These Are the Cyberweapons Used to Hack Sony

MotherBoard: In late November 2014, a mysterious group of hackers calling itself “God’sApstls” sent an ominous and jumbled email to a few high-level Sony Pictures executives.

“The compensation for it, monetary compensation we want,” the hackers wrote. “Pay the damage, or Sony Pictures will be bombarded as a whole.”

The executives at the Hollywood studio, which was about to release the controversial James Franco and Seth Rogen’s comedy The Interview, ignored the email. Just three days later, the hackers’ followed through with their threat and breached the studio’s systems, displaying a message on the computer screen of every employee: “Hacked by #GOP [Guardians of Peace].”

The hackers not only defaced employee’s computers, they then wiped their hard disks, crippling Sony Pictures for weeks, and costing the company $35 million in IT damages, according to its own estimate.

Now, more than a year later, several security researchers are still hunting down the hackers behind the attack, which the FBI officially identified as North Korean government-employed hackers. And despite the fact that the group is apparently still alive and well, a coalition of security researchers believes they can now disrupt them by exposing their extensive malware arsenal.

On Wednesday, a group of companies led by Novetta released a report detailing the Sony hackers’ long history of operations, as well as its large stock of malware. It’s perhaps the most detailed and extensive look at the group behind what might be the most infamous cyberattack ever.

Andre Ludwig, the senior technical director at Novetta Research and Interdiction Group, said that the investigation started from four hashes (values that uniquely identify a file) that the Department of Homeland security published after the attack. With those few identifying strings, and after months of sleuthing, the researchers found 2,000 malware samples, both from online malware portal VirusTotal, as well as from antivirus companies. Of those, they manually reviewed and catalogued 1,000, and were able to identify 45 unique malware strains, revealing that the Sony hackers had an arsenal more sophisticated and varied than previously thought.

The researchers hope that by shedding light on the hackers’ toolkit, the group, which the researchers called “Lazarus Group,” will be forced to adapt, spending resources and time, and perhaps even lose capabilities after antivirus companies and potential targets put up new defenses.

“There is no more shadows to hide in for these tools.”

“If all of a sudden you have antivirus signatures that detect and delete all the group’s arsenal, boom!” Jaime Blasco, the chief scientist at AlienVault Labs and one of the researchers who investigated the Sony hackers, told Motherboard. “They lose access to all the victims’ they got before.”

As Ludwig put it, “there is no more shadows to hide in for these tools.”

As it turns out, the hackers’ arsenal contains not only malware capable of wiping and destroying files on a hard disk like the Sony hack, but also Distributed Denial of Service (DDoS) tools, tools that allow for remotely eavesdropping on a victim’s computer, and more, according to the report. The researchers tracked some of this tools in cyberattacks and espionage operations that go as far as back as 2009, perhaps even 2007, showing the hackers that hit Sony have a long history.

While others suspected this before, Blasco said that nobody demonstrated it as conclusively until now.

Novetta researchers and their partners, which include AlienVault and Kaspersky Lab, don’t get into saying who the hackers really are, but they also don’t question the FBI’s controversial claim that North Korea was behind the attack.

The main reason, LaMontagne explained, is that the new data they found discredits the alternative theories that the hackers were actually a disgruntled former employee or just an independent hacktivist group.

A former Sony system administrator is unlikely to have built more than 45 malware tools in the span of more than seven years, LaMontagne told me. And the same time, he added, it’s also unlikely that a previously unheard of hacktivist group would pop up, claim responsibility for such a high-profile attack, and then disappear.

“They’re extremely motivated, regimented, organized, and they can definitely execute.”

“We have no reason to dispute what the US government and other governments have asserted as the threat being North Korean,” Peter LaMontagne, the CEO of Novetta, told me.

And as it turns out, those hackers have been around for longer than anyone thought—wielding sophisticated weapons. This, according to the researchers, shows the group was much more seasoned than anyone believed.

“Their motivation and operational execution, it’s impressive,” Ludwig said. “They’re extremely motivated, regimented, organized, and they can definitely execute.”

Now that their methods and tools are exposed, however, the researchers hope that they won’t be as effective.

United Nations (United States) (AFP) – The United States will on Thursday present a draft UN resolution toughening sanctions on North Korea after reaching agreement with China on a joint response to Pyongyang’s fourth nuclear test and a rocket launch.

The UN Security Council will meet at 2:00 pm (1900 GMT) to discuss the draft text detailing a new package of measures to punish North Korea, but there will be no immediate vote.

US Ambassador Samantha Power “intends to submit for consideration by the Security Council a draft sanctions resolution in response to the DPRK’s recent nuclear test and subsequent proscribed ballistic missile launch,” US spokesman Kurtis Cooper said, using the abbreviation for North Korea’s formal name.

“We look forward to working with the Council on a strong and comprehensive response to the DPRK’s latest series of tests aimed at advancing their nuclear weapons program.”

UN diplomats said a vote was expected as early as Friday.

TheHill: The outcome of Syria’s long-running civil war is effectively settled, according to the head of the Senate Foreign Relations Committee.

And Russia won.

“Let’s face it: This is close to over now,” Sen. Bob Corker told reporters at a breakfast sponsored by The Christian Science Monitor on Wednesday.

“It is very difficult at present, with Russia having stepped into the vacuum … now it’s a direct conflict with Russia,“ Corker added, “which is why there’s unlikely to be a Plan B.”

American inaction, Corker maintained —particularly following President Obama’s failure to act on the “red line” he imposed in 2013 with regard to the use of chemical weapons —has effectively empowered Russia’s support of embattled leader Bashar Assad.

“Let’s face it: We are empowering Assad,” Corker maintained on Wednesday.

“When we did not hit Assad in September of 2013 and said to the world —said to the world —that we could not be counted on. … Who propped up Assad more than anyone? We did!” Corker exclaimed. “We began by propping up Assad and making these hollow comments about ‘He had to go.’”

Corker’s comments on Wednesday came on the heels of this week’s announcement that the U.S. and Russia had reached a “cessation of hostilities”scheduled to go into effect on Saturday.

The arrangement, which many viewed skeptically, will allow for continued airstrikes against the Islamic State in Iraq and Syria (ISIS) and other designated terror groups. However, it calls for both sides to stop seeking new territory and allow for humanitarian aide to pass through.

Washington and Moscow have been at odds in the Syrian chaos. While both countries have claimed to be trying to root out terrorists, Russian forces have frequently targeted U.S.-backed rebels trying to unseat Assad from power.

According to Corker, Russia won’t change its calculus until challenges against Assad have been wiped out.

Pentagon, CIA Chiefs Don’t Think Russia Will Abide by Syria Cease-Fire

Emerging alliance of Russia hawks in cabinet exposes disagreement in the administration

WASHINGTON—President Barack Obama’s top military and intelligence advisers, convinced Russia won’t abide by a cease-fire in Syria, are pushing for ways to increase pressure on Moscow, including expanding covert military assistance for some rebels now taking a pounding from Russian airstrikes.

Defense Secretary Ash Carter; Marine Gen. Joseph Dunford, the chairman of the Joint Chiefs of Staff; and Central Intelligence Agency Director John Brennan have voiced increasingly tough views in White House meetings, calling for new measures to “inflict real pain on the Russians,” a senior administration official said.

The emerging alliance of Russia hawks exposes discord among defense and diplomatic officials and could put pressure on Mr. Obama to take stronger action against Moscow. But doing so risks pulling the U.S. deeper into a proxy fight in Syria, with Moscow showing little sign of lessening its support for President Bashar al-Assad.

The Syrian government said Tuesday it accepted the proposed cease-fire, announced a day earlier by the U.S. and Russia. But it said military operations would continue not only against Islamic State and the al Qaeda-linked Nusra Front—both designated by the United Nations as terrorist organizations—but against “other terrorist groups connected to them” as well.

Russia and the Assad regime have branded all rebel groups as terrorists—further clouding prospects for any truce.

The opposition’s delegation to U.N.-mediated peace talks in Geneva said late Monday it supported the U.S.-Russia deal, with several conditions related to humanitarian issues.

Russia’s bombing campaign in Syria, launched last fall, has infuriated the CIA in particular because the strikes have aggressively targeted relatively moderate rebels it has backed with military supplies, including antitank missiles, U.S. officials say.

Officials say it was unclear whether stepped-up support would make much difference at this stage, given how much ground the CIA-backed rebels have lost in the recent pro-regime offensive.

Mr. Obama has been reluctant to allow either the U.S. or its regional partners to supply the rebels with advanced ground-to-air antiaircraft weapons to fend off airstrikes. While introducing that sort of system could be a game-changer, any decision to help the rebels directly go after Russian soldiers or destroy Russian airplanes could mark a dramatic escalation.

At the heart of the debate is how much confidence to place in diplomacy at this point in the Syria drama.

On Capitol Hill on Tuesday, Secretary of State John Kerry said there have been discussions within the administration over what strategy to pursue “in the event we don’t succeed” in negotiations. He noted the president has the ability to take additional actions against Moscow.

But Mr. Kerry also said that “this is a moment to try to see whether or not we can make this work, not to find ways to preordain its failure and start talking about all the downsides of what we might do afterward.”

Officials said neither Mr. Carter nor Gen. Dunford had formally submitted recommendations to Mr. Obama.

Pentagon press secretary Peter Cook declined to comment, as did a spokesman for the CIA director. Navy Capt. Greg Hicks, a spokesman for Gen. Dunford, said the general’s recommendations were private.

A senior administration official said of the White House’s review: “We’ll judge Russia by its actions, not its words.”

The official added: “To be clear: Our actions are not aimed at Russia. Our focus, however, does not change the fact that Russia, by increasingly involving itself in a vicious conflict on the side of a brutal dictator, will become enmeshed in a quagmire. Should it not change course, Russia’s fate will be self-inflicted.”

Aside from expanding the CIA program, other options under discussion include providing intelligence support to moderate rebels to help them better defend themselves against Russian air attacks and to possibly conduct more effective offensive operations, officials said.

Another option with wide support among Mr. Obama’s advisers would impose new economic sanctions against Russia. But senior administration officials said they doubt European powers would go along, given the importance they place on trade with Russia.

The drawn-out negotiations with Moscow this month over a cease-fire agreement in Syria exposed the growing rift within the administration.

Mr. Carter had publicly voiced support for the negotiations led by Mr. Kerry. But while the talks were under way last week, Messrs. Carter and Brennan, and Gen. Dunford, privately warned the White House they risked undermining Washington’s standing with regional partners in the two U.S.-led coalitions—one in support of anti-Assad rebels, the other fighting Islamic State, the senior officials said.

At one point last week, the Pentagon came close to withdrawing its representatives from the cease-fire talks after the Russians claimed military cooperation between the U.S. and Russia was part of the closed-door discussions, according to senior administration officials.

Mr. Carter was upset about the Russian claims because he had explicitly ruled out such discussions, the officials said.

The Pentagon believes Russia was trying to try to drive a wedge between the U.S. and its coalition partners and to make it look like Washington would support Moscow’s military campaign in Syria and accept Mr. Assad.

While Russia was engaged in the cease-fire talks, U.S. officials say its war planes stepped up their attacks on positions held by moderate rebels. Russia maintains its airstrikes are targeting terrorist groups.

Mr. Kerry believes Monday’s agreement has “a viable chance of succeeding,” according to a senior administration official close to the secretary.

In contrast, Mr. Carter told senior officials Monday that it won’t hold. “He thinks it’s a ruse,” a senior administration official said.

Messrs. Carter and Brennan and Gen. Dunford raised many of their concerns in meetings last week involving Mr. Kerry, White House National Security Adviser Susan Rice and White House Chief of Staff Denis McDonough, according to senior administration officials.

The senior administration official close to Mr. Kerry said the secretary recognized the challenge of ensuring Russian compliance. The official added that the agreement was partially intended to test whether Moscow can be trusted. If Russia doesn’t abide by the deal, then “Plan-B thinking needs to occur,” the official said.

Mr. Kerry has supported the CIA program in Syria in the past and has advocated for greater military involvement, such as the creation of a safe zone to protect the moderate opposition. But the Pentagon has been resistant to such ideas, warning they could lead to a conflict with Russia, administration officials have said.

Senior administration officials involved in the discussions said it is unclear whether Mr. Obama would support expanding the CIA program.

Ms. Rice, Mr. McDonough and other senior national security officials at the White House have voiced skepticism in the past about the CIA effort.

White House critics of the program warned that open-ended support for the rebels could pull the U.S. deeper into the conflict over time, with little chance of success as long as Moscow remains willing to increase its support to Mr. Assad, according to former administration officials.

Current and former officials said Mr. Obama was persuaded in 2013 to green-light the covert program in Syria in part because doing so gave the CIA influence over the actions of regional partners, including Saudi and Turkish intelligence, preventing them, for example, from introducing advanced antiaircraft weapons known as Manpads on the battlefield. Washington warned the weapons could fall into terrorist hands and be turned against commercial aircraft.

If the U.S. doesn’t take action to prevent moderate rebel forces from being wiped out by the Russian-backed offensive, then the Saudis or some other group could decide to break ranks with Washington and send large numbers of Manpads into northern Syria to shoot down Russian bombers, U.S. intelligence agencies have warned policy makers, increasing the chances of a wider conflict.

MH17 – Potential Suspects and Witnesses from the 53rd Anti-Aircraft Missile Brigade

This report, MH17: Potential Suspects and Witnesses from the 53rd Anti-Aircraft Missile Brigade, presents information regarding the Russian brigade that we believe provided, and possibly operated, the Buk-M1 missile launcher that downed Malaysian Airlines Flight 17. In this post, we will summarize the role of the 53rd Anti-Aircraft Missile Brigade and “Buk 3×2” in the downing of MH17 before providing a summary of the report. At the bottom of this post, an index is provided of Bellingcat’s previously published major research projects on the MH17 disaster.

Introduction

From June 23 to 25, 2014, Russia’s 53rd Anti-Aircraft Missile Brigade transported several Buk-M1 anti-aircraft missile systems to areas near the Russia-Ukraine border. Bellingcat has extensively covered this convoy of military vehicles over the past year and a half, including numerous reports on the 53rd Brigade’s most notable piece of cargo: Buk 3×2, the missile launcher that we believe downed MH17. You can trace the 53rd Brigade’s journey from its base in Kursk, Russia to near the Russia-Ukraine border on Storymap, through which you can watch the videos and photographs in which the convoy, including Buk 3×2, are captured.

There is no direct evidence indicating if it was Russian or separatist soldiers who operated Buk 3×2 when it was in Ukraine. However, considering the complexity of the Buk-M1 system, it is most likely that the Russian military did not transfer a Buk missile launcher to separatist commanders without some guidance or a Russian crew. In the likely case that the Buk 3×2 did come with a Russian crew, it is almost certain that they were from the 53rd Anti-Aircraft Missile Brigade, which was deployed at the border throughout the summer of 2014.

Bellingcat has published numerous reports indicating our confidence that the Buk-M1 system that most likely downed MH17 was the Russian Buk 3×2. In the six available photographs and videos of the Buk-M1 missile launcher in Donetsk, Zuhres, Luhansk, Torez, and Snizhne on the day of and after the airliner’s downing, numerous features on the Buk match uncommon features found on Buk 3×2. Many of these features can be seen in this comparison between Buk 3×2 (in Russia, June 2014) and the Buk seen in Donetsk, Ukraine on the day of the tragedy:

 

There are numerous other features on Buk 3×2 that match the Buk seen in eastern Ukraine on July 17 and 18, 2014 that indicate that it is definitely a Russian Buk, and more specifically 3×2. These features include:

  • H-2200 mark on the left side (a load-bearing code used in railways, and extremely common on Russian equipment, with only a few examples of it seen on Ukrainian tanks and none on Buks)
  • Cross hair symbol (gravity mark) next to H-2200, meant for stabilizing while loading onto railways
  • Visible unit designation, with a likely “3”, an obscured middle digit, and fairly clear “2”
  • Distinct marks on hull and side-skirt
  • Side-skirt damage pattern
  • Distinct white mark on right side-skirt, visible in July 18 Luhansk video and a June 23 video in Alexeyevka, Russia (see comparison here). The same white mark is visible on the other side skirt below the H-2200 mark, as seen in the above comparison video.

Summary of Report

The report contains five sections, each covering a different aspect of the 53rd Brigade and its activities in the summer of 2014.

The first section, “The 53rd Anti-Aircraft Missile Brigade,” describes the role of the brigade within the Russian military and its structure, including the unit designations of Buk-M1 systems within the brigade.

The second section, “Mobilization of the 53rd Anti-Aircraft Missile Brigade,” provides a detailed account of the deployment of the brigade throughout the summer of 2014. By studying the makeup of the convoy that transported Buk-M1 systems from Kursk, Russia to near the Russia-Ukraine border on June 23-25, we have established that the 2nd Battalion of the 53rd Brigade was responsible for the transport of Buk 3×2. The missile launcher designated Buk 3×2 replaced the 2nd Battalion’s missile launcher numbered 222, thus indicating that the officers and soldiers normally responsible for Buk 222 were the most likely candidates to operate its replacement, Buk 3×2. This second section also details another convoy in which equipment from the 1st Battalion was transported in the days following the MH17 disaster.

The third section, “Soldiers of the 53rd Anti-Aircraft Missile Brigade,” details the soldiers within the 53rd Brigade and the information provided by their public postings on social media. The soldiers of the 2nd Battalion provided a wealth of information, including photographs and written notes, describing their time on the Russia-Ukraine border in June and July, 2014. More extensive details are provided regarding the soldiers who were normally responsible for the Buk missile launcher numbered 222, which was replaced by Buk 3×2, which we believe downed MH17. Additional details are provided on soldiers of the 1st and 3rd Battalions in order to demonstrate that they likely had no involvement or knowledge regarding the transfer or operation of Buk 3×2 in Ukraine. The identities of all of these soldiers have been anonymized in this public version of the report, with their names changed and faces blurred, though an uncensored version with their true identities has been provided to the Dutch-led Joint Investigation Team (JIT).

The fourth section, “Cadets at the 53rd Anti-Aircraft Missile Brigade,” describes a summer cadet training program at the Kursk base of the 53rd Brigade. Information provided by these cadets gives us additional understanding of the structure and operations of the brigade, in addition to ruling out numerous officers from any involvement with the MH17 disaster. The identities of all cadets have been anonymized, like with the soldiers in the previous section.

The final and most important section, “Commanders of the 53rd Anti-Aircraft Missile Brigade,” provides extensive information regarding the leadership structure of the brigade and battalion that provided and possibly operated the likely murder weapon in the downing of MH17. We provide partially anonymized information regarding 14 officers of the 2nd Battalion of the 53rd Brigade, including the commanders of the Buk unit vehicles within the battalion. Sergey Borisovich Muchkaev, the commander of the 53rd Anti-Aircraft Missile Brigade, is closely detailed, along with his superiors, including Aleksey Zolotov of the Air Defense of the 20th Guards Army and Andrey Kokhanov of the Air Defense of the Western Military District. Ultimately, responsibility for the downing of MH17 from a weapon provided and possibly operated by the Russian military lies with the Ministry of Defense and the Supreme Commander of the Russian Armed Forces, President Vladimir Putin.

U.S. refugee agency put Central American kids at risk, GAO report says

WashingtonPost: The government agency tasked with placing thousands of Central American children into communities while they await immigration court decisions has no system for tracking the children, does not keep complete case files and has allowed contractors to operate with little oversight, according to a report released Monday by the Government Accountability Office.

“Based on the findings in this report, it’s no wonder that we are hearing of children being mistreated or simply falling off the grid once they are turned over to sponsors,” said Sen. Charles E. Grassley (R-Iowa). “The Obama administration isn’t adequately monitoring the grantees or sponsors whom we are entrusting to provide basic care for unaccompanied children.”

Three senators — Grassley, Orrin G. Hatch (R-Utah) and Tom Coburn (R-Okla.) — asked the GAO in October to review policies of the federal Office of Refugee Resettlement. The agency provides shelter for unaccompanied minors fleeing violence in Central America and identifies sponsors to care for them while they await hearings in immigration courts. More than 125,000 unaccompanied minors from Central America have been caught at the U.S.-Mexico border since 2011. The 64-page report is being released one day before the Senate Judiciary Committee is scheduled to hear testimony from Obama administration officials about their handling of the children.

“Their records are incomplete, they are not appropriately checking in on the facilities that house the children, and they don’t even have a dedicated system to follow up on the children once they’ve been placed with sponsors,” Grassley said.

The Office of Refugee Resettlement, a division of the Department of Health and Human Services, has come under criticism in recent weeks for its handling of a number of cases involving unaccompanied minors.

Advocates for unaccompanied minors say that the refu­gee office was overwhelmed by the surge of children crossing the border in 2014 but that the system is a much better alternative than longer detention for vulnerable children.

On Jan. 28, the Senate Permanent Subcommittee on Investigations issued a report focusing on cases in which Central American children were victims of abuse by their sponsors, including one case where the agency released several Guatemalan teenagers to labor traffickers who forced them to work long hours at an Ohio egg farm for as little as $2 a day.

“We agree with the GAO’s recommendations, which is why we’ve already implemented some of them and are in the process of implementing the rest,” said Andrea Helling, a spokeswoman for the Department of Health and Human Services. “This is part of the process of improving the program to care for the children who come into our custody.”

The GAO found that children’s case files were often incomplete, making it difficult for investigators to determine whether they had received proper care such as group counseling and clinical services. Investigators reviewed 27 randomly selected children’s case files. None of them contained all of the required documents.

The report also criticized the agency’s oversight of nonprofit groups that it pays to operate shelters for the children and locate sponsors. In 2014, the agency implemented a new monitoring process, requiring site visits every two years. However, investigators found that the agency didn’t complete the site visits in 2014 and 2015. In 2014, agency staff members visited 12 of 133 sites. By August 2015, they visited 22 of 140 sites.

These monitoring visits revealed several problems at the nonprofit-run shelters. At one site, agency workers discovered that the facility didn’t give children the proper amount of medication, leading them to accidentally overdose.

Helling said the Office of Refugee Resettlement is aware of the issues and has hired additional staff and implemented new policies to ensure that all site visits are completed in fiscal 2016.

 

Once children are released to sponsors, the agency has no system for tracking their whereabouts, according to the report. Some children, including those who have been identified as trafficking victims, are supposed to receive services such as mental- health care. In fiscal 2014, only 9.5 percent of children released by the agency received these services. The agency has established a call center for children who want to report problems with their sponsors and requires its caseworkers to call all children and sponsors after the children are placed.

Grassley sharply criticized the lack of follow-up for released children.

“Beyond the risks to the children created by these shortcomings, our communities are left to cope with the crime and violence from gang members and other delinquents who are not identified or tracked because of HHS’s haphazard and porous practices,” he said.

Helling said the agency is looking at ways to expand post-release services for children, adding that “the overwhelming majority of these children are fleeing violence and chaos, not looking to create it.”

Sen. Rob Portman (R-Ohio), who co-chaired the Jan. 28 Senate hearing about problems within the agency, said he will testify at Tuesday’s hearing.

“I’m pleased the Judiciary Committee is following up on the subcommittee’s bipartisan investigation,” he said. “The administration must be held accountable for turning young children over to traffickers and criminals.”

Jennifer Podkul, a migrant rights expert at the Women’s Refugee Commission, said: “Overall, we’re incredibly happy that ORR is the agency that’s been designated to release the kids. What happened when there were incredible numbers was that it showed the strain and the weaknesses in the system. It was like a magnifying glass on the system.”

But North Korea has expedited its plans to develop a nuclear bomb, which it sees as a valuable bargaining chip in eventual peace negotiations.

A long-range rocket launched by North Korea earlier this month triggered additional international sanctions, including a law signed Thursday by President Obama imposing steeper penalties.

Un, who took power at the end of 2011, has demanded additional conditions for a treaty with South Korea, 63 years after the Korean War ended with an armistice.

Days before North Korea’s Jan. 6 nuclear test, the Obama administration clandestinely agreed to talks that would have formally ended the Korean War, the Wall Street Journal reported Sunday.

As part of the offer, reported to have been made at a U.N. meeting, the U.S. dropped its longstanding prerequisite that North Korea first make efforts to reduce its nuclear arsenal, instead calling for the military dictatorship to make its nuclear weapons program part of the talks. But the test ended those discussions.

North Korea began 2016 on a belligerent footing, even considering the unpredictable pariah state’s history. In addition to the January nuclear test, North Korea launched a rocket earlier this month, resulting in swift pushback from Japan and South Korea, which closed a joint industrial park that provided North Korea with valuable hard currency.

The most recent offer to North Korea was one of several overtures extended by the Obama administration, insiders told the Journal, which happened at the same time the administration was working on an ultimately successful diplomatic outreach to Iran. North Korea first tested a nuclear weapon in 2006, and its nuclear capabilities were confirmed in 2009. North and South Korea have technically been at war ever since the “hot” phase of the Korean War ended in 1953, but the North’s recent nuclear developments have increased the urgency to ultimately resolve the dispute diplomatically.

In addition to its unsanctioned nuclear activity, the North Korean regime is also alleged to operate a system of concentration camps where political prisoners are worked and starved to death. The U.N. released a 2014 report that suggested the regime’s security chiefs and leader Kim Jong Un should be prosecuted for crimes against humanity.

CNet: North Korea’s Reconnaissance General Bureau (RGB) is in charge of both traditional and cyber operations, and is known for sending agents abroad for training in cyberwarfare. The RGB reportedly oversees six bureaus that specialize in operations, reconnaissance, technology, and cyber matters — and two of which have been identified as the No. 91 Office and Unit 121. The two bureaus in question comprise of intelligence operations and are based in China.

The RGB also reportedly oversees state-run espionage businesses located in 30 to 40 countries, often hosted in unsuspecting places such as cafes. Members of this espionage network reportedly “send more than $100 million in cash per year to the regime and provide cover for spies,” the report says.

In addition, the country’s Worker’s Party oversees a faction of ethnic North Koreans living in Japan. Established in 1955, the group — dubbed the Chosen Soren — refuse to assimilate in to Japanese culture and live in the country in order to covertly raise funds via weapons trafficking, drug trafficking, and other black market activities. The group also gathers intelligence for the country and attempts to procure advanced technologies.

Despite aging infrastructure and power supply problems, North Korea reportedly was able to gain access to 33 of 80 South Korean military wireless communication networks in 2004, and an attack on the US State Department believed to be approved by North Korean officials coincided with US-North Korea talks over nuclear missile testing in the same time period. In addition, a month later, South Korea claimed that Unit 121 was responsible for hacking into South Korean and US defense department networks.
