So, That Cyber Caliphate is Not ISIS, it is Russian!

Cyber Caliphate or Kremlin False-Flag?

The so-called Cyber Caliphate, the supposed cyber army of jihadist organization ISIS, has featured prominently in the news in recent years with a string of high profile attacks on significant targets. The Cyber Caliphate defaced US government websites, hacked into Department of Defence databases and released personal information of 1,400 US military affiliates, hijacked several feeds belonging to French TV channel TV5Monde and defacing its websites with the tagline “Je suis ISIS,” and more, much more.

As the Cyber Caliphate threat grew, western intelligence agencies took note and devoted significant resources to exposing and fighting the organisation. These efforts increased with the recent announcement that the various ISIS hackers were merging under a new umbrella organisation, the United Cyber Caliphate, which could constitute a major threat online.

In late February, the Pentagon announced the beginning of a full-scale cyber-war against ISIS, including activity by the US Cyber Command and a drone strike which killed Junaid Hussain, British jihadist of Pakistani origin who was the Caliphate’s best-known hacker.

However, not all is at it seems in the land of jihadi cyber warfare. Following the TV5Monde attack, French intelligence services scrutinised the group’s activity and concluded that the hackers involved had, in fact, no ties to ISIS, but a rather better established organisation famous for its deceptive spying practices. French investigators traced the attacks back to Moscow, and in particular APT 28, a group well-known as the Kremlin’s secret cyber-arm.

 

Similar conclusions were reached following analysis in other countries, too. The US State Department said in a mid-2015 report that although the “Cyber Caliphate declares to support [ISIS], there are no indications—technical or otherwise—that the groups are tied.” According to Der Spiegel, German intelligence also believes the Cyber Caliphate to be a Russian false-flag operation, part of Moscow’s 4,000-strong hacking staff.

To those versed in the practices of the clandestine world of spies, none of this should come as a surprise. The Kremlin has had over 100 years to perfect its false-flag practices, with the only innovation being that these sort of operations now take place in the cyber-world. For Moscow, this is just another tool in their arsenal, but it does indicate that ISIS is not nearly as formidable as it once seemed.

Yes, there is more bad news. If you are going to the Olympics, beware:

Officials warn that U.S. travelers to Rio Olympics face hack risk

USAToday: WASHINGTON — If Zika, political instability and contaminated water weren’t enough, U.S. intelligence officials are warning Americans traveling to the August Olympic Games in Rio and other destinations abroad that proprietary information stored on electronic devices is at high risk for theft by spies and cyber criminals who are increasingly targeting global events as troughs rich in valuable intelligence.

Bill Evanina, the nation’s chief counter-intelligence executive, is urging travelers to carry “clean’’ devices, free of potentially valuable archives that could be tapped for economic advantage, personal data or security information.

Just as the Olympics draw the world’s most talented athletes, Evanina said the games and other international events represent a “great playground’’ for government intelligence services and criminals, if only because of the “sheer number of devices.’’

A little more than a month before the Rio games and in the midst of the summer travel season, the U.S. government is launching a multimedia campaign Wednesday to advise travelers of the increasing threat. The program, “Know the Risk; Raise Your Shield,” warns in part that foreign security services and criminals are tracking visitors’ movements through their mobile phones and are able to control such things as internal microphones remotely, often without the users’ knowledge.

“When you travel abroad, assume that your personal information will be breached,’’ Evanina said.

Though the campaign is aimed at all U.S. travelers abroad, the approaching Olympics, which traditionally draws thousands of U.S. visitors, offer a specific focus of concern for authorities.

As part of the U.S. government’s awareness campaign, Evanina, through the National Counterintelligence and Security Center, is advising Americans traveling abroad, regardless of their destination and purpose, to take a variety of precautions.

Among them:

• Leave unnecessary devices at home.
• Back up data on devices in use and leave those copies in secure locations at home.
• Change passwords at regular intervals during travel and on return.
• Avoid prolonged sessions on local Wi-Fi networks.
• Submit company devices for examination on return for presence of malware.

National security agencies raised similar concerns in advance of the 2008 games in China and the 2014 Winter Olympics in Russia, as both countries represent the U.S.’s most aggressive cyber adversaries. Prior to the 2014 Sochi games, for example, the Department of Homeland Security warned that “all communications and files” stored on personal electronic devices were vulnerable to interception.

Brazil, while not considered such an adversary, nevertheless will likely draw intelligence units from other countries and outside criminal elements all seeking to mine the global event that attracts top government leaders and a constellation of Wall Street and corporate executives, Evanina said.

Ray Mey, a former FBI official who has managed security operations at Olympics in Salt Lake City and Torino, Italy, said that businesses may be more inclined to bolster their cyber defenses in places like China and Russia, even though Rio is expected to be used as an information collection and recruitment opportunity. Benghazi: GOP Report 100+ Witnesses, No Video to Blame

During the first attack, the only focus the White House and the State Department was to concoct a blame, no one cared at the terrifying moments about a response or rescue while Panetta delivered the orders for a military response. Exactly how many lives were at risk at the time is still somewhat unknown, but rather estimated…simply put all their lives were in peril.

It shows that the State Department assessment of the situation in Benghazi in 2011 and 2012 noted rising crime levels, rampant firearm ownership, and a high risk of militia violence in the security vacuum left by the toppling of Libyan dictator Moammar Gaddafi. The precarious security situation, according to the report, was exacerbated by inadequate security at the Benghazi outpost, which was plagued by equipment failures, a lack of manpower and relied on an often-disorganized local militia for protection. EXCLUSIVE –  The claim that the fatal 2012 Benghazi terrorist attacks were sparked by an anti-Muslim video was crafted in Washington by Obama administration appointees and reflected neither eyewitness nor real-time reports from the Americans under siege, according to the final report of the GOP-led Benghazi Select Committee.

The GOP report, released Tuesday, followed by less than a day a report by the Democrats on the panel saying that security at the Benghazi, Libya facility was “woefully inadequate” but former Secretary of State Hillary Clinton never personally denied any requests from diplomats for additional protection. House Republicans’ Report Sheds New Light on Benghazi Attack

NBC: After a more than two-year investigation into the 2012 terrorist attack in Benghazi, House Republicans are set to release a lengthy report Tuesday recounting the events that led to the deaths of four American diplomats.

It sheds new light on the breakdown in the U.S. military’s response to the attack and offers new details about why U.S. Ambassador Christopher Stevens was at the compound in the Libyan city with only two State Department bodyguards, months after the British and others had evacuated the area.

NBC News obtained the first 175-page section of the full 800-page House Select Committee on Benghazi report that will be released later Tuesday. The Democratic minority released its own report Monday.

One section of the report seems to allege that U.S. officials fundamentally misunderstood who their allies were at the time. The Republican majority’s report found that 35 Americans were saved not by a “quasi-governmental militia” as previous reports concluded, or even a group the U.S. saw as allies. Instead, the report determines that the Americans were saved by the “Libyan Military Intelligence,” a group composed of military officers under the Moammar Khaddafy regime, the Libyan dictator who the U.S. helped topple just one year earlier.

The February 17 Martyr Brigade, “recommended by the Libyan Government and contractually obligated to provide security to the Mission Compound,” had fled, the report found. “In other words, some of the very individuals the United States helped remove from power during the Libyan revolution were the only Libyans that came to the assistance of the United States on the night of the Benghazi attacks,” the report states.

Last fall, former Secretary of State Hillary Clinton testified before the Benghazi committee that Stevens had originally chosen to serve in Benghazi because “he understood America had to be represented there at that pivotal time.”

In previously unreported details, the Republican majority of the committee found that Stevens traveled to the U.S. mission that week to both fill a temporary staffing gap and to spearhead an effort to make Benghazi a permanent diplomatic post.

Witnesses told the committee Stevens was laying the groundwork for a visit by Secretary Clinton just one month later and “the hope was to establish a permanent consulate in Benghazi for the Secretary to present to the Libyan government during her trip.”

Discussions were already underway in Washington for how to fund the upgrades, and one month before the end of the fiscal year there was pressure to assemble a package before available funds were lost.

The report highlights the military’s failure to carry out Defense Secretary Leon Panetta’s order to deploy forces to Benghazi and the lengthy delay that prevented the military assets from arriving at the embassy in Tripoli until 2 p.m. the day after the Benghazi attack.

“What was disturbing from the evidence the Committee found was that at the time of the final lethal attack at the Annex, no asset ordered deployed by the Secretary had even left the ground,” the report states.

Previous accounts blamed the “tyranny of time and distance” plus the failure to have airplanes ready for the significant delay in moving military assets. But the report states conflicting orders from State Department and Pentagon officials over whether Marines should wear military uniforms or civilian attire also played a role.

In a newly revealed two-hour secure video conference on the night of the attacks led by White House Chief of Staff Denis McDonough and attended by Clinton and others, State Department officials raised concerns about the diplomatic sensitivities of the attire to be worn by assets launched.

In an interview with the Committee, Patrick Kennedy, the under secretary or Management at State, described the department’s sensitivity as wanting to “make sure that the steps we were taking would enhance the security of our personnel, not potentially diminish the security of our personnel.”

According to one commander, the report states, as forces prepared to deploy, “during the course of three hours, he and his Marines changed in and out of their uniforms four times.”

Further, several witnesses told the committee that despite Panetta’s orders, the operating plan was not to insert any asset into Benghazi. “Their understanding was that the assets needed to be sent to Tripoli to augment security at the Embassy, and that the State Department was working to move the State Department personnel from Benghazi to Tripoli.”

Republicans on the committee were critical of high-level officials in Washington for mistakenly thinking that the attacks were over and the crisis had passed by the time the emergency video conference convened, which the report alleges contributed to the confusion.

The report also finds that then-Vice Chairman of the Joint Chiefs of Staff Admiral James Winnefeld, did not participate in the secure call because “he had left to return to his residence to host a dinner party for foreign dignitaries.” He received one update during the dinner on the attacks.

The section of the report devoted to the Benghazi assault concludes “the response to the attacks suffered from confusion and miscommunication circulating between agencies.”

A total of 107 witnesses were interviewed for the report, including 81 never before questioned by Congress and 9 eyewitnesses to the attacks, Republicans on the committee told NBC News. The committee also received and reviewed more than 75,000 new pages of documents.

Democrats on the House Select Committee on Benghazi had a sharply different view even before seeing the Republicans’ report. The minority version released Monday concludes that “the U.S. military could not have done anything differently on the night of the attacks that would have saved the lives of the four brave Americans killed in Benghazi.”

Ranking Member Elijah Cummings early Tuesday called the Republican report “partisan” but could offer no additional comment because “we haven’t read it because Republicans didn’t want us to check it against the evidence we obtained.”‎

Democrats also attacked Republicans over the committee’s process, including what they describe as “grave abuses,” such as excluding Democrats from interviews, concealing exculpatory evidence, withholding interview transcripts, leaking inaccurate information, issuing unilateral subpoenas, sending armed Marshals to the home of a cooperative witness, and even conducting political fundraising “by exploiting the deaths of four Americans.”

The Democrats chastised committee chairman Trey Gowdy who they said “personally and publicly accused Secretary Clinton of compromising a highly classified intelligence source.”

Democrats did acknowledge, as had been previously determined, that “security measures in Benghazi were woefully inadequate as a result of decisions made by officials in the Bureau of Diplomatic Security.” But their report concluded, “Secretary Clinton never personally denied any requests for additional security in Benghazi.”

Reacting to the GOP report early Tuesday, State Department deputy spokesman Mark Toner said: “We have made great progress towards making our posts safer since 2012. We have been working to respond to the extensive findings and recommendations of the independent Accountability Review Board, closing out 26 out of its 29 recommendations.”

A Select Committee spokesman dismissed the Democrats’ report as “rehashed, partisan talking points” aimed at defending Hillary Clinton.

NBC News was awaiting comment from the White House on the report released by the Republican majority on the committee.

 

Clinton, for her part, has repeatedly denounced the committee’s purpose. “There have been seven investigations led mostly by Republicans in the Congress and they were non-partisan and they reached conclusions that, first of all, I and nobody did anything wrong but there were changes we could make,” Clinton said during a TODAY town hall on Oct. 5, 2015. “This committee was set up, as they have admitted, for the purpose of making a partisan political issue out of the deaths of four Americans. I would have never done that.”

ANBAR CORRIDOR

▪ Conditions in the camps in Anbar Governorate are particularly difficult due to high temperatures and arid conditions. Suffocating heat is particularly an issue for new arrivals as many of the newly established sites are not connected to electricity. Families are not able to use their electric fans and the conditions inside the tents are unbearable, which poses a big risk especially to children and the elderly.

▪ UNHCR has continued to prepare further sites and erect tents in Al Khalidiya and Habbaniya Tourist City to accommodate the new arrivals. Since 23 May, UNHCR has installed 8 Rubb Halls and ovided 1,533 tents to provide temporary accommodation for over 9,500 persons displaced from Falluja.

▪ Since 23 May, UNHCR has distributed nearly 8,500 kits of core relief items (CRIs) such as blankets, mattresses and jerry cans to help some 50,000 people who fled Falluja.

MOSUL CORRIDOR

▪ The Governor of Erbil has granted a 114 dunam (250,000 square metres) piece of land where UNHCR and partners will be able to build a new 940-plot camp, capable of hosting an additional 6,000 IDPs. UNHCR has finalized the lay out of the camp and pending adequate funding, the camp will be completed within two months.

▪It is a priority to decongest the reception centre in Debaga camp, where there are currently 5,513 IDPs. More arrivals anticipated in the coming days as fighting in and around Makhmur district has intensified since 23 June. To make space for IDPs waiting in the reception centre, UNHCR is currently preparing plots for another 320 tents on the Stadium extension site, which will be completed over the next week. This will bring the total to 777 tents in the Stadium site including the extension and service area, which altogether will have a capacity to accommodate 4,000 persons (nearly doubling the current capacity which is full).

If Fallujah has been liberated by Iraqi forces, it did so with Iranian Shiite forces under the command of IRGC commander Quassam Soleimani. How does this square when Sunnis have fled? A look at Iraq’s war against IS after Fallujah

BAGHDAD (AP) — Iraqi forces say they have completely liberated the city of Fallujah from the Islamic State group after a monthlong operation, marking one of their biggest victories since the extremists swept across large parts of the country in 2014.

But the IS group still controls parts of northern and western Iraq, including the country’s second largest city, Mosul. And the militants have shown they can still launch large-scale suicide bombings and other attacks. Here’s a look at what lies ahead for Iraq and the U.S.-led military coalition battling the extremists.

HOLDING FALLUJAH

Fallujah was the first Iraqi city to fall to IS, in January 2014, and the group’s last major stronghold in the sprawling Anbar province, a largely tribal Sunni region where distrust of the post-2003 Shiite-led government runs deep. A key task will be to prevent militants from returning to the city, as they did after two major U.S.-led assaults on Fallujah in 2004, when American soldiers saw their deadliest urban combat since Vietnam.

Iraqi authorities will also need to ensure that residents can return to their homes and rebuild, and that powerful Sunni tribes in the area stay on the government’s side. Those efforts could be complicated by the ballooning humanitarian crisis in Anbar and the presence of government-allied Shiite militias. The Iran-backed forces kept to the outskirts of Fallujah during the military operation, but could assert their power as the army moves on to other fronts.

A HUMANITARIAN CRISIS

An early test for whether the government can fully reintegrate Fallujah is already underway in sprawling desert camps outside the city, where thousands of civilians who fled the fighting are living out in the open, with little food, water or shelter. The U.N. estimates that 85,000 people have fled the Fallujah fighting. They may not be able to return for weeks or months while the army clears explosives left behind by the extremists.

Daytime temperatures approach 50 degrees Celsius (120 degrees Fahrenheit) in the camps, and aid workers have warned of a humanitarian crisis if more supplies are not quickly brought in.

THE LONG ROAD TO MOSUL

IS remains firmly in control of the northern city of Mosul, which was once home to a million people.

Iraqi leaders have pledged to liberate Mosul this year, but U.S. officials and analysts say that timetable may not be realistic. Iraqi forces are deployed in Makhmour, some 45 miles (75 kilometers) south of Mosul, but may need to seize an airfield on the other side of the Tigris River before launching an all-out assault on the city.

The U.S.-led coalition has trained more than 23,000 Iraqi troops since December 2014, but thousands more are needed for the operation to retake Mosul, according to coalition and Iraqi officials.

“Mosul can be a nastier fight than what we saw in Fallujah,” said U.S. Army Col. Christopher Garver, a spokesman for the American-led military coalition. “If that’s the Iraqi capital of the caliphate one would expect them to fight hard to maintain that.”

TURMOIL IN BAGHDAD

Victory in Fallujah has given a major boost to Prime Minister Haider al-Abadi, but his government is still crippled by political gridlock that has brought thousands of people into the streets in recent months. Supporters of Shiite cleric Moqtada al-Sadr have twice stormed the Green Zone, the capital’s heavily guarded government district, while demanding wide-ranging political reforms.

Baghdad has also seen a series of deadly attacks in recent weeks despite the advances against IS in Anbar. That has raised fears that the extremists may fully revert to an earlier strategy of targeting security forces and the Shiite majority in order to stoke sectarian tensions.

The Covert Russian Influence, Targets Europe/USA

What if Russia does have Hillary’s emails? When the KGB/FSB hacked into the DNC, the Kremlin does have an army of people cultivating and assessing all American politics moving ahead for the next 4 years. That is a trove of data for political warfare and coupled with Europe, Putin’s sights on global expansion is becoming a simple game of checkers.

Russian intelligence and security services have been waging a campaign of harassment and intimidation against U.S. diplomats, embassy staff and their families in Moscow and several other European capitals that has rattled ambassadors and prompted Secretary of State John F. Kerry to ask Vladimir Putin to put a stop to it.

At a recent meeting of U.S. ambassadors from Russia and Europe in Washington, U.S. ambassadors to several European countries complained that Russian intelligence officials were constantly perpetrating acts of harassment against their diplomatic staff that ranged from the weird to the downright scary. Some of the intimidation has been routine: following diplomats or their family members, showing up at their social events uninvited or paying reporters to write negative stories about them.

But many of the recent acts of intimidation by Russian security services have crossed the line into apparent criminality. In a series of secret memos sent back to Washington, described to me by several current and former U.S. officials who have written or read them, diplomats reported that Russian intruders had broken into their homes late at night, only to rearrange the furniture or turn on all the lights and televisions, and then leave. One diplomat reported that an intruder had defecated on his living room carpet. A real terrifying set of Russian aggressions explained more in detail here. Let’s examine some other symptoms and facts:

Primer #1, 1948: Preventive Direct Action in Free Countries.

Purpose: Only in cases of critical necessity, to resort to direct action to prevent vital installations, other material, or personnel from being (1) sabotaged or liquidated or (2) captured intact by Kremlin agents or agencies. 

Description: This covert operation involves, for example, (1) control over anti-sabotage activities in the  Venezuelan oil fields, (2) American sabotage of Near Eastern oil installations on the verge of Soviet capture, and (3) designation of key individuals threatened by the Kremlin who should be protected or removed elsewhere. 

It would seem that the time is now fully ripe for the creation of a covert political warfare operations directorate within the Government. If we are to engage in such operations, they must be under unified direction. One man must be boss. And he must, as those responsible for the overt phases of political warfare, be answerable to the Secretary of State, who directs the whole in coordination. (More from Political Warfare, in the Gray Zone)

Primer #2: (2014)When Central and Eastern Europe threw off the Communist yoke and the Soviet Union collapsed, Europe and the United States transformed their Soviet policy of isolation and containment to one of political and economic integration with the Russian Federation.

This approach had been largely successful over the past 25 years. Russia joined the Group of Eight (G8) in 1998, the World Trade Organization in 2012, and was considered for membership in the Organization for Economic Cooperation and Development (OECD). In the past 10 years alone, the value of Russia’s global trade has nearly quadrupled from $210 billion in 2003 to $802 billion in 2013. Last year, Russia’s trade with the EU represented 48.5 percent of its total. Although U.S.-Russian trade ties remained subdued by comparison, the two former superpowers developed a measurable degree of economic interdependence, as evidenced by the International Space Station and Russian-made titanium for Boeing’s 787 fleet. The Russian government is building an electronic intelligence-gathering facility in Nicaragua as part of Moscow’s efforts to increase military and intelligence activities in the Western Hemisphere.

The signals intelligence site is part of a recent deal between Moscow and Managua involving the sale of 50 T-72 Russian tanks, said defense officials familiar with reports of the arrangement.

The tank deal and spy base have raised concerns among some officials in the Pentagon and nations in the region about a military buildup under leftist Nicaraguan leader Daniel Ortega.

Disclosure of the Russia-Nicaraguan spy base comes as three U.S. officials were expelled from Nicaragua last week. The three Department of Homeland Security officials were picked up by Nicaraguan authorities, driven to the airport, and sent to the United States without any belongings.

State Department spokesman John Kirby said the expulsion took place June 14 and was “unwarranted and inconsistent with the positive and constructive agenda that we seek with the government of Nicaragua.”

“Such treatment has the potential to negatively impact U.S. and Nicaraguan bilateral relations, particularly trade,” he said.

The action is an indication that President Obama’s recent diplomatic overture to Cuba has not led to better U.S. ties to leftist governments in the region. More here.

Silicon Valley’s hostility to U.S. intelligence and law enforcement reached a new low last week when Twitter rejected the Central Intelligence Agency as a customer for data based on its tweets—while continuing to serve an entity controlled by Vladimir Putin.

The Wall Street Journal broke the news that Twitter decided U.S. intelligence services could no longer buy services from Dataminr, which has a unique relationship with Twitter. (More from the WSJ)

Exclusive: UK warns of “new Cold War” as Kremlin seeks to divide and rule in Europe

Telegraph: American intelligence agencies are to conduct a major investigation into how the Kremlin is infiltrating political parties in Europe, it can be revealed.

James Clapper, the US Director of National Intelligence, has been instructed by the US Congress to conduct a major review into Russian clandestine funding of European parties over the last decade.

The review reflects mounting concerns in Washington over Moscow’s determination to exploit European disunity in order to undermine Nato, block US missile defence programmes and revoke the punitive economic sanctions regime imposed after the annexation of Crimea.

The US move came as senior British government officials told The Telegraph of growing fears that “a new cold war” was now unfolding in Europe, with Russian meddling taking on a breadth, range and depth far greater than previously thought.

“It really is a new Cold War out there,” the source said, “Right across the EU we are seeing alarming evidence of Russian efforts to unpick the fabric of European unity on a whole range of vital strategic issues.”

A dossier of “Russian influence activity” seen by The Sunday Telegraph identified Russian influence operations running in France, the Netherlands, Hungary as well as Austria and the Czech Republic, which has been identified by Russian agents as an entry-point into the Schengen free movement zone.

The US intelligence review will examine whether Russian security services are funding parties and charities with the intent of “undermining political cohesion”, fostering agitation against the Nato missile defence programme and undermining attempts to find alternatives to Russian energy.

Officials declined to say which parties could come into the probe but it is thought likely to include far-right groups including Jobbik in Hungary, Golden Dawn in Greece, the Northern League in Italy and France’s Front National which received a 9m euro (£6.9m) loan from a Russian bank in 2014.

Other cases of possible Moscow-backed destabilisation being monitored by diplomats includes extensive links in Austria, including a visit by Austrian MPs to Crimea to endorse its annexation, as well as cases of Russian spies discovered using Austrian papers.

KFOX14: U.S. authorities are investigating an illegal immigrant smuggling operation allegedly run by active duty military soldiers out of the Ft. Bliss U.S. Army post in El Paso, Texas. Ft. Bliss is headquarters for El Paso Intelligence Center (EPIC), a federal tactical operational intelligence center.

According to sources and documents, two U.S. soldiers, Marco Antonio Nava, Jr. and Joseph Cleveland, were arrested last Saturday by border patrol officers at Falfurias, Texas Border Patrol Station Checkpoint attempting to smuggle two Mexican citizens into the U.S. The Mexicans were riding in the back seat of the car. Upon their arrest, the soldiers, who were not in uniform at the time, informed Border Patrol agents they are part of the 377 TC Company at Ft. Bliss.

Nava told investigators it was the second time that he and Cleveland had smuggled in illegal immigrants for pay and, during a debriefing, described a smuggling ring allegedly involving other Ft. Bliss soldiers. Nava identified a leader of the group as a Private First Class, as well as other participants. He said he wasn’t sure how long the ring had been operating. Attempts to seek comment and information from Ft. Bliss were not successful.

Nava stated that one week before his arrest, the group of Ft. Bliss soldiers successfully smuggled six illegal immigrants through the Falfurrias Checkpoint. When questioned how they did it, “Nava stated that all of the aliens were simply sitting inside the vehicles with them.” The illegal immigrants had been picked up at a trailer, then dropped off at a house 30 minutes north of Houston, Texas. According to Nava, each of the soldiers involved was paid $1,000 cash for that successful smuggling trip. They were to be paid $1,500 for the June 18 run a week later that Border Patrol agents intercepted. Border agents were able to review text messages exchanged between six soldier smugglers.

This isn’t the first time military troops have been linked to human trafficking across the Mexican border, according to internal documents. One government official stated, “I know we had previously received reports that military personnel were involved in smuggling”

According to internal government documents, the border has been something of a revolving door for the two Mexican citizens arrested in the June 19 attempt. Jose Rebollar-Osorio had three prior removals from the U.S. on record. Marcelino Oliveros-Padilla also had three prior removals as well as an immigration-related conviction.

Requests for comment were referred to Homeland Security Investigations, which is said to be handling the probe. A spokesman did not immediately provide additional information.
