Extraordinary Tactics to Locate Targeted Jihadis

DailyMail: A crack team from the SAS tracked down IS executioner Jihadi John and called in the air strike that killed him in Syria, it can be revealed today.

Until now the top-secret operation to eliminate the masked British extremist – who beheaded UK hostages Alan Henning and David Haines – was thought to have been conducted entirely from the air without any Western troops.

But The Mail on Sunday has learned that the perilous plan depended on a team of eight men from the Special Forces regiment risking their lives to penetrate deep inside the IS stronghold of Raqqa.

 

And the secret weapon used to identify Jihadi John was a 1lb helicopter drone launched by the soldiers. The daring mission began in darkness on November 11 when two US Chinook helicopters skimmed low across the Syrian desert to land at an isolated spot.

Avoiding all roads, the team of soldiers drove in desert buggies 35 miles south towards Raqqa. At about 3am, they ‘dug in’ five miles outside the city, where they remained undetected.

The following evening, while the rest of the team were on lookout, one man assembled four 3ft nano-helicopters with infrared and night-vision cameras in the nose. They were pre-programmed to fly to Jihadi John’s hideout – a six-storey building in Raqqa.

The first drone set off towards its target, then entered ‘hover and stare’ mode, recording the movements of IS suspects at a building near the Sharksa mosque. 

It beamed footage by satellite back to SAS HQ in Hereford and the US Central Command in Doha, Qatar.

At 8.30pm, with the first drone low on power, a second one took over, and after another fruitless wait, it was replaced at 10pm.

But when the third suddenly shot back images of Jihadi John – real name Mohammed Emwazi – the tension in the control rooms was palpable.

A source said: ‘US commanders re-tasked a Reaper drone armed with Hellfire missiles. At 11.40 a car pulled up and he got inside. The Reaper locked on to its target and Jihadi John was history. The guys were chuffed to get that maniac.’

£9million Tornados protected… by a 5ft fence 

The Mail on Sunday can today reveal glaring security lapses at an RAF base where Tornado strike jets are protected by a flimsy 5ft-high picket fence.

Two Tornado GR4 fighter-bombers took off from RAF Marham in Norfolk last week to join the fight against Islamic State in Syria.

But the wooden fence at the end of the base’s runway appears shockingly inadequate and could easily be knocked down by a would-be terrorist.

Although a hedge grows along most of the quarter-mile section of fence on the north-east corner of the base, reporter Andrew Young discovered an 8ft-wide gap, allowing him to go straight up to the fence.

The spot is just 300 yards from a path on which the bombers, which each cost £9.4 million, taxi down before they take off on the main runway.

The reporter, carrying a large rucksack which could potentially have hidden a bomb or weapons, stood by the fence for more than an hour on Wednesday as five of the jets took off on training missions.

At no time was he challenged by personnel at the base.

An RAF spokesman said last night: ‘As a matter of policy, neither the RAF nor the Ministry of Defence discuss security measures. However, we can confirm security measures in place are robust and multi-layered, and are not solely dependent on perimeter fencing.’

 

POTUS asked for Unique ISIS Report, Dates Matter

Barack Obama commissioned a special report on Islamic State that was complied by U,S, Southern Command and a few other top intelligence agencies. He received the report before he told the country Islamic State was ‘contained’ and certainly before the Paris climate change summit where countless side meetings were held with other world leaders on the matter of Iraq and Syria. He had the facts, but continued with ‘his’ self concocted strategy, while issuing a full rebuke to others challenging his posture on the war against Islamic State.

Most chilling is Barack Obama received this distinct report, holding all the facts regarding territory and resourcing the military on Islamic State but worse is the State Department is managing the whole conflict with U.S. Southern Command. Since when does a diplomatic agency drive a war?

U.S. Intel to Obama: ISIS Is Not Contained

Dozier/DailyBeast: A new report stands in stark contrast to earlier White House assurances that ISIS had been ‘contained.’ And it is already spurring changes in how the U.S. grapples with ISIS.
A new U.S. intelligence report on ISIS, commissioned by the White House, predicts that the self-proclaimed Islamic State will spread worldwide and grow in numbers, unless it suffers a significant loss of territory on the battlefield in Iraq and Syria, U.S. officials told The Daily Beast.

The report stands in stark contrast to earlier White House assurances that ISIS had been “contained” in Iraq and Syria. And it is already spurring changes in how the U.S. grapples with ISIS, these officials said.

It’s also a tacit admission that coalition efforts so far – dropping thousands of bombs and deploying 3,500 U.S. troops as well as other coalition trainers — have been outpaced by ISIS’ ability to expand and attract new followers, even as the yearlong coalition air campaign has helped local forces drive ISIS out of parts of Iraq and Syria.

The White House commissioned the intelligence report prior to last month’s deadly strikes in Paris, and long before last week’s terror attacks in San Bernardino, California, three senior U.S. officials said, speaking on condition of anonymity in order to describe a confidential document and policy changes. It was also commissioned before Obama declared ISIS “contained” in Iraq and Syria — just a day before the Paris attacks — but it was delivered to the White House in the weeks afterward.

After reviewing its grim conclusions, President Barack Obama asked Secretary of Defense Ash Carter and Chairman of the Joint Chiefs Marine Gen. Joseph Dunford to come up with new options to beat the group back.

The counterterrorism campaign is being stepped up—using the same arsenal of drones, special forces raids, and local proxies previously employed in the global war on al Qaeda. A special operations targeting cell, announced by Carter last week, is one of the recommendations. The roughly 200-strong team will conduct raiding operations in Iraq and Syria, coordinating strikes through a 50-man team that will work inside northern Syria with a band of U.S.-supported guerrillas known as the Syrian Arab Coalition.

Defense chiefs have also tasked the military’s Special Operations Command (SOCOM) to host an interagency think tank of military, diplomatic, and intelligence representatives to come up with other options, The Daily Beast has learned.

President Obama addressed the nation about the threat of terrorism in a rare Oval Office address Sunday night and made brief mention of the stepped-up campaign but no new announcements to expand it.

“In Iraq and Syria, air strikes are taking out ISIL leaders…In both countries, we’re deploying special operations forces who can accelerate that offensive,” Obama said. “We’ve stepped up our effort since the attacks in Paris.”

The roughly eight-page intelligence report that drove the policy changes was compiled by a team of analysts from CIA, DIA, NSA, and other agencies, all reporting to the director for national intelligence.

“This intel report didn’t tell us anything we didn’t already know,” said one official. “It was lots of great charts showing countries highlighted across the globe, with some groups having pledged allegiance to ISIS and others leaning towards it.”

It described how the terrorist group with aspirations of founding an extremist Islamic caliphate already has a network of groups that have pledged allegiance or are vying for membership in a dozen countries.

The DNI confirmed it had produced the intelligence report, but offered no comment.

The White House and Pentagon would not comment on the intelligence report nor confirm the request to U.S. Special Operations Command to host intergovernmental discussions on the problem. But they did point out that SOCOM already has the job of tracking and planning the military’s response to counterterrorism threats.

“SOCOM plays an important role in the critical analysis of trans-regional threats, providing assessments that look across the seams between geographic commands, and helping the department to synchronize military efforts with all elements of national power,” said Pentagon spokesman Navy Capt. Jeff Davis Saturday.

The State Department will continue to lead the overall ISIS campaign, with U.S. Central Command directing the campaign in Iraq and Syria, two U.S. officials said, saying that SOCOM was in no way being asked to take over the campaign.

But three U.S. officials insisted SOCOM has been asked to present further options that will employ other skills unique to the more than 60,000 operators led by Gen. Joseph Votel, who once commanded the counterterrorism-focused Joint Special Operations Command or JSOC, which is comprised of elite units like the U.S. Army’s Delta Force and the Naval Special Warfare Development Group, known colloquially as SEAL Team Six.

Far beyond raids and hostage rescues, special operators like Green Berets specialize in training, advising and assisting local forces, and conducting psychological operations to combat ISIS’s social media siren song that has lured so many young recruits to its fight – still drawing 1,000 fighters a month to Iraq and Syria.

Secretary of Defense Carter is so eager to use some of the nascent plans they have already come up with, that he announced them publicly before military planners had worked out some of the logistical or legal kinks.

Carter surprised his own defense chiefs when he told Congress last week that he would be deploying the new Iraq-based special operations “expeditionary targeting force.” While many of the operators are already in Iraq, ready to participate in one-off raids like the one that killed ISIS financier Abu Sayyaf, the rules governing how they will operate haven’t quite been worked out, one of the senior U.S. officials said.

Those forces and the 50 operators who will work inside Syria are led by the Joint Special Operations Command, according to two U.S. officials who spoke on condition of anonymity because they were not authorized to discuss the operations publicly.

Carter said they’ll only raid inside Iraq with the Baghdad  government’s consent, and always together with Iraqi forces. But the Pentagon hasn’t figured out what it would do if it starts regularly capturing ISIS leaders in raids inside Syria – with options ranging from handing them over to the Iraqi government for questioning or flying them to a U.S. ship and prosecuting them as has been done with al-Qaeda suspects grabbed in Libya and Somalia.

“With respects to the expeditionary targeting force and capture, we will deal with that on a case by case basis. It’s gonna depend on the circumstances,” Carter said Thursday in a Pentagon press briefing.

The 50 special operations “advisers” inside Syria, who are expected to arrive this month, will be helping to synchronizing and coordinating air strikes and rebel ground offensives, two senior military officials say.

“It’s having conversations in person that have been hard to have by text message, the way they are doing it now,” one of the officials said.

“Things like, “hey, that target you helped us hit yesterday, next time let us know if there are civilians in the area,” he said.

All the officials interviewed said stepped-up raids and strikes won’t solve the problem, but may damage ISIS enough to make the group less popular and buy time for other necessary steps like the political deal-making underway to try to get Syrian President Bashar al-Assad to step down.

U.S. officials are also in discussions with close allies like Britain, France, and others to ask them to step up their counterterrorist missions in places like Libya, where ISIS is growing but the White House is unwilling to send troops after the attacks that killed the ambassador and three more Americans in Benghazi, Libya.

“It’s clear that we have to intensify global efforts,” said one western official who spoke anonymously in order to describe sensitive diplomatic discussions to weave a global network for counter-ISIS forces. “As long as they have territory, they can push their narrative of having a caliphate.”

 

 

 

 

IAEA Just Gave up on Iran Nuclear Verification

Oh my, Barack Obama lied…..not only in verbal form but in written form. Now other world leaders, Saudi Arabia, United Kingdom, France, Israel and more will indeed have some forceful response to Barack Obama.

Then there is the issue of releasing the billions in frozen funds back to Iran and the further lifting of sanctions. But the biggest questions are still not answered: Exactly where is Iran with their nuclear weapons program, does it continue unimpeded and what with other threatened countries do now?

 this deal provides the best possible defense against Iran’s ability to pursue a nuclear weapon covertly — that is, in secret.  International inspectors will have unprecedented access not only to Iranian nuclear facilities, but to the entire supply chain that supports Iran’s nuclear program — from uranium mills that provide the raw materials, to the centrifuge production and storage facilities that support the program.  If Iran cheats, the world will know it.  If we see something suspicious, we will inspect it.  Iran’s past efforts to weaponize its program will be addressed.  With this deal, Iran will face more inspections than any other country in the world. President Obama sold his nuclear deal with Iran with promises that the accord would be based on “unprecedented verification,” and this week we were reminded of how much that promise was worth. Witness the latest report on Iran’s nuclear program from the International Atomic Energy Agency.

The IAEA is the U.N. outfit that is supposed to monitor Iran’s compliance with the agreement, which requires Tehran to answer the agency’s questions on its past nuclear work in order to obtain sanctions relief. On Wednesday the agency produced its “final assessment”—the finality here having mostly to do with the U.N. nuclear watchdog giving up hope of ever getting straight answers.

Hence we learn that “Iran did not provide any clarification” regarding experiments the agency believes it conducted on testing components of nuclear components at its military facility at Parchin. “The information available to the Agency, including the results of the sampling analysis and the satellite imagery, does not support Iran’s statements on the purpose of the building,” says the report. “The Agency assesses that the extensive activities undertaken by Iran since February 2012 at the particular location of interest to the Agency seriously undermined the Agency’s ability to conduct effective verification.”

This seems to be A-OK with the Obama Administration, which made clear it’s prepared to accept any amount of Iranian stonewalling in order to move ahead with sanctions relief. “We had not expected a full confession, nor did we need one,” an unnamed senior Administration official told the Journal. One wonders why they even bothered with the charade.

Still, the report is illuminating on several points, above all its conclusion that Tehran continued to work on nuclear weapons research until 2009. That further discredits the 2007 National Intelligence Estimate, which claimed Iran’s weapons program had ceased in 2003, and which effectively ended any chance that the Bush Administration would use military force against Iran’s nuclear sites.

It should also inspire some humility about the quality of Western intelligence regarding closed and hostile regimes such as Iran’s. A 2014 report from the Pentagon’s Defense Science Board noted that at “levels associated with small or nascent [nuclear] programs, key observables are easily masked.” Yet the Administration keeps insisting that Iran’s nondisclosures don’t matter because the U.S. has “perfect knowledge” of what the mullahs are up to, as John Kerry claimed last summer.

The larger point is that the nuclear deal has already become a case of Iran pretending not to cheat while the West pretends not to notice. That may succeed in bringing the agreement into force, but it offers no confidence that Iran won’t eventually build its weapon.

US terrorist database growing at rapid rate

ALEXANDRIA, Virginia (AP)— The U.S. government is rapidly expanding the number of names it accepts for inclusion on its terrorist watch list, with more than 1.5 million added in the last five years, according to numbers divulged by the government in a civil lawsuit.

About 99 percent of the names submitted are accepted, leading to criticism that the government is “wildly loose” in its use of the list.

Those included in the Terrorist Screening Database could find themselves on the government’s no-fly list or face additional scrutiny at airports, though only a small percentage of people in the database are actually on the list.

It has been known for years that the government became more aggressive in nominating people for the watch list following al-Qaida operative Umar Farouk Abdulmutallab’s failed effort to blow up an airplane over Detroit on Christmas Day 2009.

But the numbers disclosed by the government show submissions have snowballed. In fiscal 2009, which ended Sept. 30, 2009, 227,932 names were nominated to the database. In fiscal 2010, which includes the months after the attempted Christmas bombing, nominations rose to 250,847. In fiscal 2012, they increased to 336,712, and in fiscal 2013 — the most recent year provided — nominations jumped to 468,749.

16 Southern California residents have been linked to Islamist terrorist activity since 9/11

LATimes: The FBI announced Friday that it is investigating the mass shooting Wednesday in San Bernardino as an act of terrorism. Tashfeen Malik, one of the assailants, pledged allegiance to an Islamic State leader in a Facebook posting before the attack, two federal law enforcement officials said Friday.

If the FBI declares the shooting an act of terrorism, it would be the first Islamic-terrorist attack in Southern California. But the region has experienced activities related to Islamic terrorism. The House of Representative’s Committee on Homeland Security said 16 Southern California residents have been tied to such activity since 2001:

Judicial Watch: New State Department Emails Reveal Hillary Clinton Slept Past Staff Efforts to Set Up Intelligence Briefing

Clinton Advisor Sidney Blumenthal Attacks Mitt Romney as “Contemptible,” a “Mixture of Greedy Ambition and Hollowness” 

(Washington, DC) – Judicial Watch today released a new batch of emails of former Secretary of State Hillary Clinton connected to the Benghazi attack. Included is an email chain showing that Clinton slept late the Saturday after the Benghazi attack and missed a meeting that her staff had been trying to set up about sensitive intelligence issues, including the Presidential Daily Brief, on a day she was to make a slew of phone calls to foreign leaders.

Also included in the documents is an email from Clinton advisor Sidney Blumenthal, sent three days after the attack, describing then-Republican presidential nominee Mitt Romney as “contemptible on a level not seen in past contemptible political figures” and a “mixture of greedy ambition and hollowness.”

The documents contain an email passed to Clinton in the days following the Benghazi attack in which the father of alleged Army deserter Bowe Bergdahl anguishes over the “‘Crusade’ paradigm” which he says “will never be forgotten in this part of the world.”

An email from former Ambassador Joe Wilson to Clinton expresses his concern about “Christian Dominionists who seek to turn [the military] into an instrument of their religious zealotry.”

Other emails show approval of an effort to blame an Internet video on the Benghazi attack that aired on the Al Jazeera network.

The new emails were obtained by Judicial Watch as a result of several court orders in two separate Judicial Watch Freedom of Information Act (FOIA) lawsuits for Clinton Benghazi material.  (The court orders are dated July 31, 2015, October 9, 2015, and October 20, 2015.)  The documents have been made public only because Judicial Watch’s litigation has forced the State Department to conduct additional searches.

The new Benghazi documents include email traffic showing that on the Saturday two days after the Benghazi terrorist attack Hillary Clinton slept past staff efforts to set up an intelligence briefing:

The Blumenthal email includes a link to an article by his son Max Blumenthal that suggests that American conservatives, Zionists and the Israel government were behind the Internet video that was falsely linked by Clinton and Barack Obama to the Benghazi attack.  Clinton responded with an approving, “Your Max is a Mitzvah.” Another email shows that Mrs. Clinton wanted three copies of the Max Blumenthal Benghazi video article printed out.  (Max Blumenthal is a leftist journalist known for his attacks on Israel and American foreign policy.  In January, 2015, he is quoted calling American Sniper hero Chris Kyle an “unrepentant, sadistic killer.”)

In addition to Blumenthal’s attack on Romney, the newly released documents also include an email chain forwarded to Clinton from her former State Department deputy chief of staff Jacob Sullivan in which Robert Bergdahl, the father of alleged Army deserter Bowe Bergdahl, relates the death of U.S. ambassador Chris Stevens to what the senior Bergdahl calls the “‘Crusade’ paradigm:”

The new documents also contain an email from former Ambassador Joe Wilson to Clinton concerning the Benghazi attack, in which he suggests the military is being compromised “Christian Dominionists” in the U.S. military:

Judicial Watch’s FOIA lawsuits filed in 2014 and 2015 forced the release of these records.

The first lawsuit, filed on September 4, 2014, (Judicial Watch v. U.S. Department of State (No. 1:14-cv-01511)), sought:

  • All records concerning notes, updates, or reports created in response to the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya. This request includes, but is not limited to, notes taken by then Secretary of State Hillary Rodham Clinton or employees of the Office of the Secretary of State during the attack and its immediate aftermath.

The second FOIA lawsuit, filed on May 6, 2015, (Judicial Watch v. U.S. Department of State (No. 1:15-cv-00692), sought:

  • All emails of former Secretary of State Hillary Rodham Clinton regarding the September 11, 2012, attack on the U.S. Consulate in Benghazi, Libya. The timeframe for this request is September 11, 2012 to January 31, 2013.

As Judicial Watch chief investigator reporter Micah Morrison detailed last month, Sidney Blumenthal advised Clinton on Libya (and may have had business interests there).  The JW report also disclosed how Hillary Clinton emailed classified information to Blumenthal in response to his lobbying for Amb. Wilson’s efforts to secure taxpayer financing for an energy project in Africa. Hillary Clinton’s contacts with Blumenthal, who was also a highly paid employee of the Clinton Foundation, should have been subject to State Department ethics reviews for conflicts of interest, as promised by Mrs. Clinton.  For example, in January 2009, Hillary Clinton promised President Obama and United States Senate considering her confirmation that:

If confirmed as Secretary of State, I will not participate personally and substantially in any particular matter that has a direct and predictable effect upon this foundation, unless I first obtain a written waiver or qualify for a regulatory exemption.
