Iranian President: ‘We Need Missiles’ to Confront Trump Admin, Enemies
Recently re-elected Rouhani takes aim at Trump administration as Congress passes new sanctions

Recently re-elected Iranian President Hassan Rouhani lashed out at the Trump administration this week, describing it as ignorant and saying that Iran “needs missiles” to confront the United States and its allies, according to recent remarks certain to rile leaders in Washington, D.C.

Just days after President Donald Trump blasted the Islamic Republic for its illicit ballistic missile program and support of terrorism in the Middle East, Rouhani confirmed that Iran would not cease its missile activity, despite repeated calls by U.S. officials.

“We need missiles and the enemy should know that we make everything we need and we don’t pay an iota of attention to your words,” Rouhani was quoted as saying on Wednesday during a meeting with Iranian cabinet members. “The remarks by the enemies of the Iranian nation against Iran’s missile power are out of ignorance.”

The Iranian leaders remarks support recent comments by senior military leaders in the country, who have repeatedly declared that Iran will “never stop” developing ballistic missiles, a program that has raised concerns with the U.S. intelligence community, which assesses that Iran’s missile program could be used to carry a nuclear weapon.

The remarks came as Iran announced the construction of a third underground ballistic missile production factory, helmed by Iran’s Revolutionary Guard Corps, or IRGC.

Iranian General Amir Ali Hajizadeh, and IRGC leader, said the factory is meant to boosts Tehran’s “missile power” and intimidate the United States and “Zionist regime,” or Israel.

“We will increase our missile power. Our enemies, the United States, and the Zionist regime (Israel) are naturally upset and get angry at our missile production, tests and underground missile facilities because they want Iran to be in a weak position,” Hajizadeh announced on Thursday.

The facility was built in the last few years, according to the IRGC. Iranian military leaders also are working on building Iran’s first “ground-to-ground” ballistic missile.

Iran’s repeated test firing of ballistic missiles, as well as its multiple space launches—which are believed to be cover for an intercontinental ballistic missile program—have riled the Trump administration and leaders of both parties on Capitol Hill.

A bipartisan delegation of nearly 50 senators announced on Thursday that it is moving forward with new legislation to increase economic sanctions on Iran as a result of its missile program, as well as the Islamic Republic’s support for terrorism and illegal weapons trade.

Sen. Robert Menendez (D., N.J.), a chief sponsor of the legislation, said that it is part of a larger effort to ensure that “Iran’s leaders understand they do not enjoy blanket impunity as the United States continues to live up to its commitments under the” nuclear agreement.

“Independent of the nuclear portfolio, and as President Rouhani starts his second presidential term, our broader policy towards Iran must be one that holds Tehran accountable for their destabilizing efforts in the region, illegal and dangerous missile technology development, and nefarious activities as the world’s leading sponsor of terrorism,” Menendez said. “As the administration continues to review its Iran policy, Congress must set out clear markers that impose real consequences to Iran’s illicit behavior that runs counter to our national security and that of our allies in the region.”

The legislation would impose mandatory sanctions on all individuals associated with Iran’s ballistic missile program, as well as those who perform transactions with them.

Sanctions also would be applied to those who support Iran’s terror operations, including the IRGC, which is not currently designated as a terror organization by the United States.

The legislation also requires President Trump to block the property of all individuals and entities involved in supplying, selling, and transferring prohibited arms and other weaponry to Iran.

A State Department official, speaking on background, told the Washington Free Beacon that the Trump administration is moving closer to finishing its comprehensive review of the Iran deal and dealing with Iran’s provocative actions in the region.

“As Secretary [Rex] Tillerson said, the Trump administration is currently conducting a comprehensive review of our Iran policy,” the official said. “Once we have finalized our conclusions, we will meet the challenges Iran poses with clarity and conviction.”

One veteran foreign policy adviser who is close to the White House told the Free Beacon that the Trump administration would not stand by as Iranian leaders mock and threaten the United States.

“The Obama administration treated the Iranians with kid gloves because that was to get the nuclear deal,” the source said. “That ended last January but the Iranians are still acting as if they have a friend in the White House. They threaten and mock the United States, our leaders, and our allies, and they expect us to roll with it. This president is not going to roll with it, and neither is Congress.”

Meanwhile, senior Iranian military leaders continue to criticize the Trump administration for its efforts to stop Iran’s missile program.

Iranian Armed Forces Brigadier General Massoud Jazzayeri offered harsh words for Secretary of State Tillerson following his call for Iran to cease its ballistic missile work.

“The U.S. secretary of state’s expectations of the Iranian president indicate the U.S. officials’ non-understanding of the Islamic Republic of Iran,” Jazzayeri was quoted as saying in the country’s state-controlled press.

Brits Stop Sharing Intelligence with U.S. Due to Leaks

“And other loose ends reported from the investigation include German magazine, Focus, which “reported that British police informed their German counterparts that Abedi had received paramilitary training in Syria,” AP writes. “It also said he passed through Duesseldorf airport four days before the concert attack. Citing unnamed federal security sources, Focus reported that Salman Abedi twice flew from a German airport in recent years and wasn’t on any international watch list…Focus reported that German authorities are now trying to determine whether Abedi had contact with Islamic extremists in Germany before flying to Manchester last week. It says he previously flew from Frankfurt to Britain in 2015.”

The British government operated an “open door” policy that allowed Libyan exiles and British-Libyan citizens to join the 2011 uprising that toppled Muammar Gaddafi even though some had been subject to counter-terrorism control orders, Middle East Eye can reveal.

Several former rebel fighters now back in the UK told MEE that they had been able to travel to Libya with “no questions asked” as authorities continued to investigate the background of a British-Libyan suicide bomber who killed 22 people in Monday’s attack in Manchester. More here.

UK police find ‘significant’ evidence; May slams US on leaks

MANCHESTER, England (AP) — Home searches across Manchester and beyond have uncovered important items in a fast-moving investigation into the concert bombing that left 22 people dead, Manchester’s police chief said Thursday as a diplomatic spat escalated over U.S. leaks about the investigation to the media.

Greater Manchester Police Chief Constable Ian Hopkins told reporters the eight suspects detained so far are “significant” arrests, and “initial searches of premises have revealed items that we believe are very important to the investigation.”

A retired intelligence officer says any move by the United Kingdom to stop intelligence information sharing with the United States would be “suicidal.” Bob Ayers tells the AP the UK receives more information from the US than it provides. (May 25)

He did not elaborate, but those arrests around the northwestern English city include Ismail Abedi, the brother of 22-year-old Manchester Arena bomber Salman Abedi. The bomber’s father Ramadan Abedi and another brother Hashim have been detained in Libya.

As police raced to uncover the network that may have helped Abedi attack an Ariana Grande concert on Monday night, furious British officials blamed U.S. authorities Thursday for leaking details of the investigation to the media.

One British official told The Associated Press that police in Manchester have stopped sharing information about their bombing investigation with the U.S. until they get a guarantee that there will be no more leaks to the media. The official spoke on condition of anonymity because he was not authorized to speak publicly.

British Prime Minister Theresa May said she would discuss the leaks with President Donald Trump at a NATO summit. Upon her arrival in Brussels, May said the U.S.-British defense and security partnership is built on trust.

But she said “part of that trust is knowing that intelligence can be shared confidently.”

British officials are particularly angry that photos detailing evidence about the bomb were published in The New York Times, although it’s not clear that the paper obtained the photos from U.S. officials.

British security services are also upset that Abedi’s name was apparently leaked by U.S. officials while British police were withholding it — and while raids were underway in Manchester and in Libya, where the bomber’s father lives.

Hopkins, the Manchester police chief, said the leaks had “caused much distress for families that are already suffering terribly with their loss.”

Trump on Thursday pledged to “get to the bottom” of leaks of sensitive information, calling the leaks “deeply troubling.” He said he is asking the Justice Department and other agencies to “launch a complete review of this matter.”

The New York Times defended its publication of crime-scene photographs, saying its coverage had been “both comprehensive and responsible.”

“The images and information presented were neither graphic nor disrespectful of victims, and consistent with the common line of reporting on weapons used in horrific crimes,” the paper said.

May said the national threat level from terrorism remains at critical — the highest level, meaning that another attack may be imminent. Hun dreds of soldiers have replaced police protecting high-profile sites including Buckingham Palace and the Houses of Parliament in London.

“The public should remain vigilant,” May said.

Around the country, many people fell silent and bowed their heads at 11 a.m. for a minute in tribute to the bombing victims.

In Manchester’s St. Ann’s Square, where a sea of floral tributes grows by the hour, a crowd sang “Don’t Look Back in Anger” — a song by the Manchester band Oasis.

Queen Elizabeth II visited Royal Manchester Children’s Hospital on Thursday to talk to some of the victims, their families and medical staff.

“It’s dreadful. Very wicked, to target that sort of thing,” the 91-year-old monarch told 14-year-old Evie Mills and her parents.

Fifteen-year-old Millie Robson, wearing an Ariana Grande T-shirt, told the queen she had won VIP tickets to the pop star’s concert. She was leaving concert when the blast struck, remembering an intense ringing but not entirely aware that she was bleeding badly from her legs.

She credited her dad’s quick action in picking her up and tying off her wounds to stem the bleeding.

“I have a few like holes in my legs and stuff and I have a bit of a cut, and my arm and just a bit here, but compared to other people I’m quite lucky really,” she said.

In addition to those killed, 116 people received medical treatment at Manchester hospitals for wounds from the blast. The National Health Service said 75 people had been hospitalized.

In Berlin, former U.S. President Barack Obama and German Chancellor Angela Merkel sent a message of solidarity to the Manchester bombing victims.

“(This is) a reminder that there is great danger and terrorism and people who would do great harm to others just because they’re different,” Obama said.

Investigators are chasing Abedi’s potential links with jihadi militants in Manchester, Europe, North Africa and the Middle East. The bomber himself died in the attack.

France’s interior minister says Abedi was believed to have travelled to Syria, and U.S. Rep. Mike McCaul, chairman of the House Homeland Security Committee, said he was part of “a cell of ISIS-inspired terrorists.”

Investigators are trying to find whether Abedi knew several Manchester-based jihadis, including Libyan man Abdalraouf Abdallah, who was jailed in the U.K. for terror offenses, and Raphael Hostey, an IS recruiter killed in Syria.

Investigators are also looking into the Abedi family’s ties in Libya. Abedi’s father Ramadan was allegedly a member of the al-Qaida-backed Libyan Isl amic Fighting group in the 1990s — a claim he denies.

Manchester is home to one of Britain’s largest Libyan communities. Mohammed Fadl, a community leader, said the Abedi family is well known, but Salman did not attend many gatherings.

“Very few people in the community here were close to him and therefore Salman’s fanaticism wasn’t something the community was aware of,” he told the AP.

He said he had heard that Salman’s father took his son’s passport away amid concerns about his close ties to alleged extre mists and criminals.

Authorities are investigating whether Abedi could have been stopped, after Libyan community members in Manchester reported concerns about his views.

Akram Ramadan said Salman Abedi had been banned from Manchester’s Didsbury Mosque, one of the largest in the city.

“There was a sermon about anti-Daesh (IS) and he stood up and started calling the Imam — ’You are talking bollocks,’” Ramadan said. “And he gave a good stare, a threatening stare into the Imam’s eyes … he was banned.”

Fadl, the community leader, disputed that account and the bomber’s father insisted Wednesday in an interview with the AP that Salman had no links to militants, saying “we don’t believe in killing innocents.”

Abedi had been in Libya in the weeks before the attack, and German magazine Focus, citing unnamed federal security source, reported that he passed through Duesseldorf airport four days before the bombing.

A German security official told the AP on Thursday the report was accurate, speaking on condition of a nonymity because the information hadn’t been cleared for public release.

On the artistic front, Grande cancelled concerts that were to take place Thursday and Friday in London, and in several other sites in Europe. Next week’s premiere of the film “The Mummy” in London was also canceled.

Manchester Bomb Suspect, Got Training with AQ in Libya

Sure Salmen Abedi was on the watch list of intelligence professionals and law enforcement. Why, his parents reported him. The family immigrated from Libya to the UK where Abedi was born in England.

Abedi was born in Manchester — the second youngest of four children. His parents fled Libya during Moammar Khadafy’s regime, first moving to London in 1994 before settling in Manchester. Police raided an address in the southern Manchester neighborhood Tuesday and detonated a controlled explosion. MANCHESTER, England — Salman Abedi, the 22-year-old British man believed to have killed 22 people in a suicide-bomb attack, had ties to al Qaeda and had received terrorist training abroad, a U.S. intelligence official told NBC News on Tuesday as the United Kingdom raised its terrorist threat level to the highest category.

The U.S. intelligence official, who has direct knowledge of the investigation, said Abedi, whose family is of Libyan descent, was identified by a bank card found in his pocket at the scene of the explosion after an Ariana Grande concert at Manchester Arena. The identification was confirmed by facial recognition technology, the official said.

Abedi had traveled to Libya within the last 12 months, one of multiple countries he had visited, the official said. While he had “clear ties to al Qaeda,” the official said, Abedi could have had connections to other groups.

Members of his own family had even informed on him in the past, telling British authorities that he was dangerous, according to the intelligence official.

*** ISIS claimed responsibility publishing the notion that he was a foot soldier, but that is not so true. He was more connected to al Qaeda, yet the terror operations are for the most part the same.

A spokesman for the University of Salford in Manchester told NBC News that Abedi enrolled there to study business management in September 2015. He re-enrolled last September, but he hadn’t attended classes for several months, the spokesman said.

ISIS has claimed credit for the deadly attack, but so far neither British nor U.S. authorities have been able to link Abedi to the fanatical Islamic organization, which has inspired other lethal terrorist attacks in Europe.

Abedi, however, was known to British police and intelligence services, government sources told NBC News.

Abedi was from the Whalley Range area of Manchester, a town with a long history, dating back to the 1830’s. In 2011, the most recent census report showed the town had a population of 20,000. There are 42 mosques in the Manchester area. Does that seem rather excessive for the size of the population?

The US. is accepting a number of those refugees.

Exclusive: U.S. starts ‘extreme vetting’ at Australia’s offshore detention centers

Reuters: U.S. Homeland Security officials have begun “extreme vetting” interviews at Australia’s offshore detention centers, two sources at the camps told Reuters on Tuesday, as Washington honors a refugee swap that U.S. President Donald Trump had called “a dumb deal”.

The Trump administration said last month the agreement to offer refuge to up to 1,250 asylum seekers in the centers would progress on condition that refugees satisfied strict checks.

In exchange, Australia has pledged to take Central American refugees from a center in Costa Rica, where the United States has expanded intake in recent years, under the deal struck with former President Barack Obama.

The first security interviews finished last week at Papua New Guinea’s Manus Island detention center, two refugees who went through the process told Reuters.

The refugees told Reuters that interviews began with an oath to God to tell the truth and then proceeded for as long as six hours, with in-depth questions on associates, family, friends and any interactions with the Islamic State militant group.

“They asked about why I fled my home, why I sought asylum in Australia,” said one refugee who declined to be named, fearing it could jeopardize his application for U.S. resettlement.

The security interviews are the last stage of U.S. consideration of applicants.

Manus Island is one of two Australian-operated detention centers, which hold nearly 1,300 people who were intercepted trying to reach Australia by boat.

Human rights groups have condemned the intercept policy and the harsh conditions of the camps. Australia says offshore processing is needed as a deterrent after thousands of people drowned at sea before the policy was introduced in 2013.

A decision on the fate of the first 70 people interviewed is expected to be reached within the next month, a different source who works with refugees said.

A spokesman for Australia’s immigration minister refused to comment on the resettlement process.

A U.S. State Department spokeswoman said that refugees from the Australian-run facilities will be subject to the same stringent vetting applied to all refugees who are being considered for entry to the United States.

“The United States remains deeply committed to safeguarding the American public, just as we are committed to providing refuge to some of the world’s most vulnerable people. These goals are not mutually exclusive,” she said.

The White House did not immediately respond to questions.

U.S. President Donald Trump’s plans for extreme vetting have extended to those traveling to the United States from Muslim countries.

Australia’s relationship with the new administration in Washington got off to a rocky start when Trump lambasted Australian Prime Minister Malcolm Turnbull over the resettlement arrangement, which Trump labeled a “dumb deal”.

Details of an acrimonious phone call between the pair soon after Trump took office made headlines around the world. Australia is one of Washington’s staunchest allies and has sent troops to fight alongside the U.S. military in conflicts in Iraq and Afghanistan.

The relocation of asylum seekers to the United States is designed to help Papua New Guinea and Australia proceed with the planned closure of the Manus detention center on Oct. 31.

But the fate of approximately 200 men deemed non-refugees is uncertain.

Those not offered resettlement in the United States will be offered the chance to settle in Papua New Guinea or return home.

Australia has already offered detainees up to $25,000 to voluntarily return home; an offer very few have taken up.

Syria: Memorandum signed, De-escalation Zones are NOT Safe Zones

This is terrifying for the Syrian people that remain in country and just as bad as the millions of refugees, noted to be about 11 million that have fled the country. Their hopes of ever returning to their home country fades each day.

It is also notable that the United States and coalition countries do have boots on the ground in Syria and the matter of an offensive operation to liberate Raqqa Syria, the headquarters for Islamic State is not even mentioned in this newly signed document. There is no mention of the United States operations in Syria along with other allied countries. Are the skies to be conflicted again? Any mention of the use of U.S. operations out of Incirlik, Turkey? Nope.

Some will read this and reply that the United States has no interest in Syria. As long as refugees and migrants continue to arrive across the United States each month and as long as there are more than 1000 open terror cases being investigated by the FBI and DHS, we DO have a dog in this hunt.

The Islamic Republic of Iran, the Russian Federation and the Republic of Turkey as guarantors of the observance of the ceasefire regime in the Syrian Arab Republic (hereinafter referred to as “Guarantors”):

-guided by the provisions of UNSC resolution 2254 (2015); -reaffirming their strong commitment to the sovereignty, independence, unity and territorial integrity of the Syrian Arab Republic; -expressing their determination to decrease the level of military tensions and to provide for the security of civilians in the Syrian Arab Republic, have agreed on the following.

1.the following de-escalation areas shall be created with the aim to put a prompt end to violence, improve the humanitarian situation and create favorable conditions to advance political settlement of the conflict in the Syrian Arab Republic:

– Idlib province and certain parts of the neighbouring provinces (Latakia, Hama and Aleppo provinces); -certain parts in the north of Homs province; -in eastern Ghouta; -certain parts of southern Syria (Deraa and Al-Quneitra provinces).

The creation of the de-escalation areas and security zones is a temporary measure, the duration of which will initially be 6 months and will be automatically extended on the basis of consensus of the Guarantors.

2.Within the lines of the de-escalation areas:

-hostilities between the conflicting parties (the government of the Syrian Arab Republic and the armed opposition groups that have joined and will join the ceasefire regime) with the use of any kinds of weapons, including aerial assets, shall be ceased; -rapid, safe and unhindered humanitarian access shall be provided; -conditions to deliver medical aid to local population and to meet basic needs of civilians shall be created; -measures to restore basic infrastructure facilities, starting with water supply and electricity distribution networks, shall be taken; -conditions for the safe and voluntary return of refugees and internally displaced persons shall be created.

3.Along the lines of the de-escalation areas, security zones shall be established in order to prevent incidents and military confrontations between the conflicting parties.

4.The security zones shall include:

 

– Checkpoints to ensure unhindered movement of unarmed civilians and delivery of humanitarian assistance as well as to facilitate economic activities;

 

– Observation posts to ensure compliance with the provisions of the ceasefire regime.

The functioning of the checkpoints and observation posts as well as the administration of the security zones shall be ensured by the forces of the Guarantors by consensus. Third parties might be deployed, if necessary, by consensus of the Guarantors.

5.The Guarantors shall:

-take all necessary measures to ensure the fulfillment by the conflicting parties of the ceasefire regime; -take all necessary measures to continue the fight against DAESH/ISIL, Nusra Front and all other individuals, groups, undertakings and entities associated with Al-Qaeda or DAESH/ISIL as designated by the UN Security Council within and outside the de-escalation areas; -continue efforts to include in the ceasefire regime armed opposition groups that have not yet joined the ceasefire regime.

6.The Guarantors shall in 2 weeks after signing the Memorandum form a Joint working group on de-escalation (hereinafter referred to as the “Joint Working Group”) composed of their authorized representatives in order to delineate the lines of the de-escalation areas and security zones as well as to resolve other operational and technical issues related to the implementation of the Memorandum.

The Guarantors shall take steps to complete by 4 June 2017 the preparation of the maps of the de-escalation areas and security zones and to separate the armed opposition groups from the terrorist groups mentioned in para.5 of the Memorandum.

The Joint Working Group shall prepare by the above-mentioned date the maps of the de-escalation areas and security zones to be agreed by consensus of the Guarantors as well as the draft Regulation of the Joint Working Group.

The Joint Working Group shall report on its activities to the high-level international meetings on Syria held in Astana.

The present Memorandum enters into force the next day after its signing.

The Ministry of Defence of the Russian Federation is holding a briefing on the main points and principles of implementation of the Memorandum on Syria de-escalation zones signed in Astana.

The event is participated by the Chief of the Main Operational Directorate – the First Deputy Chief of the General Staff of the Russian Armed Forces Colonel General Sergei Rudskoy and Deputy Chief of the Main Operational Directorate Lieutenant General Stanislav Gadjimagomedov.

As you know, yesterday, after two-day negotiations held in Astana, plenipotentiaries from Russia, Iran and Turkey signed a Memorandum on Syria de-escalation zones.

The Russian party was represented by the Special envoy of the President of the Russian Federation on the settlement of the Syrian conflict A. Lavrentiev.

The Turkish party was represented by the Deputy Minister of Foreign Affairs of Turkey S. Onal.

Iran is represented by the Deputy Minister of Foreign Affairs of Iran H. Ansari.

First, we should briefly inform you about the preparation of the agreement, its participants and ideas.

The document had been elaborated by the Russian Defence Ministry upon the direct order of the Supreme Commander-in-Chief of the Russian Armed Forces Vladimir Putin to maintain the ceasefire on the territory of Syria.

The adoption of the Memorandum had been preceded by a thorough work with all the participants of the negotiation process.

The political settlement in Syria had been numerously discussed by the President of the Russian Federation with the leadership of Turkey, the USA and other states.

In particular, de-escalation zones were negotiated in the course of the talks with the Heads of Russia and Turkey on May 3 in Sochi.

The Russian Defence Minister held bilateral talks with Ministers of Defence of Iran, Turkey, Syria and Israel.

Intelligence services and foreign affairs departments cooperated with each other permanently. A large work was done in order to convince the Syrian leadership and leaders of armed opposition formations to take measures aimed to deescalate the conflict.

Constructive attitude of Iran and Turkey, which had supported building up of the ceasefire regime, has played an important role in operative development of the Memorandum.

Position of the United States positively influenced on establishment of the de-escalation zones. The US supported measures aimed to reduce violence in Syria, improvement of humanitarian situation and creation of conditions promoting political settlement of the conflict.

António Guterres, the Secretary-General of the United Nations, supported the signing of the Memorandum. He welcomed decisions on stoppage of use of weapons and increasing of opportunities for providing humanitarian aid to the population.

Efforts of Staffan de Mistura, the United Nations Envoy to Syria, are highly appreciated. Staffan de Mistura jointly with a group of high-qualified experts had arrived in Astana to support the negotiations.

Memorandum is a landmark document, implementation of which will allow to separate the opposition from the ISIS and Jabhat al-Nusra.

Free access in the de-escalation zones for providing medical, product and other assistance to the Syrian population will be granted.

Recovery of infrastructural objects will be organized.

All these issues will create conditions for safe and voluntary return of refugees and internally displaced persons.

Implementation of the Memorandum will allow to stop warfare and civil war in Syria.

That is why the document is important for political settlement of conflict in the Syrian Arab Republic.

Not everybody appreciates it. At the same time, its signing supported by all main interested players: the UN, the US administration, the leadership of Saudi Arabia and other countries. That is a guarantee of its implementation.

The Memorandum comes into effect tomorrow, i.e. from 00.00 May 6, 2017.

Command staff of the Russian force grouping has taken a complex of measures, which had provided favourable conditions for signing the Memorandum.

Starting from May 1, the Russian Aerospace Forces have stopped operating in the de-escalation zones determined by the Memorandum.

On May 2 and 3, The Russian Centre for reconciliation of opposing sides jointly with leadership of the Syrian Arab Republic organized delivery of a humanitarian convoy of the United Nations, International Committee of the Red Cross, and the Syrian Arab Red Crescent in Duma and the Eastern Ghouta region.

Military police units of the Russian Armed Forces escorted the 51-automobile convoy. Four unmanned aerial vehicles covered the moving convoy.

Russian military servicemen detected and neutralized a suicide bomber armed with 10-kilogram explosives and grenades. They handed him over to representatives of the Syrian security service.

The Memorandum provides creation of four de-escalation zones in the Syrian Arab Republic.

First one is most extensive located in the north of Syria. It includes the Idlib province as well as north-eastern areas of the Latakia province, western areas of the Aleppo province, and northern areas of the Hama province. There are more than 1 million people in the zone. 14,500-men strong armed formations are controlling this zone.

The second one is in the north of the Homs province. It includes al-Rastan and Tell Bisa as well as nearest areas controlled by the opposition groups. The groups consist of up to 3,000 insurgents. There are about 180,000 civilians in the zone.

The third one is Eastern Ghouta. About 9,000 insurgents are controlling it.

About 690,000 civilians live in Eastern Ghouta. The Syrian authorities have deployed eight checkpoints for their transfer. In the morning, most civilians leave Eastern Ghouta for Damascus for earning money, and, in the evening, they come back.

This zone does not include the area of Kabun controlled by insurgents of Jabhat al-Nusra. The Damascus city, and the Russian Embassy in particular, are shelled from there. Operation aimed to eliminate terrorists in this area is continued.

The fourth zone is located in the south of Syria and includes areas of the Daraa and Quneitra provinces. This zone is mainly controlled by units of so-called Southern Front (15,000 men strong). Up to 800,000 civilians live there.

The Memorandum provides additional de-escalation zones if necessary.

In the de-escalation zones, warfare between the government troops and armed opposition units joined or are to join the ceasefire regime is being stopped.

This refers to use of all types of weapons, including aviation strikes.

Special attention is paid to control implementation of the ceasefire regime.

In order to prevent incidents and combat actions between the opposing sides along the de-escalation zone borders, security lanes are established. These lanes include posts for observation of reconciliation regime and checkpoints for controlling movement of civilians without weapons, delivery of humanitarian aid, and support of economical activity.

Operation of the checkpoints and observation posts as well as control over security zones will be provided by personnel from Russia, Iran, and Turkey. Forces from other countries can be involved under agreement of state-guarantors.

Command staff of the Russian grouping under the leadership of the General Staff of the Russian Armed Forces is determining the number of necessary checkpoints and observation posts as well as forces supporting their operation.

Within two weeks, representatives of state-guarantors will form a Joint working group. The group will present borders of the de-escalation zones and safety lanes as well as maps for separating formations of armed opposition from terrorist groupings by July 4, 2017.

It is to be stressed that signing of the Memorandum on creation of the de-escalation zones in the Syrian Arab Republic does not stop fighting against terrorists of the ISIS and Jabhat al-Nusra in Syria.

State-guarantors undertake to continue fighting against formations of these and other terrorist organizations in the de-escalation zones as well as provide assistance to the government troops and armed opposition in fighting insurgents in other areas of Syria.

After establishing of the de-escalation zones, the government troops will be sent to continue offensive on the ISIS formations in the central and eastern parts of Syria as well as to liberate areas located along the River Euphrates.

The Russian Aerospace Forces will support these actions.

Ladies and gentlemen!

Active preliminary work with our partners has contributed to the results of negotiations in Astana. To this purpose, the working group of the Russian Defence Ministry held a meeting with the leadership of Syria on April 25 in Damascus and on April 26 – in Ankara with representatives of Turkey and leaders of armed formations of the opposition.

In the course of the meetings, we have explained in detail to our partners the methods of creation of safety zones, the mechanism of control over the implementation of the agreements, organization of the humanitarian access and restoration of the peaceful life.

Delegations of the Russian Defence Minister conducted the same work simultaneously in Tehran and Amman.

Just in the course of the preliminary work, we managed to enlist support of guarantor states and the opposing sides for our initiatives.

These activities ensured constructive work of the representatives from Turkey, Iran, the UN and the Syrian government at the meeting in Astana.

The lack of trust between the representatives of the Syrian government and the oppositions gave rise to some difficulties in the course of negotiations.

Despite the intention of all the delegations to sign the document, the initial points of view of the parties differed. First, that concerned the issues of security of the civil population in the de-escalation zones and organization of control over the implementation of the ceasefire agreements by the parties.

The peculiarity of negotiations in Astana is the fact that the opposition was represented by field commanders who really control the situation “on the ground”, but not politicians or emigrants.

Despite the conflict with the government troops, these people realize their responsibility for the future of the united Syrian state.

In the course of frank talks, common methods of stabilization of the situation in Syria were elaborated. We managed to agree on Memorandum with the field commanders of 27 detachments active in the de-escalation zones.

The constructive position of representatives from Iran and Turkey played an important role in achieving agreements as both countries as guarantor states had incurred the responsibility for implementation of the ceasefire.

The Special Envoy of the UN Secretary General Staffan de Mistura made an important contribution to the most tough periods of negotiations. He held several meetings with opposition representatives and convinced them of the importance of the Memorandum for stabilization of the situation in Syria.

It is also important that the results of the talks in Astana are considered by Staffan de Mistura as an influential contribution to the political dialogue in Genève.

The UN experts have rendered considerable assistance, their peace-making experience, practical recommendations were took into account during the elaboration of the Memorandum.

The high level of organization of negotiations provided by the leadership of the Republic of Kazakhstan also contributed to the success of the talks. During each stage of the conversations all the delegations were provided with support by our Kazakh colleagues.

In the near future, the main efforts will be concentrated on the establishment of a Joint working group for de-escalation, preparation of maps with coordinates of safe margins and buffer zones and their negotiation with the partners.

The reports on the activities of the Group will be heard during the international meetings on the Syrian conflict settlement within the Astana process.

Moreover, the mechanism of effective control over the implementation of agreements mentioned by Colonel General Sergei Rudskoy will be elaborated jointly with the partners. This work has already been started.

We plan to continue the work with partners on elaboration of additional trust-building measures for the opposing sides. First of all, this concerns the liberation of persons retained forcibly by both sides of the conflict as well as the humanitarian mine clearance.

We expect further interaction with our partners within the Astana process, the observer countries as well as the support of international organizations, first of all the UN.

– After the adoption of the Memorandum on Syria de-escalation zones, where will the main efforts of the Aerospace Forces be concentrated for elimination of terrorist groupings?

Sergei Rudskoy:

– De-escalation zones will allow the government troops to release many units. The Russian Aerospace Forces will continue supporting the Syrian Armed Forces while eliminating illegal armed groups of the ISIL international terrorist organization.

The main efforts will focused on the development of the offensive in the east from Palmyra and further lifting a siege of the Deir ez-Zor city, which is besieged for over three years as well as on the liberation of the north-eastern territories in the Aleppo province along the Euphrates River.

Which measures are prescribed for the violators of the Memorandum?

First, a thorough investigation will be held. According to the results, the measures applied to the violators will be defined. Among them – neutralization by fire.

– Is Russia planning to recommence the Memorandum between Russia and the USA on prevention of incidents in the air space over Syria?

Sergei Rudskoy:

– This agreement is an effective means of prevention of incidents in the air. After the US cruise missile strike against the Shayrat Air Base, the Russian party has suspended its participation in this agreement.

The question of returning to the cooperation within the Memorandum on prevention of incidents in the air space over Syria will be discussed in the course of bilateral contacts with the American colleagues in the nearest future.
