U.S. Navy Seizes Suspected Iranian Arms Shipment Bound for Yemen

USNI: Two U.S. Navy vessels seized a ship laden with illegal weapons in the Persian Gulf that were bound for Houthi fighters in Yemen, the service announced on Monday.

The stateless dhow was initially intercepted by the Cyclone-class patrol craft USS Sirocco (PC-6) on March 28 and the boarding team discovered 1,500 AK-47s automatic rifles, 200 RPG launchers and 21 .50-caliber machine guns in the hold that had been presumably shipped from Iran, according to the service.

Sirocco called in guided missile destroyer USS Gravely (DDG-107) for assistance in seizure and collected the weapons from the dhow, according to a statement from U.S. 5th Fleet.

“This seizure is the latest in a string of illicit weapons shipments assessed by the U.S. to have originated in Iran that were seized in the region by naval forces,” read a Monday statement from the service.
“The weapons are now in U.S. custody awaiting final disposition. The dhow and its crew were allowed to depart once the illicit weapons were seized.”

The interdiction of the weapons is the third similar interception since late February by allied forces in the Persian Gulf.

“The Royal Australian Navy’s HMAS Darwin intercepted a dhow Feb. 27, confiscating nearly 2,000 AK-47 assault rifles, 100 rocket-propelled grenade launchers, 49 PKM general purpose machine guns, 39 PKM spare barrels and 20 60mm mortar tubes,” said the service.
“A March 20 seizure by the French Navy destroyer FS Provence yielded almost 2,000 AK-47 assault rifles, 64 Dragunov sniper rifles, nine anti-tank missiles and other associated equipment.”

Sirocco is part of the forward-deployed Cyclone force based out of Bahrain and Gravely is attached to the Harry S. Truman Carrier Strike Group (CSG).

MANAMA, Bahrain (NNS) — For the third time in recent weeks, international naval forces operating in the waters of the Arabian Sea seized a shipment of illicit arms March 28, which the United States assessed originated in Iran and was likely bound for Houthi insurgents in Yemen.

The U.S. Navy Coastal Patrol ship USS Sirocco, operating as part of U.S. Naval Forces Central Command, intercepted and seized the shipment of weapons hidden aboard a small, stateless dhow. The illicit cargo included 1,500 AK-47s, 200 RPG launchers and 21 .50 caliber machine guns.

The seizure was supported by USS Gravely (DDG 107), which was directed to the scene by United States Naval Forces Central Command following the discovery of the weapons by Sirocco’s boarding team.

The weapons are now in U.S. custody awaiting final disposition. The dhow and its crew were allowed to depart once the illicit weapons were seized.

NAVCENT is responsible for approximately 2.5 million square miles of area including the Arabian Gulf, Red Sea, Gulf of Oman, parts of the Indian Ocean and 20 countries.

Congress Investigating Obama Admin Deception on Iran Nuke Deal

FreeBeacon: Congress is investigating whether the Obama administration misled lawmakers last summer about the extent of concessions granted to Iran under the nuclear deal, as well as if administration officials have been quietly rewriting the deal’s terms in the aftermath of the agreement, according to sources and a formal notice sent to the State Department.

The concerns come after statements from top officials last week suggesting that Iran is set to receive greater weapons and sanctions relief, moves that the administration had promised Congress would never take place as White House officials promoted the deal last summer.

“When multiple officials—including Secretary Kerry, Secretary Lew, and Ambassador Mull—testify in front of Members of Congress, we are inclined to believe them,” Rep. Mike Pompeo (R., Kan.) told the Washington Free Beacon.

“However, the gap between their promises on the Iran nuclear deal and today’s scary reality continues to widen. We are now trying to determine whether this was intentional deception on the part of the administration or new levels of disturbing acquiescence to the Iranians,” Pompeo said.

Congress is believed to be investigating what insiders described to the Free Beacon as a range of areas in which administration officials may have understated the breadth of concessions made to the Islamic Republic when trying to persuade lawmakers to sign off on the final deal.

Multiple disputes have surfaced in the last week.

In one dispute, congressional leaders are concerned that the administration no longer considers recent Iranian ballistic missile tests a “violation” of United Nations Security Council Resolution 2231, which codifies the nuclear deal.

Top administration officials including Secretary of State John Kerry vowed to Congress that Iran would be legally prohibited from carrying out ballistic missile tests under the resolution.

Samantha Power, the U.S. ambassador to the U.N., shifted course last week, refusing to call recent Iranian launches a “violation” in a letter she signed criticizing those launches.

A second dispute centers around recent statements from Treasury Department officials suggesting that the administration is now set to grant Iran non-nuclear sanctions relief, including indirect access to the U.S. financial system, weeks after top Iranian officials began demanding this type of sanctions relief.

Top administration figures, including Treasury Secretary Jack Lew, had promised Congress that years-old restrictions barring Iran from accessing the U.S. financial system in any way would remain in place even after the nuclear deal.

But new concerns have raised alarm bells among lawmakers, who fear that the administration will ease longstanding restrictions on Iran.

Kerry “and other administration officials assured the American people and Congress that UNSCR 2231 still allowed the U.S. to respond to dangerous actions, like these, from the Iranians,” Reps. Pompeo, Peter Roskam (R., Ill.), and Lee Zeldin (R., N.Y.) wrote in a letter last week to the State Department.

“While many lawmakers, ourselves included, are certain that Iran’s latest tests violate UNSCR 2231, your decision to cease labeling the launches a violation is alarming,” they wrote. “We are troubled by reports that the administration is stifling voices within its ranks for stronger action against Iran—putting the JCPOA and political legacy above the safety and security of the American people.”

The United States backed down in recent days from its claim that the ballistic missile tests violate the deal. The United States now says that they are “inconsistent with” promises made by Iran while the deal was being negotiated.

“This seeming American refusal to name these Iranian tests as violation is in direct conflict the administration’s earlier commitments,” the lawmakers wrote.

As the nuclear deal was being negotiated, Kerry informed Congress that, under the deal, Iran would be “restrained from any … work on missiles.” Other administration officials at the time made also clear that such tests “would violate” the agreement.

The administration has recalibrated its stance in recent days in the wake of several recent ballistic missile tests by Iran. Officials are no longer claiming that these tests violate the deal.

“In opposition to this testimony, administration officials have recently told the press that UNSCR 22231 was ‘drafted/structured in a way to appeal to Iran’s sensitivities,’” the lawmakers write.

Mark Dubowitz, executive director for the Foundation For Defense of Democracies (FDD), told the Free Beacon that the administration is redefining the terms of the nuclear deal.

“The Obama administration is involved in yet another sleight of hand on sanctions relief as well as the status of U.N. missile sanctions,” Dubowitz sai. “This is very familiar to those who tracked the Iran nuclear talks and recall the many ways in which broken commitments were justified and redlines were abandoned.”

Iranian allies on the U.N. Security Council, mainly Russia, have defended the missile tests, arguing that resolution 2231 has only “called upon” Iran to refrain from these tests.

Russian Ambassador Vitaly Churkin recently stated that the newest U.N. resolution governing the nuclear agreement only suggests that Iran stop test firing missiles.

“A call is different from a ban so legally you cannot violate a call, you can comply with a call or you can ignore the call, but you cannot violate a call,” Churkin was quoted as saying. “The legal distinction is there.”

Congressional critics have dismissed the argument and are pressing on the Obama administration to stand up to Iran’s defenders.

“The Kremlin’s absurd legal argument after Iran’s March tests that ‘legally you cannot violate a call’ would essentially allow the Iranian regime to do anything it wants to further develop its ballistic missile program,” the lawmakers wrote in their letter.

“Russia’s refusal to punish Iran, combined with its veto and China’s veto on the Security Council, will continue to prevent any real international effort to respond to Iranian infractions.”

Meanwhile, Iranian officials have said in recent days that they are preparing to expand the country’s ballistic missile program.

“We have always said we will continue with developing our defense capacity and the defense equipment has nothing to do with chemical weapons,” Iranian Foreign Minister Javad Zarif stated on Twitter. “The missiles are only for defensive purposes and we have not invaded any country, neither we will do so in the future.”

Other Iranian officials have also said the ballistic missile tests have nothing to do with the nuclear agreement.

A bipartisan delegation of lawmakers in Congress has expressed opposition to an Obama administration plan to grant Iran sanctions relief outside the purview of the nuclear deal.

This new relief is reported to include access to the U.S. dollar and American financial markets. Lawmakers have expressed anger over the proposal, citing past comments from administration officials who claimed this would never take place under the deal.

The White House Cedes More, Even As Iran’s Economy Recovers

While U.S. and European diplomats celebrated the conclusion of the Joint Comprehensive Plan of Action last summer, Iran’s Supreme Leader Ali Khamenei and his government saw that deal as not the end of the negotiations but the beginning. This has become increasingly clear in their criticism of sanctions relief and demand for more.

The Obama administration appears ready to comply. Reportsconfirm that the administration is preparing a general license authorizing the use of the U.S. dollar in Iran-related transactions. This is intended to encourage large European and other banks to return to business with Iran and help alleviate its concerns about the legal risks associated with engaging with a country still under U.S. sanctions for money laundering, terrorism and missileproliferation, and human rights abuses.

The license would contradict repeatedadministrationpromises to Congress, and goes beyond any commitments made to Iran under the JCPOA. It also contradicts the evidence: Tehran has already received substantial sanctions relief, a major “stimulus package.”

In 2012 and 2013, Iran’s economy was crashing. It had been hit with an asymmetric shock from sanctions, including those targeting its central bank, oil exports, and access to the SWIFT financial messaging system. The economy shrank by six percent in the 2012-13 fiscal year, and bottomed out the following year, dropping another two percent. Accessible foreign exchange reserves were estimated to be down to only $20 billion.

This changed during the nuclear negotiations. During the 18-month period starting in late 2013, interim sanctions relief and the lack of new shocks enabled Iran to movefrom a severe recession to a modestrecovery. During that time, the Islamic Republic received $11.9 billion through the release of restricted assets, while sanctions on major sectors of its economy were suspended. This facilitated strong imports that supported domestic investment, especially from China. The Obama administration also de-escalated the sanctions pressure by blocking new congressional legislation. Jointly, these forces rescued the Iranian economy and its leaders, including the Revolutionary Guard, from an imminent and severe balance of payments crisis. In the 2014-15 fiscal year, the Iranian economy rebounded and grew at a rate of 3 to 4 percent.

Now, under the JCPOA, Iran has received access to an additional $100 billion in previously frozen foreign assets, significantly boosting its accessible foreign exchange reserves. Sanctions were also lifted on Iran’s crude oil exports and upstream energy investment, and on key sectors of the economy and hundreds of Iranian banks, companies, individuals, and government entities. The additional access of Iranian institutions to global financial payments systems has reduced transaction costs and the need for intermediaries.

In the current fiscal year – with declining oil prices and a tight monetary policy to rein in inflation – Iran’s economy grew only slightly, and may have even experienced a modest contraction. But in the coming fiscal year, its economy is projected to grow at a rate of 3 to 6 percent, according to estimates from the International Monetary Fund, World Bank, and private sector analysts. Assuming that Iran continues to make modest economic reforms to attract investment, the country’s economic growth is projected to stabilize around 4 to 4.5 percent annually over the next five years.

The future success of Iran’s economy depends on privatization, encouraging competition, addressing corruption, recapitalizing banks, and strengthening the rule of law. If Tehran wants to encourage foreign investment and alleviate international banks’ concerns, it also needs to end its support for terrorism, missile development, and destabilizing regional activities, and to reduce the economic power of the Revolutionary Guard Corps and the supreme leader’s business empire. All of these increase the risks of investing in the Islamic Republic, regardless of what deal sweeteners the White House provides.

Meanwhile, there is Russia who did NOT attend the Obama Nuclear Security Summit, but Russia is quite busy.

FreeBeacon: Russia is doubling the number of its strategic nuclear warheads on new missiles by deploying multiple reentry vehicles that have put Moscow over the limit set by the New START arms treaty, according to Pentagon officials.

A recent intelligence assessment of the Russian strategic warhead buildup shows that the increase is the result of the addition of multiple, independently targetable reentry vehicles, or MIRVs, on recently deployed road-mobile SS-27 and submarine-launched SS-N-32 missiles, said officials familiar with reports of the buildup.

“The Russians are doubling their warhead output,” said one official. “They will be exceeding the New START [arms treaty] levels because of MIRVing these new systems.”

The 2010 treaty requires the United States and Russia to reduce deployed warheads to 1,550 warheads by February 2018.

The United States has cut its warhead stockpiles significantly in recent years. Moscow, however, has increased its numbers of deployed warheads and new weapons.

The State Department revealed in January that Russia currently has exceeded the New START warhead limit by 98 warheads, deploying a total number of 1,648 warheads. The U.S. level currently is below the treaty level at 1,538 warheads.

Officials said that in addition to adding warheads to the new missiles, Russian officials have sought to prevent U.S. weapons inspectors from checking warheads as part of the 2010 treaty.

The State Department, however, said it can inspect the new MIRVed missiles.

Disclosure of the doubling of Moscow’s warhead force comes as world leaders gather in Washington this week to discus nuclear security—but without Russian President Vladimir Putin, who skipped the conclave in an apparent snub of the United States.

The Nuclear Security Summit is the latest meeting of world leaders seeking to pursue President Obama’s 2009 declaration of a world without nuclear arms.

Russia, however, is embarked on a major strategic nuclear forces build-up under Putin. Moscow is building new road-mobile, rail-mobile, and silo-based intercontinental-range missiles, along with new submarines equipped with modernized missiles. A new long-range bomber is also being built.

“Russia’s modernization program and their nuclear deterrent force is of concern,” Adm. Cecil Haney, commander of the U.S. Strategic Command, which is in charge of nuclear forces, told Congress March 10.

“When you look at what they’ve been modernizing, it didn’t just start,” Haney said. “They’ve been doing this quite frankly for some time with a lot of crescendo of activity over the last decade and a half.”

By contrast, the Pentagon is scrambling to find funds to pay for modernizing aging U.S. nuclear forces after seven years of sharp defense spending cuts under Obama.

Earlier this month, Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, told Congress that Russia continues to pose the greatest threat to the United States.

“The one that has the greatest capability and poses the greatest threat to the United States is Russia because of its capabilities—its nuclear capability, its cyber capability, and clearly because of some of the things we have seen in its leadership behavior over the last couple of years,” Dunford said.

In addition to a large-scale nuclear buildup, Russia has upgraded its nuclear doctrine and its leaders and officials have issued numerous threats to use nuclear arms against the United States in recent months, compounding fears of a renewed Russian threat.

Blake Narendra, spokesman for the State Department’s arms control, verification, and compliance bureau, said the Russian warhead build-up is the result of normal fluctuations due to modernization prior to the compliance deadline.

“The Treaty has no interim limits,” Narendra told the Free Beacon. “We fully expect Russia to meet the New START treaty central limits in accordance with the stipulated timeline of February 2018. The treaty provides that by that date both sides must have no more than 700 deployed treaty-limited delivery vehicles and 1,550 deployed warheads.”

Both the United States and Russia continue to implement the treaty in “a business-like manner,” he added.

Mark Schneider, a former Pentagon official involved in strategic nuclear forces, however, said he has warned for years that Russia is not reducing its nuclear forces under the treaty.

Since the New START arms accord, Moscow has eliminated small numbers of older SS-25 road-mobile missiles. But the missiles were replaced with new multiple-warhead SS-27s.

“The Russians have not claimed to have made any reductions for five years,” Schneider said

Additionally, Russian officials deceptively sought to make it appear their nuclear forces have been reduced during a recent nuclear review conference.

“If they could have claimed to have made any reductions under New START counting rules they would have done it there,” Schneider said.

The Obama administration also has been deceptive about the benefits of New START.

“The administration public affairs talking points on New START reductions border on outright lies,” Schneider said.

“The only reductions that have been made since New START entry into force have been by the United States,” he said. “Instead, Russia has moved from below the New START limits to above the New START limits in deployed warheads and deployed delivery vehicles.”

Deployment of new multiple-warhead SS-27s and SS-N-32s are pushing up the Russian warhead numbers. Published Russian reports have stated the missiles will be armed with 10 warheads each.

Former Defense Secretary William Perry said Thursday that New START was “very helpful” in promoting strategic stability but that recent trends in nuclear weapons are “very, very bad.”

“When President Obama made his speech in Prague, I thought we were really set for major progress in this field [disarmament],” Perry said in remarks at the Atlantic Council.

However, Russian “hostility” to the United States ended the progress. “Everything came to a grinding halt and we’re moving in reverse,” Perry said.

Other nuclear powers that are expanding their arsenals include China and Pakistan, Perry said.

Perry urged further engagement with Russia on nuclear weapons. “We do have a common interest in preventing a nuclear catastrophe,” he said.

Perry is advocating that the United States unilaterally eliminate all its land-based missiles and rely instead on nuclear missile submarines and bombers for deterrence.

However, he said his advocacy of the policy “may be pursuing a mission impossible.”

“I highly doubt the Russians would follow suit” by eliminating their land-based missiles, the former secretary said.

Additionally, Moscow is building a new heavy ICBM called Sarmat, code-named SS-X-30 by the Pentagon, that will be equipped with between 10 and 15 warheads per missile. And a new rail-based ICBM is being developed that will also carry multiple warheads.

Another long-range missile, called the SS-X-31, is under development and will carry up to 12 warheads.

Schneider, the former Pentagon official, said senior Russian arms officials have been quoted in press reports discussing Moscow’s withdrawal from the New START arms accord. If that takes place, Russia will have had six and a half years to prepare to violate the treaty limits, at the same time the United States will have reduced its forces to treaty limits.

“Can they comply with New START? Yes. They can download their missile warheads and do a small number to delivery systems reductions,” Schneider said. “Will they? I doubt it. If they don’t start to do something very soon they are likely to pull the plug on the treaty. I don’t see them uploading the way they have, only to download in the next two years.”

The White House said Moscow’s failure to take part in the nuclear summit was a sign of self-isolation based on the West’s sanctions aimed at punishing Russia for the military takeover of Ukraine’s Crimea.

A Russian official said the snub by Putin was directed at Obama.

“This summit is particularly important for the USA and for Obama—this is probably why Moscow has decided to go for this gesture and show its outrage with the West’s policy in this manner,” Alexei Arbatov, director of the Center for International Security at the Russian Academy of Sciences, told the business newspaper Vedomosti.

A Russian Foreign Ministry official, Mikhail Ulyanov, told RIA Novosti that the summit was not needed.

“There is no need for it, to be honest,” he said, adding that nuclear security talks should be the work of nuclear physicists, intelligence services, and engineers.

“The political agenda of the summits has long been exhausted,” Ulyanov said.

 

ISIS Moving Prisoners for an Offensive Operation?

The Syrian Observatory for Human Rights reported that prisoners were set to work digging trenches around Jarabulus.

BEIRUT – ISIS has begun to transfer its prisoners to a town along Syria’s border with Turkey in anticipation of a Kurdish-led offensive on the area, according to a monitoring NGO tracking developments in the country.

The Syrian Observatory for Human Rights reported Thursday that the jihadist group’s Hisbah religious police was moving both civilian detainees and imprisoned fighters from its own ranks and other factions to Jarabulus, a town lying on the Euphrates River across from Kurdish-controlled front-lines.

The NGO cited activists in Raqqa as saying that the prisoners were being moved from detention facilities from the city, which serves as ISIS’s de-facto capital, as well as from Al-Bab and Manbij, two towns south of Jarubulus in a stretch of territory that Turkey does not want Kurdish-forces expanding into.

“Sources confirmed that the transfer of prisoners was done in conjunction with the spread of [reports] that [the Kurdish-led] Syrian Democratic Forces (SDF) are preparing for an attack on the Jarabulus district and other areas controlled by ISIS in the northeastern countryside of Aleppo,” the SOHR said.

The report added that the transferred prisoners were pressed into manual labor to set up defensive measures around Jarabulus, including digging trenches and erecting earth mounds.

The SOHR’s report comes days after Turkey’s Turkey’s state-run Anadolu news agency claimed that the SDF was preparing for an assault on Manbij, a town 25 kilometers south of Jarabulus.

“Officials in the party have announced over their social media accounts the ‘Greater Manbij Operation’ to seize the town,” the news agency quoted sources as saying.

Kurdish outlets affiliated with local Kurdish forces have yet to make any mention of the purported offensive, however reports indicate the US-led coalition bombarding ISIS has stepped up its airstrikes around Manbij.

Ankara has repeatedly warned that it will not allow Kurdish forces to cross westward across the Euphrates—either toward Manbij or Jarabulus—and continue to expand its presence along Turkey’s border with Syria.

Turkey considers the Kurdish People’s Protection Units (YPG)—which are affiliated with the Turkish Kurdistan Workers’ Party (PKK)—to be a terrorist organization.

Turkish daily Hurriyet reported Thursday Ankara was “closely following reports of a planned operation” by the SDF to take Manbij, adding that the Turkish military was ready to launch the “required response.”

In past months, the Turkish Armed Forces has shelled Kurdish units attempting to cross the Euphrates River to conduct raids on ISIS forces positioned around Jarabulus, in effect enforcing a “red line” between the YPG and Ankara’s planned “safe zone.”

‘ISIS is planning a major attack in Israel’

While Islamic State (ISIS) attacks in Europe and massacres in Syria and Iraq have dominated the headlines in recent months, the radical Islamic terror group may be shifting its focus, placing a greater emphasis on Israel and the United States.

This Sunday, a Gazan Salafist official and ISIS affiliate Abu al-Ayna al-Ansari spoke with an American journalist, Aaron Klein, about the terror organization’s capabilities and future plans.

Al-Ansari, who is believed to have close ties to ISIS, emphasized that the terror organization would be focusing on Israel and the US, and viewed those two nations as its primary enemies in the pursuit of an Islamic caliphate.

“Israel and the United States are at the top of the list of the targets of the Islamic State,” Al-Ansari said on the Aaron Klein Investigative Radio show. “The Islamic State educates its people that Israel and the United States are the leaders of the infidels and we believe that Israel should be disappeared [sic].”

Perhaps most disturbing, however, are reports that ISIS is building an extensive terror infrastructure along Israel’s southern border. Taking advantage of the minimal Egyptian presence in the Sinai, Wilayat Sinai (Sinai Province), an affiliate of ISIS, has expanded its capabilities for a potential attack on Israel.

According to Al-Ansari, ISIS is already planning its first major attack on Israeli soil. A major ISIS attack on Israel, he claims, is only a matter of time.

“I can confirm that it is only a question of time when there will be a big operation in Eilat and in the south of Israel. The Wilayat Sinai will be the ones responsible for the confrontation with Israel.”

Speaking with Israel Army Radio, Yehuda Cohen, the commander of the IDF’s Sagi Brigade which secures the border with Egypt, admitted that such an attack was indeed likely.

“In the end it must be remembered this organization was formed by terrorists that dream of a terror attack against Israel, and it will come. It’s clear that there will be a terror attack against Israel, I believe that it will happen during my tenure,” Cohen said.

While Israel has hitherto been spared the horrors ISIS has inflicted on Syria and Iraq, ISIS activity against Israel has been on the rise in recent months. In February a Sudanese national, allegedly inspired by ISIS, stabbed and wounded an Israeli soldier, in what is believed to be the first successful ISIS attack in Israel.

Earlier in March a suicide bomber affiliated with ISIS bombed a popular shopping center in Istanbul, murdering three Israelis and wounding dozens after tracking the Israeli tourists from their hotel.

Just this Monday two Arab residents of Jerusalem were charged with planning bombing attacks on Jerusalem for ISIS – the latest in a string of small ISIS cells broken up by Israeli security forces while planning attacks.

Senator Leahy’s Written Challenge to Israel on Human Rights

Is this senator nuts or has he in fact been void of news or foreign policy updates provided to Congress? Both perhaps? And some fellow senators appear to have the same problem.

What is worse, the letter is addressed to SecState, John Kerry who is quite anti-Israel and for sure anti-Egypt but perhaps the White House has a few in the senate taking on this written challenge…..

“The IDF and the Israel Police do not engage in executions. Israel’s soldiers and police officers defend themselves and innocent civilians with the highest moral standards against bloodthirsty terrorists who come to murder them.  

Where is the concern for the human rights of the many Israelis who’ve been murdered and maimed by these savage terrorists?  

This letter should have been addressed instead to those who incite youngsters to commit cruel acts of terrorism.”

Then we need to ask some deeper questions regarding the influence some communist lobby groups have in Congress like American Friends of Service Committee.  Perhaps this organization is also tied or maybe funded by Iran?

Leahy asked State Dept. to investigate Israeli human rights ‘violations’

Politico: Sen. Patrick Leahy (D-Vt.) and 10 House members have asked the Obama administration to investigate claims that the Israeli and Egyptian security forces have committed “gross violations of human rights” — allegations that if proven truei could affect U.S. military aid to the countries.

In a letter to Secretary of State John Kerry dated Feb. 17, the lawmakers list several examples of suspected human rights abuses, including reports of extrajudicial killings by Israeli and Egyptian military forces, as well as forced disappearances in Egypt. The letter also points to the 2013 massacre in Egypt’s Rab’aa Square, which left nearly 1,000 people dead as the military cracked down on protesters, as worthy of examination.

Leahy’s signature is particularly noteworthy because his name is on a law that conditions U.S. military aid to countries on whether their security forces are committing abuses.

“In light of these reports we request that you act promptly to determine their credibility and whether they trigger the Leahy Law and, if so, take appropriate action called for under the law,” the signatories state in the letter, which was obtained by POLITICO on Tuesday evening from an organization that provided input for it.

The Leahy Law’s application and impact have been difficult to measure, and while U.S. funding to a particular foreign military unit may be cut off as a result of the law, overall U.S. military aid to the country need not be stopped.

The letter’s real impact may be political: Israel’s unusual, if not unprecedented inclusion with Egypt on such an inquiry is likely to rile Israel’s allies in Washington, who bristle at the notion that the Middle East’s only established democracy could be lumped in with a notorious human rights abuser like Egypt.

Though it was sent to Kerry well beforehand, the timing of the letter’s release comes just days after an Israeli soldier was filmed executing a Palestinian prisoner at close range – setting off fury in the Arab world and launching a military disciplinary process that has many on the Israeli right fuming.

Leahy spokesman David Carle downplayed Israel’s inclusion in the request, noting that the Vermont Democrat “has always said” that the law that bears his name “should be uniformly applied.”

Egypt’s inclusion may be no easier to navigate, as the military-backed Egyptian regime has proved a vexing problem for President Barack Obama as he has sought to balance the U.S.’s traditional concern for human rights with its need to maintain Cairo as an ally in an increasingly chaotic Middle East.

The U.S. is so wary of losing Egypt’s friendship it declined to call the military’s 2013 takeover over of the elected Muslim Brotherhood government a coup — a label that would have triggered a legal obligation to suspend military aid. Israel, meanwhile, remains America’s closest ally in the region despite tense relations between Obama and Prime Minister Benjamin Netanyahu, and it has received billions in U.S. military assistance over the years.

The letter questions the current mechanisms that the U.S. has to monitor its military assistance to both countries and asks for clarity on how the various divisions of the State Department “document and determine the credibility of information related to allegations of gross violations of human rights by foreign security forces.”

“According to information we have received, the manner in which U.S. military assistance has been provided to Israel and Egypt, since the Camp David Accords, including the delivery of assistance at the military service level, has created a unique situation that has hindered implementation of normal mechanisms for monitoring the use of such assistance,” the letter states.

A State Department spokesman said it would provide a comment later Wednesday.

Meanwhile, the letter was hailed by left-leaning organizations such as Jewish Voice for Peace, the National Lawyers Guild International Committee and others. These groups also provided input for the letter.

“Both Israel and Egypt receive billions of dollars in U.S. military aid, and both countries’ security forces have opened fire on protesters with impunity. This letter from key members of Congress is an important first step in the right direction,” said Sunjeev Bery of Amnesty International USA.

Added Raed Jarrar of the American Friends Service Committee: “We call on the Department of State to investigate all the cases mentioned in the letter, and to provide Congress with a comprehensive answer.”

WH Nuclear Summit Details

3 countries by the way are ‘no-shows’ Iran, Russia and Pakistan.

The basis of the summit could and should begin with Western powers at UN seek meeting on Iranian missile tests

Washington, Paris, London and Berlin said as much in a letter dated Monday to the Spanish ambassador Roman Oyarzun Marchesi, who is in charge of the issue within the council.

The same powers last July signed an historic nuclear accord with Tehran to limit its nuclear programme in exchange for the lifting of crippling sanctions.

The letter obtained by AFP says the missile launches were “destabilizing and provocative” and defied a 2015 UN resolution, number 2231. Much more here.

Progress Since Prague

The Obama Administration’s focus on nuclear security is part of a comprehensive nuclear policy presented by the President in Prague in 2009. In that speech, President Obama described a four-pronged agenda to pursue a world without nuclear weapons.  He laid out new U.S. policies and initiatives towards nuclear disarmament, nuclear nonproliferation, nuclear security, and nuclear energy.

President Obama in his Prague remarks identified the risk of nuclear terrorism as the most immediate and extreme threat to global security, and he called for a worldwide effort to secure all vulnerable nuclear materials in four years.  He also highlighted the need to break up black markets, detect and intercept materials in transit, and use financial tools to disrupt illicit trade in nuclear materials.

The Nuclear Threat

It is almost impossible to quantify the likelihood of nuclear attack by extremist groups.  But we know that roughly 2000 metric tons of nuclear weapons usable materials — highly enriched uranium and separated plutonium — are present in both civilian and military programs, and we know that terrorists have the intent and the capability to turn these raw materials into a nuclear device if they were to gain access to them.  A terrorist attack with an improvised nuclear device would create political, economic, social, psychological, and environmental havoc around the world, no matter where the attack occurs. The threat is global, the impact of a nuclear terrorist attack would be global, and the solutions therefore must be global.

The President’s call-to-action in Prague was intended to reinvigorate existing bilateral and multilateral efforts and to challenge nations to re-examine their own commitments to nuclear security. Given the global repercussions of such an attack, all nations have a common interest in establishing the highest levels of security and protection over nuclear material and strengthening national and international efforts to prevent nuclear smuggling and detect and intercept nuclear materials in transit.  World leaders have no greater responsibility than ensuring their people and neighboring countries are safe by securing nuclear materials and preventing nuclear terrorism.

Nuclear Security Summit Successes

The Nuclear Security Summit process has been the centerpiece of these efforts.  Since the first Summit in April 2010 in Washington, DC, President Obama and more than 50 world leaders have been working together to prevent nuclear terrorism and counter nuclear smuggling.  This Summit community has built an impressive track record in meaningful progress towards nuclear security, and on actions that back up our words.  Collectively, Summit participants have made over 260 national security commitments in the first three Summits, and of these, nearly three-quarters have been implemented.  These outcomes – nuclear material removed or eliminated, treaties ratified and implemented, reactors converted, regulations strengthened, “Centers of Excellence” launched, technologies upgraded, capabilities enhanced – are tangible, concrete evidence of improved nuclear security.  The international community has made it harder than ever for terrorists to acquire nuclear weapons, and that has made us all more secure.

In addition to national actions, Summits have provided opportunities for countries to step beyond the limitations of consensus to highlight steps they are actually taking as a group to reduce nuclear threats.  These so-called “gift baskets” have reflected joint commitments related to countering nuclear smuggling, radioactive source security, information security, transportation security, and many other topics.  It would be an overstatement to suggest that these national and collective commitments have come about exclusively as a result of the Nuclear Security Summits, but it is fair to say that they would almost certainly not all have transpired in the absence of the kind of high-level forcing effect that summits can have.

Across the four Nuclear Security Summits, we have maintained the momentum of tangible actions to reduce the threat of nuclear terrorism and to make progress towards strengthened international norms and standards for nuclear security.

  • The number of facilities with nuclear material continues to decline:  We successfully completed removals or confirmed the downblending of highly enriched uranium (HEU) and plutonium from more than 50 facilities in 30 countries — in total, enough material for 130 nuclear weapons.
    • In 2010, Ukraine committed to remove four bombs’ worth of HEU and completed that removal in 2012, fully eliminating all HEU from its territory – a particularly vital step in light of Russia’s subsequent breaches of Ukraine’s sovereignty and territorial integrity.
    • Japan is on track to remove over 500 kilograms of HEU and separated plutonium from its Fast Critical Assembly. This is the largest-ever project by a country to remove nuclear material from its territory and we look forward to continued work with Japan on additional removals.
  • Fourteen countries and Taiwan highlighted the elimination of all nuclear materials from their territory; as a result, wide swaths of Central and Eastern Europe and all of South America can be considered free of HEU and therefore no longer targets for those seeking nuclear materials.
  • Security at sites and on borders is increasing: All Summit countries reported progress in enhancing nuclear security practices, including 20 countries committing to increase cooperation to counter nuclear smuggling efforts, and 13 countries pledging to improve nuclear detection practices at ports;
  • A majority of Summit states will implement stronger security practices: 36 countries pledged to implement stronger nuclear security practices in their countries by – among other things – incorporating international guidelines into national laws, inviting international peer reviews of their nuclear material, and committing to continuous review and improvement of their nuclear security systems.
  • The legal basis for nuclear security continues to be strengthened: additional countries are adopting binding legal commitments, such as the Amended Convention on the Physical Protection of Nuclear Material, which will soon achieve entry into force with over 80 new ratifications since 2009, and the International Convention on Suppression of Acts of Nuclear Terrorism.
  • Nuclear Security Training and Support Centers and other nuclear security Centers of Excellence have increased and become more connected: 15 states have opened centers since 2009 in support of national nuclear workforce training requirements, as well as international capacity building and research and development on nuclear security technologies.
  • Radioactive source security has been enhanced: 23 countries agreed to secure their most dangerous radioactive sources to levels established in international guidelines by 2016.

Strengthening the Architecture

Key aspects of the Summits’ success have included the personal attention of national leaders; a focus on tangible, meaningful outcomes; a regular event that elicits deliverables and announcements; and a forum that builds relationships that can help advance joint efforts.  We need to find ways to capture some of these attributes in more lasting vehicles to promote nuclear security progress.

The IAEA’s first-ever nuclear security ministerial held in 2013 is an important step towards strengthening the Agency’s role in promoting nuclear security, and we look forward to regularizing those high-level meetings, with the next one being held in December 2016. The 2012 special session at the UN on nuclear terrorism reflects the unique convening power of the United Nations in this arena. INTERPOL plays a unique role in bringing together law enforcement officials, as seen through its recent convening of the recent Global Conference to combat nuclear smuggling.  Other fora for collective action – the Global Partnership, the Global Initiative to Combat Nuclear Terrorism (GICNT), the Nuclear Suppliers Group – have all been invigorated in recent years.  The United States hosted the first Nuclear Security Regulators Conference in 2012, and Spain will host the second such meeting in May 2016.  The World Institute for Nuclear Security, professional societies and nongovernmental expert communities are also key components of this architecture and must continue to contribute to this mission as we move beyond Summits to nurture new concepts, build professional skills, and develop global connections.

The Summits were designed to enhance, elevate, expand and empower this architecture of treaties, institutions, norms and practices to effectively address the threats we face today and in the future.  As the 2016 Nuclear Security Summit represents the last summit in this format, we will issue five Action Plans in support of the key enduring institutions and initiatives related to nuclear security: the UN, the IAEA, INTERPOL, the GICNT and the Global Partnership.  These Action Plans represent steps the Summit participants will take as members of these organizations to support their enhanced role in nuclear security.

Another key component of the Summit’s success has been the effective network of “Sherpas” – the senior expert officials in each Summit country responsible for developing the outcomes of the Summits and for preparing their respective leaders.  These Sherpas cut across multiple agencies to form a tight-knit community of action.  This community will be carried forward after the 2016 Summit as a “Nuclear Security Contact Group” that will meet regularly to synchronize efforts to implement commitments made in the four Summit Communiqués, national statements, gift baskets, and Action Plans.  Recognizing the interest from those who have not been part of the Summit process, this Contact Group will be open to countries that wish to promote the Summit agenda.

Looking Ahead

As much as we have accomplished through the Summit process, more work remains.  We will continue to seek additional tangible results in nuclear material reductions and better overall nuclear and radiological security practices; we will look for ways to enhance the global nuclear security architecture; and, we will continue to promote an architecture that – over time – is comprehensive in its scope (including civilian and military material), is based on international standards, incorporates measures to build confidence that states are applying security responsibly in their countries, and promotes declining stocks of directly useable fissile material.

We all need to do more together to enhance nuclear security performance, to dissuade and apprehend nuclear traffickers, to eliminate excess nuclear weapons and material, to avoid production of materials we cannot use, to make sure our facilities can repel the full range of threats we have already seen in our neighborhoods, to share experiences and best practices, and to do so in ways that are visible to friends, neighbors, and rivals – and thereby provide assurance that we are effectively executing our sovereign responsibility. We also need to reflect the principle of continuous improvement, because nuclear security is never “done”.  As long as materials exist, they require our utmost commitment to their protection—we continue the march toward the goal of a world without nuclear weapons.
