Emails Prove the IRS and DoJ Worked to Destroy Public Integrity

Lois Lerner did not operate on her own, not by a long shot, so the devil is in the details and they continue to emerge from our friends at Judicial Watch. The White House had a serious hand in this as noted below as well as Senator Sheldon Whitehouse, (no joke on that last name either)

Imagine a Federal court having to rule against the IRS when a legal group has to keep suing them. We have a trifecta of collusion and could even be a RICO crime.

Federal Court Orders IRS to Produce Newly Recovered Lois Lerner Emails, IRS Fails to Meet Court Deadline

President Tom Fitton announced today that Judge Emmet Sullivan ordered the IRS last week to begin producing, every Monday, nearly 1,800 newly recovered Lois Lerner emails.  Judge Sullivan ruled on the matter from the bench during a status conference on July 1, 2015.  Despite the court order, the IRS failed to produce any Lois Lerner emails yesterday.  The IRS also failed to provide Judicial Watch a status of the Lois Lerner email production issues, as also ordered by Judge Sullivan.

The Treasury Inspector General for Tax Administration (TIGTA) recovered the emails from IRS back-up tapes.  TIGTA was able to locate the Lois Lerner back-up tapes within one day of requesting them from the IRS.

A report released today by TIGTA on the Lois Lerner email controversy confirms that the IRS failure to timely search its back-up tapes resulted in 24,000 Lois Lerner emails being destroyed.  The TIGTA report also confirms that IRS Commissioner John Koskinen delayed informing Congress (and the courts) for months about Lois Lerner’s email issue.  (Judge Sullivan ordered the IRS to produce the TIGTA report to chambers the next day for in camera review at the July 1 hearing.)

The TIGTA report details that the Treasury Department also knew about the Lerner email problems for months but made no public disclosure.  TIGTA discloses that other records remain missing, including potentially over 300 IRS hard drives. The office of IRS Chief Counsel William J. Wilkins, an Obama political appointee, oversaw the mishandling of the Lois Lerner email issue.

“The IRS, working through the Justice Department, has violated an explicit federal court order to begin turning over Lois Lerner’s ‘lost’ emails,” stated Judicial Watch President Tom Fitton.  “The Obama IRS’ contempt for the courts and for Congress resulted in a massive destruction of evidence.  IRS Commissioner John Koskinen’s and IRS Chief Counsel William J. Wilkins’ resignations are long overdue.”

The developments come in Judicial Watch’s Freedom of Information Act (FOIA) lawsuit seeking documents about the Obama IRS’ targeting and harassment of Tea Party and conservative opponents of President Obama (Judicial Watch, Inc. v. Internal Revenue Service (No. 1:13-cv-01559)).  Judicial Watch’s litigation forced the IRS first to admit that Lerner’s emails were supposedly missing and, then, that the emails were on IRS back-up systems.

In November 2014, the IRS told the court it had failed to search any of the IRS standard computer systems for the “missing” emails of Lerner and other IRS officials.

On February 26, 2015, TIGTA officials testified to the House Oversight and Government Reform Committee that it had received 744 back-up tapes containing emails sent and received by Lerner.  This testimony showed that the IRS had falsely declared to Congress, Judge Sullivan and Judicial Watch that Lerner’s emails were irretrievably lost.

Judicial Watch: New Documents Reveal DOJ, IRS, and FBI Plan to Seek Criminal Charges of Obama Opponents

Judicial Watch today released new Department of Justice (DOJ) and Internal Revenue Service (IRS) documents that include an official “DOJ Recap” report detailing an October 2010 meeting between Lois Lerner, DOJ officials and the FBI to plan for the possible criminal prosecution of targeted nonprofit organizations for alleged illegal political activity.

The newly obtained records also reveal that the Obama DOJ wanted IRS employees who were going to testify to Congress to turn over documents to the DOJ before giving them to Congress. Records also detail how the Obama IRS gave the FBI 21 computer disks, containing 1.25 million pages of confidential IRS returns from 113,000 nonprofit social 501(c)(4) welfare groups  – or nearly every 501(c)(4) in the United States – as part of its prosecution effort. According to a letter from then-House Oversight Committee Chairman Darrell Issa (R-CA) to IRS Commissioner John Koskinen, “This revelation likely means that the IRS – including possibly Lois Lerner – violated federal tax law by transmitting this information to the Justice Department.”

The documents were produced subsequent to court orders in two Judicial Watch Freedom of Information Act (FOIA) lawsuits: Judicial Watch v. Internal Revenue Service (No. 1:14-cv-1956) and Judicial Watch v. Department of Justice (No. 1:14-cv-1239).

The new IRS documents include a October 11, 2010 “DOJ Recap” memo sent by IRS Exempt Organizations Tax Law Specialist Siri Buller to Lerner and other top IRS officials explaining an October 8 meeting with representatives from the Department of Justice Criminal Division’s Public Integrity Section and “one representative from the FBI” to discuss the possible criminal prosecution of nonprofit organizations for alleged political activity:

On October 8, 2010, Lois Lerner, Joe Urban [IRS Technical Advisor, TEGE], Judy Kindell [top aide to Lerner], Justin Lowe [Technical Advisor to the Commissioner of Tax-Exempt and Government Entities], and Siri Buller met with the section chief and other attorneys from the Department of Justice Criminal Division’s Public Integrity Section, and one representative from the FBI, to discuss recent attention to the political activity of exempt organizations.

The section’s attorneys expressed concern that certain section 501(c) organizations are actually political committees “posing” as if they are not subject to FEC law, and therefore may be subject to criminal liability. The attorneys mentioned several possible theories to bring criminal charges under FEC law. In response, Lois and Judy eloquently explained the following points:

  • Under section 7805(b), we may only revoke or modify an organization’s exemption retroactively if it omitted or misstated a material fact or operated in a manner materially different from that originally represented.

 

  • If we do not have these misrepresentations, the organization may rely on our determination it is exempt. However, the likelihood of revocation is diminished by the fact that section 501(c)(4)-(c)(6) organizations are not required to apply for recognition of exemption.

 

  • We discussed the hypothetical situation of a section 501(c)(4) organization that declares itself exempt as a social welfare organization, but at the end of the taxable year has in fact functioned as a political organization. Judy explained that such an organization, in order to be in compliance, would simply file Form 1120-POL and paying tax at the highest corporate rate.

Lois stated that although we do not believe that organizations which are subject to a civil audit subsequently receive any type of immunity from a criminal investigation, she will refer them to individuals from CI who can better answer that question. She explained that we are legally required to separate the civil and criminal aspects of any examination and that while we do not have EO law experts in CI, our FIU agents are experienced in coordinating with CI.

The attorneys asked whether a change in the law is necessary, and whether a three-way partnership among DOJ, the FEC, and the IRS is possible to prevent prohibited activity by these organizations. Lois listed a number of obstacles to the attorneys’ theories:

She pointed to Revenue Ruling 2004-6, which was drafted in light of the electioneering communication rules before they were litigated.

Just prior this meeting, the IRS began the process of providing the FBI confidential taxpayer information on nonprofit groups. An IRS document confirms the IRS supplied the FBI with 21 disks containing 1.25 million pages of taxpayer records:

The DOJ documents also include a July 16, 2013, email from an undisclosed Justice Department official to a lawyer for IRS employees asking that the Obama administration get information from congressional witnesses before Congress does:

One last issue. If any of your clients have documents they are providing to Congress that you can (or would like to) provide to us before their testimony, we would be pleased to receive them. We are 6103 authorized and I can connect you with TIGTA to confirm; we would like the unredacted documents.

“These new documents show that the Obama IRS scandal is also an Obama DOJ and FBI scandal,” said Judicial Watch President Tom Fitton. “The FBI and Justice Department worked with Lois Lerner and the IRS to concoct some reason to put President Obama’s opponents in jail before his reelection. And this abuse resulted in the FBI’s illegally obtaining confidential taxpayer information. How can the Justice Department and FBI investigate the very scandal in which they are implicated?”

On April 16, 2014, Judicial Watch forced the IRS to release documents revealing for the first time that Lerner communicated with the DOJ in May 2013 about whether it was possible to launch criminal prosecutions against targeted tax-exempt entities. The documents were obtained due to court order in an October 2013 Judicial Watch FOIA lawsuit filed against the IRS.

Those documents contained an email exchange between Lerner and Nikole C. Flax, then-chief of staff to then-Acting IRS Commissioner Steven T. Miller discussing plans to work with the DOJ to prosecute nonprofit groups that “lied” (Lerner’s quotation marks) about political activities. The exchange included a May 8, 2013, email by Lerner:

I got a call today from Richard Pilger Director Elections Crimes Branch at DOJ … He wanted to know who at IRS the DOJ folk s [sic] could talk to about Sen. Whitehouse idea at the hearing that DOJ could piece together false statement cases about applicants who “lied” on their 1024s –saying they weren’t planning on doing political activity, and then turning around and making large visible political expenditures. DOJ is feeling like it needs to respond, but want to talk to the right folks at IRS to see whether there are impediments from our side and what, if any damage this might do to IRS programs. I told him that sounded like we might need several folks from IRS…

Democratic Rhode Island Senator Sheldon Whitehouse held a hearing on April 9, 2013, during which, “in questioning the witnesses from the DOJ and IRS, Whitehouse asked why they have not prosecuted 501(c)(4) groups that have seemingly made false statements about their political activities…”

The House Oversight Committee followed up on these Judicial Watch disclosures with hearings and interviews of Pilger and his boss, DOJ Public Integrity Chief Jack Smith. Besides confirming the DOJ’s 2013 communications with Lerner, Pilger admitted to the committee that DOJ officials met with Lerner in October 2010. Judicial Watch obtained new documents about these meetings in December 2014 showing the Obama DOJ initiated outreach to the IRS about prosecuting tax-exempt entities.

Following Judicial Watch’s lead, the House also found out about the IRS transmittal of the confidential taxpayer information to the FBI. Because of this public disclosure, the FBI was forced to return the 1.25 million pages to the IRS.

To Stop the Unraveling, Executive Privilege Declared

The obstruction of transparency begins in earnest once again. The State Department released the first court ordered drop of Hillary Clinton’s email from her private server and accounts. It is fascinating reading but a lot of it. At the very beginning of Hillary’s term as Secretary of State, she used Sidney Blumenthal as her ghost front person, the emails define this in undisputed terms.

Speaker Boehner and the Gowdy commission are beyond angry as noted here:

“The Hillary Clinton private emails controversy has new legs and the Democratic frontrunner has only herself to blame,” CNN’s John King reported Sunday. “After the House Select Benghazi Committee released new emails this past week, the Obama State Department was forced to admit it was not in possession of some Clinton emails that clearly discussed department business. … Secretary Clinton can’t definitely prove there aren’t additional things that should have been turned over to the government that were not. She can’t prove that because she erased her private email server without any independent supervision.” Pointing out that Hillary Clinton’s statement that she had turned over all of her work-related emails “is not true,” MSNBC’s Lawrence O’Donnell piled on. “If you care at all about the Freedom of Information Act, which is what liberals should care about here, that was an absolutely unacceptable choice from the start, that she used an email system in that way, and then that she deleted it,” he said Tuesday. “That was to contradict the Freedom of Information Act, Americans’ freedom, the press freedom, to be able to request these kinds of documents.” But it was exactly this accountability and transparency that Hillary Clinton tried so hard to avoid as she performed her taxpayer-funded duties as Secretary of State. That includes periods of time when the Benghazi terrorist attack was front and center, and Sidney Blumenthal was sending her unvetted, unsubstantiated intelligence on Libya. The Obama administration confirmed last week that she deleted specific parts of at least six emails before turning them over to the State Department. What other emails are still missing? The State Department has informed the House Select Committee on Benghazi that it is withholding “a small number” of documents from investigators on the basis of “important executive branch institutional interests.” The statement, made in a letter from Assistant Secretary of State Julia Frifield to committee chairman Rep. Trey Gowdy, amounts to a de facto claim of executive privilege.

‘Frifield made the claim in a letter turning over 3,600 pages of Benghazi-related documents from three current and former administration officials: Susan Rice, Jake Sullivan, and Cheryl Mills. Rice, a former United Nations ambassador, is now national security adviser, while Sullivan and Mills are close aides to Hillary Clinton who worked at the department when she was secretary of state’. Most of the messages are mundane, featuring anodyne remarks about scheduling or clipped news releases. But a choice few reveal idiosyncrasies and quirks from America’s highest-ranking diplomats, Washington strategists, and politicos — including the presumptive Democratic 2016 presidential front-runner herself.

Colin Powell Jokes About Richard Holbrooke

After Clinton tripped and fractured her elbow in June 2009, one of her predecessors at the State Department sent her an email wishing her well. “Hillary, Is it true that Holbrooke tripped you?” Colin Powell wrote to Clinton, referring to Richard Holbrooke who at the time was serving as President Barack Obama’s special envoy to Afghanistan and Pakistan. “Just kidding. Get better fast, we need you running around.”

John Podesta Rips Off Colin Powell’s Joke

Unwilling to leave the retired four-star general with the last laugh, John Podesta made the same joke in an email only two days later. After wishing the Secretary of State well following her elbow injury, Podesta wrote “PS No matter what anybody says, we refuse to believe that Holbrooke tripped you.”

Grandmother Knows Best

After failing to schedule a late-night phone call with Podesta and rescheduling for the following morning, Hillary Clinton offered the longtime ally a piece of advice before going to bed: “Please wear socks to bed to keep your feet warm.”

Hillary Clinton vs. the Fax Machine

The Secretary of State had an epic battle with the office technology in December 2009. Clinton struggled in an email exchange with aide Huma Abedin to figure out how to establish the fax line. “I thought it was supposed to be off hook to work?” Clinton puzzled.

Keeping the Axe at Bay

After receiving an email from her aide Cheryl Mills with the subject line “axelrod wants your email – remind me to discuss with you if i forget,” Clinton did not respond enthusiastically to the prospect of one of Obama’s top advisers receiving her contact info. “Can you send to him or do you want me to?” Clinton wrote. “Does he know I can’t look at it all day so he needs to contact me thru you or Huma or Lauren during work hours.”

Who Would Criticize Gen. James Jones?

The New York Times’ Mark Landler published an article in May 2009, only a few months into Clinton’s tenure at the State Department, referring to tension between President Obama’s National Security Adviser, retired Gen. James Jones, and the secretary of state. Clinton spokesman Philippe Reines wrote an email to Cheryl Mills, which was forwarded to Clinton, saying that no one in the secretary’s circle could have possibly been Landler’s source. “Someone in her circle is someone like you, or a Jake, or me. And none of us would ever say anything like that,” Reines wrote. “Mark conceded that point and let me know he will be changing the sourcing…It’s a small consolation, but I think a very important one.”

George Packer’s Profile of Richard Holbrooke

In September 2009, as George Packer was deep into his profile of Richard Holbrooke for The New Yorker, Clinton aides emailed back and forth assuring that they were providing the journalist with all of the key facts — and no information that could be damaging to the Secretary of State. “Obviously Richard strayed shall we say from discussion of our strategy,” then-Assistant Secretary of State Philip Crowley wrote. “It ends up being a semi-profile on Richard. I’ll alert the WH. I don’t see anything here that is problematic for the Secretary, but I don’t know that every detail here is correct.”

Clinton responded cryptically, “I know more about this if you wish to discuss.”

Hillary Needs to be Alerted About Bill’s Plans

In 2009 former President Bill Clinton was selected by the United Nations to serve as a special envoy to Haiti. According to emails, Hillary Clinton didn’t find out until it leaked out of the UN. “Wjc said he was going to call hrc but hasn’t had time,” wrote Doug Band, a longtime Clinton aide. “You need to walk this to HRC if she is not gone,” responded Cheryl Mills.

Sid Blumenthal Points Out Denis McDonough’s ‘Trashing Biden

In an email to Clinton, Sid Blumenthal, a longtime Clinton ally, attaches a piece by Jim Hoagland in the Washington Post that he says “nails McDonough for trashing Biden.” At the time Denis McDonough was working on strategic communications for the National Security Council, but he has since been promoted to Obama’s Chief of Staff. Hoagland wrote, “Denis McDonough, my strategic communications man, sold Biden-as-dove brilliantly. Wasn’t somebody just saying I should promote Denis? Maybe it was Denis?”

Clinton’s Late Night Blumenthal Chat

In October 2009, Hillary Clinton sent an email to Sid Blumenthal at 10:35 p.m. asking in the subject line “Are you still awake?” The body of the email read “I will call if you are.” No response from Blumenthal was included.

Clinton Frets about Canceled Meetings with White House

In a June 2009 email with the subject line “No WH mtg,” Hillary Clinton wrote “I arrived for the 10:15 mtg and was told there was no mtg. Matt said they had ‘released’ the time. This is the second time this has happened. What’s up???”

Financing Clinton’s Debt

In an email to longtime Clinton ally Paul Begala, Capricia Marshall, a former senior adviser to Hillary Clinton’s 2008 campaign wrote that an email contest had raised $500,000, followed by two exclamation points. The money, presumably, went to finance Hillary Clinton’s presidential campaign’s debt. “You all are amazing – the world adores you! You put a serious hole in hrc debt! A million thanks!”

Obama, the Conductor of Chaos

Barack Obama holds the baton to an anti-American orchestra of tuned, tested, rehearsed instruments. The production is mismanaged, sour to the ears and causes people to leave the arena when the verses are not American and in cadence with allies. The entire governmental score is tyrannical and abusive.

His performance however, is well driven by inside marxist, communists and socialist operators who themselves have tuned, tested and rehearsed instruments where it is in harmony with enemies of America. How about Hugo Chavez, Mohammed Morsi or the Taliban? Then there is Iran.

Three branches of government have been reduced to one, where Conductor Obama has ruled with a pen and a phone and otherwise political extortion. Up to the point where Senate majority leader, Harry Reid lost his leadership post, he functionally stopped and paralyzed the people’s work on Congress to protect Barack Obama.

All the while, Maestro Obama had his was working his intonations on the Supreme Court with his choice picks of Elena Kagan and Sonia Sotomayor, swinging the black robe influence to a more left octave. The court is broken when one sees the real dissention between the justices when not on the bench.

Obama has led an opus where the very social and civil structure in America has been thrown into turmoil. Border Patrol has no clue how to enforce immigration laws, they abide to DHS memos written by Secretary Jeh Johnson. Historical flags and icons are to be removed and gender designated bathrooms are now without any designation.

The fundamental security of government personnel and documents of several agencies has been compromised by an epic cyber intrusion and that finale is from over as the damage will be ongoing for years.

The very personal concern of having access to healthcare has reached a crisis pitch such that insurance deductibles are financially bending and having a doctor’s appointment is a future dream. Nothing is more demonstrative of this condition than that of the Veteran’s Administration where there is a slow death waltz.

Barack Obama performed a medley of government fraud and extortion using the IRS, the EPA, the DoJ, ATF, Education, HUD and HHS to name a few.

Off our shores, conditions are much worse. Barack Obama has modulated a score of retreat while his measure of sympathy to Islam in pure nocturne. His administration led of early in 2009 with the Cairo speech where the ligature plays out today throughout the Muslim world. The retreat from Iraq and his shallow threat of a ‘red-line’ have prove deadly in the whole region, a modern day holocaust. And mostly sadly of all was allowing 4 Americans to perish in Libya with no hope of security, support or rescue.

The most grave of the Obama coda is the terror and dying of Christians.

The building crescendo of Obama will be the nuclear agreement with Iran where Israel, Saudi Arabia, Europe and America as the great Satan will be his encore.

Presidential Senator Candidates Take Big Lobby $$

Hillary was a Senator and just recently a lobby issue could be a problem given the Transpacific Partnership Pact that is so contentious in the country right now.

Per Lee Fang: While Hillary Clinton has demurred over her position on the controversial Trans-Pacific Partnership trade deal, her campaign has partnered with a pro-TPP law and lobby firm to raise money.

At The Intercept, Lee Fang reports that Clinton’s campaign held a fundraiser in Washington, D.C. on Wednesday with the political action committee of a law firm called McGuireWoods. Lobby registration documents reveal that a subsidiary of the group lobbies on behalf of Smithfield Foods, the world’s largest producer of pork, to pass both the TPP and “fast track”—a special presidential mandate that nearly eliminates Congress’ role in crafting trade legislation.

The fundraiser occurred as Congress rescheduled a vote on fast track, also known as Trade Promotion Authority (TPA).

Fang continues:

Despite mounting pressure to take a position, Clinton has only provided [noncommittal] answers regarding her stance on both TPP and TPA. On Sunday, at a rally in Iowa, Clinton said there should be better protections for American workers and called for the president to work with Democrats in Congress — hardly a clarifying statement. Earlier that day, her chief pollster dismissed a call from ABC News’ George Stephanopoulos to provide a clear stance on TPA, casting the issue as simply “Washington inside baseball.”

For the event in D.C., billed as a “Conversation with John Podesta, Campaign Chair,” the Clinton campaign website said that I could learn the exact location only after RSVPing through a donation. I gave one dollar to find out. Apparently, that wasn’t enough. Instead of providing the address of the fundraiser as the campaign website had said it would, the campaign directed me to a site where I could volunteer.

Three of five senators running for WH have big backing from lobbyists

Three of the five U.S. senators running for president have made super-fans out of a few K Street lobbyists, an analysis of campaign finance data by OpenSecrets Blog shows.

Republican Sens. Marco Rubio (R-Fla.), Ted Cruz (R-Texas) and Lindsey Graham (R-S.C.) have each raised hundreds of thousands of dollars from current or one-time federal lobbyists throughout their careers, the analysis shows. Sen. Rand Paul (R-Ky.) has raised $82,050 from the same pool and Sen. Bernie Sanders‘ (D-Vt.) total fundraising haul from lobbyists stands at an even more paltry $50,075.

Neither Sanders nor Paul have hidden their disdain for lobbyists, so there’s some logic to their low fundraising totals from those in the profession. Both candidates, in their announcement speeches, railed against those who want to influence politics with money — Sanders referred to “billionaires…and their lobbyists,” Paul called them “special interests” — and struck similar tones.

“Both [Paul and Sanders] have publicly decried the influence of corporations in American public life,” Joshua Rosenstein, a Washington, D.C.-based lawyer and expert on lobbying, said. “If you are a corporation, is it possible that you view each of them as relative lost cause? Sure.”

For some candidates, it’s not bad politics to keep K Street at arm’s length. In 2008 and 2012, Barack Obama pledged not to accept donations from lobbyists and refunded money to those who did contribute. After taking office, he barred federally registered lobbyists from joining advisory boards in his administration, before partially rolling back that ban last year.

But no 2016 hopeful has followed that lead, as the Wall Street Journal reports. And setting Paul and Sanders aside, the other senators running for president have already wooed a handful of lobbyists with deep pockets and a willingness to give to anyone who might help their clients.

In all, Graham has taken in $753,841 during his congressional career from current or one-time federally registered lobbyists who contributed more than $200 to him. Rubio and Cruz have received $571,952 and $265,043 from the same group, respectively. Those sums include donations to the senators’ campaign committees and leadership PACs.

Rubio, Cruz and Graham each have at least one lobbyist donor who, along with their spouses in some cases, has given in excess of $20,000 to the candidate’s campaign and PAC. Rubio has Ignacio Sanchez, a presidential bundler for Mitt Romney in 2012 from the firm DLA Piper; he represents Al Jazeera Satellite Network and Diageo PLC. Cruz has lobbying revolver Charles Cooper of Cooper & Kirk and his wife, Debra.

Graham, a senator since 2003, has enjoyed financial support from current or former lobbyists longer than his GOP Senate colleagues running for president. William H. Skipper, Jr. of the American Business Development Group, Reed Scott of Chesapeake Enterprises and his wife, and presidential bundler Van D. Hipp of American Defense International and his wife, have each given Graham more than $20,000 over the years.

The most Paul has received from any one lobbyist barely tops $6,000; that came from Charles Grizzle of Grizzle Co., who currently represents several Kentucky-based clients like the University of Louisville and the Louisville Regional Airport Authority. Sanders topped out at $3,000 from Nancy Zirkin of the Leadership Conference on Civil Rights and her husband.

The data analysis only covered sitting U.S. senators. Other presidential candidates or potential candidates who have served in federal office, like former Sen. Hillary Clinton (D-N.Y.) and one-time House member, now governor, John Kasich (R-Ohio), haven’t run a Senate or House campaign in some time. And for former governors like Rick Perry and Jeb Bush, state data on which of their donors were lobbyists isn’t available. Fundraising reports for candidates’ presidential campaigns won’t be available till mid-July, and the super PACs backing them don’t have to report until the end of that month.

Still, it’s clear that the non-Senate candidates also have their eyes on K Street money. Clinton has already reached out to prominent lobbyists on her side of the aisle, while Jeb Bush started seeking commitments from Washington allies even earlier this year. Lobbyists are reportedly starting to line up behind him.

Despite that fact that making contributions may be good for business, Rosenstein noted, many lobbyists also donate for ideological reasons.

“While they certainly have to be pragmatists about what they’re doing…and that certainly drives some of the giving,” he said, “there might very well be an equal or greater ideological segment of the lobbying community that aren’t driven by pragmatic reasons,” Rosenstein said.
