Sanctions Relief Summary by U.S. per Iran JPOA

The White House has never been concerned about an up or down vote by Congress to approve the Iran deal, rather the only concern is what Congress will do on the outside in regards to the sanctions on Iran. In the past week, Republicans and conservatives in Congress have been meeting to discuss all options to hurt the deal as it moves forward. One such option is to sue again Barack Obama on abuse of power over Congress using waiver authority on laws and standing sanctions on Iran and that discussion is taking place.

The easing of sanctions under the JCPOA is relatively consistent with the stipulations of the framework accord. Under the JCPOA, the overwhelming bulk of sanctions relief occurs at Implementation Day—the day when the IAEA certifies that Iran has completed those stipulated core nuclear requirements listed in Annex V of the JCPOA (primarily reducing the size and scope of its enrichment of uranium). According to the JCPOA, the following sanctions are to be eased:

On Implementation Day, many U.S., virtually all EU, and most U.N. sanctions are to be lifted or suspended that Iran has taken certain key nuclear-related steps that are U.N. Security Council Resolution 2231 of July 20 contains this provision.

The U.S. sanctions that are to be suspended are primarily those that sanction foreign entities and countries for conducting specified transactions with Iran (so-called “secondary sanctions”). U.S. sanctions that prohibit U.S. firms from conducting most transactions with Iran are not being suspended. However, the JCPOA does commit the United States to a slight modification in the U.S. “trade ban” with Iran (Executive Order 12959 of May 1995) to permit: licensing the sale to Iran of commercial aircraft, and the importation of Iranian luxury goods such as carpets, caviar, and some fruits and nuts.

The U.S. sanctions to be suspended are mostly those imposed since U.N. Security Council Resolution 1929 was enacted in June 2010.55 That resolution identified Iran’s energy sector as a potential contributor to Iran’s “proliferation-sensitive nuclear activities.”

Type of Sanctions to Be Removed or Suspended. The sanctions relief on Implementation Day includes lifting or suspension of U.S. sanctions on foreign firms involved in Iran’s:57 (1) energy sector, including those that penalize Iran’s exportation of oil and sanction foreign sales to Iran of gasoline and energy sector equipment, and which limit foreign investment in Iran’s energy sector; (2) U.S. sanctions on foreign banks that conduct transactions with Iranian banks; (3) U.S. sanctions on Iran’s auto sector and trading in the rial. The United States is to revoke the designations made under various Executive Orders of numerous specified Iranian economic entities and personalities (listed in Attachment III of Annex II of the JCPOA), including the National Iranian Oil Company (NIOC), various Iranian banks, and many energy and shipping-related institutions. That step would enable foreign companies to resume transactions with those Iranian entities without risking being penalized by the United States.

U.S. Laws to Be Waived and Executive Orders to Terminated. The suspension of U.S. sanctions as required under the JCPOA will necessitate: exercising presidential authority to waive sanctions mandated by the core operative provisions of the Iran Sanctions Act (P.L. 104-172 as amended);58 Section 1245(d)(1) of the National Defense Authorization Act for FY2012 (P.L. 112-81); the Iran Threat Reduction and Syria Human Rights Act (P.L. 112-158); the Iran Freedom and Counter-Proliferation Act (Subtitle D of P.L. 112-239); and the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (CISADA, P.L. 111-195). The statutory basis for the sanctions would remain unchanged by the agreement. Implementing the U.S. commitment will also require terminating the provisions of the following Executive Orders: 13574, 13590, 13622, 13645, and Sections 5-7 and 15 of Executive Order 13628. Request for Congress to Lift Sanctions Outright. The JCPOA requires the U.S. Administration, within eight years (“Transition Day”), to request that Congress lift virtually all of the sanctions that will be suspended under the JCPOA. The JCPOA requires all U.N. sanctions to terminate after 10 years of adoption of the JCPOA. Under the JCPOA, the eight year mark after JCPOA adoption is known as the Transition Day and the 10-year mark is known as the Termination Day.

EU Lifting of Sanctions on Implementation Day. The EU sanctions to be lifted include: (1) the EU ban on purchases of oil and gas from Iran; (2) the ban on Iran’s use of the SWIFT electronic payments system that enables Iran to move funds from abroad to its Central Bank or its commercial banks; and (3) the lifting of EU sanctions (assets freezes/visa bans) on entities listed in Annex II, Attachment 1. This attachment does not include one controversial personality –IRGC-Qods Force Commander Qasem Soleimani. EU nuclear-related sanctions on him are to remain until Transition Day, although he will remain sanctioned under EU decisions on Syria and on terrorism. U.S. sanctions on Soleimani will remain, including secondary sanctions on entities that deal with him.

U.S. Sanctions to Remain in Place. Other U.S. sanctions that are not required to be suspended in accordance with the JCPOA are mostly those sanctioning Iran’s support for terrorism, its human rights abuses, and worldwide arms and WMD-related technology to Iran. The specific Executive Orders and statutory provisions that will not be suspended include (1) E.O. 13224 sanctioning terrorism entities (not specific to Iran); (2) the Iran-Iraq Arms Non-Proliferation Act that sanctions foreign firms that sell arms and weapons of mass destruction-related technology to Iran; (3) the Iran-North Korea-Syria Non-Proliferation Act (INKSNA);59 and (4) the Executive Orders and the provisions of CISADA and the Iran Threat Reduction and Syria Human Rights Act that pertain to human rights or democratic change in Iran. Iran also will be remaining on the “terrorism list” and all sanctions triggered by that designation will remain in place, at least for now. The United States has not pledged in the JCPOA to remove or to reconsider Iran’s designation as a state sponsor of terrorism. That designation triggers numerous U.S. sanctions, including a ban on any U.S. foreign aid to Iran and on U.S. exportation to Iran of controlled goods and services, and a prohibition on U.S. support for international lending to Iran.

U.N. Sanctions on Arms Sales and Ballistic Missiles to Be Terminated After Several Years. One issue that arose during final negotiations on the JCPOA was the suspension of U.N. sanctions on Iran’s development of nuclear-capable ballistic missiles and on Iran’s importation or exportation of conventional weaponry. The April 2 framework accord indicated that these sanctions would remain in place in the JCPOA. However, as subsequently negotiated, the ban on Iran’s development of nuclear-capable ballistic missiles is to be lifted within eight years of the JCPOA and the ban on conventional arms sales to Iran and on Iran’s exportation of arms are to be lifted within five years,60 as stipulated in Resolution 2231. However, as noted, U.S. sanctions on foreign entities that assist Iran with such programs will remain in place, as will specific U.N. Security Council Resolutions that prohibit weapons shipments to Lebanon and to Yemen.

Ban on Reimposing those Sanctions that are Lifted or Suspended. The JCPOA contains language requiring that the parties to the agreement not reimpose the sanctions that will be suspended, as long as Iran is complying. The agreement states that if U.S. sanctions are reimposed (other than through reimposition on the grounds of Iranian noncompliance), Iran would not be bound by its nuclear commitments. An Iranian letter to the President of the U.N. Security Council, dated July 20, interprets the provision to bar the reimposition of those sanctions that are being suspended under “non-nuclear” justifications such as Iranian support for terrorism or armed factions in the Middle East, or for human rights violations. Iran interprets reimposition to be those sanctions that target the same sectors of Iran’s economy on which sanctions are being lifted or suspended (energy, financial, auto, shipping). However, there does not appear to be a prohibition on enacting further U.S. sanctions (other than those being suspended under the JCPOA) on arms sales to Iran, human rights violations and Iranian support for terrorism or armed factions in the region .

Automatic Reimposition of Sanctions (“Snap-Back”)

The JCPOA (paragraph 36 and 37) contains a mechanism for the “snap back” of U.N. sanctions if Iran does not satisfactorily resolve a compliance dispute. According to the JCPOA, the United States (or any veto-wielding member of the U.N. Security Council) would be able to block a U.N. Security Council resolution that would continue the lifting of U.N. sanctions despite Iran’s refusal to resolve the dispute. In that case, “… the provisions of the old U.N. Security Council resolutions would be reimposed, unless the U.N. Security Council decides otherwise.” These provisions are included in U.N. Security Council Resolution 2231.61 The total time for this “dispute resolution” mechanism –between the time of the complaint of Iranian non-compliance and the reimposition of U.N. sanctions, is 65 days.

A related question is whether the effect of sanctions currently realized could ever be reconstituted if U.N. sanctions are lifted but U.S. sanctions are reimposed. The effect of all sanctions has depended on the substantial degree of international compliance and cooperation with the sanctions regime that has taken place since 2010. A wide range of countries depend on energy and other trade with Iran and might be reluctant to resume cooperating with reimposed U.S. sanctions unless Iran commits egregious violations of its commitments. Countries that do not wish to reimpose their sanctions on Iran could argue that, because U.N. Security Council sanctions are lifted, they are no longer bound to cooperate with U.S. sanctions.

Implications for Iran of the JCPOA Sanctions Relief

The suspension of sanctions on Implementation Day would likely have significant implications for Iran’s economy, including the following:

Crude Oil Exports. Iran will be able to export crude oil without restriction. Iranian energy officials estimate that Iran could double its oil exports from the 1.1 mbd level of the JPA period within about six months. Significant quantities of Iranian oil will likely hit the market immediately after sanctions suspension because Iran reportedly has about 30 million -50 million barrels of oil stored, and therefore available for immediate release onto the market.

Access to Restricted Foreign Exchange Reserves. Upon the suspension or lifting of sanctions on Implementation Day, Iran will have access to about $120 billion in foreign exchange assets currency that it has been unable to repatriate to its Central Bank. However, according to Treasury Secretary Jacob Lew in testimony on the JCPOA in late July, about $65 billion of those funds are obligated. About $20 billion is owed to China for infrastructure projects performed in Iran by Chinese firms. About $45 billion is owed to cover loans to Iranian energy companies and other Iranian firms. The Treasury Department says that only about $56 billion would be available for Iran to use at its discretion, after these obligations are paid. The funds consist of some assets deposited before restrictions on the movement of the funds was imposed in February 2013 (Iran Threat Reduction Act), but the bulk of the assets are oil sales proceeds deposited since that restriction went into effect.

 According to the Treasury Department, Iran’s foreign exchange reserves are held by many banks around the world, and particularly in those of Iran’s five remain oil customers: China, India, South Korea, Japan, and Turkey.62 Some funds might be held in EU banks as well. Other banks said to hold Iranian foreign exchange funds are, according to a determination of waiver provided to Congress on June 17, 2015, in Oman, Switzerland, and South Africa.63 And, banks in the United Arab Emirates, a major trading partner of Iran, might hold some of the monies as well.

Post-Sanctions Economic Growth. Economists estimate that Iran’s economy could grow as much as 7% after sanctions are suspended.64 Iran’s energy sector, automotive production sector, and other industrial sectors are likely to rebound strongly as importation of parts becomes easier to finance. Some assert that Iran will use the additional economic resources generated by the deal to enhance its regional position. The Administration acknowledges Iran might steer some extra funding to regional allies but argues that Iran will use the great bulk of the additional funds to invest in its domestic economy which has been starved by sanctions for several years.

Commercial Aircraft Sales. Iran is likely to seek to purchase significant quantities of commercial aircraft because of the advanced age of most of the aircraft used by its airlines. The deal commits the United States to license commercial aircraft sales to Iran, including U.S.-made aircraft. If such sales are consummated, U.S.-Iran trade in dollars, which has been highly limited by sanctions for many years, could expand significantly. The importation to the United State of U.S. luxury goods is likely not to boost bilateral trade significantly because of the low-volume and low dollar-figure nature of these imports by U.S. buyers.

 

 

Iran Does Not Need to Cheat, Lying Works

TEHRAN, Sep. 12 (MNA) – AEOI Deputy Zarean says no inspections of Iran’s military sites are on the agenda of a Tuesday visit by inspectors of the International Atomic Energy Agency (IAEA) to Iran. Deputy of the Atomic Energy Organization of Iran (AEOI) Ali Asghar Zarean said on Saturday that IAEA inspectors are scheduled to arrive in Tehran on Tuesday for talks. 

He added that during this round of negotiations, inspections of Iran’s military sites are not on the agency’s agenda. The Iranian nuclear official maintained that the visit is within the framework of the JCPOA and the sides will hold talks for further coordination and practical measures in the future. On July 14, Iran and the IAEA signed a road map for “the clarification of past and present issues” regarding Iran’s nuclear program in the Austrian capital Vienna. The deal came on the same day Iran and the 5+1 group of countries reached an agreement over Tehran’s nuclear program.

 

 

And the timing of this announcement is beyond suspicious:

FNC: Iran has reportedly found an unexpectedly high reserve of uranium, following assessments that the country is running low on the nuclear raw material and just days after President Obama essentially secured an international nuclear deal with the country’s leaders.

The discovery was reported first by Reuters and based on comments made by Iranian nuclear chief Ali Akbar Salehi to the state news agency IRNA.

“I cannot announce (the level of) Iran’s uranium mine reserves,” Salehi was quoted as saying. “The important thing is that before aerial prospecting for uranium ores we were not too optimistic, but the new discoveries have made us confident about our reserves.”

The international deal with Iran, largely brokered by the Obama administration, slows the country’s nuclear development for nearly a decade in exchange for the lifting of billions of dollars worth of crippling economic sanctions.

World leaders think Iran is trying to develop a nuclear weapon, despite Tehran’s denial.

However, Iran under the deal will still be able to pursue a nuclear-development program, for which the uranium could be used.

The remarks by Salehi, head of Iran’s Atomic Energy Organization, could not be found Saturday morning on the IRNA website. But another story had him as saying the deal — reached in July and officially known as the Joint Comprehensive Plan of Action — will not slow the pace of Iran’s nuclear program.

“The official said the restrictions which the JCPOA entails are by no means the ones which would restrict Iran in its nuclear activities,” reads one line in the story.

Several other news-gathering agencies have either picked up the Reuters’ story or cited it in their own version.

That Obama would win congressional approval of the deal became apparent in recent weeks, but not without a fight from the GOP-controlled Congress and other critics including conservative groups and pro-Israel organizations.

However, the president worked all summer to garner support from Senate Democrat, who on Thursday block chamber Republicans from disapproving of the deal and from forcing Obama to resort to a presidential veto to win approval for what will likely be considered his biggest foreign policy achievement.

Salehi reportedly said uranium exploration had covered almost two-thirds of Iran and would be complete in the next four years.

Uranium can be used for energy production and scientific purposes but is also a key ingredient in nuclear weapons.

Some Western analysts have previously said that Iran was close to exhausting its supply of yellowcake — or raw uranium — and that mining it domestically was not cost-efficient, according to Reuters.

A report published in 2013 by U.S. think-tanks Carnegie Endowment and the Federation of American Scientists said the scarcity and low quality of Iran’s uranium resources compelled it “to rely on external sources of natural and processed uranium,” the wire service also reported.

Iran has repeatedly denied overseas media reports that it has tried to import uranium from countries like Kazakhstan and Zimbabwe.

Russia, Iran Ready to Sign S-300 Delivery Contract in Near Future

TEHRAN (FNA)- A contract between Moscow and Tehran on the delivery of Russian S-300 missile defense systems to Iran will be signed in the near future, Russian Deputy Foreign Minister Sergei Ryabkov said on Wednesday.

“The negotiations are continuing, the contract will be signed in the near future. All political decisions have been made, there are no obstacles there,” Ryabkov was quoted as saying by Sputnik news website.

In 2007, Iran signed a contract worth $800mln to buy five Russian S300 missile defense systems.

But the deal was scrapped in 2010 by the then-Russian President Dmitry Medvedev under the pretext of the UN Security Council sanctions, although the UN embargoes did not include defensive military systems.

Iran filed a $4bln lawsuit against Russia in the international arbitration court in Geneva.

Moscow then struggled to have the lawsuit dropped, including by offering the Tor anti-aircraft systems as replacement, media reported in August, adding that the offer was rejected by Tehran.

Yet, some reports said the Antei-2500 could be a better solution. The system does not formally fall under the existing sanctions against Iran while still being useful for the Middle-Eastern country.

While the S-300 was developed for the use by missile defense forces, the Antei-2500 was specifically tailored for the needs of ground forces, which could also be an advantage for Iran, known for its large land force.

Later, Iran rejected the offer, stressing that it would not change its order.

The S-300 is a series of Russian long range surface-to-air missile systems produced by NPO Almaz, all based on the initial S-300P version. The S-300 system was developed to defend against aircraft and cruise missiles for the Soviet Air Defense Forces. Subsequent variations were developed to intercept ballistic missiles.

The S-300 system was first deployed by the Soviet Union in 1979, designed for the air defense of large industrial and administrative facilities, military bases, and control of airspace against enemy strike aircraft.

In the meantime, Iran designed and developed its own version of the S-300 missile shield, known as Bavar (Belief) 373. The Iranian version has superior features over the original Russian model as it enjoys increased mobility and reduced launch-preparation time.

In April, Iranian Defense Minister Brigadier General Hossein Dehqan announced that Iran would receive the S-300 air defense systems from Russia in 2015.

“We will sign the contract for the delivery of S-300 air defense systems with the Russian side during an upcoming visit to Moscow in the current year,” Brigadier general Dehqan said prior to his departure to Moscow to take part in 2015 International Moscow Security Conference.

He noted that the Iranian Defense Ministry had studied the details of the S-300 contract and the air defense system would be delivered to Iran before the end of 2015.

“What is important is that since the beginning of talks about this contract, the Americans and the Zionist regime voiced their opposition to the sale of S-300 systems and called for a halt to the implementation of the contract,” Brigadier General Dehqan said.

In April, President Putin removed the ban on the delivery of the missile shield to Iran.

Following the announcement, Brigadier General Dehqan said “the decree came as an interpretation of the will of the two countries’ political leaders to develop and promote cooperation in all fields”.

Putin’s decision was announced hours after relevant reports said the Kremlin also plans to supply China with the advanced S-400 air defense system.

Putin said during a meeting with Iran’s Admiral Shamkhani that his decision to deliver the sophisticated S-300 air defense missile systems to Tehran set a role model at global class that every nation should remain loyal to its undertakings.

“The decision which was taken today bears this clear message that all countries are necessitated to remain committed to their undertakings,” Putin said at the meeting in Moscow.

In January, Tehran and Moscow signed an agreement to broaden their defensive cooperation and also resolve the problem with the delivery of Russia’s S300 missile defense systems to Iran.

The agreement was signed by General Dehqan and his visiting Russian counterpart General Sergei Shoigu in a meeting in Tehran in January.

The Iranian and Russian defense ministers agreed to resolve the existing problems which have prevented the delivery of Russia’s advanced air defense systems to Iran in recent years.

The two sides also agreed to broaden their defense cooperation and joint campaign against terrorism and extremism.

Russian build-up in Syria part of secret deal with Iran’s Quds Force leader

FNC: As the Pentagon warily eyes a Russian military build-up in Syria, Western intelligence sources tell Fox News that the escalated Russian presence began just days after a secret Moscow meeting in late July between Iran’s Quds Force commander — their chief exporter of terror — and Russian President Vladimir Putin.

Fox News has learned Quds head Qassem Soleimani and Putin discussed such a joint military plan for Syria at that meeting, an encounter first reported by Fox News in early August.

“The Russians are no longer advising, but co-leading the war in Syria,” one intelligence official said.

The Quds Force is the international arm of Iran’s Revolutionary Guard, involved in exporting terrorism to Iran’s proxies throughout the Middle East including Lebanon, Syria, Iraq and Yemen.

Intelligence sources told Fox News that — in addition to the previously reported arrival of nearly 50 Russian marines, 100 housing units and armored vehicles delivered by a stream of massive Antonov-124 Condor military transport aircraft and two Russian landing ships in Syria — the Russians have delivered aviation, intelligence and communications facilities to deploy a powerful offensive force.

Officials who have monitored the build-up say they’ve seen more than 1,000 Russian combatants — some of them from the same plainclothes Special Forces units who were sent to Crimea and Ukraine. Some of these Russian troops are logistical specialists and needed for security at the expanding Russian bases.

“Imagine how the Americans came to Iraq and Afghanistan. It’s the same kind of build-up. They bring everything, they build everything they need,” the intelligence official said.

The shadowy Iranian commander Soleimani visited Moscow from July 24-26 — just 10 days after the nuclear deal was announced, despite a travel ban and U.N. Security Council resolutions barring him from leaving Iran. He met with Russian Defense Minister Sergei Shoigu and Putin to discuss arms deals. But Fox News has since learned that the Russian and Iranian leaders were also discussing a new joint military plan to strengthen Syrian President Bashar Assad, a plan that is now playing out with the insertion of Russian forces in Syria.

There are indications that Soleimani is not only involved in the Russian build-up in Syria, but may be leading the operation, though he has not been seen in Syria recently.

The Russians want to protect their interests in Syria. When the Syrian civil war began in 2011, the Russians had $4 billion in outstanding arms contracts with the Syrian government. The Russian Navy has maintained a base in Syria since the 1970s. This week, an image also surfaced purporting to show Nusra Front fighters standing by a Russian-supplied aircraft at a captured Syrian air base.

U.S. defense sources tell Fox News that most of Russia’s heavy military equipment has arrived by sea onboard Russian amphibious transport ships. Those ships began arriving in the Syrian port of Tartous in recent days. U.S. officials have confirmed a total of eight military cargo planes from Russia landed in the past few days outside Latakia, a port city on the Mediterranean, becoming an almost daily occurrence.

Onboard those vessels: Russian armored vehicles, tanks, helicopters, unmanned drones that can be armed and used for intelligence gathering. Western intelligence sources also confirm that the Russians have sent a mobile air traffic control system, communication/listening units, and pre-built housing units.

Fox News has learned that the Russian units include  members of the Airborne Rifle brigade, the equivalent of U.S. Army Rangers.

The reason that the Iranians are increasingly concerned about Assad’s future is that they do not want a situation in which the Islamic State makes its way to Lebanon unchallenged, posing a threat to Iran’s proxy Hezbollah, according Western sources. This makes the Iranians natural allies of the Russians.

Iran, these sources say, wants Syria to serve as its buffer zone between ISIS and Hezbollah.

Few think Russia’s military build-up denotes an intent by Russia to join the U.S.-led anti-ISIS coalition. Despite downplaying the reports last week, the State Department and Pentagon are now so concerned by Russia’s presence that Secretary of State John Kerry called his Russian counterpart twice this week to express his misgivings about the escalating conflict.

 

Only This Week Obama and Treasury Sanctions Hamas?

Action Targets Four Individuals and Asyaf International Holding Group for Trading and Investment for Supporting Hamas’ Financial Operations and Terrorist Activities
WASHINGTON – The U.S. Department of the Treasury today targeted four key Hamas financial facilitators, and a company controlled by one of them pursuant to Executive Order (E.O.) 13224, which targets terrorists and those providing support to terrorists or acts of terrorism.  As part of today’s action, Treasury designated Hamas political bureau member Salih al-Aruri and senior Hamas financial officer Mahir Jawad Yunis Salah for acting for or on behalf of, and providing financial support, to Hamas.  In addition, Treasury designated Abu Ubaydah Khayri Hafiz al-Agha and Mohammed Reda Mohammed Anwar Awad for providing financial support to Hamas.  Also designated today is the Asyaf International Holding Group for Trading and Investment (Asyaf), a company controlled by al-Agha.  As a result of these actions, all assets of those designated today that are in the United States or in the possession or control of U.S. persons are frozen, and U.S. persons are generally prohibited from engaging in transactions with them.
“Treasury is committed to exposing and weakening Hamas, its supporters, and its terrorist agenda,” said Adam J. Szubin, Acting Under Secretary for Terrorism and Financial Intelligence. “Today’s action targets key players in Hamas’s international fundraising and operational network.”
In addition to the designations by Treasury today, the Department of State earlier this week designated Hamas operatives Yahya Sinwar, Rawhi Mushtaha, and Hamas military commander Muhammed Deif as Specially Designated Global Terrorists (SDGTs) pursuant to E.O. 13224.  The U.S. government designated Hamas as a Foreign Terrorist Organization in October 1997 and as an SDGT in October 2001.
Salih Muhammad Sulayman al-Aruri (al-Aruri)
Al-Aruri is a Hamas political bureau member who funds and directs military operations in the West Bank and against Israel.  In the late 1990s, al-Aruri was a key Hamas recruiter and his authority over Hamas military activity extends back to at least the early 1990s, when he served as a commander in Hamas’s military wing.  In 2010, immediately after his release from a 10-year prison term, al-Aruri resumed his military activity for Hamas and reconnected with Hamas political figures. Since 2010, al-Aruri has also maintained longstanding relationships with SDGTs and Hamas political bureau officials Khalid Mishaal and Musa Abu Marzouk.  Since 2011, al-Aruri has maintained a working relationship with Saudi Arabia-based senior Hamas financial officer Mahir Salah, who is also being designated today.  In 2011, al-Aruri facilitated a transfer of funds in coordination with Mahir Salah for the families of convicted terrorists and deceased Hamas fighters.
Since at least 2013, al-Aruri has overseen the distribution of Hamas finances and has been a key financier and financial facilitator for Hamas military cells planning attacks and fomenting unrest.  As of 2014, al-Aruri had authority over Hamas military personnel in the West Bank and was in charge of a Hamas initiative to destabilize the Palestinian Authority in preparation for a Hamas takeover.  He also financed and directed a Hamas cell in the West Bank that sought to instigate clashes between Israeli and Palestinian forces.
In 2014, al-Aruri directed and financed Hamas military cells in the West Bank and Jordan and facilitated the transfer of hundreds of thousands of dollars to Hamas, including to the Izzedine al-Qassam Brigades, the military wing of Hamas, for the purchase of arms and storage facilities for weapons.
In 2014, al-Aruri publicly praised and announced Hamas’s responsibility for the June 2014 terrorist attacks in which three Israeli teenagers were kidnapped and killed in the West Bank.
As of early 2015, al-Aruri was responsible, along with other Hamas members, for money transfers for Hamas.
 
Mahir Jawad Yunis Salah (Salah)
Salah is a major Hamas financier based in Saudi Arabia and is a dual United Kingdom and Jordanian citizen.  Since at least 2013, Salah has led the Hamas Finance Committee in Saudi Arabia, the largest center of Hamas’s financial activity.  As head of the Hamas Finance Committee, Salah has overseen the transfer of tens of millions of dollars from Iran to Saudi Arabia to fund the Izzedine al-Qassam Brigades and Hamas activity in Gaza.  As of late 2014, Salah managed several front companies in Saudi Arabia that conducted money laundering activities for Hamas.  Salah is a close associate of SDGT and Hamas political bureau head Khalid Mishaal and has worked with fellow designee al-Aruri.
Abu-Ubaydah Khayri Hafiz Al-Agha (Al-Agha)
Al-Agha is a Saudi Arabian citizen and a senior Hamas financial officer involved in investment, funding, and money transfers for Hamas in Saudi Arabia.
As of December 2014, al-Agha managed an organization that sought financial contributions to finance Hamas from a Palestinian diaspora community.
In recent years, he has been involved in transferring millions of dollars to Hamas in the Gaza Strip using his businesses or businesses in which he holds shares.
Asyaf International Holding Group for Trading and Investment (Asyaf)
Asyaf is a Saudi Arabia-based company managed by al-Agha and used by him to finance Hamas.  Asyaf and its branches are involved in investments and money transfers on behalf of Hamas. Additionally, Asyaf’s branch in Sudan has provided financial services for Hamas since at least July 2005.  At that time, the office’s administrative and executive director was the Hamas security chief in Sudan.
Mohammed Reda Mohammed Anwar Awad (Awad)
Between 2011 and 2014, Egyptian-national Awad, a money exchange owner, was involved in the transfer of tens of millions of dollars for Hamas and its military wing in the Gaza Strip.

Hamas hatred: New documentary shows Iranian-backed terror group indoctrinating kids

 

HAIFA, Israel – A new documentary grimly predicts the role Iran plays in financing terror organizations and the indoctrination of children at military summer camps in the Middle East will significantly increase as a result of the imminent release of huge sums of money to Tehran under the nuclear agreement endorsed by the Obama administration.

“Iran: Billions for Terror?” depicts children blowing up mock Israeli villages and parroting Iranian Supreme Leader Ayatollah Khamenei, who is seen telling an adoring Iranian crowd, “The entire world – particularly the world of Islam – is duty-bound and obliged to help the Palestinian people with as many weapons as possible.”

Produced by the Center for Near East Policy Research (CNEPR) and filmed by a team of Arab reporters at various locations in Gaza this summer, one of the most disturbing aspects of the footage is the recent introduction of terror training for little girls. The Hamas summer camps mantra, “We will sacrifice our lives for the sake of Allah” is chanted over and over.

Hamas’ relationship with Iran has notably improved over the last few years with funding and weapons from Tehran continuing to reach Gaza. Despite the blockade by Israel and Egypt of the enclave, the munitions  find their way into their hands of Hamas, as well as Palestinian Islamic Jihad and other terror organizations.

Hamas counselors such as Hassan Suhare appear on the film, and express no qualms about the training of child soldiers.

“In Gaza there are over 50 camps in which 15,000 children are being trained. [They] underwent weapons and military training,” he said. “We were able to help the kids overcome their fear and then the children opened fire. Yesterday the kids blew up model Zionist [Israeli] villages.”

Hamas leader Ismail Haniyeh is seen proudly declaring, “This camp graduation, celebration, is part of a holy effort and a continued struggle” as girls as young as six are shown dressed in military fatigues and carry replica machine guns.

“Jerusalem will be reconquered only by the weapons of our resistance,” says Esra Halil Juma, a military counselor from the girls’ camp. “I call to the people: “Please point your guns in the face of the enemy until we liberate Jerusalem and build Palestine, Inshallah [with God’s will].”

Sabrin Barakat, another Hamas military girls’ camp counselor adds, “Jerusalem belongs just to the Muslims. The Jews are pigs and don’t have any connections with Al Aqsa and Jerusalem. All they have is a pig pen.”

The Center has for years documented the cruel indoctrination of Palestinian children, as well as the role of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which is charged with running schools in the Palestinian territories. The Center has charged that UNRWA worked with the Gaza teachers union allegedly taken over by Hamas in 1999, but such cooperation and the historical use of UNRWA schools for Hamas military camps has been denied by the UN agency that reportedly faced a shortfall of around $100 million ahead of the recent start of the school year.

“Our education system is entirely independent and we have a completely different schooling system [to Hamas],” UNRWA spokesman Chris Gunness told FoxNews.com earlier this year.” There is no question of Hamas approving anything… We’re educating children after [last summer’s] conflict where hundreds of thousands were displaced.”

David Bedein, director of the Center, told FoxNews.com his group and other advocates finally succeeded this year in getting Hamas barred from summer UNRWA programs. While he believes no UNRWA facilities were used this summer for Hamas camps, he said many of the children participating attend UNRWA schools.

But there have been several notable signs recently that cash-strapped and chronically corrupt Palestinian leaders are souring on UNRWA, which has many regional observers fear the worrying prospect of Iran – flush with funds released as part of the controversial nuclear deal – stepping into the breach and filling the void. There is genuine concern that Iranian funding of its version of child education in Hamas-controlled Gaza and in other areas such as southern Lebanon could accelerate the breeding of a new generation of young jihadists bent on the destruction of Israel.

 

General Dempsey Clues to Europe Refugee Crisis

A criminal network is behind the refugee insurgency and NATO is working to contain, control and stop the crisis.

Implications:

Austrian Federal Railways says train service has been suspended between the main border crossing point to Hungary and Vienna. That appears to have prompted thousands of asylum-seekers to begin trekking on foot toward the Austrian capital.

The railways press department says the move was prompted due to lack of capacity to deal with the thousands of people at the Nickelsdorf crossing wanting to board trains daily to the Austrian capital. Once in Vienna, most have traveled on to Germany and other Western EU nations.

Railway officials are meeting Friday to try to resolve the issue. Meanwhile, thousands of migrants and refugees are trying to cover the 60 kilometers (40 miles) to Vienna on foot.

Dempsey: Refugee Crisis ‘Very Complex’

BERLIN, September 10, 2015 — The chairman of the Joint Chiefs of Staff and his German counterpart met here today, with the refugee crisis in Europe a focus of the discussions.

After today’s talks with Gen. Volker Wieker, the chief of staff of the German armed forces, U.S. Army Gen. Martin E. Dempsey noted that the “very complex” issue also will be a subject of NATO meetings later this week in Istanbul.

The chairman said he and Wieker discussed whether NATO should have a role in addressing the cause of the crisis.

Dempsey, who spoke to reporters after his meeting today, said the refugee crisis stems from instability in the Middle East, Afghanistan and North Africa, and economic conditions in the Balkans.

A Deluge of Refugees

Earlier this week, Germany said it expects to take in 800,000 refugees this year from Africa, Afghanistan, Syria and the Balkans.

The trickle of refugees suddenly became a deluge, Dempsey said, noting that many of the refugees were young men. The sudden flow, he added, possibly indicates a network of criminal activity is behind the influx.

“Somebody, somewhere in a very deliberate fashion has established a network for profit to enable these young men to escape their current conditions and into Europe,” the chairman said.

The young men looking for a better life and economic opportunities could be vulnerable to “those who would potentially seek to radicalize them,” he said. “We all have to be alert to that possibility,” Dempsey added.

NATO Meetings in Turkey

There are multiple, complex threats facing the alliance, he said. One goal of the day of NATO talks Saturday is to have a conversation about what each nation will do both unilaterally and as a member of the alliance in response to issues such as Russia, the Islamic State of Iraq and the Levant, and the refugee crisis, the chairman said.

While Turkey might not feel threatened by Russia, it is important that each member of the alliance accept and concede there are multiple threats facing NATO, Dempsey said.

“We’ve had many conversations with them about the threat from violent extremist organizations and radical ideologies and their vulnerability on their southern flank, which happens to be NATO’s southeastern flank,” he noted.

Turkey, as the only Muslim country in NATO, can provide valuable input to the alliance on issues evolving in the Middle East and North Africa, Dempsey said.

Chairman Honored

During his visit to the German Ministry of Defense, Dempsey laid a wreath in honor of fallen German soldiers and received the Knight Commander’s Cross of the Order of Merit of the Federal Republic of Germany.

In presenting the decoration, Wieker hailed Dempsey as a close ally and friend who “enjoys the highest recognition around the world” as the top U.S. military officer.

“The Federal Republic of Germany is grateful for your outstanding contribution to the American-German friendship and your dedication to all bilateral and transatlantic partnership,” he told Dempsey.

The chairman said it was “quite a remarkable honor and privilege” to receive the decoration.

“I accept it on behalf of the many, many, many soldiers, sailors, airmen and Marines who have served here in your wonderful country,” he said, noting he began his career as a young Army officer stationed in Germany.

“I found it fitting and appropriate that I would end my career where I began it,” Dempsey said, who retires at the end of this month after more than four decades of service.

DUBAI, United Arab Emirates (AP) — The Islamic State group is extending its reach in Saudi Arabia, expanding the scope of its attacks and drawing in new recruits with its radical ideology. Its determination to bring down the U.S.-allied royal family has raised concerns it could threaten the annual Muslim hajj pilgrimage later this month.

So far, the extremist group’s presence in the kingdom appears to be in a low-level stage, but it has claimed four significant bombings since May, one of them in neighboring Kuwait. And it has rapidly ramped up its rhetoric, aiming to undermine the Al Saud royal family’s legitimacy, which is rooted in part in its claim to implement Islamic Shariah law and to be the protectors of Islam’s most sacred sites in Mecca and Medina that are at the center of hajj.

“Daesh and its followers have made it very clear that Saudi Arabia is their ultimate target,” Saudi analyst Fahad Nazer said, referring to the Islamic State group by its Arabic acronym. “Because of Mecca and Medina … That’s their ultimate prize.”

An attack last month in which IS claimed responsibility appeared to mark a significant spread in the group’s reach. Militants claiming loyalty to the group had already carried out three major bombings — two in eastern Saudi Arabia in May and one in Kuwait City in June, all targeting Shiite mosques and killing 53 people.

But on Aug. 6, a suicide bomber attacked in western Saudi Arabia, hitting a mosque inside a police compound in Abha, 350 miles south of Mecca, killing 15 people in the deadliest attack on the kingdom’s security forces in years. Eleven of the dead belonged to an elite counterterrorism unit whose tasks include protecting the hajj pilgrimage.

The alleged affiliate that claimed responsibility for the August attack called itself the “Hijaz Province” of the Islamic State, its first claim of a branch in the Hijaz, the traditional name for the western stretch of the Arabian Peninsula where the holy cities are located. The previous attacks were claimed by the group’s “Najd Province,” the traditional name for the central heartland of the peninsula and the homeland of the Al Saud family.

Lori Boghardt, Gulf security analyst at the Washington Institute, said it would not be surprising if IS militants tried to take advantage of the hajj to stage an attack, particularly since the group has encouraged lone wolf operations. This year, the hajj begins Sept. 21 and is expected to draw some 3 million Muslims from around the world.

“The kingdom is a holy grail of sorts as a target from the perspective of ISIS because of its significance to Muslims,” she said, referring to the group by its longer acronym.

A direct attack on pilgrims carrying out the hajj rites — potentially causing large casualties or damaging holy sites — may be a risky move for IS, bringing a backlash from shocked Muslims worldwide. Still, the group “has made it very clear they have no red lines,” said Nazer, a senior analyst at the Virginia-based consultancy and security firm JTG Inc.

But there are other potential targets, including security forces in or around Mecca. The group could attempt to hit pilgrims from Shiite-majority nations like Iran, who would stand out since pilgrims generally move in groups by country. IS and other Sunni radicals consider Shiites heretics.

Justin Mahshouf, a 30 year-old American Shiite planning to perform the hajj this year, said friends and family are telling him to be careful. “There seems to be a really bad vibe right now in the Shiite community.”

Little is known about the structure of the Islamic State group in Saudi Arabia. It is not known if the militants in the kingdom have direct operational ties with the group’s leadership based in its self-declared “caliphate” in Iraq and Syria — or if they simply operate independently in the group’s name.

In all four attacks claimed by the branches in the kingdom, the bombers were young Saudis, suggesting the group’s ranks are largely homegrown as opposed to foreign militants. The bomber in the August attack was identified as Yousef Suleiman, a 21-year-old Saudi with no record of ever having travelled abroad, pointing to the group’s ability to radicalize even youth who have not gone to join fighting in Syria.

“If you are looking at IS as a state, the territory it controls is not going to vastly expand, but the ideology it espouses is expanding,” said Hani Sabra, head of Middle East practice at Eurasia Group.

Since Syria’s civil war escalated over the past four years, Saudi Arabia’s ultraconservative clerics urged young men to go fight alongside Sunni rebels in Iraq and Syria. Concerned about possible radicalization, the late King Abdullah last year banned fighting abroad or encouraging it. But by then, some 2,500 Saudis had already gone to Syria. The Interior Ministry says around 650 have since returned and that they left disillusioned with the fighting.

This year, Saudi Arabia and other Gulf countries joined the U.S.-led campaign of airstrikes against IS in Syria.

In an Aug. 24 audiotape, an IS supporter denounced the royal family as “tyrants” ruling Islam’s heartland without implementing what IS calls its true teachings.

“Pledge allegiance to the Islamic State,” the audio urged Saudis. “Stand up against the tyrants and liberate the peninsula of Muhammad … from their filth.”

A prominent radical Saudi cleric, Nasr al-Fahd, who has been imprisoned since 2003 for connections to militancy, recently declared support for IS in a message smuggled from his prison. In the letter carried by IS supporters online, he advised others to pledge allegiance to the Islamic State group, which he said had “destroyed the idols” and is implementing Shariah, not “man-made laws.”

Saudi Arabia is already run by one of the most ultraconservative interpretations of Shariah, known as Wahhabism. Some of its clerics view Shiites as heretics, are virulently opposed to monuments or tombs they see as encouraging idolatry, believe in a strict segregation of the sexes and support the use of religious police to enforce Shariah rules — all teachings not far from the Islamic State group’s ideology.

But Wahhabi clerics make a crucial distinction, preaching that the recognized ruler — in this case, the Al Sauds — must be obeyed. They condemn protests or violence that could lead to instability. The kingdom’s highest religious authority, Grand Mufti Sheikh Abdulaziz Al Sheikh, denounced IS and al-Qaida as Islam’s number one enemy.

When asked by The Associated Press by email about possible threats of attacks on the hajj, Interior Ministry spokesman Maj. Gen. Mansour al-Turki replied that “that security forces will act swiftly and decisively with any violations of laws and instructions related to hajj.”

He said the holy sites are protected by a force specifically dedicated to the task and a large number of additional security forces will be deployed during hajj to ensure pilgrims’ “security and safety” and manage the traffic of the large crowds. He also pointed to the elaborate security system of surveillance cameras and helicopters that the kingdom implements each year. He could not give exact figures or specify whether the deployment would be larger this year.

The kingdom has also arrested hundreds of suspected militants this year. Overseeing that effort is Crown Prince Mohammed bin Nayef, who is also interior minister and led the battle that eventually crushed al-Qaida’s branch in the kingdom in 2006.

Sabra of Eurasia Group said despite a strengthening presence, IS does not currently represent a direct threat to Saudi political stability. He pointed to the crown prince’s experience in counterterrorism. “Mohammed bin Nayef has proven that this is a job that he takes very seriously.”
