ISIS in Latin America, Terror Funding Operations

Latin America has a long history of nefarious connections starting with those in support of Nazis and harboring many that fled to the region after the fall of the Third Reich. There is Paraguay, then Argentina and Chile, even Brazil.

Now we have the modern day threat of militant Islam as a neighbor.

Spanish Military Report: Islamic Terrorists Operate, Raise Cash in Latin America to Attack U.S.

JW: Latin America is a hotbed of Islamic terrorism where groups like ISIS and Hezbollah operate freely and raise large sums of money to finance terrorist activities in other countries, mainly the United States, according to a new report released by Spain’s Defense Ministry. “Latin America represents an important region for Islamic radicalism because conditions enable the free, almost undetectable, movement of their members throughout the region,” the defense document states.

Governments in the region consider Islamic terrorism to be a foreign problem, the report says, and intelligence agencies are ill equipped to handle the threat they represent. “The ignorance involving the threat of jihadist terrorism in Latin America has been such that some governments have refused to cooperate with U.S. authorities and other intelligence services,” the disturbing assessment reveals. The report was released this month by the division of Spain’s Defense agency known as Instituto Español de Estudios Estratégicos (IEEE), Spanish Institute of Strategic Studies. The document, authored by a counterterrorism expert, is titled “El radicalismo islámico en América Latina. De Hezbolá al Daesh (Estado Islámico),” Islamic Radicalism in Latin America, from Hezbollah to ISIS.

The Lebanese group Hezbollah is identified as having the largest fundraising operations in the region, though others, such as ISIS, are also prominent. The terrorist organizations have teamed up with established drug trafficking conglomerates to raise and launder large quantities of cash. The report identifies a group called El clan Barakat in Paraguay and Joumaa in Colombia as two examples of drug trafficking enterprises that have long worked with Islamic jihadists to launder money. Spain’s military experts refer to the relationships as a “marriage of convenience” between Latin American organized crime and Muslim terrorists with different objectives and interests. “Each takes advantage of the benefits that the relationship provides,” the report states.

ISIS is expanding quickly in Latin America, the report warns, revealing that around 100 individuals from the region’s large Muslim community have traveled to Syria and Iraq to join terrorist groups recently. Argentina and Brazil have the largest Muslim populations in Latin America with more than 1 million each, the report says. Venezuela, Mexico, Peru and Chile also have large and rapidly growing Muslim populations. Trinidad and Tobago, Caribbean islands on the northern edge of Latin America, are identified as “especially worrisome” because local authorities reported that 70 of their citizens traveled to Syria and Iraq to join ISIS. Additionally, nine of the islands’ citizens were detained in Turkey attempting to cross the border into Syria. The report cites a 2012 article in a military publication from Trinidad that compares the growth of radical Islam in the country to a group of violent Muslims that tried to overthrow the government in 1990.

The strong connection between Islamic terrorists and Latin America has been developing for years and Judicial Watch has reported it extensively, especially when it comes to Mexico. With a dangerously porous southern border, the collaboration between Muslim terrorists and Mexican drug cartels has created a critical threat to the United States. Last year Judicial Watch reported that ISIS is operating a camp just a few miles from El Paso, Texas, in an area known as “Anapra” situated just west of Ciudad Juárez in the Mexican state of Chihuahua. Judicial Watch also broke a story about Mexican drug cartels smuggling foreigners from countries with terrorist links into a small Texas rural town near El Paso. The foreigners are classified as Special Interest Aliens (SIA) by the U.S. government and they are being transported to stash areas in Acala, a rural crossroads located around 54 miles from El Paso on a state road—Highway 20.

Earlier this year Judicial Watch uncovered State Department records confirming that “Arab extremists” are entering the U.S. through Mexico with the assistance of smuggling network “cells.” Among them is a top Al Qaeda operative wanted by the FBI. The government documents also reveal that some Mexican smuggling networks actually specialize in providing logistical support for Arab individuals attempting to enter the United States. The top Al Qaeda leader in Mexico was identified in the State Department records, via a September 2004 cable from the American consulate in Ciudad Juárez, as Adnan G. El Shurkrjumah. In December, 2014 Shukrijumah was killed by the Pakistan Army in an intelligence-borne operation in South Waziristan. But before he died Shukrijumah helped plan several U.S. attacks, including plots to bomb Oprah Winfrey’s studio and detonate nuclear devices in multiple American cities. For years Shukrijumah appeared on the FBI’s most wanted list and, despite being sought by the agency, he crossed back and forth into the U.S. from Mexico to meet fellow militant Islamists in Texas. Back in 2014 Judicial Watch reported that, as one of the world’s most wanted terrorists, Shukrijumah piloted an aircraft into the Cielo Dorado airfield in Anthony, New Mexico.

Iran Deal Terms Revealed, They DID Lie

   Do you wonder what world leaders know that we don’t? Shall we start with the Iranian nuclear deal?

From the White House website January 2016:

On January 16, 2016, the International Atomic Energy Agency verified that Iran has completed the necessary steps under the Iran deal that will ensure Iran’s nuclear program is and remains exclusively peaceful.

Before this agreement, Iran’s breakout time — or the time it would have taken for Iran to gather enough fissile material to build a weapon — was only two to three months. Today, because of the Iran deal, it would take Iran 12 months or more. And with the unprecedented monitoring and access this deal puts in place, if Iran tries, we will know and sanctions will snap back into place.

Here’s how we got to this point. Since October, Iran has:

  • Shipped 25,000 pounds of enriched uranium out of the country
  • Dismantled and removed two-thirds of its centrifuges
  • Removed the calandria from its heavy water reactor and filled it with concrete
  • Provided unprecedented access to its nuclear facilities and supply chain

Because Iran has completed these steps, the U.S. and international community can begin the next phase under the JCPOA, which means the U.S. will begin lifting its nuclear-related sanctions on Iran. However, a number of U.S. sanctions authorities and designations will continue to remain in place. More here.

Sept, 2015: Democratic senators Tuesday blocked for the second time an attempt by frustrated Republicans to stop the Iran nuclear agreement from taking effect. Majority Leader Mitch McConnell, R-Ky., vowed to try again to derail the deal.

Senators voted 56-42 in favor of bringing to the floor a resolution of disapproval opposing the Iran deal — four votes shy of the 60 Republican leaders need to advance the resolution. It was the second time in less than a week that Democrats safeguarded the Iran agreement. The votes spare President Obama from having to veto a disapproval resolution since it will not come to his desk. The House rejected the vote, so what did the Obama White House do? They took it to the UN and bypassed Congress completely…Now we know more details as it is demonstrated that Obama, John Kerry and Ben Rhodes all lied. Consequence? None yet unless we demand them.

 

U.N. Agency Publishes Secret Iran Deal Docs On Exemptions Obama Admin Dismissed

Top Nuclear Expert: “You just have to ask the question of, what else is being hidden?”

TWS: Iran was given secret exemptions allowing the country to exceed restrictions set out by the landmark nuclear deal inked last year, some of which were made public this week by the United Nations nuclear watchdog and others that are likely still being withheld, according to diplomatic sources and a top nuclear expert who spoke to THE WEEKLY STANDARD.

The International Atomic Energy Agency (IAEA) on Friday posted documents revealing that Iran had been given exemptions in January that permit the country to stockpile uranium in excess of the 300 kilogram limit set by the nuclear deal, experts said. The agreements had been kept secret for almost a year, but recent reports indicated that the Trump administration intended to make them public.

TWS reported earlier in December that top Democratic senators also supported releasing the documents.

Some details of the exemptions had previously been leaked. The Institute for Science and International Security (ISIS) revealed in September that Iran had been allowed to exceed certain caps in the deal so that the country could come into compliance with the deal’s terms.

Administration officials dismissed the ISIS report at the time, and surrogates who White House officials have described as the administration’s “echo chamber” criticized the organization.

“The administration was really nasty after we released these documents,” David Albright, the founder and president of ISIS, told TWS on Friday. “It was very tough for us to get the information. … I think that if we hadn’t released, they had every intention to keep it secret. They may have given lip service to openness, but I think their intention was to keep it secret.”

Albright credited the release of the documents as a step towards greater transparency, despite administration attempts to conceal the agreements.

“You just have to ask the question of, what else is being hidden?” said Albright. “The administration did it to try to minimize the chance that people would know what was in these decisions, and certainly keep those people from talking to people like me in the technical community that can actually interpret what’s in those decisions.”

A source who works with Congress on the Iran issue and who had been briefed on some of the exemptions confirmed that assessment.

“The Obama team was just hoping to get through the next few weeks without revealing that they’ve been allowing Iran to go beyond the nuclear deal the whole time,” said the source. “That way the president and Secretary of State Kerry could keep declaring that Iran has been following the deal, and their echo chamber could keep saying the nuclear deal is working.”

“But now it’s public. The only reason that the nuclear deal is still in place is because the Obama team has been secretly rewriting to let Iran cheat. The only question is, what’s still not being told?”

The now-confirmed exemptions reported on by ISIS include allowing Iran to keep low-enriched uranium (LEU) in various forms beyond what’s allowed under the nuclear deal. The concession applies to forms that have been “deemed unrecoverable” for use in a nuclear weapon, and Iran has promised not to build a facility to try recover them.

That language is not in the nuclear deal, and Obama officials have struggled to defend it. At a State Department press briefing in September after the release of the ISIS report, journalists pressed spokesperson John Kirby on the decision.

“You’re using this term that’s not in the document. I’m just trying to figure out how we can actually check that or understand what it means,” said Associated Press reporter Bradley Klapper. “If you say some things are usable but some things aren’t, but I don’t know which are which, that’s not spelled out in the document. That seems to be a new idea here.”

Albright suggested to TWS that the uranium could actually be recoverable and used in a rush to a nuclear weapon. The State Department in September distorted the nature of the exemption, he said.

“If this whole thing rests on [Iran] promising not to build a facility that they’d probably only build in secret if they were going to actually break out, then this material probably should not be deemed non-recoverable,” he continued. “The State Department … deliberately distorted what was in these decisions to make this point that somehow ‘non-recoverable’ meant [the LEU] really would never be able to be recovered, regardless if they build a facility.”

General Kelly Pegged to Head DHS

This is going to take another waiver…. I hope that early on in the Trump administration there will be a final act to list and designate drug cartels as terror organizations. Fair warning however, the economies of Latin American countries could financially collapse.

It is also notable that General Kelly lost a son to the enemy known as the Taliban in 2010 in Afghanistan.

WaPo: Donald Trump has chosen retired Marine Gen. John F. Kelly to run the Department of Homeland Security, turning to a blunt-spoken border security hawk who clashed with the Obama administration over women in combat and plans to close the prison at Guantanamo Bay, according to people familiar with the decision.

Kelly, who retired in February as chief of U.S. Southern Command, would inherit a massive and often troubled department responsible for overseeing perhaps the most controversial part of Trump’s agenda: his proposed crackdown on illegal immigration. DHS is the third-largest Cabinet department, with more than 240,000 employees who do everything from fight terrorism to protect the president and enforce immigration laws.

Kelly, 66, is a widely respected military officer who served for more than 40 years, and he is not expected to face difficulty winning Senate confirmation. Trump’s team was drawn to him because of his southwest border expertise, people familiar with the transition said. Like the president-elect Kelly has sounded the alarm about drugs, terrorism and other cross-border threats he seems as emanating from Mexico and Central and South America.

Yet Kelly’s nomination could raise questions about what critics see as Trump’s tendency to surround himself with too many military figures. Trump has also selected retired Marine Gen. James N. Mattis for defense secretary and retired Lt. Gen. Michael T. Flynn as national security adviser, while retired Army Gen. David Petraeus is under consideration for secretary of state.

Kelly, a Boston native, was chosen over an array of other candidates who also met with Trump after his surprise election victory last month. Those in contention included Frances Townsend, a top homeland security and counterterrorism official in the George W. Bush administration; Milwaukee County sheriff David Clarke and Kansas Secretary of State Kris Kobach. Clarke and Kobach are vocal Trump backers, with Kobach being nationally known for his strong views on restricting illegal immigration. More here.

**** Why is General Kelly a stellar choice for the Department of Homeland Security? In 2015, in part his testimony before the Senate Armed Services Committee gives us a huge clue:

Last year, almost half a million migrants1 from Central America and Mexico—including over 50,000 unaccompanied children (UAC) and families—were apprehended on our border, many fleeing violence, poverty, and the spreading influence of criminal networks and gangs. Assistant Secretary of State Roberta Jacobson testified that the “UAC migration serves as a warning sign that the serious and longstanding challenges in Central America are worsening.”2 In my opinion, the relative ease with which human smugglers moved tens of thousands of people to our nation’s doorstep also serves as another warning sign: these smuggling routes are a potential vulnerability to our homeland. As I stated last year, terrorist organizations could seek to leverage those same smuggling routes to move operatives with intent to cause grave harm to our citizens or even bring weapons of mass destruction into the United States. Mr. Chairman, Members, addressing the root causes of insecurity and instability is not just in the region’s interests, but ours as well, which is why I support President Obama’s commitment to increase assistance to Central America.

These and other challenges underscore the enduring importance of U.S. Southern Command’s mission to protect our southern approaches. We do not and cannot do this mission alone. Our strong partnerships with the U.S. interagency—especially with the Department of Homeland Security (DHS), the U.S. Coast Guard, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), and the Departments of Treasury and State—are integral to our efforts to ensure the forward defense of the U.S. homeland. We are also fortunate to have strong, capable partners like Colombia, Chile, Brazil, El Salvador, and Panama, regional

leaders and outstanding contributors to hemispheric and international security. Given our limited intelligence assets, interagency relationships and bilateral cooperation are critical to identifying and monitoring threats to U.S. national security and regional stability.

I am also troubled by the financial and operational overlap between criminal and terrorist networks in the region. Although the extent of criminal-terrorist cooperation is unclear, what is clear is that terrorists and militant organizations easily tap into the international illicit marketplace to underwrite their activities and obtain arms and funding to conduct operations.4 It’s easy to see why: illicit trafficking is estimated to be a $650 billion industry—larger than the GDP of all but 20 countries in the world—and less than 1 percent of global illicit financial flows is currently being seized or frozen.5 The terrorist group Lebanese Hezbollah—which has long viewed the region as a potential attack venue against Israeli or other Western targets—has supporters and sympathizers in Lebanese diaspora communities in Latin America, some of whom are involved in lucrative illicit activities like money laundering and trafficking in counterfeit goods and drugs. These clan-based criminal networks exploit corruption and lax law enforcement in places like the Tri-Border Area of Brazil, Paraguay, and Argentina and the Colon Free Trade Zone in Panama and generate revenue, an unknown amount of which is transferred to Lebanese Hezbollah. Unfortunately, our limited intelligence capabilities make it difficult to fully assess the amount of terrorist financing generated in Latin America, or understand the scope of possible criminal-terrorist collaboration. Why Obama will not Release KSM from Gitmo

A horrifying look into the mind of 9/11’s mastermind, in his own words

What is it like to stare into the face of evil? James E. Mitchell knows.

WaPo: In his gripping new memoir, “Enhanced Interrogation: Inside the Minds and Motives of the Islamic Terrorists Trying To Destroy America,” Mitchell describes the day he was questioning Khalid Sheik Mohammed, when the 9/11 mastermind announced he had something important to say. “KSM then launched into a gory and detailed description of how he beheaded Wall Street Journal reporter Daniel Pearl,” Mitchell writes. Up to that moment, the CIA did not know KSM had personally carried out the murder. When asked whether it was “hard to do” (meaning emotionally difficult), KSM misunderstood the question. “Oh, no, no problem,” KSM said, “I had very sharp knives. Just like slaughtering sheep.”

To confirm his story, the CIA had KSM reenact the beheading so that it could compare the features of his hands and forearms to those in the video of Pearl’s murder. “Throughout the reenactment, KSM smiled and mugged for the cameras. Sometimes he preened,” Mitchell writes. When informed that the CIA had confirmed that he was telling the truth, KSM smiled.

“See, I told you,” KSM said. “I cut Daniel’s throat with these blessed hands.”

This is the pure evil Mitchell and his colleagues confronted each day at CIA “black sites.” “I have looked into the eyes of the worst people on the planet,” Mitchell writes. “I have sat with them and felt their passion as they described what they see as their holy duty to destroy our way of life.”

The world has heard almost nothing from KSM in the 15 years since the 9/11 attacks, but Mitchell has spent thousands of hours with him and other captured al-Qaeda leaders. Now, for the first time, Mitchell is sharing what he says KSM told him.

Mitchell is an American patriot who has been unjustly persecuted for his role in crafting an interrogation program that helped stop terrorist attacks and saved countless lives. He does not shy from the controversies and pulls no punches in describing the interrogations. If anything, readers may be surprised by the compassion he showed these mass murderers. But the real news in his book is what happened after enhanced interrogations ended and the terrorists began cooperating.

 

Once their resistance had been broken, enhanced interrogation techniques stopped and KSM and other detainees became what Mitchell calls a “Terrorist Think Tank,” identifying voices in phone calls, deciphering encrypted messages and providing valuable information that led the CIA to other terrorists. Mitchell devotes an entire chapter to the critical role KSM and other detainees played in finding Osama bin Laden. KSM held classes where he lectured CIA officials on jihadist ideology, terrorist recruiting and attack planning. He was so cooperative, Mitchell writes, KSM “told me I should be on the FBI’s Most Wanted List because I am now a ‘known associate’ of KSM and a ‘graduate’ of his training camp.”

KSM also described for Mitchell many of his as yet unconsummated ideas for future attacks, the terrifying details of which Mitchell does not reveal for fear they might be implemented. “If we ever allow him to communicate unmonitored with the outside world,” Mitchell writes, “he could easily spread his deviously simple but potentially deadly ideas.”

But perhaps the most riveting part of the book is what KSM told Mitchell about what inspired al-Qaeda to attack the United States — and the U.S. response he expected. Today, some on both the left and the right argue that al-Qaeda wanted to draw us into a quagmire in Afghanistan — and now the Islamic State wants to do the same in Iraq and Syria. KSM said this is dead wrong. Far from trying to draw us in, KSM said that al-Qaeda expected the United States to respond to 9/11 as we had the 1983 bombing of the Marine barracks in Beirut — when, KSM told Mitchell, the United States “turned tail and ran.” He also said he thought we would treat 9/11 as a law enforcement matter, just as we had the bombings of the U.S. embassies in Kenya and Tanzania and the USS Cole in Yemen — arresting some operatives and firing a few missiles into empty tents, but otherwise leaving him free to plan the next attack.

“Then he looked at me and said, ‘How was I supposed to know that cowboy George Bush would announce he wanted us ‘dead or alive’ and then invade Afghanistan to hunt us down?’” Mitchell writes. “KSM explained that if the United States had treated 9/11 like a law enforcement matter, he would have had time to launch a second wave of attacks.” He was not able to do so because al-Qaeda was stunned “by the ferocity and swiftness of George W. Bush’s response.”

But KSM said something else that was prophetic. In the end, he told Mitchell, “We will win because Americans don’t realize . . . we do not need to defeat you militarily; we only need to fight long enough for you to defeat yourself by quitting.”

KSM explained that large-scale attacks such as 9/11 were “nice, but not necessary” and that a series of “low-tech attacks could bring down America the same way ‘enough disease-infected fleas can fell an elephant.’ ” KSM “said jihadi-minded brothers would immigrate into the United States” and “wrap themselves in America’s rights and laws” until they were strong enough to rise up and attack us. “He said the brothers would relentlessly continue their attacks and the American people would eventually become so tired, so frightened, and so weary of war that they would just want it to end.”

“Eventually,” KSM said, “America will expose her neck for us to slaughter.”

KSM was right. For the past eight years, our leaders have told us that we are weary of war and need to focus on “nation building at home.” We have been defeating ourselves by quitting — just as KSM predicted.

But quitting will not bring us peace, KSM told Mitchell. He explained that “it does not matter that we do not want to fight them,” Mitchell writes, adding that KSM explained “America may not be in a religious war with him, but he and other True Muslims are in a religious war with America” and “he and his brothers will not stop until the entire world lives under Sharia law.”

Obama Directs Intelligence to be Shared with Cuba

By the time Castro arrived in New York City in September 1960, relations between the United States and Cuba were rapidly deteriorating. Since taking power in January 1959, Castro had infuriated the American government with his policies of nationalizing U.S. companies and investments in Cuba. Some American officials, such as Vice President Richard Nixon, believed that Castro was leaning perilously toward communism. (Castro did not publicly proclaim his adherence to communism until late-1961, when he declared that he was a “Marxist-Leninist”.) More here.

Fidel and Raul’s parents, Ángel Castro and Lina Ruz González, are laid to rest at the Birán plantation. Castro’s privileged background (although non-bourgeois) contradicted his message, so to give himself street cred, he touted his grandparent’s background as “exploited Galician peasants” from Spain.

Like JFK, Castro’s father sent him to boarding school where he received a quality education (despite mediocre grades). Baseball, reading, and politics were among his interests. At 14, he even penned a letter to President Franklin D. Roosevelt congratulating him on his re-election while brazenly asking for $10 American cash (sounds like a secret capitalist).

The Birán estate was more than a working sugar plantation. Prominent landowner Ángel Castro also established a primary school, hotel, pub, post office, a market store, and a ring for cockfighting (again, it sounds like a capitalist venture).

Castro ruled Cuba for 49 paranoid years. He moved frequently due to an estimated 600 assassination attempts by the CIA and other foes. The failed plots are infamous—exploding cigars and poison milkshakes included. Castro eventually ceded power to his brother Raul and retired to the gated community “Punto Cero” (Point Zero), his top-secret 75-acre suburban Havana home which resembled a vast military compound.

Fidel Castro, Cuba’s communist dictator, former president and divisive world figure, died on November 25 at 90 years old—53 years and three days after his nemesis U.S. President John F. Kennedy. Despite their adversarial status, both men were born into wealth via extremely ambitious fathers, both loved sports, both had a mistress weakness, and both fought for their country to oust dictators. That’s where the similarities end.

JFK died young and Castro lived a long, well-heeled life. Castro survived 10 U.S. presidents. Although he didn’t live in a palace and streets weren’t named for him, Castro still lived more extravagantly and hypocritically than he wanted the world to know. Cuba’s revolution leader wasn’t as modest as he led on. A decade ago, Forbes estimated Fidel Castro’s personal net worth at $900 million. That’s a lot of socialist rationing for one person. Luxurious living arrangements were especially appealing to Castro. But for security reasons (after hundreds of assassination attempts), Castro’s paranoid personal life and residences were top secret. Even Cuban citizens didn’t know where he resided.

Fidel Castro was born on his father Ángel Castro’s prosperous 25,000-acre, 400-employee sugar plantation (called Las Manacas farm) in small town Birán, Cuba—about 500 miles from Havana on the eastern end of the island. The property now serves as a Castro museum.

Punto Cero, a pre-revolution golf course property, was reportedly set up by Castro in the 1970s. According to Castro’s former bodyguard, the estate complex includes orange, lemon, mandarin, grapefruit and banana trees, as well as cows and six greenhouses to grow food.

Punto Cero was far from the “fisherman’s cottage” Castro publicly claimed as his main asset. The luxurious complex in the Jaimanitas neighborhood (15 miles outside Havana proper) served as Castro’s summer residence near the capital city’s embassy district. According to Castro’s former bodyguard (as reported by InCuba Today), he also owned a residences in Cayo Piedra (a stones throw from the Bay of Pigs), La Caleta del Rosario, which featured a private marina; and La Deseada, a chalet in Pinar del Río—reportedly one of Castro’s favorite duck hunting spots.

Retired Fidel Castro met foreign leaders, dignitaries and Popes at Punto Cero, including Pope John Paul II in 1998, Pope Benedict in 2012, and Pope Francis in 2015. Despite his Jesuit background, Castro was an atheist. Yet he still reveled meeting Popes, even exchanging religious books with them.
