Agent Cabrera.

Breitbart Texas reached out to the RGV Sector PIO for the Border Patrol and did not receive a response, though not much time was given to the agency. (See update below. A strong denial of the agents’ claims was issued by CBP to Breitbart Texas after publication.)

Historically, CBP, Border Patrol’s parent agency, has had to correct false assertions and denials. Perhaps the most glaring example occurred in June 2014 when an official CBP Twitter account directly accused this reporter of publishing a false report, only to later admit the report was accurate and true.

CBP has released numbers indicating near-record apprehensions; however, the assertions from the agents in the NBPC pertain to people who illegally entered the U.S. and are currently in custody in Border Patrol facilities. Agent Judd stated, “There is a significant difference between apprehension numbers and numbers in custody in our facilities. These record numbers in custody indicate that these are people who are not voluntarily returning. This indicates that these people will, under current policy, be released into our communities and given amnesty. This record number of people currently in detention is significant because the RGV Sector is dealing with the Gulf and Los Zetas cartels. This means our agents are busy babysitting record numbers in facilities instead of patrolling the border and stopping these murderers, kidnappers, and drug smugglers.” More here.

Judge rebukes administration over few admissions for Syrian Christian refugees

FNC: A federal judge has rebuked the Obama administration over the lack of Syrian Christians being admitted from the war-zone, calling it a “perplexing discrepancy” that only 56 of 11,000 Syrian refugees to the U.S. in fiscal 2016 were Christian.

The rebuke came in a Seventh Circuit Court of Appeals opinion on a Freedom of Information Act lawsuit filed by The Heartland Alliance’s National Immigrant Justice Center – a liberal human rights group that advocates for immigrants and asylum-seekers — seeking information on certain terror groups.

As first reported by attorney and former FEC member Hans von Spakovsky for The Daily Signal, while the court found in favor of the government, Judge Daniel Manion addressed the refugee issue and took aim at the Obama administration over how few Christians had been admitted to the U.S.

“It is well‐documented that refugees to the United States are not representative of that war‐torn area of the world. Perhaps 10 percent of the population of Syria is Christian, and yet less than one‐half of one percent of Syrian refugees admitted to the United States this year are Christian,” he wrote.

According to government figures, of the almost 11,000 Syrian refugees admitted to the United States in fiscal 2016, only 56 were Christian.

“To date, there has not been a good explanation for this perplexing discrepancy,” Manion noted.

The numbers are disproportionate to the Christian population in Syria, estimated last year by the U.S. government to make up roughly 10 percent of the population. Since the outbreak of civil war in 2011, it is estimated that between 500,000 and 1 million Christians have fled the country, while many have been targeted and slaughtered by the Islamic State.

Manion qualified his remarks by saying that his point “is not to suggest that any refugee group is more or less welcome: quite the contrary” but warned the Obama administration against failing to provide states with enough data on the people coming in.

In the case, the NIJC was requesting the identities of Tier III terrorist organizations, which are not publicly available. The administration argued that Tier III terrorist organizations “tend to be groups about which the U.S. government does not have good intelligence, making it essential that [DHS] be able to obtain information about them during screening interviews that are as focused and complete as possible.”

Manion noted that potential ties to a Tier III organization like a Christian militia may be why the government is not letting in as many Christians, but that it was impossible to tell since the information is not publicly available.

“It is at least possible that incidental affiliation with some Christian militia could lead an immigration officer to deny entry to Syrians on this basis. That would be a dubious consequence,” he wrote.

A State Department spokesperson told FoxNews.com in September that religion was only one of many factors used in determining a refugee’s eligibility to enter the United States.

A New Blacklist From the Southern Poverty Law Center Marks the Demise of a Once-Vital Organization

15 prominent writers and thinkers are labeled “anti-Muslim extremists”—Why?

Tablet: Late last week, the Southern Poverty Law Center, which became deservedly famous in the 1980s for combating violent white-power hate groups like the Ku Klux Klan and neo-Nazis, published a list of 15 individuals it labels as particularly threatening anti-Muslim extremists. It is sad but telling that the SPLC’s so-called field guide to Muslim-haters is not a list of violent extremists—who certainly do exist—but is instead a blacklist of prominent writers whose opinions on a range of cultural and political issues are offensive to the SPLC. The SPLC blacklist list contains practicing Muslims like Maajid Nawaz, ex-Muslims like Ayaan Hirsi Ali, foreign-policy think-tankers like Frank Gaffney and Daniel Pipes, and right-wing firebrands like David Horowitz—none of whom could be reasonably described as anti-Muslim bigots.

I spoke to Nawaz on the phone in London to ask for his reaction. “A bunch of first-world, comfortable liberal Americans who are not Muslims have decided from their comfortable perch to label me, an activist who is working within his Muslim community to push back against extremism, an anti-Muslim extremist.”

On the face of it, it’s difficult to understand why Nawaz was listed as such. As he told me, he’s a proud Muslim. “I learned Arabic in order to read my holy book,” he said. “In an Intelligence Squared debate, I defended the proposition that Islam was a religion of peace. This was the same week that the man who attempted to bomb Times Square was sentenced so it wasn’t the friendliest New York audience. I hosted Morgan Freeman in a mosque for his documentary The Story of God.”

Nawaz takes the SPLC blacklist seriously, he told me, because he believes that it has put his life in danger. “They’ve put a target on my head,” he said. “This is what putting people on lists does. When Theo Van Gogh was killed in the Netherlands, a list was stuck to his body that included Ayaan Hirsi Ali’s name. It was a hit list. When Bangladeshi reformers were hacked to death by jihadist terrorists, they were working off lists. Only fascists produce lists.”

It’s not easy to understand how the SPLC got here. The organization started in 1971 as a civil-rights law firm designed to combat white-supremacist groups. In 1981 it won a civil suit against the Klan for $7 million that bankrupted the United Klans of America. In 1991, it used the same tactics to win a $12 million judgment against the White Aryan Resistance. It won a $6.5 million case against the Aryan Nations in 2001. Co-founder Morris Dees’ career was dramatized in a TV movie, Line of Fire.

For SPLC’s efforts against violent white supremacists, its members were frequently targeted for reprisal. Yet now, the SPLC is putting bounties on the heads of Muslims like Maajid Nawaz, who are opposed to Muslim extremism. Where the SPLC was once able to win legal battles through careful, often dangerous research that could stand up in court, the organization now identifies the Center for Security Policy, a hawkish right-wing think tank, as a hate group, right alongside the Ku Klux Klan. Where the organization once pushed for freedom for all regardless of race or creed, now it aims to silence those whose opinions it finds objectionable. In doing so, it makes it hard for any impartial observer to place much confidence in future claims about groups and individuals that may actually be dangerous.

Perhaps in spite of the number of white supremacists who have moved into the light with the nomination of Donald Trump, the SPLC no longer has the resources to tackle those who threaten violence and act on it. Instead, it’s spending its time on Google and Twitter—and hoping to raise money by going after writers and intellectuals who get its goat.

What’s more troubling are the suggestions contained in the report that the SPLC no longer thinks that political violence and hate are a bad thing, or even real—as long as the people committing such acts are Muslims. Complaints against radical Islamist violence, the report bizarrely suggests, are

propaganda, the vast majority of it completely baseless, produced and popularized by a network of anti-Muslim extremists and their enablers. These men and women have shamelessly exploited terrorist attacks and the Syrian refugee crisis, among other things, to demonize the entire Islamic faith.

Sadly, a shocking number of these extremists are seen regularly on television news programs and quoted in the pages of our leading newspapers. There, they routinely espouse a wide range of utter falsehoods, all designed to make Muslims appear as bloodthirsty terrorists or people intent on undermining American constitutional freedoms. More often than not, these claims go uncontested.

Interestingly, the document fails to list the man who, according to this description, is the world’s most influential anti-Muslim extremist—President Barack Obama, who told the Atlantic  that young people in the Middle East are only thinking about how to kill Americans.

Obama isn’t a violent anti-Muslim extremist any more than the 15 people named here. Ayaan Hirsi Ali is an outspoken critic of Islam and has a compelling personal narrative that reflects the story of millions of women and men who have suffered in the name of Islam. David Horowitz is a pugnacious right-wing intellectual who often engages in sharp propaganda. Daniel Pipes is a fierce adversary of Islamic extremism and a knowledgeable scholar of the Middle East. There is much to disagree with in what they and others identified in the SPLC write or argue. I find the work of a small number of the people listed in the report to be puerile. But neither they, nor anyone on this list, deserve to be listed alongside white supremacists who threaten or actually employ violence.

In reality, the SPLC’s field guide has little to do with real anti-Muslim extremism, the red-hot center of which these days is not America but Syria—where so-called secular dictator Bashar al-Assad has teamed up with Iran and Russia to slaughter nearly half a million Sunni Arabs. The SPLC document is simply an enemies’ list, of the kind that fascists, Stalinists, and other totalitarian thinkers can’t help producing. So it’s hardly surprising that the ghost of Stalin makes an appearance. In a paper nominally highlighting anti-Muslim sentiment, David Horowitz is chided for questioning why one professor identifies Paul Robeson as a “model of [American] patriotism.”

That the SPLC document seeks to re-litigate the case of Paul Robeson, who openly admired Stalin, is evidence that the field guide is simply a blunt instrument used to attack the enemies, personal and institutional, of the paper’s four contributing institutions—Southern Poverty Law Center, Media Matters for America, the Center for New Community, and ReThink Media. (Regarding the Robeson issue, perhaps it’s the pet project of SPLC Senior Fellow Mark Potok who has contributed to the People’s World, a publication affiliated with the Communist Party of the United States of America.)

Nor does the SPLC hide the fact that the purpose of its publication is to blacklist and silence its enemies. The field guide recommends to its consumers in the media that they, “research the background of extremist spokespeople and consider other sources, and if they do use anti-Muslim spokespeople, point out their extremism.”

Why is a liberal organization like the SPLC now using fascist tactics to blacklist enemies? Maajid Nawaz believes the organization has targeted him for a very specific reason. “The left is no longer about advancing progressive values,” he said. “For them, it’s now about tribal identities, and any internal critique is seen as treachery.” Nawaz also believes there may be another reason—the activists at the SPLC, he suggested, “may be influenced by Islamists themselves.” And there is evidence in the paper to suggest that Nawaz’s contention may have some truth to it.

The field guide attempts to rewrite history of the Muslim Student Association, for one. In its dossier on Horowitz, the SPLC complains that he

placed an ad in an April 2008 issue of a campus news­paper, The Daily Nexus, claiming that the Muslim Student Association was “founded by members of the Muslim Brotherhood, the godfather of Al Qaeda and Hamas, to bring jihad into the heart of American higher education.” In fact, it had worked with Jewish campus groups, according to faculty members.

 Whether or not some chapters of the MSA worked with Jewish campus groups (while the University of California at Irvine chapter shouted down guest speaker Israeli ambassador Michael Oren in 2011), it’s established that Brotherhood members played a role in founding the MSA.

Even more telling is the rationale for blacklisting Nawaz. Among others, he “tweeted out a cartoon of Jesus and Muhammad—despite the fact that many Muslims see it as blasphemous to draw Muhammad. He said that he wanted ‘to carve out a space to be heard without constantly fearing the blasphemy charge.’ ”

That Nawaz tweeted out a cartoon of the prophet Muhammad in an effort to change the minds of Muslims who might automatically declare such an action to be blasphemy is the act not of an anti-Muslim extremist but a Muslim reformer. That the SPLC itself accuses him of blasphemy belongs not to the tradition of an American Civil Rights organization, but rather to the ideology of a religious fundamentalist organization, of the type that inspired the ISIS cadre that executed the staff of Charlie Hebdo.

The fact is that more than 40 years after its founding, the Southern Poverty Law Center is now aggressively defending the kind of violent supremacists it had once sought to prosecute, and attacking types like Nawaz it had once defended against violence. The suggestion that the organization has in fact switched sides will likely cause violent extremists of all shades and types to breathe a sigh of relief. It is also sign that there is something deeply wrong with our political culture.

(CNSNews.com) – John Carlin, the assistant attorney general for national security, announced Wednesday that the Justice Department is creating the new position of domestic terrorism counsel to combat the “real and present threat” of domestic extremism.

Carlin praised groups such as the Southern Poverty Law Center “that dedicate themselves to examining what the threat is, observing it, and reporting on it,” adding that the work of the SPLC was “very important.”

The SPLC says it places groups — including conservative, Christian groups — on its “Hate List” based on their beliefs, not their propensity for violence.

“Homegrown violent extremists can be motivated by any viewpoint on the full spectrum of hate — anti-government views, racism, bigotry, anarchy and other despicable beliefs,” Carlin told a gathering  at George Washington University. The discussion was co-hosted by SPLC. “When it comes to hate and intolerance, no single ideology governs.”

Carlin was asked about the value of SPLC’s work in helping DOJ deal with the threat of domestic terrorist extremism.

“I can say, based on our briefings, that as I said in my opening remarks, we very much think that the domestic terrorism threat is a real and present threat that demands to be addressed in new, creative ways,” he replied emphasizing that “Southern Poverty Law Center and other groups in this space are very important.”

The SPLC’s website features a “hate map” that lists the conservative. Christian Family Research Council (FRC) as a “hate group” because of its defense of traditional marriage. The “hate map” was cited by convicted domestic terrorist Floyd Lee Corkins in his decision to attack the FRC in 2012 when he shot and wounded a security guard before being subdued. Northwest Mexico Erupts in Violence in Next Generation Cartel Wars

InSight: A bloody cartel war raging in the state of Baja California Sur hints at the new strategies and alliances forming as Mexico‘s fragmented underworld reorganizes.

A Zeta magazine investigation into drug war violence in the city of La Paz, the capital of Baja California Sur, has revealed how a spate of macabre murders is connected to a campaign waged by a new alliance between the Jalisco Cartel– New Generation (CJNG) and the remnants of the Tijuana Cartel against Los Dámaso, a network connected to the Sinaloa Cartel.

According to Zeta, the CJNG and Tijuana Cartel factions are operating under the name the Tijuana Cartel– New Generation (CTNG) and have been kidnapping, torturing and murdering rivals in an attempt to seize control of local drug sales and distribution.

Their targets, according to a Zeta source from the local Public Security Coordination Group (Grupo de Coordinación de Seguridad Pública), are rival hitmen, operatives that have switched sides, plaza chiefs linked to the Sinaloa Cartel and local drug distributors. Their aim is not only to remove these people but also to obtain information on the large scale Sinaloa distributors that continue providing drugs to the region.

However, the source said, identifying the relationship between the local criminal cells and larger cartels is difficult due to the fragmented nature of the current underworld and the constantly shifting allegiences of local networks.

InSight Crime Analysis

The battle for La Paz reflects a new dynamic in the Mexican underworld, as fragmented remains of once all-powerful cartels confront or ally themselves with new players as they compete for control of local as well as transnational criminal markets.

The relatively new CJNG has been one of the most expansionist groups in Mexico in recent years, and it is little surprise that it has now moved into Bajo California Sur. It was once believed to be in alliance with the Sinaloa Cartel, but there are now growing signs the organization is looking to capitalize on what appears to be a fragmentation of the Sinaloa Cartel in the wake of the capture of the cartel’s most prominent leader, Joaquin “El Chapo” Guzman.

In contrast, the Tijuana Cartel has been in long term decline, and so an alliance with an up-and-coming group such as the CJNG represents the remaining cartel factions’ best chance of clinging on to some level of criminal power.

Los Dámaso, meanwhile, have long been operatives for the Sinaloa Cartel. However, there have been numerous reports suggesting the network has been in conflict with other Sinaloan factions.

As highlighted by Zeta’s source, these national actors are increasingly dependent on alliances with local criminal cells that have more autonomy and less loyalty to larger organizations than in the past. This makes for a much more complex and often chaotic dynamic in this latest generation of Mexico‘s cartel wars.

Time Magazine has provided more information:

As Mexican gangsters shot it out with troops in the border city of Reynosa this month, residents posted warnings on social media of where not to drive. Not only was the gunfire itself a problem but cartel gunmen had covered some roads with perilous spikes that they call ponchallantas or “tire punchers.” The hazard can appear suddenly as the cartels have customized vans with tubes that eject the spikes. If a car drives into them too fast, it can spin into a lethal crash. Gangsters also set grounded vehicles on fire, creating more debris in the way of security forces.

The tire punchers used in the April 17 firefight, in which soldiers arrested an alleged kingpin called José Tiburcio Hernández, are the latest example of the homemade battle technology developed by Mexico’s cartels. Gangsters have also built fighting vehicles with four inch-thick armor, sometimes referred to as “monsters” or “narco tanks.” And in October, police in the western state of Jalisco even busted a clandestine factory where traffickers assembled their own assault rifles.

The development of this narco technology south of the Rio Grande has grabbed the attention of U.S. security thinkers such as Robert Bunker, an external researcher for the U.S. Army War College. He compares it to the homemade war tools used by insurgent forces round the world. “Each battle technology has been adapted to both the conflict environment and the ideological and illicit economic motivations of the irregular forces,” Bunker says. “Caltrops and spike traps have been a component of warfare going back to the ancient Greeks. In many ways, we can think of them as pre-modern landmines.”

While there is no declared war in Mexico, fighting between rival cartels and the security forces has claimed more than 83,000 lives since 2007, according to a count by Mexico’s federal intelligence agency. Gangsters use traditional weapons, including Kalashnikovs, which are often smuggled from the United Sates. The Bureau of Alcohol Tobacco and Firearms has traced 73,684 guns seized in Mexico to U.S. gun sellers since 2009. Cartels also have rocket-propelled grenades, which may be stolen from Central American military caches.

However, it is harder for them to buy actual military vehicles leading to them inventing their own. The Zetas cartel, which was led by former soldiers, first developed its own armored vehicles, both converting regular trucks and building others from scratch. Their “monsters” resemble machines from the fantasy road wars of Mad Max, with gun turrets, battering rams and walls of armor.

The Mexican army has taken many of these makeshift tanks off the road, holding more than 40 of them in its base in Reynosa. But some are still at large and causing havoc. Last year, a Zeta monster attacked a hotel in the border town of Ciudad Mier, where executives from the oil services multinational Weatherford were staying. (The executives were shaken but unscathed).

Furthermore, vigilante groups that formed to fight cartels also built their own armored vehicles. “We were going into heavy gunfire and we needed protection. So we made these monsters of our own, based on the vehicles that the Zetas had built,” said Francisco Espinosa, a cattle rancher turned vigilante. With the help of local metal workers, they also used thick layers of armor, and added some of their own features such as mobile sand trenches.

The gun factory busted in October belonged to rising gang called the Jalisco New Generation Cartel. The cartel has gained infamy for a series of attacks on Mexican officials, including an ambush on April 7 that killed 15 policemen. Hidden in two farm houses in the tequila-producing region, the factory used industrial metal cutters and blow torches to assemble AR15 rifles from components. “It’s highly sophisticated machinery with very precise software that allows them to make the cuts to finish the guns, which work perfectly,” Jalisco Attorney General Luis Carlos Najera said.

The factory likely uses gun parts that are sold on line, producing untraceable AR15’s, says Bunker, the security scholar. “I consider it conceptually sophisticated but not technologically sophisticated. The next step in this process will be the addition of a 3D metal printer. I’m sure this will come in time as more of these improvised arms factories spring up, metal printer technology matures, and prices for them drop.”

The cartels’ ability to make their own guns, customized vehicles and spike ejectors make them difficult for Mexico’s government to wipe out. Under President Enrique Pena Nieto, troops have arrested a string of cartel leaders, including the head of the Zetas and Sinaloan chief Joaquin “Chapo” Guzman. This has helped reduce the total number of homicides, which went down from a peak of more than 22,000 in 2011 to 15,649 last year, according to a police count. But incidents such as the chaos in Reynosa and ambushes in Jalisco continue to shake the nation.

Bunker warns that cartels may keep on developing their battle tech. They could use drones for surveillance in the near future, giving them a fighting edge. Mexican gangsters have also used small car bombs, and could potentially harness bigger improvised explosive devices like those in the Middle East. “One area that we should keep an eye on is car bomb and IED use potentials,” Bunker says. “I could envision IEDs being placed in a city or town under certain circumstances.”

BOSTON —5 Investigates uncovered several aliases used by Kirk Figueroa, the man killed by Boston Police after he shot two officers on Wednesday night in East Boston. He took on one of them as he experienced what he called an Islamic “rebirth” in Africa.

It’s a picture of contradictions uncovered by Five Investigates, where Figueroa, 33, who started at least three companies in Florida and other states focused on security and protection is now the man who nearly killed two officers responding to a domestic violence call.

5 Investigates uncovered a job posting for “Police Protection” for one of those companies named Bailrunners. In it, Figueroa identifies himself as Muhummed Isa Al Mahdi. The ad said Al Mahdi was looking for people interested in helping him “hunt down fugitives and bring them to justice.”

5 Investigates also discovered a posting from Muhummed Isa on a website guide for Mosques from October 2012. Isa wrote about his “rebirth as a baby into the Nation of Islam” following a trip to an area of Ethiopia and a Mosque in South Africa.

Isa went on, writing that his unique and blessed journey was prepared and guided by Allah.

Most recently, Figueroa was using the name Kocoa Xango on social media, identifying himself as a police constable. His last post under that name came just a few hours before the fatal shooting.

Documents obtained by 5 Investigates also found criminal trouble for Figueroa dating back to at least 2005 when he was arrested in Georgia for impersonating a police officer.

That case was dismissed, but trouble came again in 2010, when he pleaded guilty to arson after setting a car on fire.

5 Investigates found that the arson case later kept him from obtaining a private investigators license in Florida.

Figueroa’s work history scattered in the years that followed, including a stint for about a week as a correction officer in West Virginia in 2014.

Feeney explained that the police department is responsible for the application and background checks of prospective constables before they are submitted to the City Council for approval.

In order to become a constable, you must have at least three years of documented experience as a licensed constable or provide a certificate that shows that he or she received constable training.

In the state of Massachusetts, a constable can take custody of prisoners or property, if a warrant for a person’s arrest is directed to him. The constable then has permission to apprehend the suspect in any place across the Commonwealth.

Evans compared the work of a constable to a mailman and said that the job did not come with a license to carry a firearm.

A Muslim legal group, girded with $1.8 million in grant money from George Soros’s Open Society Foundations (OSF), has helped influence major policy changes in the war on terror, including the Department of Homeland Security’s screening of individuals with suspected terror ties and the FBI’s training program for its agents working in counterterrorism.

Internal records, made public by the hacking group DC Leaks, show OSF spent $40 million between 2008 and 2010 on programs aimed at weakening U.S. counterterrorism policy.

Muslim Advocates’ Executive Director Farhana Khera played a key role in shaping the foundations’ spending. Khera co-authored a 2007 memo that “informed” the foundations’ U.S. Programs Board’s decision to create the National Security and Human Rights Campaign (NSHRC), a Sept. 14, 2010 OSF document discussing the program’s reauthorization, shows.

The NSHRC’s goals included:

  • Closing Guantanamo Bay, eliminating torture and methods such as the extraordinary rendition of prisoners, and ending the use of secret prisons;
  • Ending warrantless and “unchecked” surveillance;
  • Ensuring that anti-terrorism laws and law enforcement activities do not target freedom of speech, association or religious expression;
  • Reducing ethnic and religious profiling of people of Muslim, Arab or South Asian extraction;
  • Decreasing secrecy and increasing oversight of executive actions, and expose U.S. government or private individuals who abuse or violate the law.

Some of these policies, such as closing Guantanamo and ending enhanced interrogation techniques, already were also advocated by Obama administration. OSF claimed its work laid the groundwork for implementing those policies. The Edward Snowden leaks cast light on the depth of the government’s warrantless surveillance activity. The other goals are more difficult to assess.

Muslim Advocates was founded in 2005 as an offshoot of the National Association of Muslim Lawyers. It often criticizes U.S. counterterrorism strategies that use sting operations and informants as discriminatory.

Papers released by the anonymous hacker group DC Leaks show that OSF budgeted $21 million for the NSHRC from 2008-2010. OSF spent an additional $1.5 million in 2010. The NSHRC also received a matching $20 million contribution from Atlantic Philanthropies, a private foundation established in 1982 by Irish-American Chuck Feeney billionaire businessman.

OSF made 105 grants totaling $20,052, 784 to 63 organizations under the NSHRC program. An Investigative Project on Terrorism tally shows Muslim Advocates received at least $1.84 million in OSF grants between 2008 and 2015.

A funders’ roundtable created by OSF in 2008 helped coordinate the grant making among several left-leaning foundations, ” in order to “dismantle the flawed ‘war on terror’ paradigm on which national security policy is now based.” At least “two dozen” foundations participated in the roundtable’s strategy sessions as of the end of 2008.

Zuhdi Jasser, president of the American Islamic Forum for Democracy, called the Soros foundations’ $40 million program both hypocritical and ironic. He noted that the 2011 OSF-funded Center for American Progress report “Fear, Inc.” complained that seven conservative foundations donated $42.6 million to so-called “Islamophobia think tanks between 2001 and 2009.” The Council on American Islamic Relations (CAIR) and other major Islamist groups routinely use the $42.6 million funding number to portray their opponents as being pawns of dark forces.

“It’s amazing that one foundation donated an amount that CAIR and [Muslim] Advocates say is the huge sum of money that funds the entire anti-jihad campaign,” Jasser said. “… That wasn’t from one foundation. That was an addition of [the money given to] everybody that they threw under the bus.”

By contrast, OSF and Atlantic Philanthropies spent $41.5 million in just three years. OSF dedicated another $26 million to the NSHRC program from 2011-2014.

OSF additionally funded a study by the New America Foundation equating the terror threat posed right-wing extremists with al-Qaida. An Oct. 17, 2011 memo discussing NSHRC grants notes that New America received $250,000, partly to write two reports. The first aimed at creating a “‘safe space’ in which Muslims in America feel free to hold controversial political dialogues, organize without fear of unwarranted government surveillance.” The second aimed to “correct mistaken public beliefs that Al-Qaeda’s brand of terrorism is unique to Islam and that most terrorists are Muslim.”

The paper promised “to show how adherents of each extremist ideology use different language to justify very similar political means and goals. By demonstrating parallels among militant groups, this paper will aim to separate politically focused terrorism from the religion of Islam.”

Arguments from this report continue to help frame how Democrats and their allies talk about the jihadist threat. New America’s statistics and arguments recently came up in a House hearing about the threat from homegrown Islamic terrorists.

“According to the New America Foundation, there have been more incidents of right-wing extremist attacks in the United States than violent jihadist attacks since 9/11. I’m not minimizing jihadist attacks. In that light, can you explain what your office plans to do with respect to domestic right-wing extremism?” Rep. Bill Pascrell, D-N.J., asked Department of Homeland Security Office of Community Partnerships Director George Selim during a House subcommittee hearing last month.

New America’s effort to conflate right-wing extremists with al-Qaida glossed over a major difference – namely al-Qaida’s reliance on mass casualty attacks and suicide bombings.

New America’s latest data shows that jihadists have killed more people since 9/11 than right-wing extremists.

“What you’ve uncovered is the fact … that the Soros foundation works to obfuscate on national security,” Jasser said. “Muslim Advocates clearly is a prime example of the sickness in Washington related to dealing with the central reforms necessary to make within the House of Islam.

“You’ll see that the Soros foundation is spending money on organizations that deny the very principles they are defenders of, which are feminism, gay rights, individual rights. Muslim Advocates’ entire bandwidth is spent on attacking the government and blocking any efforts at counterterrorism.”

Muslim Advocates also opposes discussion on reform within the Muslim community and supports those who have theocratic tendencies, Jasser said.

“You have evidence here that the Soros foundation is part and parcel of the reason for the suffocation of moderation voices – reformist voices – in Islam,” Jasser said. “Muslim Advocates really ought to change their name to Islamist Advocates, and what the Soros foundation really is doing is just advocating for Islamists.”

OSF also contributed $150,000 in 2011 and $185,000 in 2012 to a donor advised fund run by Rockefeller Philanthropy Advisors. It used this money to pay Hattaway Communications, a consulting firm run by former Hillary Clinton adviser Doug Hattaway, to develop a messaging strategy for Muslim Advocates and similar organizations. Hattaway’s message strategy painted Muslims as victims of American national security policies.

Khera used Hattaway’s strategy to paint the New York Police Department’s mosque surveillance strategy as “discriminatory.”

“Their only ‘crime’ is that they are Muslim in America,” Khera wrote in a June 6, 2012 op-ed posted on CNN.com.

OSF funded groups, including Muslim Advocates, the ACLU, and the Center for Constitutional Rights, filed lawsuits challenging the NYPD’s surveillance program as unconstitutional. Police Commissioner William Bratton ended the policy in 2014.

The NYPD monitored almost all aspects of Muslim life ranging from mosques and student associations, to halal butcher shops and restaurants to private citizens.  A federal district court dismissed the suit, but the Third Circuit Court of Appeals revived it in October 2015. New York settled the lawsuit in January, placing the NYPD under supervision of an independent observer appointed by City Hall.

Downplaying Radicalization and the Jihadist Threat

OSF accused conservative opponents of “borrowing liberally from Joe McCarthy’s guilt by association tactics.” It complained in a Sept. 14, 2010 memo to its U.S. Programs Board that the “homegrown terrorism narrative” resulted in “discriminatory” targeting of Muslims by the Department of Homeland Security (DHS) and the FBI.

Khera often expresses similar sentiments. She accused the FBI of engaging in “entrapment operations” to target “innocent” Muslims after former Attorney General Eric Holder called sting operations an “essential law enforcement tool in uncovering and preventing terror attacks.”

Khera likewise characterized law enforcement training materials discussing the Islamic extremist ideology as “bigoted, false, and inflammatory” in her June 28 testimony before a Senate Judiciary  Committee’s Subcommittee on Oversight, Agency Action, Federal Rights, Federal Courts.

She and her organization played a central role in late 2011 when Muslim groups called on the Obama administration to purge FBI training materials that they deemed offensive. FBI counterterrorism training materials about Islam contained “woefully misinformed statements about Islam and bigoted stereotypes about Muslims,” she complained in a Sept. 15, 2011 letter. She objected to describing zakat – the almsgiving tax mandate on all Muslims – as a “funding mechanism for combat.”

Yet numerous Muslim commentators describe zakat as a funding mechanism for jihad. A footnote for Surah 9:60 found in “The Meaning of the Holy Qur’an,” says that zakat can be used to help “those who are struggling and striving in Allah’s Cause by teaching or fighting or in duties assigned to them by the righteous Imam, who are thus unable to earn their ordinary living.”

The Assembly of Muslim Jurists in America issued a 2011 fatwa saying zakat could be used to “support legitimate Jihad activities.”

Following Khera’s letter, then-White House counterterrorism advisor John Brennan announced a review of “CVE-related instruction across all levels of government.” This review resulted in a purge of 700 pages of material from 300 presentations. This included PowerPoints and articles describing jihad as “holy war” and portraying the Muslim Brotherhood as group bent on world domination.

The Muslim Brotherhood’s bylaws describe these ultimate ambitions and imply the need for violence: “The Islamic nation must be fully prepared to fight the tyrants and the enemies of Allah as a prelude to establishing an Islamic state.”

Khera’s influence with the Obama administration

Khera enjoys close connections with the Obama White House. Visitor logs show that Khera went to the White House at least 11 times.

Khera played a central role persuading the Obama administration to purge Department of Homeland Security records related to individuals and groups with terror ties, former Customs and Border Patrol (CPB) Agent Phil Haney told the Investigative Project on Terrorism.

His superiors ordered him to “modify” 820 CPB TECS records about the Muslim Brotherhood network in America, Haney said. Irrefutable evidence from the 2008 Holy Land Foundation (HLF) Hamas financing trial proved that many of these groups and individuals assisted Hamas, Haney said.

The HLF trial substantiated deep connections between American Islamist groups such as the Islamic Society of North America, the Council on American Islamic Relations (CAIR) and a Hamas-support network created by the Muslim Brotherhood in the United States.

A 2009 OSF funding document claims credit for helping persuade then-Secretary of Homeland Security Janet Napolitano to order a review of border screening procedures. It also reveals that Muslim Advocates worked with “DHS staff to develop a revised border policy.”

The Muslim Advocates’ report recommended the “review and reform of … [Customs and Border Patrol policies and practices that target Muslim, Arab and South Asian Americans for their First Amendment protected activities, beliefs and associations; and … law enforcement and intelligence activities that impose disparate impacts on Muslim, Arab and South Asian communities.” It also asked DHS to prevent CPB agents from probing about political beliefs, religious practices, and contributions to “lawful” charitable organizations.

Muslim Advocates claimed a pivotal role in getting the Transportation Security Administration (TSA) to reverse a new 2010 policy enhancing the screening on travelers from 14 countries, many of them predominately Muslim. The rule was proposed in the wake of the attempt by underwear bomber Umar Farouk Abdulmutallab to blow up a Detroit-bound plane weeks earlier.

Muslim Advocates and several OSF grantees met with Napolitano and other top DHS officials, and the policy was canceled three months later. Muslim Advocates claimed that the Obama administration “made special mention” of its role in reversing the TSA policy.

“This broke into the open with the great purge of 2011 and 2012,” Haney said, recalling Brennan’s letter to Khera announcing that materials she complained about would be removed.

The purge accompanied a practice of meeting with Islamist groups as community partners, Haney said.

In addition to the purge of training material, documents related to people and groups with terrorism ties such as Canadian Muslim Brotherhood leader Jamal Badawi and the Pakistan-based Tablighi Jamaat movement also disappeared from CPB records. (Tablighi Jamaat often serves as a de facto recruiting conduit for groups such as al-Qaida and the Taliban.)

Investigators might have had a better chance of thwarting the San Bernardino and the June Orlando shootings had those Tablighi Jamaat records remained available, Haney said, because the shooters’ respective mosques appeared in the deleted 2012 Tablighi Jamaat case report.

The Obama administration’s “absolute refusal to acknowledge that individuals who are affiliated with networks operating here in the United States, and their deliberate deletion of any evidentiary pieces of information in the system, has made us blind and handcuffed,” Haney said. “The proof of it is San Bernardino and Orlando.

“They obliterated the entire [Tablighi Jamaat] case as if it never existed.”

Haney’s claims have met with some skepticism. Haney stands by his claims and says critics “made a lot of factual errors.”

Still, Muslim Advocates’ success reversing the TSA policy was among the accomplishments showing that it “has proved itself to be an effective advocate on the national stage,” an April 25, 2011 OSF document said. It recommended renewing a $440,000 grant to “support the core operating costs of Muslim Advocates.”

In doing so, the Soros-funded OSF weakened U.S. national security and potentially left it vulnerable to the jihadi attacks we have been seeing in the homeland since the 2013 Boston Marathon bombing.
