Israel says Iran building terror network in Europe, US

AP ~ NICOSIA, Cyprus (AP) — Israel’s defense minister on Wednesday accused Iran of building an international terror network that includes “sleeper cells” that are stockpiling arms, intelligence and operatives in order to strike on command in places including Europe and the U.S.

Moshe Yaalon said Iran aims to destabilize the Middle East and other parts of the world and is training, funding and arming “emissaries” to spread a revolution. He said Tehran is the anchor of a “dangerous axis” that includes Baghdad, Damascus, Beirut, Sanaa and other cities in the region.

“The Iranian regime through the Iranian Revolutionary Guard corps is building a complex terror infrastructure including sleeping cells that are stockpiling arms, intelligence and operatives and are ready to act on order including in Europe and America,” Yaalon said after talks with his Cypriot counterpart.

Israel considers Iran the biggest threat to the region, citing its support for anti-Israel militant groups like Hezbollah and Hamas, and has been an outspoken critic of the international nuclear deal with Iran.

The Israeli defense minister offered no direct evidence of such sleeper cells existing in the U.S. or Europe, but referred indirectly to the case of a Hezbollah member who was jailed in Cyprus last June following the seizure of nine tons of a chemical compound that can be converted into an explosive.

A Cypriot court sentenced Lebanese Canadian Hussein Bassam Abdallah to six years in prison after prosecutors said he admitted that Hezbollah aimed to mount terrorist attacks against Israeli interests in Cyprus using the ammonium nitrate that he had been ordered to guard at the Larnaca home of another official of the Iranian-backed group.

Yaalon said Cypriot authorities had “defeated attempts by Hezbollah and Iran to establish a terror infrastructure” on the island that aimed to expand “throughout Europe.”

Yaalon said that apart from the refugee crisis, the war in Syria has resulted in “widespread infiltration by murderous, merciless terror organizations” that belong to global jihad and are partly funded by Iran.

He said that requires western nations to counter attempts to carry out “massive terror attacks.”

Yaalon’s trip to Cyprus was the first official visit by an Israeli defense minister to the east Mediterranean island.

Up To 5,000 Islamic State Trained Jihadists Could Be At Large In Europe — Says U.K. Head Of Europol –‘ Islamic State, And/Or, Other Religious Terror Groups,’ Actively Planning Mass Casualty Attack/s Somewhere In Europe 

FC: Robin Wainwright, the British head of Europol, Europe’s International Crime Agency, in an interview with Germany’s Neue Osnabrucker Zeitung newspaper warned that “up to 5,000 jihadists could be at large in Europe, after training with the Islamic State in Iraq and Syria.”  

Justin Huggler, reporting in the February 19, 2016 edition of London’s The Telegraph, writing from Berlin, writes that “Europol estimates the number of EU citizens who have slipped back [into Europe] after training in the Middle East, is between 3,000 – 5,000..  “Europe is currently facing the highest terror threat in more than ten years,” according to Mr. Wainwright.  “We can expect the Islamic State, or other religious terror groups to stage an attack somewhere in Europe — with the aim of achieving mass casualties among the civilian population.”

Will IAEA be able to verify Iran’s nuclear program

alMonitor: The UN nuclear agency will face “challenges” verifying Iran’s compliance with last year’s nuclear agreement, the US government watchdog said Feb. 23 in a new report that was immediately used as ammunition by critics of the deal.

The International Atomic Energy Agency (IAEA) faces a budget and staffing shortfall that will require an extra $10 million per year for the next 15 years to monitor the deal, according to the Government Accountability Office (GAO). The report goes on to detail the agency’s dependence on Iranian cooperation to access nuclear sites and the intrinsic difficulty in detecting undeclared activities such as weapons development and centrifuge manufacturing that do not leave a nuclear trace.

Sen. Robert Menendez, D-N.J., said the report raises concerns about “the entity that we are putting all our marbles in.” He commissioned the report with Sen. Mark Kirk, R-Ill., a fellow critic of the deal who also voted against it last year.

“Some of the preliminary findings cause concern for me about what the IAEA is capable of,” Menendez told Secretary of State John Kerry at a hearing on the department’s FY 2017 budget request. “The GAO [report] point[s] directly to future problems with monitoring, verifying and meeting requirements of the [Iran deal].”

Kirk used the report to call on Congress to prepare sanctions that can be imposed if Iran starts to cheat on its nuclear obligations. He and Menendez are pushing for the reauthorization of the Iran Sanctions Act, a decade-old law that expires at the end of the year.

“My biggest takeaway is lawmakers must come together in a bipartisan manner now to create an insurance policy for imposing crippling pressure if and when Iran once again cheats on nuclear inspections as it has so many times in the past,” Kirk said in a statement. “International inspectors, according to the GAO’s interim report, still face an ‘inherent challenge’ in detecting undeclared nuclear activities, including weapons development activities and centrifuge manufacturing. The report also cites concerns the IAEA’s decision to end investigations into Iran’s past nuclear weapons activities ‘could reduce the indicators at the IAEA’s disposal to detect undeclared activity.’ Indeed, GAO also warns the nuclear deal’s mechanism for IAEA inspectors to gain access to Iranian sites suspected of having undeclared nuclear activities remains ‘untested’ and cautions ‘it is too soon to tell whether it will improve access.’”

Among the concerns raised by the GAO report is the sheer amount of manpower the Iran deal will consume. The agency is expected to have to transfer 18 “experienced inspectors” and “nearly twice that number of other staff” to its Iran Task Force, the GAO concludes, raising concerns about proliferation in other countries.

The State Department is proposing a $191 million US contribution to the agency in its FY 2017 budget request, a $5 million increase over the current year, to help the agency meet its new obligations.

Last week the administration warned that a sale of Russian advanced jets to Iran would violate the United Nations ban on such equipment. Sanctions guru Mark Dubowitz tells me, “Congress should draw up a list of Russian and Iranian entities to be sanctioned, give the administration 30 days to impose sanctions on these entities, and, if there’s no action, move ahead with statutory designations of these entities.”

That thinking needs to be applied across the board, taking into account all aspects of Iran’s behavior. Iran acts with impunity because it is convinced (rightly) the administration will do nothing. If the White House won’t, then Congress must act. Full article here.

 

Iran Winning Syria with $50 Billion?

Kerry: Iran is getting less than $50 billion in cash after nuclear deal

Reuters/BI: U.S. Secretary of State John Kerry said on Tuesday that the amount of cash Iran will receive due to the implementation of the nuclear agreement is below the $50 billion level.

“It’s below the $50 billion (level),” he told the Senate Foreign Relations Committee, when he was asked about varying reports about how much money Iran would receive.

Iran gained access to about $100 billion in frozen assets when an international nuclear agreement was implemented last month, but much of it already was tied up because of debts and other commitments.

Earlier reports had said Tehran would receive as much as $150 billion.

The kinship between Iran and Syria dates back to the dawn of the victory of the Iranian Revolution in 1979. The unfailing relationship between the two states was formed not because Iranians were Shia Muslims and the Alawites, an offshoot of Shia Islam, were the dominant power in Syria.

Rather, it was because the two states had similar strategic security interests. They were both hostile toward, and threatened by, three powerful arch enemies: the United States, Israel and Iraq. In fact, the Syrian Baathist government was completely secular in nature, basically founded on Arab nationalism and pan-Arabism.

Perhaps the factor most responsible for the strategic bond between Iran and Syria was the two states’ hostility toward Israel. Syrians under the rule of Hafez al-Assad, the father of current Syria President Bashar al-Assad, were humiliated during the Six-Day War in 1967 and lost territory – the strategic Golan Heights – to Israel, which to this date remains under Israeli occupation. And since its inception, the Islamic Republic of Iran has, for a number of reasons, defined hostility toward Israel as one of the pillars of its foreign policy.

In the 1980s, the Hezbollah of Lebanon militia emerged. It was funded by Iran, and its forces were trained and organised by the Iranian Revolutionary Guards. Iran sought to change the balance of power in favour of the minority Shia in Lebanon and keep Israel’s unchallenged hegemony in the area in check.

Most importantly, Iran sought to utilise Hezbollah as a proxy force that would threaten the security of Israel in the context of a deterrence doctrine. This development gave Syria supreme strategic importance in its relationship with Iran, as Syria was able to provide safe passage through which weapons could be supplied to Hezbollah.

Iran’s doctrine of the creation of Hezbollah proved a success. During the so-called 33-Day War of Israel against Hezbollah in 2006, the militant group emerged as the only Arab military power able to counter and defeat Israeli aggression.

Then came the March 2011 pro-democracy protests that erupted throughout Syria. The Syrian government used violence to suppress demonstrations, and by 2012 the conflict had expanded into a fully fledged multi-sided armed conflict. The struggle drew numerous actors ranging from secular and jihadi Syrian opposition groups to foreign jihadists, as well as regional and international states.

As the war evolved in Syria, Iranians found themselves faced with major security threats: the rise of the anti-Shia Salafist group, Daesh (also known as ISIS, ISIL, and IS), and the involvement of its Sunni regional rivals, led by Saudi Arabia and Turkey, in the war, seeking wholeheartedly to topple Iran’s ally, President Bashar al-Assad. Assad’s collapse could be a monumental blow to Iran’s aforementioned deterrence doctrine against Israel which took them more than two decades to establish.

As the situation deteriorated and Assad lost grip on power and territory in Syria, Iran developed a two-fold strategy. The first aim was to prevent the establishment of an anti-Iran government – be it supported by the West or its regional rivals – that would rule the whole of Syria.

Iran’s support of Assad’s regime must be viewed in this context. In other words, by fiercely propping up Assad’s regime, modelled after what they accomplished in Lebanon and Iraq, Iran seeks to convince the world that it cannot be ignored in any future power-sharing in Syria through the participation of its allies. The second aim is to establish its own stronghold in Syria, given that Assad’s fall is an inevitability.

To materialise the first strategic objective, Iran heavily invested in Syria. Staffan de Mistura, the UN special envoy to Syria, has been quoted as saying that he estimates that Iran spends $6 billion annually on Assad’s government. Some researchers estimate that “Iran spent between $14 and $15 billion in military and economic aid to the Damascus regime in 2012 and 2013.”

To achieve the second objective, Iran organised the paramilitary National Defence Forces (NDF), which, according to some reports, is by far the largest militia network in Syria. IRGC officials are explicit about their active role in the creation of the NDF. According to some independent reports, there are an estimated 100,000 National Defence Force fighters under arms in Syria.

In this respect, Iran primarily counts on two groups. The first is the Alawites, whom Iran has supported during this bloody multi-actor war. Given that 74 percent of the Syrian population is Sunni, the Alawite religious group logically became the natural client of Iran, as Iranians are seen as their sole protector against the Sunni majority and their backers.

The second group includes a number of smaller but highly religiously motivated militias that fight wars in defence of the Shia ideology, chief among them The National Ideological Resistance in Syria (NIR – in Arabic: al-muqawama al-wataniya al-‘aqa’idiya fi Souria.) This group is considered a Syrian version of Hezbollah of Lebanon.

Iran’s strategic goals have almost been achieved. Although they were ignored in the Geneva I and Geneva II peace conferences on Syria, they now participate in the International Syria Support Group (ISSG) talks to bring the Syrian war to an end. They are now recognised as a key player both on the ground and in the diplomatic struggle over Syria. It is inconceivable that Iran will not have a representative similar to Hezbollah in Lebanon or the Badr Organisation in Iraq in the future power-sharing that will unfold in Syria.

On the other front, i.e., establishing a militia proxy, Iran knows well that Assad will not remain in power forever. By following the model of the Lebanese militant group Hezbollah, and its proxies in Iraq, Iran has been able to create a large paramilitary base in Syria that aims to hold a few key areas, primarily Damascus. It now seeks to expand into Aleppo.

In addition to helping Iran dictate its presence and influence regardless of what sort of government may appear once the Syrian civil war ends, this militia base could play a double role. First, to appear as another deterrent force against Israel. And second, to keep a corridor open for supplying weapons to Iran’s Lebanese ally, Hezbollah.

To achieve its objectives, Iran does not require a Bashar al-Assad or a pro-Iranian government to rule the whole of Syria.

Farrakhan: Detroit Will be Mecca V.2

TEHRAN, Iran—The Honorable Minister Louis Farrakhan and a Nation of Islam delegation made a special trip to the Islamic Republic of Iran as the Muslim nation celebrated the 37th anniversary of its revolution amid the end of U.S. sanctions and plans for a late February election.

The Minister was invited to Iran by the Coordinating Council For Islamic Publicity, a non-governmental organization, and as a special guest at Iran’s freedom anniversary on Feb. 11. Min. Farrakhan attended but did not speak at the celebration. He was warmly received at the gathering and participated in private meetings. One session included a dialogue with former Foreign Minister Ali Akbar Velayati, who now heads the Center for Strategic Research and remains an advisor to Supreme Leader Ali Khamenei and an important figure in Iran.

The Minister was also an honored guest at a symposium, the “International Seminar of Foreign Guests On the 37th Anniversary of Victory of the Great Islamic Revolution of Iran,” where presenters laid out the importance of the Iranian revolution, its history and its place in history.

Some presenters expressed pride that the Muslim state exists despite nearly four decades of opposition from the United States and a tense relationship with Saudi Arabia, a major U.S. ally in the region.

Farrakhan Calls On Black People To Help Redevelop Detroit

DETROIT (WWJ/AP) – Nation of Islam leader Louis Farrakhan is calling upon black people to unite and help redevelop Detroit.

Farrakhan’s remarks came Sunday as the Chicago-based movement wrapped up its four-day Saviour’s Day convention in Detroit, which has a black majority population.

Farrakhan, 82, told a crowd at Joe Louis Arena: “Detroit can be a great, great city again.” He says “opportunity is here, but the disunity is also here.”

“Detroit can be the new mecca,” Farrakhan said. “It can be great, great city. And it’s 83 percent black.”

His speech, entitled “Divine Instructions: Commands for 2016,” was streamed live on the National of Islam website.

In it,  Farrakhan covered a wide variety of topics including politics. He criticized politicians on both sides of the aisle for not helping black people, mentioning laws “written by Republicans” that he says deny black people the same opportunities as whites. About Democrats, he said: “They look right at you because they want your vote…I don’t care what they promise.”

Farrakhan also encouraged black men to protect black women, and said black women should use discretion with men who may not be worthy.

Touching on the topic of wealth, Farrakhan compared well-paid professional black athletes to slaves.

“Please don’t put up another basketball court and think you’re giving back to the back community,” he instructed. “Basketball courts are a training ground for a basketball plantation.”

Farrakhan recalled how slave owners once put men up on an auction block where buyers could evaluate them.

“Well, that’s that what you do in sports. You run up and down the field, show them how swift you are, how clever you are,” he said. “And they’re sitting there, watching you, timing you: ‘That’s a good one. I’ll get him. I’m drafting him.’”

Farrakhan cautioned black people who do earn money through sports or otherwise to be disciplined and use their earnings more wisely.

“Go downtown and see how disciplined you can be, and keep your plastic in your pocket,” he urged.

Farrakhan had some kind words to say about Detroit Police Chief James Craig, who helped to provide a motorcade for Farrakhan, at his request, earlier in the week — “like that given to President Obama and others when they come to the city.” On Wednesday, police cars were stationed at entrance ramps along I-94 from Metro Airport to Dearborn.

“I really like (Chief Craig). I know you aren’t supposed to like police, but there are some good ones,” Farrakhan said.

“…Every Muslim is not good and it would be good to get some of them out of our ranks. I believe he is a good man and we can work together to make Detroit the No. 1 city in America for police-community relations.”

The event was last held two years ago in Detroit, where Nation of Islam’s roots trace back roughly 85 years.

Farrakhan spoke last fall in Washington, D.C., to mark the 20th anniversary of the Million Man March, an event he spearheaded.

On Wednesday, the United States Armed Services Committee published an unclassified intel report in conjunction with Director of National Intelligence James Clapper. Part of the report reads:

We judge that Tehran would choose ballistic missiles as its preferred method of delivering nuclear weapons, if it builds them. Iran’s ballistic missiles are inherently capable of delivering WMD, and Tehran already has the largest inventory of ballistic missiles in the Middle East. Iran’s progress on space launch vehicles—along with its desire to deter the United States and its allies—provides Tehran with the means and motivation to develop longer-range missiles, including ICBMs.

Thursday’s meeting between Rouhani and Farrakhan will not be the first. The duo have rubbed shoulders in the past, including at the United Nations in 2013 at a party hosted by Iran where Farrakhan called President Barack Obama a murderer over the death of Libyan leader Muammar Gaddafi after he was killed by rebel fighters. “We voted for our brother Barack, a beautiful human being with a sweet heart,” Farrakhan said at the time. “Now he’s an assassin.”

White House slashed NYC terror funding to punish Schumer, former top cop says

WashingtonExaminer: New York City’s former top cop said Sunday that the Obama administration cut funding to fight terrorism in the city to retaliate against Sen. Chuck Schumer for opposing a nuclear deal with Iran.

“There’s a certain amount vindictiveness on the part of Washington aimed at Sen. Chuck Schumer,” Ray Kelly, New York City’s police commissioner under former Mayor Michael Bloomberg, said in an interview with John Catsimatidis on AM 970 in New York.

“Apparently they remember very well that Sen. Schumer did not support their Iran deal,” Kelly said, arguing the proposed cut “was aimed at getting a reaction from Sen. Schumer.”

Schumer was the most senior Democrat in Congress last year to oppose an international agreement under which Iran agreed to give up its nuclear weapons program in exchange for relief from economic sanctions.

Schumer, a Democrat set to become the party’s Senate leader, joined New York Mayor Bill de Blasio and the city’s police and fire commissioners to blast a White House budget plan that would cut annual funding for the city’s Urban Area Security Initiative from $600 million to $330 million.

As the country’s largest city and the only U.S. location repeatedly attacked by terrorists, including the Sept. 11, 2001 attacks, New York officials have long sought extra consideration in allocation of federal anti-terror funds.

“New York is an enduring target,” Kelly said. “It always will be.”

Schumer statements drew a pointed White House response, an unusual reaction aimed at a key Democratic ally.

“At some point, Sen. Schumer’s credibility in talking about national security issues, particularly when the facts are as they are when it relates to homeland security, have to be affected by the position that he’s taken on other issues,” White House Press Secretary Josh Earnest said Wednesday.

“Sen. Schumer is somebody that came out and opposed the international agreement to prevent Iran from obtaining a nuclear weapon. He was wrong about that position,” Earnest said. “And when people look at the facts here when it comes to funding for homeland security, they’ll recognize that he’s wrong this time too.”

Earnest said financing for the program was cut because New York failed to spend the money it had already received.

Kelly, though a de Blasio critic, is a Schumer ally. The senator has unsuccessfully proposed Obama nominate Kelly a head of the Federal Bureau of Investigation and the Department of Homeland Security.

Slashed funding for local counterterrorism and other security measures in the White House’s budget proposal is a “punch in the gut” that couldn’t come at a worse time, Sen. Chuck Schumer said Sunday.

From across the aisle, Rep. Peter King (R-Seaford) agreed the pot shouldn’t be “decimated” with the threat of the Islamic State looming.

President Barack Obama’s fiscal blueprint recommended funding the U.S. Department of Homeland Security’s Urban Area Security Initiative grant program — which goes toward NYPD counterterrorism training, FDNY tiered-response training and other first-responder preparedness — with $330 million for the upcoming fiscal year, compared with $600 million in the current year.

“This year, bureaucrats got through a very serious mistake that must, must, must be reversed,” Schumer (D-N.Y.) said at a Manhattan news conference. “Do your homework, bureaucrats, on New York City, on the NYPD, on all the groups on Long Island that have gotten this money. . . . The dollars can save lives.”

The senator said it’s “not an accident” that the region hasn’t seen a successful terror attack since 9/11.

King said security funding across the board was reduced in the budget proposal.

“Here’s time when ISIS has never been more of a threat, when al-Qaida has never been more of a threat,” said King, a former chairman of the House Homeland Security Committee.

He said he would fight alongside Schumer for restoration of the funds.

“This is not a Republican or a Democratic issue,” King said. “In many ways, it’s an issue of life or death.”

NYPD Commissioner Bill Bratton called the initiative the “lifeblood” for antiterrorism funding in major American cities.

Among those urban areas, New York City is statically the No. 1 terror target, and the “terrorism threat is more complex and layered than any time since 9/11,” Bratton said in a statement.

“We would hope, in the aftermath of a series of recent plots against New York, as well as the attacks from Paris to San Bernardino, that any such cuts be reconsidered,” he added.

An official with the U.S. Office of Management and Budget said Sunday night the Obama administration has no higher priority than keeping Americans safe.

The grant program was restructured recently for efficiency, and the new funding level is expected to meet demand, the official said, adding that the proposed budget includes $139 million in other regional and state grants to help prepare and respond to complex terror threats.

Obama released his $4.2 trillion spending plan Tuesday. It requests $40.6 billion in net discretionary funding for the Department of Homeland Security, including $2 billion in grants for state and local governments for terrorism and other catastrophes.

Aside from the Urban Area Security Initiative reductions, the budget cuts state homeland security grants to $200 million from $467 million, port security grants to $93 million from $100 million and transit security grants to $85 million from $100 million.

Schumer said he didn’t get a “good explanation” from the administration on why the money would be withheld.

King said the impression he gets is that “because these programs are working, there’s no need to be giving more money — which makes no sense at all.”
