Profile of Palestinian Terrorists Who Carried Out Attacks in Israel

The contagious effect of stabbing attacks: a notice posted to the Palestinian social networks, some of them affiliated with Hamas, reading “If you don’t stand up for Jerusalem, who will?” It features recent postings written by terrorist operatives Muhannad Shafiq and Fadi Aloun, who were killed carrying out stabbing attacks in Jerusalem and became role models for terrorists who followed in their footsteps.

Overview

1. The wave of Palestinian violence and terrorism currently plaguing Israel began during the most recent Jewish High Holidays. In retrospect, the ITIC has concluded it began with the stones thrown at the vehicle of Alexander Levlowitz near the Armon Hanatziv neighborhood of Jerusalem on September 14, 2015. Initially the wave of violence and terrorism focused on the Temple Mount and east Jerusalem and later spread throughout Jerusalem and to other sites inside Israel and various hotspots in Judea and Samaria (especially the region around Hebron). So far 12 Israelis and more than 70 Palestinians have been killed.^[1]

2. The current wave of violence and terrorism is part of the overall “popular resistance” strategy adopted by the Palestinian Authority (PA) and Fatah at the Sixth Fatah Conference in August 2009.^[2] It is manifested by rising and falling levels of popular terrorism. The current wave (which is unique in some aspects) is one of the most serious. Its popular terrorism includes riots, throwing stones and Molotov cocktails, and stabbing and vehicular attacks which are supported and condoned by the PA. The current wave of Palestinian terrorism, like those before it, has included several shooting attacks, which are not included in the modus operandi of the “popular resistance,” but the PA does not condemn them, and in effect supports them.

3. This study examines the profiles 35 Palestinian terrorists who carried out attacks in Israeli territory (Jerusalem and other locations inside Israel) during the current wave of terrorism. Twenty-four of them were killed while carrying out the attacks and 11 were injured. They carried out a total of 29 terrorist attacks, most of them in greater Jerusalem and some in other locations inside Israel. Their personal attributes were different, but based on the initial examination a general profile can be drawn.

4. The Palestinian who most commonly carries out a terrorist attack in Israel, especially a stabbing attack, is generally male, young, between the ages of 17 and 19, unmarried, unknown to Israeli security, not affiliated with a terrorist organization, and lives in one of the neighborhoods of east Jerusalem (especially Jabel Mukaber and Sur Bahr in southeast Jerusalem) and in several instances also in the Hebron region. In most instances he carries out the attack by himself following a spontaneous personal decision without instructions from any organization or leadership. He does not follow an Islamist ideology (some of the terrorists lived fairly secular lives) and does not belong to a terrorist organization, although he feeds off the incitement to terrorism and anti-Israel hatred disseminated by the various terrorist organizations.

5. The Palestinian terrorist who carries out an attack in Israel is motivated by Palestinian nationalism, and for the past six years he has been deeply influenced by reports of popular terrorism. He has also been influenced by events on the Temple Mount and by the false slogan “Al-Aqsa mosque is in danger.” He is personally and socially frustrated and feeds off the anti-Israel hatred and incitement on the social networks (mainly Facebook). He is willing to risk his life and aspires to follow in the footsteps of Palestinians who died initiating the current wave of terrorist attacks (the deaths of some of them and their glorification in the Palestinian media has become contagious, and copying them has become a challenge and “fashionable”).

6. An initial conclusion of this study is that the attributes of the terrorists who have carried out terrorist attacks inside Israeli territory during the current wave of terrorism are different in some respects from those who carry them out in Judea and Samaria. The main difference would appear to be the areas they come from: many terrorists in Judea and Samaria have come from the Hebron region, while most of the terrorists who carry out the attacks in Israel have come from east Jerusalem (for reasons that will be discussed below). Another difference is their ages: the terrorists who carry out attacks in Israel are younger (average age of 18) while those from Judea and Samaria are slightly older (average age of 20).^[3] As far as their level of education, the percentage of students in Judea and Samaria who carry out terrorist attacks (and participate in riots) seems higher.

7. The current wave of terrorist attacks has witnessed young, lone Palestinians carrying out terrorist attacks. They have made a personal decision to carry out attacks with high personal risks that are likely to cost them their lives. On the other hand, stabbing attacks have no dramatic or spectacular results (like the suicide bombing attacks of the second intifada). That has become more and more obvious as the current wave of violence and terrorism continues.

8. That characteristic seems to indicate the depth of the frustration and desperation felt by the younger generation of Palestinians at the forefront of the wave of attacks. Their generation did not experience the second intifada, but rather was raised in the shadow of the violent characteristics of the “popular resistance.” They are frustrated by what seems to them as the ongoing Israeli occupation, disappointed by the PA and apparently also by the Palestinian terrorist organizations. They regard the violent struggle as the only path to bring change to Palestinian national prospects and to their own personal futures. The intense incitement around the Temple Mount and the difficult conditions in the Palestinian neighborhoods and east Jerusalem are unique additional incentives motivating young Palestinians from the eastern part of the city to stand at the forefront of the current wave of terrorism (which did not happen in the past). The result is that the strong anti-Israel incitement spread by the Palestinian media, especially by the social networks, falls on willing ears and contributes to their motivation to carry out terrorist attacks.

Methodological Remarks

9. This study is primary and partial. It deals only with profiles of the Palestinian terrorists who carried out attacks in Israeli territory (and not Judea and Samaria). The ITIC considers them two separate categories because they have unique attributes not shared by those who have carried out attacks in Judea and Samaria. For that reason, and because of the primary nature of the information, general conclusions cannot be drawn about the Palestinians who carry out “popular resistance” terrorist attacks or about the deep-seated motivations of young Palestinians (such as the importance of nationalist vs. religious motives; the influence of socio-economic factors; and the role of personal, family or regional considerations).

10. The study is based on primary Palestinian and Israeli open sources. A great deal of material was taken from the Palestinian media, especially websites and the social networks (including sites dedicated to the memories of Palestinians who were killed, sites of various towns and villages, personal Facebook pages, statements from relatives). Israeli sources included Israeli Police Force reports, indictments handed down against terrorists who carried out attacks and the website of the Israel Security Agency, and the Israeli media, which closely follow the various events, and its reports contain much important information (even if it is primary and partial) about the terrorists who carry out attacks.

11. The study is time-defined: it refers to the period that began on September 14, 2015, when Palestinians threw stones at the vehicle of Alexander Levlowitz near the Jerusalem neighborhood of Armon Hanatziv, killing him (which the ITIC considers the beginning of the current wave of terrorism). Thus the current wave of terrorism has so far lasted for about a month and a half (it is dated by others as beginning on October 1, 2015, with the killing of the Henkins on the road between Alon Moreh and Itamar). The study is updated to October 25, 2015, although the wave of terrorism continues and it will be necessary to update it further in the future, in view of the daily terrorist attacks being carried out.

12. The study has three appendices. The first presents the main findings of the primary examination of the attributes the terrorists. The other two include a short, initial summary of the attacks carried out in Israel and individually examine each of the terrorists who carried them out. The parameters examined include the modus operandi of attack, its geographical location, where the terrorist came from, his motivation, age, organizational affiliation (if it exists), family status, education, profession, the involvement of women in terrorist attacks and various other aspects unique to each individual terrorist.

Illegal Immigrant Crime in U.S. Censored by Media

Attkisson: Illegal Immigrant Crime ‘Self-Censored’ By Media, Most Would Be ‘Surprised’ At How Large Problem Is

From Breitbart: “Full Measure” host Sharyl Attkisson said, “most Americans would be very surprised to hear how large the problem” of crimes committed by illegal immigrants is and “many in the media have self-censored the topic” on Friday’s “O’Reilly Factor” on the Fox News Channel.

Attkisson stated, “I think most Americans would be very surprised to hear how large the problem is, of illegal immigrants who come here, not talking about the law-abiding, deserving citizens we hear about a lot, but the ones who go on to commit felonies in the United States, and then the subset of tens of thousands who nonetheless are then rereleased back into the US where they go on to commit more serious crime, including thousands of murders — or hundreds of murders and thousands of rapes, over just a two year period.”

She added, “we discuss in the piece the theory on the part of victims’ families, that both Democrats and Republicans have a vested interest in the dysfunctional system as is, and because they are motivated by their interest and special interests, they are being told or asked not to address, even this subset of the population, the ones who commit serious crime.”

When asked what the Republican interest is, she responded, “The victims’ families believe they’re just bowing to special interests, because they don’t want to crack down on the problem at all, because they get cheap labor.”

Attkisson said she knows she’ll be accused of racism for running the story, but, “That’s why we’re doing the story. We know that this is a very important issue on the minds of many Americans, but that many in the media have self-censored the topic even though it’s significant for the public, and our show is all about bringing forth facts that others don’t want you to hear.”

Attkisson stated that while the show will air on CBS “in many markets,” she doubts that her former employer would have run the piece.

Germany Facing a Civil War Over Migrant Insurgency

George Soros, the global spooky dude, is happy about the matter of Europe going borderless, which under the Schengen Agreement for the most part is, but the financial burden is growing to epic levels and Angela Merkel remains on the wrong side of history on this growing disaster. One needs to ask if Merkel is involved with Soros and at least Viktor Orban, the Hungarian Prime Minister knows the score well with Soros and the constant festering of Islamist activism.

At least SOME in Germany get it and are fighting back, we say stay the course to stop the invasion. Save your country while you can, we are slowly learning in America too.

A German official has said that Angela Merkel’s open door migrant policy will lead to ‘civil war’ after thousands marched through one city’s streets holding crucifixes during an anti-Islam protest.

Hansjoerg Mueller, of the Alternative for Germany party, said the country was ‘sliding towards anarchy’ and risks becoming a ‘banana republic without any government’.

He made the claims after about 8,000 people joined the anti-Islam Pegida movement for a rally in Dresden over Angela Merkel’s decision to allow up to one million migrants into the country this year.

Some demonstrators held crucifixes and upside-down German flags while others shouted ‘Merkel out!’ alongside doctored images of the German Chancellor in a burqa and a Nazi outfit.

The group’s leaders, who have been described by German Interior Minister Thomas de Maiziere as ‘hard right-wing extremists’, are demanding an immediate end to the policy.

Mr Mueller was later asked for his views on remarks made by Bavarian official Peter Dreier. Mr Dreier had reportedly told Merkel that his town of Landshut would only take 1,800 refugees if a million were welcomed to the country – insisting that the rest would be put on buses to Berlin.

Mr Mueller told RT: ‘Usually he does not have the power, but we are not living in usual times.

He added: ‘Germany now is somewhere at the edge of anarchy and sliding towards civil war, or to become a banana republic without any government.’

Video of today’s protest emerged on YouTube as prosecutors have opened an investigation into the group’s founder for slander after he compared the justice minister to Hitler’s head of propaganda Joseph Goebbels.

Lutz Bachmann said Social Democrat (SPD) minister Heiko Maas was the ‘worst spiritual fire raiser’ since Goebbels and Karl-Eduard von Schnitzler.

Von Schnitzler was a television commentator in Communist East Germany who strongly criticised Western governments and media.

The comment is the latest in a series of provocative remarks made at the regular rallies of Patriotic Europeans Against the Islamisation of the West (PEGIDA).

Only two weeks ago, a speaker said that concentration camps were ‘unfortunately out of action’.

The refugee crisis in Europe has boosted the popularity of Pegida’s rallies in the eastern city of Dresden and raised fears about right-wing radicalism.

Many voters are worried about how Germany will cope with an influx of about one million migrants this year, many fleeing wars in the Middle East and Africa.

Social Democrats, who share power with Chancellor Angela Merkel’s conservatives, expressed outrage at Bachmann’s comment.

SPD General Secretary Yasmin Fahimi said it was deceitful and disgusting.

A spokeswoman for Dresden prosecutors said they had started an investigation into slander.

But Bachmann said on his Facebook page that he would not be silenced.

‘If the Sharia Party of Germany (SPD) and the whole press… demand hundreds of thousands of investigations, YOU WILL NOT GAG ME! I will still say openly say what I think.’

Bachmann has already been charged by Dresden prosecutors with incitement because of a post on social media last year in which he described refugees and asylum seekers as ‘animals’ and ‘scumbags’.

No trial date has yet been set.

He quit as leader of PEGIDA earlier this year after a photo was published of him posing as Hitler which led to internal squabbles and the grassroots movement all but fizzled out until the migrants crisis swept Europe.

Support for Merkel’s conservatives has dropped over her handling of the refugee crisis while the anti-immigrant Alternative for Germany (AfD) is up in opinion polls.

Extorting $2 Million from VA and Pleading the 5th

And so, once again, where is VA Secretary Robert McDonald? Oh, he only agreed to 5 recommendations and they are rather thin on solutions or substance. The shame continues, this agency needs to be turned over to the FBI for full agency wide investigations and a special prosecutor needs to be assigned.

The VA Deputy Secretary agreed to:

 Review and make improvements to request and approval processes related to VA’s PCS Relocation program.  Consult with the Office of General Counsel to determine whether bills of collection should be issued to VBA Senior Executives for improper relocation expense reimbursements and unjustified relocation incentives.  Consult with the Office of General Counsel to determine what actions may be taken to hold the appropriate Senior Officials accountable for processing and approving payments of unjustified relocation incentive payments.  Confer with the Office of Human Resources and Administration, the Office of Accountability Review, and the Office of General Counsel to determine the appropriate administrative action to take, if any, against several VBA Senior Executives.

The OIG’s results demonstrate a need for VA to strengthen controls and oversight over the use of these funds to improve the financial stewardship of taxpayer’s funds.

VA officials plead the 5th, refuse to testify

Executives at the Department of Veterans Affairs invoked their Fifth Amendment rights and refused to answer questions about whether they abused a program that compensates them for taking jobs in other states, during a hearing before the House Veterans Affairs Committee Monday evening.

Diane Rubens and Kimberly Graves, two VA officials cited in a scathing inspector general report in September, had to be subpoenaed to appear before the committee after refusing to appear to an earlier hearing. But while the subpoena got them in the room, the two declined to answer any questions.

“Requiring these individuals or any individuals to appear is not meant to embarrass them,” Rep. Jeff Miller, who chairs the VA committee, said before questioning the witnesses Monday night.

Executives at the VA netted $2 million by abusing the relocation program, the VA’s inspector general found in a September report.

The report alleged Rubens had created a less-demanding position for herself in Philadelphia, billing the agency for $274,000 in moving expenses and retaining her six-figure salary despite having fewer duties in the new job.

Graves was accused of pressuring Antoine Waller, another VA official present at the hearing, to move positions so she could accept a job and reap the relocation benefits.

Waller, who did not waive his rights, testified that he was indeed pressured to accept a position in the VA’s Baltimore office.

Rubens and Graves are both still employed at the VA pending an appeals process. Danny Pummill, principal deputy under secretary for benefits at the VA, told the committee he was advised by the VA’s legal team that he could not update the committee on how or whether the VA planned to punish the two executives.

Rep. Corrine Brown, the committee’s top Democrat, said the relocation scandal was further evidence of the “culture of cronyism” that exists in the VA.

Allison Hickey, the VA’s former top benefits official, did not respond to a congressional request to appear at Monday’s hearing. Hickey resigned shortly after the inspector general report was released.

Pummill sought to deliver his own prepared testimony at the hearing. But committee chairman Miller refused to let him, after the VA had repeatedly refused to provide the panel with an advance copy.

Hillary Clinton drew national attention to the VA when she said Republicans had exaggerated problems at the agency in an effort to privatize it.

Iran Arrests Another U.S. Resident, Stating He is a Spy

Anyone really wonder if there is a legitimate exit clause from the P5+1 JPOA? Since a deal was declared, there have been countless reasons to terminate the deal and reconstitute the entire sanctions architecture and program.

Iran state media claims another U.S. spy arrested

CBS: TEHRAN, Iran – Iranian state television on Tuesday claimed that a Washington-based Lebanese citizen missing in Tehran since September is actually an American spy now in the custody of authorities.

The state TV report is the first official word about Nizar Zakka, who holds permanent-resident status in the U.S. It comes as four Americans are known to be held by Iranian authorities after the Islamic Republic struck a nuclear deal with world powers.

Zakka disappeared Sept. 18 while visiting Tehran for a state-sponsored conference, according to a statement from the Washington-based group IJMA3-USA, which advocates for Internet freedom across the Middle East. Zakka was last seen leaving his hotel in a taxi for the airport to fly to Beirut, but he never boarded his flight, according to a statement last week signed by Lebanese lawyer Antoine Abou Dib.

Reached Tuesday by The Associated Press, Abou Dib said he had not heard of the Iranian claim and declined to immediately comment. IJMA3-USA did not immediately return a request for comment. Lebanese officials couldn’t be immediately reached for comment.

The state TV report claimed Zakka had “deep links” with U.S. intelligence services and its military. It also aired a still photo of men in U.S. Army-style uniforms, claiming Zakka was one of the men.

It wasn’t immediately clear if Zakka ever served in a military. However, Riverside Military Academy of Gainesville, Georgia, lists Zakka as an alumnus on its website and describes him as “an internationally recognized expert in information and communications technology (ICT) policy.” It said he graduated from the academy in 1985 and later earned bachelor’s and master’s degrees in computer science from the University of Texas.

A spokeswoman for Riverside Military Academy referred questions to Jim Benson, the school’s president. He did not immediately respond to a request for comment.

Zakka’s disappearance comes as hard-liners in Iran remain opposed to a detente with the U.S. in the wake of the nuclear deal. That agreement reached earlier this year promises lifting crippling economic sanctions in exchange for curbs on its nuclear program.

Iranian hard-liners are opposed to moderate President Hassan Rouhani’s strategy of trying to improve ties with the West. Internal domestic struggles over the direction of Iran appear to be intensifying ahead of February’s parliamentary elections.

CBS News correspondent Elizabeth Palmer reports this is the second-such arrest of someone with American connections this month in Iran. The other one was a business consultant based in Dubai who was very keen to re-establish economic links with the U.S. when sanctions are lifted. Both men arrested had the support of President Rouhani and his reform-minded government.

There also may be another plan: in August, Iranian media began quoting officials discussing the possibility of swapping Americans detained in Iran for 19 Iranians held in the U.S. It’s unclear, however, whether that’s been seriously discussed between Iranian and U.S. officials.

Americans held in Iran include Washington Post journalist Jason Rezaian, an Iranian-American convicted of charges including espionage in a trial widely criticized by the Post and free press groups. Others include former U.S. Marine Amir Hekmati, who holds dual Iranian and American citizenship and was arrested in August 2011, and Saeed Abedini, a pastor from Boise, Idaho, who was convicted in 2013 of threatening Iran’s national security by participating in home churches.

The U.S. also says it has asked for the Iranian government’s assistance in finding former FBI agent Robert Levinson, who vanished in 2007 while working for the CIA on an unapproved intelligence mission. Iran has said in the past that it has no information on Levinson, though it did not rule out helping in the case.
