Al Qaeda chief urges kidnappings of Westerners for prisoner swaps

Al Qaeda chief Ayman al-Zawahiri has appeared in an audio interview calling on fighters to take Western hostages and exchange them for jailed jihadists, the monitoring service SITE Intelligence Group said on Sunday.

In recording posted online, Al-Zawahiri called on the global militant network to kidnap Westerners “until they liberate the last Muslim male prisoner and last Muslim female prisoner in the prisons of the Crusaders, apostates, and enemies of Islam,” according to SITE. More here from Reuters.

A 21-year-old Syrian refugee was arrested on Sunday after killing a pregnant woman with a machete in Germany, the fourth violent assault on civilians in western Europe in 10 days, though police said it did not appear linked to terrorism.

The incident, however, may add to public unease surrounding Chancellor Angela Merkel’s open-door refugee policy that has seen over a million migrants enter Germany over the past year, many fleeing war in Afghanistan, Syria and Iraq.

German police said they arrested the machete-wielding Syrian asylum-seeker after he killed a woman and injured two other people in the southwestern city of Reutlingen near Stuttgart. Much more here from Newsweek.

So what about the real vetting process in the United States you ask…..it is a great question.

After the Paris attacks, the White House called in 34 governors to discuss the policy and vetting process of refugees into the United States. While we focus on ‘Syrian’ refugees, they hardly make up the majority and it is this fact that must be noted. Even so, the White House, 3 days later published a chart of the vetting program and it does have some gaps (questions) that too must be answered.

‎Refugees undergo more rigorous screening than anyone else we allow into the United States. Here’s what the screening process looks like for them:

The admission of refugees to the United States and their resettlement here are authorized by the Immigration and Nationality Act (INA), as amended by the Refugee Act of 1980. The INA defines a refugee as a person who is outside his or her country and who is unable or unwilling to return because of persecution or a well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion. In special circumstances, a refugee also may be a person who is within his or her country and who is persecuted or has a well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion. The maximum annual number of refugee admissions (refugee ceiling) and the allocation of these numbers by region of the world are set by the President after consultation by Cabinet-level representatives with members of the House and the Senate Judiciary Committees.

The Department of State’s (DOS’s) Bureau of Population, Refugees, and Migration (PRM) is responsible for coordinating and managing the U.S. Refugee Admissions Program. Prospective refugees can be referred to the U.S. program by the United Nations High Commissioner for Refugees (UNHCR), a U.S. embassy, or a designated nongovernmental organization (NGO), or in some cases, they can access the U.S. refugee program directly. PRM generally arranges for an NGO, an international organization, or U.S. embassy contractors to manage a Resettlement Support Center (RSC) that assists in refugee processing.

Following the consultations, the President issues a Presidential Determination that sets the refugee ceiling and regional allocations for that fiscal year. Once the Presidential Determination for a fiscal year has been issued, INA Section 207 also allows for additional refugee admissions in response to an “emergency refugee situation.” In such a situation, the President may, after congressional consultation, issue an Emergency Presidential Determination providing for an increase in refugee admissions numbers.

For FY2016, the Obama Administration initially proposed a refugee ceiling of 75,000 and held consultations with Congress on that proposal. The proposal reportedly included an allocation of 33,000 for the Near East/South Asia, the region that includes Syria.5 The Administration subsequently announced that the United States would admit at least 10,000 Syrian refugees in FY2016. On September 29, 2015, the Obama Administration released the Presidential Determination on Refugee Admissions for Fiscal Year 2016.6 It sets the FY2016 refugee ceiling at 85,000, with 79,000 admissions numbers allocated among the regions of the world and 6,000 admissions numbers comprising an unallocated reserve.7 The allocation for the Near East/South Asia region is 34,000.

Actual Admissions

In FY2015, the United States admitted 69,933 refugees. The Near East/South Asia region accounted for 24,579 admissions, of which 1,682 were Syrian refugees. In the first month of FY2016 (October 2015), total refugee admissions were 5,348, Near East/South Asia region admissions were 1,979, and Syrian admissions were 187. From October 1, 2010, through October 31, 2015, the United States admitted a total of 2,070 Syrian refugees.

Role of the Department of Homeland Security

USCIS adjudicates refugee applications and makes decisions about eligibility for refugee status. USCIS officers in the Refugee Corps interview each applicant in person and consider other evidence and information to determine whether the individual is eligible for refugee status. Terror at the Olympics in Brazil?

Brazil police arrest 10 men pleading ISIS allegiance, search for two more

WashingtonTimes: RIO DE JANEIRO (AP)— Federal police in Brazil have ordered the detention of 12 people who allegedly pledged allegiance to the Islamic State group via social media.

Justice Minister Alexandre de Moraes told journalists in Brasilia on Thursday that 10 had been arrested and two more were being sought.

Moraes says police acted because the group had been discussing the use of weapons and guerrilla tactics to potentially launch an attack during the Olympics, which begin Aug. 5.

The arrests were made in the southern states of Sao Paulo and Parana. Moraes says there were no specific targets for attack.

Last week, Brazil’s interim government’s top military aide said the concerns with terrorism had “reached a higher level” after the attacks of six days ago in Nice, France.

Previously, this website predicted these conditions at the Olympics.

In part from the NYT’s: The Federal Police said in a statement that the suspects belonged to a group called the Defenders of Sharia. Agents from an antiterrorism unit are investigating the group’s activities in the several states, including Rio de Janeiro, where the Games will take place.

In part from the NewYorkDailyNews: The arrests were made in 10 different states, including Sao Paulo and Parana in the southern part of the country, and it was not clear whether the suspects knew each other beyond their online contacts. Moraes said there were no specific targets for an attack.

Moraes said they had all been “baptized” as Islamic State sympathizers online and that none had actually traveled to Syria or Iraq, the group’s stronghold, or received any training. Several were allegedly trying to secure financing from the group, known by the acronym ISIS.

The justice minister added that one of the suspects communicated with a Brazilian store in an alleged attempt to by an AK-47  assault rifle, apparently the most concrete action taken toward a possible attack.

Last week, Brazil’s interim government’s top military aide said the concerns with terrorism had “reached a higher level” after the attacks of six days ago in Nice, France.

Four terror suspects ‘tried to travel to Brazil for Olympics’

Telegraph: Four suspects with known links to terrorism attempted to travel to Brazil for the Rio 2016 Olympics, it has emerged.

The four, whose identities have not been revealed, applied for accreditation for the Games and were among the 11,000 to be denied on security grounds, according to Brazilian security services.

They featured on a list of 40 who are subject to international alerts and are being monitored by intelligence agencies.

Brazilian authorities have formed an Integrated Anti-Terrorism Centre (Ciant) for the Olympics and are working with security agencies from the US, UK, France, Spain, Belgium, Paraguay and Argentina.

“We did a scan on all national databases and also, in the spirit of international cooperation, a trace of information with these global partners,” Andrei Augusto Passos Rodrigues, national security coordinator for Rio 2016, told magazine show Fantastico on Sunday night.

“Approximately 460,000 inspections were done and of these, around 11,000 were not recommended for accreditation.”

There were also more than 60 Brazilians with active warrants who applied for accreditation for the Olympics, Mr Rodrigues added.

Accreditation for the Games is required for all media, VIPs, officials, athletes and other staff who require access to restricted areas and also acts as a visa for entry to Brazil. Authorities did not say in what capacity the four suspects had applied nor from which country.

Officers at the Ciant centre, which is headquartered in the capital, Brasília, are monitoring Rio 24 hours a day.

Among the areas covered are hotels where Olympic officials and VIPs will stay, Games venues and training sites.

On Friday, Brazilian authorities deported a French-Algerian particle physicist who had been convicted of terror-related crimes and was working as a visiting professor at the Federal University of Rio de Janeiro (UFRJ).

Security forces also carried out an anti-terror training exercise on Saturday at one of the stations near the Deodoro Olympic venue cluster.

Cristiano Sampaio, general coordinator for public security at the Games, said there was no identified threat of a terror attack against Brazil but said the level of alert had been raised since the Bastille Day attack in Nice.

“Today, in the absence of a concrete threat to Brazil, we are on yellow alert, which is characterised by increased attention and the level of response in relation to everyday life,” he said.

“This can develop into an orange or red alert according to any specific threat that is identified in relation to Brazil.”

Brazil to Boost Rio Olympics Security After Nice Attack

Brazil had already planned to deploy 85,000 police and soldiers to provide security for the Rio Olympics to be held from August 5 to 21.

Brasilia: Brazil said Friday it will bolster security for next month’s Olympics in Rio following the truck attack in the French city of Nice.

Brazil’s interim president Michel Temer held an emergency meeting with his intelligence chief and members of his cabinet late Friday to weigh the next steps after the Nice attack, which killed at least 84 people.

As he left the meeting, intelligence chief Sergio Etchegoyen said new security measures would include extra checkpoints, barricades and traffic restrictions.

Brazil had already planned to deploy 85,000 police and soldiers to provide security for the Olympics — running August 5-21 — double the number used in the 2012 London Games.

Heightened fears, heightened security

Etchegoyen said fears over security at the Rio Games had “gone up a notch” after the attack in Nice, where a Tunisian-born man drove a 19-tonne white truck into a huge crowd gathered to watch the annual Bastille Day fireworks display on Thursday, leaving a gruesome trail of bodies in his wake.

“We’re trading a little comfort for a lot more security,” he told a press conference at the presidential offices.

Brazilian intelligence officials met with French counterparts for a briefing on the Nice attack, he said.

Defense Minister Raul Jungmann expressed “worries” over the Nice attack.

“This worry will translate to more checkpoints, security, staff and procedures being put in place,” he told reporters at an air force base near the Rio international airport.

Jungmann said Brazil is corresponding with all 106 countries sending representatives to the event’s international intelligence center.

“As of now, none of these countries have informed us of a potential or concrete threat of a terrorist attack in Brazil,” Jungmann said.

Brazil is already on alert after the French military intelligence chief said France had been informed of a planned terror attack on its team at the Rio Olympics.

In June, Brazil’s intelligence service said it had detected Portuguese-language messages linked to the Islamic State group on an online forum.

An even more explicit warning came after bloody attacks in Paris in November, when a French jihadist tweeted that Brazil was the “next target.”

Jungmann said officials will supervise the Olympic delegations based on the security threat they face, with countries including the United States and France labeled as high-risk.

“The dozen or so countries in that group will have special accompaniment,” Jungmann said.

Simulation exercises

Security services staged simulation exercises in Rio to test counterterrorism response plans.

Another exercise on “confronting external threats” is planned for Saturday at the railway station in Deodoro, one of four Olympic zones in Rio along with Maracana, Copacabana and Barra da Tijuca.

Rio Mayor Eduardo Paes and Olympic organizing committee president Carlos Nuzman met with federal and regional government officials to assess plans, notably discussing a potential increase in street blockades.

Vehicles as Weapons, not a New Terror Tactic

Directly after the terror attack in Nice, France, Islamic State instructed soldiers to go to the their Telegram channel for more information and discussion. While Islamic State has not claimed responsibility, they encourage this kind of attack as did al Qaeda in the Arabian Peninsula in 2010 published in their Inspire magazine.

MEMRI: On October 11, 2010, Al-Qaeda in the Arabian Peninsula (AQAP) released the second issue of its English-language magazine Inspire. In its Open Source Jihad (OSJ) section, two articles written by Yahya Ibrahim discuss possible methods for American Muslims to carry out terrorist operations.

Yahya’s feature article, titled “The Ultimate Mowing Machine,” discusses the idea of using “a pickup truck as a mowing machine, not to mow grass but mow down the enemies of Allah.” Yahya says that this idea comes as a response to America’s brutality towards Muslims.

In the next segment, Yahya provides tips for American Muslims on various aspects pertaining to the planning and execution of terrorist attacks against the U.S.

When presenting the different options for operations, Yahya talks about the use of biological or chemical weapons. Yahya ends his article promising further information in future issues of the magazine on the topic of weapons of mass destruction.

The following are excerpts from Yahya Ibrahim’s “The Ultimate Mowing Machine,” followed by selected excerpts from Yahya’s tips for American Muslims:

“Use a Pickup Truck as a Mowing Machine – Not To Mow Grass, But Mow Down the Enemies of Allah”

“America is a terrorist state and Americans are complacent in some of the worst forms of terrorism our Muslim nation has been subjected to. Millions of Muslim lives have been lost to American brutality. It is about time Muslims wake up and payback America what is due to it.

“In this section, the OSJ [i.e. Open Source Jihad], we give our readers suggestions on how to wage their individual jihad. Here is one idea of how an individual Muslim may do so. It is a simple idea and there is not much involved in its preparation. All what is needed is the willingness to give one’s life for Allah.

“The idea is to use a pickup truck as a mowing machine, not to mow grass but mow down the enemies of Allah. You would need a 4WD pickup truck. The stronger the better. You would then need to weld on steel blades on the front end of the truck. These could be a set of butcher blades or thick sheets of steel. They do not need to be extra sharp because with the speed of the truck at the time of impact, even a blunter edge would slice through bone very easily. You may raise the level of the blades as high as the headlights. That would make the blades strike your targets at the torso level or higher.

“Pick your location and timing carefully. Go for the most crow[d]ed locations. Narrower spots are also better because it gives less chance for the people to run away. Avoid locations where other vehicles may intercept you.

“To achieve maximum carnage, you need to pick up as much speed as you can while still retaining good control of your vehicle in order to maximize your inertia and be able to strike as many people as possible in your first run. Keep in mind that as soon as people realize what you are up to, they would scatter and run in every direction looking for cover. They would look for areas where the vehicle cannot reach them. Therefore, it is important to study your path of operation before hand. The ideal location is a place where there are a maximum number of pedestrians and the least number of vehicles. In fact if you can get through to ‘pedestrian only’ locations that exist in some downtown (city center) areas, that would be fabulous. There are some places that are closed down for vehicles at certain times due to the swarms of people. If you have access to firearms, carry them with you so that you may use them to finish off your work if your vehicle gets grounded during the attack.

Yahya’s Tips for American Muslims to Use Weapons of Mass Destruction

The following are selected excerpts from Yahya’s tips for American Muslims, lightly edited for clarity:

“…These are some of our suggestions [to our brothers in the U.S.]. The best operation however is the one where you come up with an innovative idea that the authorities have not yet turned their attention to, and that leads to maximum casualties or – equally important – maximum economic losses.

“The Firearm Operation…It’s the least suspicious if you already own a firearm. For this choose the best location. A random hit at a crowded restaurant in the Washington DC at lunch hour for example might end up knocking out a few government employees. Targeting such employees is paramount and the location would also give the operation additional media attention.

“Also those brothers of ours who have specialized expertise, and those who work in sensitive locations that would offer them unique opportunities to wreak havoc on the enemies of Allah, should take advantage of their skills.

“For those mujahid brothers with degrees in microbiology or chemistry lays the greatest opportunity and responsibility. For such brothers, we encourage them to develop a weapon of mass destruction, i.e. an effective poison with the proper method of delivery.

“Poisonous gases such as nerve gas are not out of reach for the chemist and require simple equipment. A microbiologist would be capable of developing the most effective strains of Clostridium botulinum and thus develop the most lethal toxin of all: botulin. An effective botulin attack administered properly could lead to hundreds if not thousands of casualties.

“For such brothers we would ask them to take the utmost security precautions and take their time even if that means years [of preparation]. Such an operation is worth the wait.

Nice, France 79 Dead, 100’s Wounded, Terror

France’s Francois Holland had only hours earlier lifted the state of emergency and it was Bastille Day. The fireworks show was just over and thousands of people were leaving until, they were mowed down by a large truck on a main boulevard.

This has been a tactic of the Palestinians in Israel. In recent days, the U.S. State Department and authorities from the White House have said that Islamic State’s caliphate is collapsing and their territory is shrinking. 30,000 foreign had once left their respective homelands to join Islamic State, now there are an estimated 15,000 that remain. The others have returned home with orders to hit soft targets.

Reports: ISIS-affiliated “channels” circulate “posters” celebrating #Nice attack

As noted and previously published on this website, Islamic State has created global cells where Southeast Asia has been attacked, Turkey has been attacked and Europe is factually under siege. There is a relationship between Islamic State and al Qaeda while the respective leadership has disagreed on methods and tactics. It is also noted that many Islamic State fighters have fled to join the ranks of al Qaeda in regions outside of Syria and Iraq to include Malaysia, Libya, Indonesia and the Philippines.

Untraditional recruitment

Traditional recruitment through indoctrination at Islamic study groups that can be easily detected and monitored by authorities has been replaced by instant messaging and social media, said Hamidin, who goes by one name. “This is the problem we are currently facing.”

ISIS has also attracted the support of long-established networks of fighters. Abu Sayyaf, a group in the southern Philippines that professes radical Islamic ideology but which is better known for banditry and kidnappings, has declared allegiance to ISIS.

So too have the militants who follow Santoso, Indonesia’s most wanted radical, who is under siege from government forces in his jungle hideout on Sulawesi. But the attacks ISIS has inspired in Southeast Asia have had less impact because of the inexperience of the recruits combined with the vigilance of security forces in Malaysia and Indonesia.

Plus, many of the hardened Indonesian militants who were part of ISIS linked Jemaah Islamiyah network behind the 2002 Bali bombings and other attacks are in prison or opposed to ISIS ideology and tactics.

Even the Jan. 14 suicide bombing and gun attack by ISIS followers in the Indonesian capital Jakarta that killed eight people including the four attackers was regarded as amateur by experts and in militant circles.

The June grenade attack near Kuala Lumpur was an example of the low level of ISIS capability in Malaysia but also a sign it is training to make a bigger impact in the future, said Badrul Hisham Ismail, an analyst with Iman Research, a Malaysian group that studies religion and society. The threat level has risen because IS has shifted focus to build an Islamic state in this region,” he said. ISIS recruitment has become more aggressive and some Malaysian militants have joined Abu Sayyaf in the southern Philippines, Badrul Hisham said. More here.

The truck was loaded with some grenades and the driver is dead.

Shot were fired by the truck driver and police responded in a shootout.

Guns and grenades have been found in the truck which was used by terrorist to commit the attack. As the death toll continues to rise, the Nice attack has now become the 3rd deadliest terror attack in Europe since 2000.

Footage appears to show police drawing guns and possibly shooting at the truck as it began to accelerate.
